Seguin ISD announces DEFICIT budget

Superintendent explains financial situation

(Seguin) -- The lack of additional state dollars is reportedly sending the Seguin ISD into a deficit budget of more than $3.5 million. In an attempt to explain its financial situation as it moves into the 2024-2025 school year, Seguin ISD Superintendent Dr. Veronica Vijil rolled out a letter to district employees last week. The letter was provided after the Seguin ISD Board of Trustees was made aware of its current situation during a special board workshop led by new Chief Financial Officer Liz Oaks.

Vijil says school districts did

not receive additional funding from the state through the last legislative session. Additionally, she stated that ESSER funds (federal government funds received during COVID for instructional recovery) have also ended -- leaving many districts in the same fate of having to propose a “deficit budget” for approval. Those ESSER funds reportedly played a crucial role this current year, where there was a $5 million assignment of ESSER funds, which helped to pay for employee raises, stipends, and other important needs.

Guadalupe County residents encouraged to report storm damage

(Seguin) -- Portions of Guadalupe County continue to assess and clean up the damage left behind by strong forced winds that ripped through the area last Thursday.

The northern part of Guadalupe County suffered widespread damages due to the severe storm that made its way into the area around 8 p.m. There were reports of damage from heavy rains, high winds, hail, tornado damage, damaged trees, and power outages.

Carmen Davila, the public information officer for Guadalupe County says the areas severely impacted were Redwood, Staples, and San Marcos. She says now that most residents have been able to access the damage, the county is reminding them to be sure to let someone know.

“They are encouraged to call and report damages to (830) 303-8856,” said Davila.

Patrick Pinder, Guadalupe County emergency management coordinator and fire marshal says reporting their damage is part of the Guadalupe County Emergency Management disaster plan.

“We continue to conduct damage assessments and evaluate the extent of the damages. We ask that in addition, the Texas Division of Emergency Management (TDEM) has opened its disaster assessment website so that information can be submitted in hopes of qualifying for Federal Emergency Management Agency (FEMA) assistance. Residents are asked to submit

their damage report under Spring Severe Weather and Flooding Events. Submitting information to TDEM website is voluntary; however, it is crucial to input your information so that the predefined threshold can be met for Guadalupe County to qualify for FEMA assistance for our citizens impacted by the recent storm,” said Pinder.

Pinder says last week’s storm left plenty of evidence behind.

“There is a large spread of damage to homes, partial collapse of some structures, and power outages due to the strong winds and damage caused by large trees. First responders and emergency crews worked throughout the night searching homes and using equipment to safely remove large debris from the roadway to prepare for morning traffic,” said Pinder.

An emergency shelter was also immediately put into place at the Geronimo Community Center providing folks with assistance from the American Red Cross.

Although there was plenty of damage, officials say they are thankful that there were no serious injuries. Emergency officials who found themselves working around the clock include TDEM, Red Cross, Guadalupe County Fire and Rescue, York Creek Volunteer Fire Department, Guadalupe County Sheriff’s Office, the Seguin Fire Department, Lake Dunlap Volunteer Fire Department, the Guadalupe County Road and Bridge Department, the Staples Police Department and the Texas Department of Public Safety.

“Unfortunately, Seguin ISD will join the many school districts in Texas operating on a deficit budget. What does this mean? A deficit budget means we have more expenses than revenue. School finance is complex. However, all school districts have a ‘fund balance’ which acts as a ‘savings account’ to be used for emergencies. During the current fiscal year (20232024), we designated a portion of our fund balance to pay for certain projects and initiatives. This means that we ended up operating on a deficit budget this school year because we used our ‘savings account’ to pay for expenses,” said Vijil. “Of course, when inflation is happening and everything else, and we haven’t had an increase in the basic allotment, it’s going to hurt us, of course, and this is what everyone is experiencing.”

She adds that the district’s Leadership Team continues to work diligently to identify cost savings and ways to increase their revenue.

“If you have ever run a tight household budget, you know that you have to look at every possible opportunity to save money. Rather than proposing a reduction in force, we have looked at potential savings by reassigning positions to vacant positions and closing positions through attrition. Personnel costs make up about 87 percent of the district’s total operating budget. These are difficult decisions to make. The board of trustees elevates the importance of instruction and student outcomes in Seguin ISD. Also, while possibly rumored, we are not considering any cuts in fine arts programming nor librarians or nurses. However, we have to be mindful of any additions that could increase costs,” said Vijil.

Despite entering into a deficit budget, Vijil says the district is prioritizing the non-use of its fund balance. Although other districts are experiencing the same crisis, having a fund balance puts the Seguin ISD in a positive position to work toward a balanced budget.

“That’s what fund balance is for in the end. If you need to take it out. That’s why it is called a fund balance.

It’s the savings account that we will resort to. We don’t want to get to a level that is beneath the policy. We have said in Seguin ISD that we will have 25 percent of our operating budget always -- that we don’t touch -- in fund balance. We are there. We are okay. We are fine. We just don’t want to get so close that we have resort to, count on, only fund balance,” said Vijil.

In her letter, Vijil stated that while possibly rumored, the district is not considering any cuts in fine arts programming or with its librarians or nurses. However, she does say that they have to be mindful of any additions that could increase costs.

On top of receiving no additional funding, Vijil says there’s no magic answer to why the district finds itself in the position that it does. That’s because she says school finance is and has always been tricky.

“It’s not to say that we don’t want any finger pointing here. We are going to continue to do the best job that we can and look for every opportunity to increase revenue. What things are in our control? We can do a better job of focusing on -- parents we need your kids in school. We need them in class. We need your help so a concerted effort to raise our average daily attendance. That is something that is in our control. We are along with everyone else. We’ve looked at everything. We are not overstaffed. We are using our money with much much more fiscal responsibility as much as we can and this is just another effort to take a look at is there anything else that we can repurpose, cut, cost savings, as well as what we can do to help ourselves by increasing revenue,” said Vijil.

This latest news has also questioned the future of salaries and other benefits for the upcoming fiscal year. At this time, Vijil says the school board has been presented a few scenarios that could potentially be proposed. However, those questions are still being worked out and will be included when the district proposes its upcoming budget in June.

The growing community and the fast development of new homes are helping the district see the light at the end of the tunnel.

“We know that there are some things that will potentially help us in the future such as new neighborhoods and overall growth within the community. This equates to increased student enrollment. Additionally, the legislature begins a new session in January. During the last legislative session, there was a discussion about a possible increase in the student basic allotment,” said Vijil.

Vijil says the district is working hard to ensure that the students needs are met come August. She says news of this deficit should also not be confused with the district’s recent bond projects and the district’s continued plans to accommodate all this anticipated growth.

“There’s two pots of money. There’s the maintenance and operations and there’s the interest and sinking funds. Bonds contribute to the interest and sinking so that is primarily for construction and facility work and it can not cross over into the maintenance and operations and as I mentioned in the letter, human capital, people account for (87 percent) of the budget and so unfortunately that I&S side can’t cross into the M&O side,” said Vijil.

Wrapping up her letter, Vijil adds, “We will be ready for them. Operating in a deficit budget does not mean closure for us. Rather, it is an opportunity for us to work together and thrive through this challenge for the benefit of our students. They are, after all, the reason we are here. We are Matadors; we will get through this together.”

Navarro senior Landun Taylor earns district

Offensive MVP to lead Panther all-district accolades

(Geronimo) -- Navarro senior Landun Taylor was named District 28-4A Offensive MVP for the Panthers in the 2024 baseball season to lead Navarro All-District post-season awards given out by a vote of the district’s head coaches.

Taylor, who will continue his career at Southeastern Baptist College next spring, earned the MVP by leading the Panthers in batting average, home runs, RBI and stolen bases this season. The outfielder and first baseman hit .459 with two home runs and 32 runs batted in. He also swiped 19 bases. Taylor was a Class 4A All-State First Team member as a junior in 2023.

The Panthers had five players voted to the All-District First Team – sophomore Austin Davidson, who played five different positions for Navarro this year, was named a first team

utility player. Davidson was joined on the first team by junior catcher Colt Brown, junior shortstop

Caleb Wood, senior outfielder Gavin Newborg and junior third baseman Matt Villanueva.

Davidson, Brown, Wood, and Newborg were unanimous first team selections.

Sophomore first baseman Noah Rosas was named to the All-District Second Team. Making the honorable mention list were senior Ryan Tatom, junior Maddux Adams and junior Craig Heiman.

The Panthers had eight student-athletes named to the Academic All-District team. That list included Newborg, Tatom, Heiman, Adams, Davidson, Rosas along with Brandon Flynn and Joey Parella.

Navarro went 23-8 in 2024, finishing as the runner-up in District 28-4A. The Panthers advanced to the UIL Class 4A Region IV Area round for head coach Justin Dunnam, who completed his first season as Navarro’s head coach.

Tocquigny

Marie Elise Tocquigny, age 67 of Seguin, passed away on May 4, 2024. Elise was born in Weslaco, Texas on November 14, 1956, to Beverly (Stone) and Joe Raymond Tocquigny.

Elise worked with her parents, Beverly and Joe in their commercial nursery, Green Gate, in Seguin. Under her ownership, Green Gate became a thriving retail garden center that served customers throughout Central Texas and beyond. Elise could propagate any plant and freely shared that expertise.

Elise was an amazing artist and poet,

who loved and appreciated everything in the natural world. She loved fiercely and in return was loved by many. Traits like compassion, selflessness, caring, and humility all exemplified Elise.

She is preceded in death by her parents. Survivors include her son, Isaac Babb; life partner, William “Bill” Burmeister; sisters, Yvonne Tocquigny and Sheryll Reynolds; close friend she considered as brother, Ronald “Ronnie” Merz; close friends, Jake Burmeister and James Pease; two nieces and one nephew, and a host of friends including her Green Gate Family.

Behal

Rhonda Hill Behal, 61, of Seguin, passed away peacefully on April 8, 2024. She was surrounded by family and friends and now joins her parents Amelia, John, and Estelle in their eternal home.

Rhonda is survived by her husband Charlie, her children Charles, Cara, and Jessie, and her siblings Karen, Robby, and Randy. She is also survived by an incredible host of friends and a gaggle of in-laws, nieces, nephews, and grandchildren.

Rhonda was a graduate of Seguin High School in 1980 where she was a member of the varsity choir and the Gold Battalion Dance Team lieutenant. After high school, she attended the University of Texas in Austin where she studied Art and Business. Shortly after school, she came back home to Seguin where she married Charlie in 1997. They lived there for the remainder of their 27-year marriage.

Those who knew Rhonda will remember her for a great many things, most of all for her never-ending acts of service centered around food, family,

and faith. She loved being in the kitchen preparing all of her favorite recipes for family and friends as well as those in need of comfort or joy. She was at her happiest when planning and coordinating trips, get-togethers, and community activities.

With what little free time she found, she volunteered her services to the charities she held dear, including the Christian Cupboard, the ELCA’s “God’s Work, Our Hands,” and The American Cancer Society’s “Relay For Life.” The few moments she took for herself were spent at home either on her and Charlie’s back porch or looking out the kitchen window where she loved watching the hummingbirds and looking at the wildflowers.

A celebration of life will be held on Sunday, May 19th, 2024 in the Worship Center of Spirit of Joy Church in Seguin at 3 pm with a reception to follow. If you can attend, please know that all are welcome. If you are unable to, please do as Rhonda would and enjoy the birds and the flowers with the next opportunity you get. You’ll find her there.

Study: Children Lost Parents To Drug Overdoses Over Decade

(Washington, DC) -- A new study shows over 320-thousand children lost a parent to a drug overdose between 2011 and 2021. Research published in the journal JAMA Psychiatry found that overall, nearly 650-thousand adults aged between 18 and 64 died from overdoses in that period. Two in three were men. Across all demographics, rates of parental loss went up consistently every year.

Potentially Toxic Chemicals Found In Vehicles

(Durham, NC) -- That new car smell could be toxic. A study out of Duke University and the Green Science Policy Institute found that the air inside some vehicles made since 2015 is polluted with flame retardants, some potentially neurotoxic or carcinogenic. The levels were higher in the summer compared with the winter months. The researchers recommend ventilating vehicles, particularly in the summer, and parking in the shade if possible.

Smells Are A Sign Of Air Pollution

(Washington, DC) -- New research shows the smell of food cooking is a sign of air pollution. A new study from the National Oceanic and Atmospheric Administration measured what they called “underappreciated sources” of urban air pollution. Researchers wrote that if you can smell the food, “there’s a good chance it’s impacting air quality.” Overall, they found that cooking accounts for a nearly a quarter of volatile organic compounds in the air. Those are human-made chemicals that are used in making paints and pharmaceuticals. Researchers are still looking at what these results mean for air quality, but the study’s lead author says having the data is the first step to making policy decisions.
