Extra paperwork at the polls leaving some voters frustrated

Elections Administrator explains required affidavit

(Seguin) -- It appears as though some voters casting their ballots early in the May 4th Springs Hill Water Supply Corporation election have been walking away frustrated from the polls after being asked to sign a state mandated affidavit clearing their eligibility in the election.

Lisa Hayes, the Guadalupe County Elections Administrator, says she is apologizing for any frustration that voters might be experiencing and says the requirement comes straight from the Secretary of State’s office.

“So this requirement is for Springs Hill voters only -- Springs Hill SUD confirmation election. These are the only voters that are affected by this legal requirement and the water code requires that ‘a voter who votes in a confirmation election for a special utility district complete a voter affidavit prior to voting.’ I’ve checked with the Secretary of State to ensure that this is accurate. They agree this has to be done. So, it’s the law. It’s not something that the water district has just

put on the voters or that the elections office has put on the voters. This is determined by the Election Code Section 49.1025 of the Texas Water Code,” said Hayes.

The state describes this extra paperwork at the polls as a safeguard measure implemented to protect the integrity of the special utility district and its residents and to help combat any outside or private influences.

Hayes says most of the questions on the affidavit help to confirm a voter’s residency.

Seguin ISD welcomes new chief financial officer

(Seguin) -- The Seguin is introducing its new chief financial officer.

The school district is publicly introducing the leadership of Elizabeth Oaks to its administrative team. Oaks replaces former Chief Financial Officer Tony Hillberg.

Oaks, who has already hit the ground running, says she is grateful to be a part of the Seguin ISD.

“I’m very excited. I started two weeks ago and they have been extremely welcoming. This is a busy time of year to come in with school finance and the operations and construction going on as well but I do live in Seguin and so I’m honored to serve in this role for Seguin ISD and be more involved in the community and kind of dig into the school finance situation in particular for the Seguin ISD. Every school has a different situation so I’m excited to get started. There’s going to be challenges and obstacles but that is just school finance,” said Oaks.

Oaks is no stranger to school finance and brings a wealth of experience to the district. In fact, she says this new adventure in the Seguin ISD brings her home.

“I’ve been in public school for 18 years. I started in north of Amarillo about 18 years ago and

I have been in La Vernia for the last year and a half. I was between Lubbock and Midland at a school named La Mesa prior to that for about six years so I’ve been a business manager and a chief financial officer for about 18 years,” said Oaks.

Oaks says she is dedicated to serving the district and its taxpayers by not only being fiscally responsible but also by being transparent.

“I am an open book and I think it’s important that when it comes to our finances and construction that we are as transparent as possible. We are funded by tax dollars and my job is to carry out what the school board instructs me in what they see

as our future and they are definitely elected so they are speaking for our taxpayers,” said Oaks.

Despite being here a short time, Oaks has already secured the general contractors for both the renovation at Barnes Middle School and the construction of the new McQueeney Elementary School campus.

Oaks says school board approval on Tuesday has officially cleared the way for the expansion at Barnes.

“So, we put out a RFP on Feb. 13 for renovations and additions at Barnes Middle School and we did receive two bids back on this project. The contract was awarded to the Koehler Company as the general contractor. We felt like two responses was a good response. There is a lot of construction in this area and in Texas so we were happy to get two responses. The price came in at $24.5 million which we felt was like a very competitive price and I believe they had allocated $24.3 million when they did this bond as part of the planning so for it to come in at $24.5 is pretty close,” said Oaks.

Oaks says the district was also pleased with the general contractor selection for McQueeney Elementary.

Celebrating, reminiscing the history of Juan Seguin School

Spirit of Joy Lutheran Church on Sunday continued its annual Juan Seguin Reunion during its annual Spring Fiesta held at the former campus now church at 604 Dolle St. The program included performances by Teatro De Arte’s Mariachi and Ballet Folklorico groups, scholarship presentations, words by Guest Speaker and former educator Rudy Herrera plus the sharing of memories by former students and administrators. The reunion reflected on the importance of the former school which served as a pilot campus for the Mexican American community.

Seguin Matadors walk-off Canyon then fall to Tivy in playoff tiebreakers

(San Antonio) -- The Seguin Matadors saw their season end Monday night with a 1-0 loss to Kerrville-Tivy in a play-in game to determine the fourth and final playoff spot in District 265A at the North East Sports Complex in San Antonio.

Tivy senior Aiden Cline tossed a no-hitter and struck out 11 as the Antlers advanced to the Bi-District round this week to take on Liberty Hill. Seguin, Tivy and New Braunfels Canyon finished in a tie for fourth place in the district.

The Matadors got to the play-in game by walking off Canyon earlier in the day, 4-3.

Seguin fell behind to the Cougars, 3-0 in the third inning but the Mats clawed their way back into the game with a pair of runs in the fourth and one in the sixth. Kevin Lingueno tripled with two outs in the bottom of the sixth to bring home pinch-runner Elliot Weaver from first base to even the score. Weaver was running for Cooper Neumann who walked to start the inning.

In the bottom of the seventh with Caleb

Campos on second running for Luis Ocano who reached on an error, Matthew Marek delivered a base hit up the middle with two outs to bring Campos home and give the Mats the walk-off win.

Corey Dailey earned the victory on the mound in game one, throwing an inning and two-thirds of scoreless relief of starter Griffin Welfel. Dailey would start game two and go six and two-thirds allowing only four hits and an unearned run while striking out six.

Seguin finished the district season with six wins, improving over a two-win total from a year ago. The Matadors play next season at a brand new baseball complex on the Seguin High School campus in 2025.

Meanwhile, the Navarro Panthers and Marion Bulldogs are Bi-District bound.

(Fredericksburg) -- The Panthers, the runners-up in District 28-4A, will face Fredericksburg from District 27-4A this week

in a three-game series. The Billies finished third in their district.

The series gets started on Thursday in Fredericksburg. First pitch is set for 7 p.m. at Fredericksburg High School.

Game two will be Friday night in Geronimo at 7 p.m. at Navarro High School.

And a game three, if necessary, will be held on Saturday evening at 6 O’clock at Wimberley High School.

(Weimar) -- And the Marion Bulldogs, who wrapped up their fifth straight undefeated district season, will take on Tidehaven in a meeting of the fourth place finisher in District 25-3A and the champions of District 26-3A.

The Bi-District series will be held in Weimar. Game one is Thursday at Weimar Veterans Park. First pitch is set for 6 p.m. We will have that game on KWED.

Schultze

Leola Alvina Dieckow Schultze, age 98 of Seguin, passed away on April 18, 2024. Leola was born on March 26, 1926, in Guadalupe County, Texas to Thekla (Schievelbein) and Otto Dieckow.

Leola is preceded in death by her loving husband of 69 years, Elrene P. Schultze, her son Nelson W. Schultze, and son-in-law, Darryl Surman, her parents, brother, Oscar Dieckow (Annie) and sisters, Valeska Brotze (Roland), Selma Keller (Max) and Dora McEnery (Phil) and her brother-inlaw, Allan Schultze (Jocelyn).

Survivors include her daughter, Betty Surman; daughter-in-law, Jackie Schultze; grandchildren Dana Kutz and husband Glenn, Gretchen Whitten and husband Corey, and Lesley Barela and husband Ethan; great-grandchildren, Jacob Kutz, Matthew Kutz, Joshua Kutz, Alexander Whitten, Abby Whitten and Ashlynn Whitten; numerous nieces, nephews, other loving family members and a host of friends.

Leola and her husband lived on several ranches west of San Antonio before settling in the Zuehl community in 1950. She always worked beside her husband farming and with their cattle. She was always there to bring a picnic lunch to the field with sweet tea in mason jars. She had a large garden and loved to can her crops and share them with family and neighbors. In addition to raising calves and hogs, she also raised 100 turkeys every year to

help make extra cash for the family. They always kept milk cows and sold the butter she churned. She was an excellent seamstress and loved to sew for her family. She was active in her church teaching vacation bible school and Sunday school and was a member of the Women’s Fellowship. She was active in both her children’s and grandchildren’s school activities. She also loved to watch her Spurs, Rangers and Astros. Although farming and ranching didn’t allow time for vacations, there was always time for Sunday family gatherings and occasional Sunday drives with a picnic lunch. She always loved playing dominoes and doing word search puzzles.

She was a devoted wife, mother, and grandmother.

Visitation will be on Sunday, May 5, 2024, at Tres Hewell Mortuary Chapel from 2 to 4 p.m. Funeral services will be held on Monday, May 6, 2024, at 10:30 a.m. at Redeemer United Church with the Reverend Jennifer Gold and the Reverend Gerry Metzger officiating. Interment will follow in the Redeemer United Church Cemetery. A reception will follow in the fellowship hall.

Serving as pallbearers will be Mike Schultze, Doug Clark, Glenn Muenchow, Chris McEnery, Richard Chaplin, Butch Kluth, Matthew Kutz, and Mike Niles.

Honorary Pallbearers are Phil McEnery, Mike Haug, Gary McEnery and Mike McEnery.

Koch

John David Koch, age 60 of Seguin, passed away on April 26, 2024. John was born on November 5, 1963, in Bellevue, Ohio, to Jacqueline Jean (Richards) and Orville E. Koch.

John is preceded in death by his parents.

Survivors include his loving wife of 30 years, Deborah Irwin; siblings, Roy Koch (Donna) of Oregon, Steve Koch (Debbie) of Florida, Beth Koch of California, and Mark Koch of Virginia; his wife’s 3 children and 9 grandchildren whom he thought the world of; nieces and nephews, Nathan Koch (Katie), Connie Crawford (Kyle), Chad Koch, Brittany Jones (Brandon); Luca Robbins and Stephanie Schuler (Jason); 2 dog fur babies, Kleine and Elsa who he loved with all his heart; numerous other loving family members and friends.

John was a quiet but deep man with a great sense of humor and a great wit about him. He always knew when to chip into the conversation with a chuckle. He carried a serious expression on his face but could break out in a terrific smile at any time. He was always willing to help those in need. He grew up in Bellevue, Ohio as the youngest of 5 children and in 1981 graduated from EHOVE Career Center Diesel Mechanics program and Bellevue Senior High School.

He began working with his father in construction, while using his technical skills on his favorite Mustang and as a mechanic at a local service center in Bellevue.

He enjoyed Camping with family in his younger days where he connected with some of his best friends. In addition to his family, he loved

spending time with his favorite set of Grandparents taking care of them and their home as they aged. He had a passion for dogs starting at a young age with his first Dachshund and continuing up to today.

John worked for the Guadalupe County Sheriff’s Office for 35 years and was the Captain of Operations. He developed an interest in policing where he was an active member of the local reserve police as an Officer until he received an opportunity to join the Cibolo County Sheriff’s Office as a Patrol Deputy from 1987-1989, 1989 he joined the Guadalupe County Sheriff’s Office, 1994 he was promoted to Corporal of Guadalupe County Sheriff’s Office, 1996 promoted to Sergeant of Guadalupe County Sheriff’s Office, 2006 he was awarded Officer of the Year by the Seguin Knights of Columbus, 2013 Sheriff Office Supervisor of the Year, 2014 promoted to Patrol Lieutenant of Guadalupe County Sheriff’s Office, and in 2017 he was promoted to Captain of Operations Guadalupe County Sheriff’s Office. He was extremely well respected by the community in his role at the Guadalupe County Sheriff’s Office. He was admired by all who worked there. Not only was he a friend but a mentor to them as well.

A visitation will be held on Friday, May 3, 2024, at 1:00 p.m. at Emanuel’s Lutheran Church in Seguin, Texas. Memorial service will be Friday, May 3, 2024, at 2:00 p.m. at Emanuel’s Lutheran Church with Rev. Marcus Bigott and Pastor Tom Jones.

Pallbearers will be Guadalupe County Sheriff’s Office Deputies and special friend Thomas Cavanagh. Honorary pallbearers will be Guadalupe County Sheriff’s Office employees active and retired.

Ignacio Alvarez Jr., age 81 of Seguin, Texas passed away on February 29, 2024. Ignacio was born on January 17, 1943 in Seguin, to Andrea and Ignacio Alvarez Sr.

A man of strong work ethic, Ignacio owned and operated a business and mastered several trades. After the passing of his wife, Ignacio dedicated much time helping care for his mother and later on his youngest brother.

Preceding him in death, wife Yolanda Alvarez, parents Andrea and Ignacio Alvarez Sr, brothers Juan and Marcelino Alvarez, sisters Locadia Ramos and Rosa Arce.

He is survived by daughter Yolanda Alvarez, sisters Petra Noriega and Francisca Sandoval.

We are so thankful to the Lord for the life of our precious loved one, Ignacio. Thank you, “Tio” for the precious memories. We will miss you dearly. A private memorial service is planned for a later date.

LeClair VITAL STATISTICS

Burlene Mabel LeClair, age 79, passed away on April 17, 2024 after dementia-related decline. She was born in Pueblo, Colorado, to Burl and Mabel (Lowrance) Caffey on December 10, 1944. Burlene was raised on Caffey’s Guernsey Dairy and was active in 4H. She was proud of her accomplishments in showing cows and public speaking despite her introverted nature. At the Colorado State Fair, she won the Grand Champion Dairy Showmanship in 1959 and placed first in the speech contest in 1960. She attended Colorado State University where she was a member and Vice President of Kappa Alpha Theta sorority, graduating with a degree in Vocational Home Economics Education in 1966.

While teaching in Lamar, Colorado, she met her husband Curtis and they married in 1971. They moved throughout the Midwest due to his career in the trucking industry, raising their children primarily in Council Bluffs, Iowa.

After relocating to Seguin to be close to their daughter’s family, Burlene enjoyed being the Director of Emanuel’s Lutheran Day School for ten years, retiring in 2014. During her tenure, she loved her staff, the children

(including her three grandsons), and their families. Affectionately known as “Mimi” to her grandchildren and many children at the Day School, she will be remembered for her kindness, dedication to teaching, love of sewing and occasional feistiness.

Burlene is survived by her daughter Kirsten Legore, son-in-law David and grandsons Beckett, Kaden, and Paxson of Seguin, Texas; son Loren LeClair, wife Erica, and children Josephine, Nadia, Eloise, Lucas, and Maxwell of Iowa City, Iowa; sister Peggy Cumming and husband Darris of Julesburg, Colorado; sisters-in-law Barbara Caffey of Bowie, Maryland, Lana Schiltz of Lincoln, Nebraska, Ina Akerson and husband George of Lincoln, Nebraska, Roberta LeClair of Funk, Nebraska; and many nieces and nephews.

She was preceded in death by her parents; her husband Curtis who passed on October 16, 2006; her brother Ronald Caffey D.V.M.; brothersin-law David LeClair, Randy LeClair, Tony Schiltz, Dennis Hokanson and sister-in-law Phyllis Hokanson.

Arrangements and burial are private. Burlene’s family wishes to heartfully thank her caregivers and friends Lanette Janz and Cindy Ehring, the staff at Guadalupe Valley Nursing Center’s Memory Support Unit, Guadalupe Regional Medical Center and Hospice Services, especially those who assisted with Burlene’s final days. McConnell: National Abortion Ban Wouldn’t Get 60 Votes In Senate

(Washington, DC) -- Senate Republican Leader Mitch McConnell says the abortion issue will be sorted out at the state level. During an interview on NBC’s “Meet the Press,” McConnell said he doesn’t think a national abortion ban would even be able to pass. He refused to say, however, if he would personally vote for a 15-week national abortion ban as proposed by South Carolina Senator Lindsey Graham. Democrats have made abortion a top campaign issue heading into the November elections as states across the country have implemented strict abortion laws following the end of Roe v. Wade.

COVID Requirement Ends

(Atlanta, GA) -- A Covid-19 Era Hospital requirement ends this week. According to the CDC, Hospitals are no longer required to report information pertaining to admissions, occupancy and other indicators of possible system stress from respiratory diseases to federal officials. This marks another milestone in the nation’s recovery from the COVID pandemic.

Long COVID Depression

(Chicago, IL) -- One study shows people who have Long COVID are more likely to have mental health issues. The study published by the American Medical Association studied over 25 thousand U.S. adults with and without long COVID and discovered that long COVID patients were twice as likely to experience depression, anxiety, sleeping disorders, cognitive problems and disabling fatigue. Researchers discovered people with post-covid condition may have more difficulty paying for therapy because of lost wages among other challenges from COVID-19.

Fertility Rates, Births At Record Lows

(Atlanta, GA) -- Fertility rates in the U.S. are at a record low and the number of births is at the lowest in decades. According to provisional data from the Centers for Disease Control, just under three-point-six million babies were born here last year, a two percent decline. The birth rate was at around one-point-six births per one-thousand women, lower than the two-point-one percent needed to sustain a population. It’s the lowest number of births since 1979 and the lowest fertility rate ever recorded. Births were down for women across most ethnic groups except Hispanics, which saw a one percent jump, and Native Hawaiian and Pacific Islanders, which saw rates unchanged.
