Good day, ladies and gentlemen. I hope everyone is having a great summer and is staying safe and cool. It has been a warm one as of late.
I have been doing a little reading lately. One article I had read was where the D.O.T. proposed to reschedule marijuana on the list of controlled substances. Why is it that the government doesn’t know what one hand is trying to do versus the other? You have the F.M.C.S.A. trying to initiate speed limiters and auto braking and the D.O.T. trying to reclassify marijuana, which is known to impair drivers. Can you see the irony in this?
Then there are the new emission standards. I don’t know where they plan to generate the energy to support the new standards. Then you have the original cost, which is double the cost of a new truck, not even taking into consideration insurance or repairs. This industry will adapt to what they force on us, but it is scary times!
We have some upcoming events. First is the Convoy for Special Olympics. I cannot think of a better event than this to attend. The look on the faces of some of these special-needs children as they ride shotgun in a semi is priceless. It will be held on the 21st of September in Sioux Falls at the WH Lyon Fairgrounds. Then there is the SDTA convention in Deadwood on September 25–27. This is going to be a great convention. You don’t want to miss it. If you have not already done so, get registered!

Back to school…back to school…Last week, my three boys headed back to school. Charlie, my youngest, is now an 8th grader at Memorial Middle School. Braylon is in 10th grade, playing football at Jefferson High School, and my oldest, Anthony, is a sophomore at SDSU, enrolled in the aviation program. While I’ve loved having them home during the summer, it’s back to school for all of them!
As summer winds down, the countdown to the SDTA Convention in Deadwood, South Dakota, is on! We’ve had a great time collaborating with many of you to create a unique event, adding some new speakers, and organizing an exciting poker run on the ATV/UTVs. Of course, we’ll also continue our traditions, like the golf scramble and Thursday night football with bean bags. Can someone, please, finally take out the Schipper team? (Ha!)
This year’s convention kicks off with a Red, White, Blue, and YOU-themed night! So, be sure to bring your most patriotic outfit for a chance to win a prize.

And don’t forget: we’ve added a new event prior to the convention. SDTA will be hosting a Fall Seminar at the newly renovated Tilford Port of Entry. Scott Johnson
Scott Johnson will start as the SDTA and SDADA Controller on September 3rd. Scott brings over 40 years of progressive leadership in finance and accounting, prominently serving as Chief Financial Officer in both not-for-profit and for-profit environments. His managerial roles began in the trucking industry, where he honed his skills in financial management and business operations as a Controller, overseeing budgeting, financial reporting, and regulatory compliance.
In his various CFO roles, Scott has demonstrated exceptional financial stewardship, leading strategic planning efforts that align financial goals with organizational missions. He has successfully implemented robust financial controls, overseen financial restructuring, and streamlined reporting processes, all of which have optimized capital allocation and improved profitability. His adeptness in financial analysis and risk management has been instrumental in overcoming industry challenges and fostering sustainable growth.
Scott’s background also includes key roles in financial management and business analysis within the trucking industry,
providing him with a comprehensive understanding of operational dynamics. His hands-on approach and strategic vision have consistently produced measurable outcomes, establishing him as a leader renowned for his financial insight and operational excellence.
He holds a bachelor’s degree in business administration with a focus in Accounting from the University of South Dakota and is a Certified Public Accountant (CPA). Scott is actively engaged with industry associations and is dedicated to advancing financial best practices to support organizational success.
Outside of his professional life, Scott values time with his family, enjoying activities such as playing card games, hiking in national parks, woodworking, and supporting the Ohio State Buckeyes. He is also deeply committed to community service, actively volunteering at the banquet, participating in church activities, and engaging in various local initiatives.

Senate Committee Approves DOT Funding Bill With Truck Parking, Predatory Towing Provisions

The U.S. Senate’s Committee on Appropriations on Thursday approved a funding bill for the Department of Transportation and other agencies by a 28-1 vote.
The bill, providing Fiscal Year 2025 funding for the departments of Transportation, Housing and Urban Development (THUD), includes several provisions similar to those that are included in the House’s THUD appropriations bill that passed earlier this month. Notably absent from the Senate appropriations bill is a provision that would block FMCSA from mandating speed limiters on heavy trucks. The Senate version also lacks a provision included in the House bill that would bar states from implementing trucking hours of service requirements that are more stringent than the federal standards, such as California’s meal and rest break rules.
Among similarities between the two chambers’ bills, both would:
• Expand truck parking by directing the DOT to continue to use existing discretionary grant programs to fund truck parking projects.
• Prohibit funds from being used to require livestock and insect haulers to use electronic logging devices. Such operations are currently running under a statutory exemption from ELD requirements.
• Prohibit funds from being used to require inward-facing cameras or registration of an apprenticeship program through the Department of Labor as a condition to participate in the Safe Driver Apprenticeship Program.
• Require the DOT to work with the FBI, Department of Justice and others to provide a report on cargo theft trends in
the supply chain, along with a strategy to combat cargo theft.
• Address predatory towing by directing FMCSA to facilitate discussions with local, state and private sector stakeholders to develop guidelines for towing and recovery regulations and fees.
American Trucking Associations President and CEO Chris Spear said the group “will continue to push the Senate to back up its clear statements of support for truck parking and cargo theft with robust funding, and we will seek to ensure that the final conference agreement addresses trucking’s priorities.”
In addition to these provisions, all also included in the House appropriations bill, the Senate version adds a measure emphasizing the need for safety-warning devices, such as warning triangles or flares, with autonomous trucks, to protect the public. The bill states that the deployment and operation of autonomous trucks are inhibited by regulations that require the human deployment of such warning devices. The bill, if passed, would require FMCSA to review existing research and information on the safety impacts of alternative safety warning device systems or signs that can be placed on the roadway, on or around a stopped truck, without human deployment, and report back to the House and Senate appropriations committees with its findings.
Both the House and Senate versions of the appropriations bills are awaiting votes by their full respective chamber. If both bills pass as currently written, a conference committee with members of both chambers could convene to resolve differences between the bills.

ATA’s Trucking Cares Foundation Donates $25,000 to Help Fight Human Trafficking

WASHINGTON — The American Trucking Association’s (ATA) Trucking Cares Foundation donated $25,000 to Truckers Against Trafficking (TAT). The nonprofit organization, formerly known as Truckers Against Trafficking, is dedicated to ending human trafficking.
“The depravity of human trafficking is unfathomable. By partnering with law enforcement, motor carriers and truck drivers can vastly expand the reach of rescue efforts, bringing eyes and ears to every corner of the country,” said
ATA Senior Vice President of Federation Relations John Lynch. “The training that TAT provides harnesses truck drivers’ innate sense of compassion and routine vigilance to help them spot victims along their routes over the nation’s highways. This partnership has saved countless victims from exploitation. The Trucking Cares Foundation is proud to support TAT’s lifesaving mission through this donation.”
“We are incredibly grateful for partners like the Trucking Cares Foundation, who championed this work early on and
has faithfully grown in engagement and action over the years,” said TAT Executive Director Esther Goetsch. “Thanks to their faithful support, TAT can continue developing new training resources, assist companies in implementing more effective anti-trafficking initiatives, and, most importantly, reach more critical front-line workers with this life-saving information.”
Human trafficking is prevalent in all 50 states, and the number of victims in the United States is estimated to be in the hundreds of thousands.

Despite the overcast skies and the ongoing construction in and around the Brandon Golf Course, 97 golfers turned out for a day of fun with industry peers. The annual SDTA golf event provides an excellent opportunity for members to reconnect with old friends and make new connections within the industry.
From the morning tee-off to the final putt on the 18th hole, the atmosphere was electric with laughter and camaraderie. As everyone mingled on the course, swapping stories and tips, it was clear that the bonds formed on the golf course were as strong as ever.

The class champions of the SD Truck Driving Championships gathered in Sioux Falls on August 3-4 to practice for the upcoming National Truck Driving Championships, August 21-24, in Indianapolis, IN.
Currently, South Dakota has eight Class Champions competing at the National Truck Driving Championships, in Indianapolis, IN.
The drivers competing at the National Truck Driving Championships are the culmination of local, state and regional truck driving championships from across the country. The national competition shines the spotlight on the industry’s best and safest professional drivers and gives them the opportunity to compete to be named the best of the best.
In addition to First, Second and Third Place titles, drivers vie for the Professional Excellence Award, the Vehicle Condition Award, the Rookie of the Year Award and the ultimate designation, the Grand Champion.
The drivers undergo a written examination, pre-trip inspection test and finally, the most visible - the skills test. These annual competitions inspire tens of thousands of drivers nationwide to operate accident-free for the right to compete.

Lucas was born in St. Paul, MN and has grown up in the Twin Cities. He has lived with his mom and dad and has a younger sister, two dogs, and two cats. He has always been interested in how things work, taking apart old appliances from an early age. Lucas enjoys exploring the outdoors, golf, bowling, working on his truck, playing the drums, and fishing. Lucas has worked steadily since he was 14, most recently driving the Zamboni at two ice arenas and teaching kids to sail during the summers. He is entering the Diesel Technology AAS program at Southeast Technical College in Fall 2024 and will be working at the I-State Trucking Center for his internship.

My name is Cara Pruss. I am a recent graduate of Rapid City Stevens High School. I spent my high school career working towards my future career as a registered nurse. This fall I will be attending Dakota Wesleyan University for their nursing program in Rapid City. In my free time, I like spending time at the lake and skiing. I am the child of Brennan and Tina Pruss, and I have one brother, Connor Pruss. My dad has worked for Dale’s Tire and Retreading and Pomp’s Tire for 33 years. I am grateful for the scholarship from the South Dakota Trucking Association.

My name is Kyla Schaunaman. I grew up in and around Sioux Falls. I have three brothers and two sisters. I was always busy with sports and activities between me and my other siblings. I started playing baseball at age five, which evolved into softball. It became my “safe space” and has been a constant in my life for 13 years. In high school, I joined the Colorguard and participated for all four years of high school, making many friends and teaching me important life skills. I enlisted in the Army National Guard as a junior to help pay for college with little or no debt. I have also worked at least one job since her freshman year, and occasionally two or more. I plan on attending the University of South Dakota at Sioux Falls this fall.

My name is Tessa Tiemann and I graduated from Canton High School in May. This fall I will be attending South Dakota State University to major in Human Development and Family Studies I would like to thank the South Dakota Trucking Association for this opportunity! Gavin graduated from Tea Area High School in December 2024. He is the son of Dean and Jodi Van Emmerik, owners of Dean’s Place Truck and Trailer Alignment in Sioux Falls. Gavin was in football and wrestling at Tea Area High School, as well as participating in the welding program. He will be attending the Missouri Welding Institute in Nevada, MO, starting in January 2025.

Michael “Mike” Jorgenson
January 28, 1960 ~ August 8, 2024
Michael “Mike” Jorgenson was born on January 28, 1960, in Clarkfield, to Dennis and Beulah (Mikelson) Jorgenson. He was baptized and confirmed at Clarkfield Lutheran Church and attended Clarkfield High School, graduating with the class of 1978. On May 9, 1981, Mike married Barb Viessman and the couple went on to have three children: Trent, Stephanie, and Zachery.
Mike was a tried-and-true farmer, wholly devoted to his craft, which his always dirty hats were a testament to—he could nearly always be found driving around surveying his crops. A true Minnesotan, he made a ritual out of going to the lake as much as he could; pontoon rides, watching the sunset over the lake while sitting by the fire, and watching his grandchildren grow

up on the same lake he did. He embraced all Minnesota sports, being especially fond of the Gophers, Twins, and Vikings. Like any typical small-town Minnesotan, he also loved bingo and playing buck euchre, and trips away to warmer states like Florida. Elton John was rumored to be one of Mike’s biggest fans, or maybe it was the other way around, and he developed a later in life fascination with the gameshow the “Price is Right.” He cherished his dogs, but even more so, his family and grandchildren and he loved being an active basketball coach for his sons.
Mike passed away at his home in Clarkfield on Thursday, August 8th, surrounded by many loving family and friends, at the age of 64. He is preceded in death by his parents, Dennis and Beulah; sisters, Kelly
Mandour and Debbie Miller, and brothersin-law, Micky and Terry Viessman.

Driver may be nominated for Driver of the Month for any outstanding act of heroism, a contribution to highway safety, an extraordinary act of courtesy, an exceptional deed or act of service to mankind within the community reflecting positively on the motor carrier industry, or for a long period of safe and courteous driving. An outstanding act shall be deemed to mean unusual or other than the normal every day courtesies afforded by truck drivers.
ELIGIBILITY:
1. The nominated driver must be an employee of a member in good standing of the South Dakota Trucking Association.
2. The nominated driver must have been an employee of the present employer for at least two years and have a minimum of five years overall experience.
3. South Dakota domiciled* drivers are eligible for nomination for an outstanding act performed in any state. * The intent of the word “domiciled” shall be interpreted to mean: Any driver reporting to or regularly dispatched from a terminal within the state of SD (in keeping with the Federal Motor Carrier Safety Regulations definition of his/her home terminal) regardless of where the driver may dwell.
4. A driver may receive the Driver of the Month award only one time in any contest year. He/she may be renominated in any subsequent year
5. Nominations for outstanding acts on the highway shall be accompanied by supporting evidence (letters, statements, news clippings, etc.). A clear, factual account is absolutely necessary. Vague generalizations will not be accepted.
6. A copy of recent driver motor vehicle record check must accompany the nomination.
7. Drivers nominated and not selected as Driver of the Month will be held over and used in the following month’s selection.
8. Entries must be in the SDTA office no later than the 10th of each month for that current month’s contest.
9. Nominations may be made by any party, but must be approved by the employer or a representative of the employer.
10. The annual contest will run from September of the previous year through August of the current year.
