Well it seems like it has taken forever or maybe I am just a little impatient. Secretary Elaine Chao announced that on May 14th acting FMCSA Administrator Jim Mullen released the four approved revisions pertaining to the HOS requested by the trucking industry. First, the 30 minute required rest break after eight hours of driving can be satisfied by 30 minutes of on duty not driving status. Second, sleeper birth periods can now be split into an 8/2 or 7/3 split. Third, a maximum of two hours driving can be extended for adverse weather conditions. Fourth, for the short haul exemption, the 12-hour day will be extended to 14-hours and the 100 miles air radius will be extended to 150-miles. The frustrating part is that the rule changes won’t be in effect for 120 days after the posting. I guess we have waited this long, a bit longer won’t hurt. This may not be everything we had hoped for, but I feel these were some positive changes. Who knows if we can prove these changes to be safe and effective. Maybe we will have some room for more changes down the road. One thing for certain this industry is forever changing to ensure safety and serve the needs of the American people. FMCSA has also extended the emergency declaration relaxing HOS for operations considered to be essential for COVID-19 relief efforts until July 14th. However they have modified the list of operations to now be considered essential. (1) livestock and livestock feed. (2) medical supplies and equipment related to the testing, diagnosis and treatment of COVID-19. (3) supplies and equipment necessary for community safety, sanitation and prevention of community spread of Covid-19. Other operations were previously considered to be essential. The FMCSA feels there is no longer a need for emergency relief. We may all not agree with some of it when we walk into a grocery store, but I think we can all agree it is getting better all the time. I look forward to seeing the luxury we were accustomed too. July SDTA east river golf event and September’s SDTA Convention are still being planned for, conditions are looking favorable to continue and I think we are all ready for some social activity. Everyone please stay safe and healthy. Every precaution we take today will just make tomorrow that much easier.

I am not sure that I like what is commonly referred to as “the new normal”. Electronic or virtual meetings are okay on an occasional basis but now that is all I do multiple times a week. Even the ATA Midyear Management Meeting was conducted in that way. Everybody was in their own office and we simply could see each other on the computer screen. It worked and we got the business accomplished but these virtual meetings are not the same as the face-to-face meetings. I think you lose something when having a virtual meeting. I hope this is a temporary thing! I sincerely hope that everyone took the time to vote in the primary election. Absentee voting laws in SD make it so simple to exercise your right to vote. Now that the primary election sorting has taken place, it is time to pick your candidate and help her or him get elected this fall in the general election. In less than 5 months, the general election will take place. Keep in mind that we will be electing or re-electing our entire state legislature. Please take time to find out who the candidates are and invite them to your place of business or simply for a cup of coffee. If you find a champion that needs to have the support of the SDTA Truck PAC, please let me know and I will send a check directly to that candidate or to you for presentation on our behalf. As you are aware, due to the COVID-19 pandemic, we found it necessary to cancel the Summer Board Meeting, the annual Cliff Tjaden Fishing Event and the Truck Driving Championships all scheduled for May. Later we also canceled the west river Logging Industry Golf Tournament coupled with the annual poker run. However, at this point, we have no plans to cancel the annual east river summer golf tournament scheduled for the Brandon Golf Course for Thursday, July 23rd. This is always a fun and action packed event; please plan to join us. Difficult times are upon us but as the saying goes, “We will get through this together!” The trucking industry is a very hard-working resilient group. As Will Rogers said, "Even if you're on the right track, you'll get run over if you just sit there." Get involved and stay involved!

Bruce “Herbie” Schmidt, Mid States Transport, Sioux Falls, SD, has been selected as the June 2020 Driver of the Month by the South Dakota Safety Management Council. South Dakota Road Team Has First Opportunity With Remote Learning Sioux Falls, SD - May 2020 The South Dakota Road Team Captains took the time to create video footage to include in the Sioux Falls O’Gorman High School drivers education remote learning program.

For the past two years SD Road Team Captains have come to O’Gorman High School in Sioux Falls, SD, for their Share The Road program demonstrations. The COVID-19 Pandemic has changed the way these students are learning in 2020. It was a challenge, but with the help of the Road Team Captains and the SDTA staff we were still able to participate in this amazing training program this May. The slideshow Captains have used in prior years when talking to the driver education students was combined with current videos and pictures Captains Mike Whitehead, Gary Schmidt, Jeff Eschen and Jeremy Senger and SDTA Executive Assistant Michelle Wells were able to capture. In past years, Captains would provide two tractor/trailer units in the parking lot of the school with vehicles hidden in blind spots around them. Students were allowed to climb into the drivers seat, shut the door and observe. It is priceless to see the look in their eyes! The idea for this year was to provide the school with a video to include in their Google Classroom program for the 2020 Driver Education Class. We highlighted the SD Road Team program, the inside and outside of the truck/trailer, the blindspots around them and how to share the road safely with trucks. Blind Spot Review

The costly impact of financial stress A problem that spans generations and income levels
Despite being gainfully employed, your employees are stressed — financially stressed — and that is taking a toll on their physical health. The number one cause of stress in America is money. TravelCenters of America announces 2020 Citizen Driver Award winners

(Courtesy: TravelCenters of America) WESTLAKE, Ohio — TravelCenters of America announced its seventh annual Citizen Driver Award winners today: Herschel Evans of Bremen, Georgia and Jerry Seaman of Huron, South Dakota. The travel center network created the award to recognize professional drivers who demonstrate traits that bring a high level of respect to the truck driving profession, including good citizenship, safety, health and wellness, community involvement and leadership. The winners were announced live on the Dave Nemo Radio Show on Sirius XM 146- Road Dog Trucking Radio. As part of the honor, Citizen Driver Award winners may select a TA, Petro Stopping Center or TA Express location to be dedicated in their name, allowing their story to be continuously displayed for all travelers that pass through. In addition, TA makes a $2,500 donation to each winner’s charity of choice. “The goal of the Citizen Driver Program is to put a spotlight on some of the most extraordinary drivers today and illustrate the fine examples of professionalism embedded in the truck driving profession,” said Barry Richards, president of TA. “These drivers dedicate their lives to their career and we’re pleased to honor them and highlight their life-long commitment and sacrifices.” Details about Evans and Seaman are listed below. Herschel Evans — Bremen, Georgia Evans has a 32-year driving career and is currently employed by Holland, Inc. He has logged 3.1 million miles, all accident-free. He is a strong advocate for safety, evidenced by his volunteer work on numerous safety committees and boards. Evans has been interviewed by commercial and industry media for his expertise and input regarding safety regulations and is a well-known speaker and presenter on the topic within the industry. Evans received the 2018 Commercial Vehicle Safety Alliance International Driver Excellence Award. In 2013, he was selected as an American Trucking Association’s American’s Road Team Captain. In 2017, he was presented with the Mark Russell Trucking Image Award for representing the industry through his role as an America’s Road Team Captain. Evans is also a trainer for Holland and ensures that all new hires begin their career with a solid driving foundation and a strong priority on safety. Evans has devoted countless hours to Convoy of Care. For the past 33 years, he has been involved with Atlanta Ride for Kids, a nationwide motorcycle charity ride that benefits the Pediatric Brain Tumor Foundation. In 2011, Evans took over an intercompany truck driving championship and turned it into the Safety Drive for a Cure benefiting the Pediatric Brain Tumor Foundation. Evans has chosen the Pediatric Brain Tumor Foundation, Safety Drive for a Cure as his charity to receive the $2,500 donation. The Petro in Atlanta, Georgia will soon be dedicated in his name. Jerry Seaman - Huron, South Dakota Jerry has a 48-year driving career and is currently employed by NTA Trucking, LTD. He has logged more than 5 million miles in his career, all accident-free. In 2010, Seaman was chosen as the NASTC Driver of the Year and as a member of their 2010 America’s Safe Driver Team. In 2011, Seaman began competing in the South Dakota Truck Driving championships. He received a first-place finish in the 5-axle van class, received Rookie of the Year, the Larry Thury award and was named Grand Champion. He also competed in the American Trucking Association’s National Truck Driving Championships. Seaman is a dedicated Sunday school teacher, Sunday school director, worship leader and music director. He is devoted to working with the Special Olympics and has been involved with the South Dakota Convoy for Special Olympics since its inception in 2002. Seaman has worked this event every year since and has been an instrumental part of its growth and success. Seaman is a lifetime OOIDA member and a member of the Truck Historical Society. He has chosen the St. Christopher Trucker’s Relief Fund as his charity to receive the $2,500 donation from TA. The Vermillion, South Dakota TA Express will soon be dedicated in his name. More than 75 nominations for the Citizen Driver award were received this year, from fleet owners and executives, professional drivers, family members, trucking organization members and trucking industry suppliers. The following distinguished members of the trucking industry served as this year’s judges: David Cullen, Executive Editor of Heavy Duty Trucking; Eric Harley, On-Air Host of Red Eye Radio/Cumulus Media; Dave Nemo, On-Air Host, Road Dog Media/Dave Nemo Entertainment; Chris Spear, President & CEO of American Trucking Association (ATA); Todd Spencer, President, Owner Operator Independent Driver Association (OOIDA); and Ellen Voie, President & CEO of Women In Trucking

July's Operation Safe Driver Week focuses on speeding Reprinted from Trucker.com
During the pandemic, less traffic may be encouraging some drivers to ignore traffic safety laws, including speed limits. So, through July 12-18, law enforcement throughout North America will be looking for drivers who are engaging in unsafe driving. The Commercial Vehicle Safety Alliance’s (CVSA) 2020 Operation Safe Driver Week will go on as scheduled, July 12-18. During this week-long traffic enforcement safety initiative, law enforcement personnel throughout North America will be looking for drivers who are engaging in unsafe driving behaviors on our roadways. Identified drivers will be pulled over by law enforcement and may be issued a warning or citation. According to the Governors Highway Safety Association, less traffic may be encouraging some drivers to ignore traffic safety laws, including speed limits. Despite there being far fewer vehicles on the road due to COVID-19 stay-at-home orders, many jurisdictions are seeing a severe spike in speeding. As the number of vehicles on roadways decreased in March and April, average speeds measured during the first week of April increased significantly in the five largest U.S. metropolitan areas. According to recent data, the average speed on interstate highways, state highways and expressways in those areas increased by as much as 75% compared to January and February. • In New York City, transportation officials reported an increase of more than 60% in the number of speed camera tickets issued in March compared to a year ago. At the same time, traffic was down more than 90% compared to January. • In Washington, D.C., traffic decreased 80% in March compared to January, while officials recorded a 20% increase in March speeding tickets. Of those tickets, violations for driving 21-25 mph over the speed limit rose by nearly 40%. • Over just one weekend, in Toronto, Ontario, Canada, police charged 18 drivers with stunt driving, with speeds of 80-106 mph on the Don Valley Parkway, a major freeway that's limited to 55 mph. • California reported an increase in speeding violations and although the California Highway Patrol’s call volume has decreased, the crashes they have recently responded to have been worse. • Tucson Police reported a 40% increase in one-vehicle wrecks, which usually happens when drivers are going so fast they lose control. • In Minnesota, motor vehicle crashes and fatalities more than doubled compared to the same time period in previous years. Half those deaths were related to speeding or careless or negligent driving. • In Colorado, Indiana, Nebraska and Utah, police have clocked highway speeds of more than 100 mph. • Chicago and Los Angeles went from travel speed increases of 35-38% above average to 74-75% above average in just one week. To address this alarming trend of increased speeding on our roadways during the pandemic, CVSA selected speeding as the focus area for this year’s Operation Safe Driver Week. “It’s essential that this enforcement initiative, which focuses on identifying and deterring unsafe driving behaviors, such as speeding, go on as scheduled,” said CVSA president John Samis with the Delaware State Police. “As passenger vehicle drivers are limiting their travel to necessary trips and many commercial motor vehicle drivers Continued on page 25 TRUCKING NEWS ~ PAGE 21
SDTA DRIVER OF THE MONTH RULES Each month the SDTA Safety Management Council reviews the nominations and votes to select the next months winner. At the Annual Convention the past 12 monthly winners interview to be named the S.D. Driver of the Year.
Driver may be nominated for Driver of the Month for any outstanding act of heroism, a contribution to highway safety, an extraordinary act of courtesy, an exceptional deed or act of service to mankind within the community reflecting positively on the motor carrier industry, or for a long period of safe and courteous driving. An outstanding act shall be deemed to mean unusual or other than the normal every day courtesies afforded by truck drivers.
ELIGIBILITY: 1. The nominated driver must be an employee of a member in good standing of the South Dakota Trucking Association. 2. The nominated driver must have been employed by the present employer for at least two years and have a minimum of five years overall experience. 3. South Dakota domiciled* drivers are eligible for nomination for an outstanding act performed in any state. * The intent of the word “domiciled” shall be interpreted to mean: Any driver reporting to or regularly dispatched from a terminal within the State of South Dakota (in keeping with Federal Motor Carrier Safety Regulations definition of his home terminal) regardless of where the driver may dwell. 4. A driver may receive the Driver of the Month award only one time in any contest year. He/she may be renominated in any subsequent year. 5. Nominations for outstanding acts on the highway shall be accompanied by supporting evidence (letters, statements, news clipping, etc.). A clear, factual account is absolutely necessary. Vague generalizations will not be accepted. 6. A copy of recent driver motor vehicle record check must accompany the nomination. 7. Drivers nominated and not selected as Driver of the Month will be held over and used in the following month’s selection. Nominees not selected in either of these two months may be re- nominated for any future month’s selection. 8. Entries must be in the office of the South Dakota Trucking Association no later than the 10th of each month for that current month’s contest. 9. Nominations may be made by any party, but must be approved by the employer or a representa tive of the employer. 10. The annual contest will run from September of the previous year through August of the current year. 11. Company agrees to submit a professional, head and shoulders, black and white photo of entry upon notification of winning. (3” X 5” preferred)

are busy transporting vital goods to stores, it’s more important than ever to monitor our roadways for safe transport.” Historically, drivers’ actions have contributed to 94% of all traffic crashes, according to the National Highway Traffic Safety Administration’s (NHTSA) Traffic Safety Facts report. And although NHTSA’s 2018 highway crash fatality data showed a 2.4% decline in overall fatalities, the number of fatal crashes involving large trucks increased by 0.9%. “While, of course, we’re pleased to see a decrease in the overall number of fatalities, it was also devastating to learn that the number of fatalities involving large trucks increased. Any increase whatsoever in roadway fatalities is unacceptable,” said Samis. Data shows that traffic enforcement interactions between drivers and law enforcement reduces targeted problematic behaviors. CVSA’s Operation Safe Driver Week aims to reduce high-risk driving behaviors through traffic enforcement strategies. In addition to a focus on speeding, examples of other dangerous driver behaviors that law enforcement will track during Operation Safe Driver Week include distracted driving, failure to use a seatbelt, following too closely, improper lane change, reckless or aggressive driving, failure to obey traffic control devices, evidence of drunk or drugged driving, etc.
