Message from the City Manager An update on the homeless

San Clemente City Manager, James Makshanoff

The increase in the homeless/transient population and associated activity has residents and City leaders concerned. Homelessness is a complex social problem that presents no easy solutions. The homeless crisis is impacting the quality of life of everyone it touches and we recognize that many of those on the street are there because of circumstances beyond their control. We have heard from residents who have homeless encampments within close proximity of their neighborhoods and are concerned about fires, litter, sanitary concerns and public health issues. Property owners must follow proper protocols for removal of encampments on private and public property. It’s important to understand that being homeless is NOT a crime. The City does has laws that address camping outside of legal campsites and sleeping in cars or on the street. These laws apply to sleeping on public property such as beaches, parks, sidewalks, or alleys and in vehicles or temporary structures outside of approved campsites (City of San Clemente Municipal Ordinance (SCMC) 9.04.010 (B) and 9.04.100).

Often residents ask if homeless encampments are illegal. Technically, it’s illegal to pitch a tent on a sidewalk or other places that encroach on public property. Encampments on private property are also illegal outside of approved campgrounds and it is the property owner’s responsibility to clean up illegal encampments. This can include following the process to remove trespassers, their belongings and any trash/debris. Seeing homeless encampments in San Clemente and other communities, it is apparent there is a gray area of the law. No one is allowed to reside on someone’s property without permission, nor can he/she reside on public property like a sidewalk, alley, park or beach. Should an encampment be discovered, notify the police/city who can help determine ownership of the property and work with the property owner to determine their next steps. There are state and federal laws that we must abide by when clearing encampments. When a decision has been made to clean up the encampment, a warning must be provided verbally and in writing so the person knows they need to move within 72 hours. Personal property seized by the City must be stored to allow the person an opportunity to retrieve his/her belongings. When you come into contact with anyone, and do not feel safe, maintain a safe distance and exercise caution. Aggressive Panhandling was recently specifically addressed by the City in the adoption of SCMC 09.04.095 – Aggressive and Other Prohibited Solicitation. If you witness any of these, or are a victim, call non-emergency dispatch at (949) 7706011 or call 9-1-1 if an emergency. If you are asked for money or food, it is not advisable that you give the person money as it encourages more panhandling. If you would like to help the homeless, we suggest donating to local charities, missions or food banks like Family Assistance Ministries (FAM). The deputies also interact with the homeless regularly and identify those who are chronically homeless and provide information to the County of Orange which is the entity tasked with providing social services. San Clemente Toll Road Trek

City of San Clemente Offers Year-Round Transportation Options

More than 200 people participated in the San Clemente Toll Road Trek hike along the Forster Ridgeline Trail. The hike was lead by Councilmember Lori Donchak. During this walk community members were educated on the TCA's proposed alignments that could negatively impact San Clemente's residential neighborhoods, open space and wildlife. Naturalists Joel Robinson, Jarrod Gaut and Public Works Director/City Engineer Tom Bonigut assisted Councilmember Donchak in narrating the hike. Senior Mobility Program

For more than two decades, the City of San Clemente has been helping senior residents age 60 and older manage their mobility issues, which is especially helpful for seniors who no longer drive. By signing up for the Senior Mobility Program, residents can ride free of charge on this fixed-route 14-passenger van within City limits to shop for groceries (Monday-Thursday) and/or visit the Dorothy Visser Senior Center (Monday-Friday) for workshops, exercise, computer lab, classes and lunch. The van is equipped with wheelchair access and air conditioning. Frail seniors, seniors in wheelchairs and elderly in general are provided helpful assistance on and off of the vehicle and door to door service. The program has a proven track record at helping seniors improve their quality of life and lead independent lives. The City of San Clemente and OCTA together fund the program offered Monday through Friday. The service is not available on weekends or holidays. All drivers possess specialized driver’s licensing certification for the operation of the vehicles and are required to complete ongoing refresher training. Senior residents of San Clemente (age 60 and older) who are interested in signing up for the program should call Cathy Lee with Age Well Senior Services at the senior center at (949) 498-3322. San Clemente Rideshare Program The City of San Clemente also offers a rideshare program operated by Lyft. Lyft users can ride for $2, the same upfront fare as the bus system that used to operate along routes 191 and 193 in town. The program is supported by OCTA’s Measure V Project funding and City funding. For example, if a rider’s starting point and destination is at a former bus route 191 or 193 bus stop in San Clemente, the rider will pay $2 and the rest of Lyft’s normal fare will be subsidized up to a credit of $9. For rides costing more than $11, the passenger will pay $2 plus the amount of the fare over $11. To utilize the subsidy, download the App at www. lyft.com/invite/scrides. Once you have the App on your phone, enter the code SCRIDES into the ‘Payment’ section to be eligible for the ride subsidy. This App can be downloaded from Google Play or Apple App stores. To qualify for this program, your ride must start and end at a safe location near an existing bus stop. San Clemente Participates in Coastal Cleanup Efforts

Cities for Workforce Health The City of San Clemente was selected as one of five cities in California to receive $5,000 Seed Grant Money for its Employee Wellness Program from the League of California Cities, Kaiser Permanente, and Keenan.

Coastal Cleanup day at the San Clemente Municipal Pier was a huge success! A total of 136 volunteers participated in the pier site cleanup, collecting 204.5 pounds of trash. There were three other sites in and near San Clemente but data from the following sites was not immediately available at the time of publishing the City magazine: •T-street •Calafia State Beach •San Onofre State Park There were over 1,000 cleanup sites state-wide. The event is sponsored by the California Coastal Commission and the Ocean Conservancy. Volunteers use data cards to track the debris they pick up. This data is sent to the Coastal Conservancy and delivers a global snapshot of ocean trash, providing researchers and policy-makers insight to inform solutions. The League of California Cities said this about the City’s selection: “We commend you on your work to improve wellness among your city employees. These efforts are important and will pay dividends for your city in the years to come.” The funding begins January 2018 and enhance the City’s existing program with the addition of biometric screenings, health assessments, and healthy lifestyle programs supported by Kaiser. The funding will also support online programs, incentives, and an action plan. The main criteria that were considered by the League of California Cities included: • Demonstration that a basic wellness program infrastructure is currently in place (e.g. leadership team or steering committee has been formed; wellness champions have been identified; and/or a survey or assessment of health needs/risks has been conducted) • Readiness to initiate or further develop a worksite wellness program • Commitment to building the program’s infrastructure and capacity • Need for professional consultation to assist with program development efforts

San Clemente Day Honoring Tradition • Celebrating Today IN THE "SPANISH VILLAGE BY THE SEA"

Incorporated on February 28, 1928, San Clemente founder, Ole Hanson, envisioned a community that was filled with possibilities, cognizant of traditions, and featuring the romantic architecture of the Spanish Colonial Revival - it was a village to be done in the fashion of Old Spain. At the time, Hanson was criticized for attempting to develop a city sixty-six miles south of the expansive City of Los Angeles and sixty-six miles north of the sprawling City of San Diego, seemingly so out of reach from urban development. He persevered forward painting a picture of a small town five miles long and over a mile wide, with the sea as its foreground and the mustard seed hills as its background.

At its February 7, 2017 regular meeting, the San Clemente City Council proclaimed the last Saturday in February will be celebrated annually as San Clemente Day. 2018 marks the 90th anniversary of the city's founding. To celebrate the 90th anniversary, the City of San Clemente is pleased to offer an exciting line-up of festivities to be held on February 24, 2018. Revelers in San Clemente Day can look forward to enjoying historical tours on the San Clemente Trolley, guest appearances from Ole Hanson himself, free swim and a fried chicken meal at the Ole Hanson Beach Club, and many more exciting activities through the Spanish Village by the Sea. In honor of this tremendous anniversary, the San Clemente Magazine will feature a historic photo over the next four issues, highlighting a unique part of San Clemente history from the past 90 years. We look forward to celebrating with you and the community throughout 2018!

Instructor Spotlight

Hilary Arentz: Bee Active Fitness Hilary launched Bee Active Fitness this summer with the City of San Clemente Recreation Division. The Recreation Division is lucky to have her as a part of our fitness offerings. Hilary has the unique ability to work with all skill levels and abilities. She has worked with the special needs population for over 4 years and has been professionally involved in fitness for over 7 years. Hilary grew up in Houston and moved to Orange County in 2003. Graduated from Cal-State Long Beach with a Bachelor of Science in Kinesiology. Hilary also holds a personal training certification with National Association of Sports Medicine. She has always been active, thanks to her mom, who recognized her as a child who couldn’t sit still and enrolled her into gymnastics at an early age. Hilary was a gymnast for 16 years and also found a love for running.

For Hilary when it came time to find her passion in life, it felt natural to pursue a career in health and fitness. When asked about how she likes working with the Recreation Division she said, “There are so many things I love about being a contract instructor with the City of San Clemente! I love the people who keep Beaches, Parks, and Recreation as special as it is and easy to work with. I love the fact that I get to work where I live and in a town I love. The programs are amazing with absolutely beautiful parks and views that can’t be beat.” Hilary offers an Adult Special Needs Fitness class Tuesday and Thursday evenings for ages 16 and older. She also offers a morning Bee Active Bootcamp that meets at Marblehead Park on Tuesdays and Pico Park on Thursdays. Plus, don't miss Crunch at Lunch, a lunch time work out Monday through Thursday. EMPLOYEE SPOTLIGHT & OCEAN SAFETY TIPS These winter ocean safety tips are brought to you by Marine Safety Officer Blake Anderson. Blake has proudly served the City of San Clemente as an ocean lifeguard for 19 seasons. Blake’s primary responsibilities include overseeing daily operations, purchasing emergency equipment, maintenance of lifeguard towers, and continued training of seasonal staff – all in an effort to help ensure each visitor to San Clemente’s beaches has a safe and enjoyable day.

inter at the beach is one of the most enjoyable times of the year in San Clemente. The air temperature rarely drops below 50 degrees during the day and can get as warm as 80 degrees – even in January! An increase in rain is predicted this season which will leave clean, fresh air and breathtaking views of Catalina. Northern storms

If you plan a winter beach day, Blake would like to offer the following beach safety tips: • Lifeguard staff is very limited – two to three lifeguards are staffed throughout the day from 8am to sunset. • Stay within your own limits and always swim or surf with a buddy. • Check on conditions – if you are unsure of the conditions, check with a lifeguard. The pier tower is staffed 365 days a year and uses a flag system to warn the public of the current ocean conditions. Green means generally safe conditions; Yellow means to use caution; and Red means dangerous conditions. You can also call the surf tape at (949) 492-1011/1012 or check the beach report at the city website: www.san-clemente.org • Substantial rainfall could mean polluted waters – beachgoers should use caution when going in the water within 72 hours of substantial rainfall due to runoff. Lifeguards will fly a yellow flag, advise on

the surf tape and web beach report as a warning. • If you find yourself in a rip current, stay calm. Swim parallel to the beach in the direction of the current until you are out and then swim to shore. • Wear a wetsuit – the water temperature ranges from low to mid 50’s on average and can cause hypothermia. • Wear the proper sun protection – the sun is always a threat no matter the season. Sunscreen and hats are always recommended. • Dogs are permitted to be walked on the beach trail, but are prohibited on the beach and pier. Please clean-up after your pet. • If you plan on visiting a beach outside of San Clemente City, please contact their local lifeguard agency regarding lifeguard services and special considerations. • In an emergency dial 911. Welcome to the City of San Clemente Learn to Swim program! Please review the following swim level information carefully as our lesson structure has changed. Swim lessons fill up quickly. Sign-up early to secure your spot in the class. • All students will be tested on the first day of class to ensure correct level placement. • Aquatics staff reserve the right to move students to the most developmentally appropriate swim level. • The American Red Cross (ARC) swim lesson level requirements and exit skills have been updated, please read the level descriptions carefully. • Drop-in option is not available for these programs. PARENT & CHILD 6 months - 5 years (ARC: Parent and Child Aquatics Level 1-2) Introduces basic skills and water safety topics to parents and children. Parents learn how to work with their children in the water, including how to support their children in the water and encourage their child to participate and try new skills. Children receive an introduction to basic skills that lay a foundation for learning to swim. Children under 3 must wear plastic pants with elastic around the legs at all times. (Ratio 10:1) STARFISH 3-5 years (ARC: Preschool Aquatics Level 1-3) Introduces basic independent aquatic locomotion skills. Children improve their coordination and control of simultaneous arm and leg actions and alternating arm and leg actions. New water safety topics are introduced, and previously acquired skills are reinforced. Children who are not successfully potty trained must wear plastic pants with elastic around the legs at all times. (Ratio 6:1)

OTTER (ARC: Learn to Swim Level 3 - Stroke Development) Prerequisite: Push off and swim using arm and leg actions on front side for 5 body lengths, roll to back, float for 15 seconds, roll to front, then continue swimming for at least 5 body lengths. Course: Participants learn and practice survival floating and learn to swim front crawl and elementary backstroke at rudimentary proficiency levels. Scissors and dolphin kick are introduced. Participants learn to enter the water head first from a seated position at poolside. New and previously addressed water safety topics are reinforced. Participants who successfully complete Otter have achieved basic water competency in a pool environment. (Ratio 6:1)

STINGRAY ARC: Learn to Swim Level 5 – Stroke Refinement Prerequisite: Swim front crawl for 25 yards, change directions and swim elementary backstroke for 25 yards. Swim breaststroke for 15 yards, change directions and positions as necessary and swim back crawl for 15 yards. Course: Participants refine their performance of all six strokes (front crawl, back crawl, butterfly, breaststroke, elementary backstroke, and sidestroke) and increase the distances that they swim. Participants also learn to perform flip turns on the front and back. (Ratio: 8:1) Are you uncertain about which swim level to enroll your child in? SEAHORSE (ARC: Learn to Swim Level 2 - Fundamental Aquatic Skills) Introduces basic independent aquatic locomotion skills. Many of the skills taught are similar to Starfish. Participants learn to glide and float without support and recover to a vertical position. Participants further develop simultaneous and alternating arm and leg actions on their front and back sides, laying the foundation for future strokes. New safety topics introduced and previously learned skills reinforced. (Ratio 6:1)

SEAL ARC: Learn to Swim Level 4 - Stroke Improvement Prerequisite: Push off in a streamlined position then swim front crawl for 15 yards, change position and direction as necessary, swim elementary backstroke for 15 yards, then exit pool. Course: Increase endurance swimming the strokes learned in Otter. Participants add arm actions to the previously learned scissors kick and breaststroke kick to perform the rudimentary sidestroke and to learn the breaststroke. Participants begin to learn the back crawl and butterfly, as well as the basics of performing a simple open turn at a wall. (Ratio: 8:1)

Aqua Physical Therapy 18+ years This is a beneficial one-on-one form of therapy that is useful for a variety of medical conditions. Aquatic therapy uses the physical properties of water to assist in patient healing and exercise performance. While submerged in water, buoyancy assists in supporting the weight of the patient. Basketball

The following courses are part of the City of San Clemente Middle School After Hours Programs! Programs are designed for youth in 6th-8th grade to engage in positive recreational activities during non-school hours. We serve students of all skill level and abilities. Programs are led by City Recreation Leaders, many of whom have participated in these same programs while growing up, but all of whom have expertise in one or many areas of recreation. Students can sign-up for any course, regardless of the school they attend. No class on school holidays.

Activate Shorecliffs Students Only Activate is a program designed to help the student improve grades, increase focus, and participate in recreation activities. Activities include tutoring, computer training, book club, weight training, cooking, and dance. This program offers one hour of teacher-led academic support and one hour of recreation. Students participating in the program have seen improvement in all aspects of school. Transportation for 6 students is available (first come, first served). No class January 15 and February 19. RELEASE AND WAIVER OF LIABILITY AND INDEMNITY AGREEMENT: The undersigned hereby releases the City of San Clemente and its officers, agents and employees from all liability to the undersigned (and from any minor participants for whom the undersigned has the capacity to contract), thereby releasing, indemnifying, and holding harmless the City of San Clemente, its officers, agents, and employees from all liability to the undersigned (and said minors) for any loss or damage on account of physical, mental and emotional injury to the undersigned (of said minors) caused by negligence of the City of San Clemente, its officers, agents and employees. The undersigned hereby assumes full responsibility for, and the risk of, physical, mental and emotional injury due to the negligence of the City of San Clemente, its officers, agents and employees. The undersigned recognizes for himself or herself, and any minors, that the events and occurrences to which this release applies can be dangerous and as a result of signing below, the undersigned is accepting those risks for himself or herself, and for any minor participants for whom the undersigned can contract. AUTHORIZATION TO PROVIDE MEDICAL TREATMENT FOR MINOR PARTICIPANTS: The undersigned, who is the parent or guardian of the above named individual, a minor, hereby authorized the City of San Clemente, into whose care the above named individual has been entrusted, to consent to any x-ray examination, anesthetic, medical or surgical diagnosis or treatment and hospital care to be rendered to said minor under the general or special supervision and upon the advice of a physician and surgeon licensed under the provisions of the Medical Practice Act, or to consent to an x-ray examination, anesthetic, dental or surgical diagnosis or treatment and hospital care to be rendered to said minor by dentist licensed under the provisions of the Dental Practice Act. The undersigned furthermore authorized the City of San Clemente to transport or make arrangements for transport as may be required for the administration of health care consented to in the above program. REFUND POLICY: To drop a class, complete a Refund Request Form. If notification is received before the second class meeting date, a refund in the form of a check or left on the City account (minus an $8 processing fee) will be processed. Camps: If a refund request is received 72-hours before the start of the course/camp, a refund will be provided. Workshops: If a refund request is received 24-hours before the start of the course, a refund will be provided. All refunds are in the form a check or credit. An $8.00 refund processing fee will apply per person, per class. No refunds or credits will be issued after the second class meeting. I, THE UNDERSIGNED, AM FAMILIAR WITH THE NATURE OF ACTIVITIES AND CERTIFY THAT I HAVE READ AND UNDERSTAND THIS WAIVER AND RELEASE AS IT APPLIES TO MYSELF AND TO ANY MINORS FOR WHOM I AM SIGNING.
