YOUR NEWS Message from the City Manager San Onofre Nuclear Generating Station (SONGS)

hough not an ideal solution for nuclear waste, the major dismantlement work at the San Onofre Nuclear Generating Station (SONGS), has Southern California Edison (SCE) transferring used nuclear fuel from steel-lined concrete pools into concrete-encased steel canisters and placed on-site until a permanent facility is opened. The U.S. has not created a permanent storage facility for spent nuclear fuel. It is the federal government’s duty (which oversees consolidated waste storage and nuclear policy) to take responsibility, find an alternative location for permanent storage of the waste and move it out. At the City Council meeting on March 21st public comments were made urging the council to have a discussion with legislators to prioritize this. Mayor Pro Tem Tim Brown said, “The federal government can’t take waste anywhere if there is nowhere to take it to.” He also mentioned that if this entire council and all the residents of San Clemente and everyone in the state voted to get rid of this it would not make a difference since there is no where to permanently place the waste. The California Coastal Commission gave permission to transfer the wet storage to dry storage and if we look at the Fukushima nuclear accident, the only waste that was not affected was that which was contained in dry storage containers.

Also at the meeting, under council discussion, Councilmember Lori Donchak referenced the Interim Storage Act and suggested researching whether the City of San Clemente can obtain consent status using the Price Anderson Nuclear Industries Indemnity Act which allows for cities within proximity to nuclear plants (where interim storage is a lifetime), to find a better way to store this waste, while ensuring involuntary host consent communities, like San Clemente, derive some benefits to the community. This may come in the shape of jobs, financial restitution, social justice, etc. As Councilmember Donchak noted, “We are the poster child for an involuntary host consent community and due to our proximity, we should be able to have benefits for our community.” City Council further suggested that the City also seek to receive financial benefits of being an Interim Consolidated Storage site, including retroactive compensation for the past 40 years of storage of nuclear material at SONGS. Congressman Darrell Issa and colleagues introduced the Interim Consolidated Storage Act of 2017 in the House in January. It would allow the Department of Energy to use interest from the $36 billion Nuclear Waste Fund to contract with private vendors for temporary storage. The City encourages folks to get behind Congressman Issa’s legislation on dealing with the waste. For now SCE is allowed to put the waste in dry storage containers. Since the permanent repository planned years ago for Yucca Mountain was removed as an option by former President Obama, alternatives are being pursued. Congressman Issa is pursuing waste storage issues and consolidated waste options. Congressman Issa has stated publicly that SONGS, due to its proximity to the ocean, earthquake faults, railroad tracks, the I-5 freeway and a heavily populated area of 8 million people living within 50 miles of SONGS, “should be if not the first one to have its nuclear waste taken out, then one of the first.” The City will continue to keep the community informed. They meet at least four times per year. The San Clemente-Dana Point Animal Shelter’s Calming Tails Program is for Children from 6-12 years of age. Kids are invited to sign up for a fourweek summer session. Here’s how it works… • Open to residents of San Clemente and Dana Point only. No participation fee; donations are appreciated. • Reading time will be held Mondays 1:15-2:00 p.m. at the Animal Shelter. • Kids need to bring their favorite book and a mat/outdoor pillow. • Each session will be 4 weeks. Your first session will include a short orientation; which will start at 1:00 p.m. • Parents must accompany their children and remain with them during each session. The program has many benefits! Calming Tails is designed to help both children and our shelter dogs. The program helps children learn compassion and empathy toward animals, while boosting their reading skills and confidence. The shelter dogs benefit from some quiet, relaxing time with their new reading buddy. These relaxation exercises are important skills for them to learn, and helps with their transition into a new home. City Joins Nationwide Challenge for Water Conservation

San Clemente Apparel Featuring Historic San Clemente Crest

The San Clemente Community is invited to Join the 2017 Wyland National Mayor’s Challenge for Water Conservation. At the March 7, 2017 City Council meeting the San Clemente City Council approved participation in the 2017 Wyland National Mayor’s Challenge for Water Conservation. This challenge is a nationwide competition between residents pledging to take action to manage water resources more wisely, and residents of the winning city (by percent residents pledging) in each size category will be eligible for prizes. Student participation in the local schools also counts toward the total of pledges. The annual challenge, runs from April 1 – 30, 2017. This nonprofit national community service campaign is implemented to see which leaders can best inspire their residents to make a series of informative and easy-to-do online pledges to use water more efficiently, reduce pollution, and save energy. To participate, residents enter online at mywaterpledge.com, and then make a series of online pledges to conserve water on behalf of San Clemente. Last year, residents from over 4,100 cities in all 50 U.S. states pledged to reduce their annual consumption of freshwater by 1.9 billion gallons, reduce waste sent to landfills by 42 million pounds, and prevent more than 87,000 pounds of hazardous waste from entering our watersheds. The challenge goes beyond recent drought issues and looks at the ways our water use will affect the future of our communities from how we grow food to reducing polluted runoff. Cities compete in the following population categories: (5,00029,999 residents, 30,000-99,999 residents, 100,000299,999 residents, 300,000-599,999 residents, and 600,000+ residents). Residents of cities with the highest percentage of citizens who take the challenge in their population category are entered into drawings for hundreds of eco-friendly prizes, including home improvement gift cards, home irrigation equipment, and a Grand Prize Toyota Prius. The challenge also features additional resources for residents to take their commitment to conservation even further, from regional water and energy resource issues to cost-saving tips at home. The 6th National Mayor’s Challenge for Water Conservation is presented by the Wyland Foundation and Toyota, with support from the U.S EPA WaterSense, The Toro Company, National League of Cities, Conserva Irrigation, and Earth Friendly Products (makers of ECOS).

The San Clemente Crest was originally created and used by Ole Hanson as his logo in the 1920’s. Research from the San Clemente Historical Society shows the Crest can be found on Ole Hanson Co. real estate advertising, letterhead, and other items from that time. Photos of swimwear at the 1928 Olympic Trials at the Ole Hanson Beach Club were found to feature the Crest, and the Crest is still in use by the City today adorning Marine Safety uniforms and the logo of the Municipal Golf Course. A variety of apparel was recently printed featuring the San Clemente Crest and is available for public purchase at the Ole Hanson Beach Club and the San Clemente Aquatics Center. Apparel options include: hats ($18); T-shirts ($10); women's tank tops ($10); and City flags ($25).

SUMMER 2017 TROLLEY >

Get Ready for the San Clemente Trolley! The City of San Clemente will launch its summer weekend trolley service on Memorial Day weekend. The trolley, named San Clemente Trolley, will be made available to riders at no charge. A ribbon cutting will take place at the end of May to celebrate the new trolley services. The trolley has an open-air (windowless) concept that will be easily identifiable. There will be a total of three trollies cruising throughout town. Each one will have destination areas displayed on the exterior and will say “Free Rides” so residents and visitors know the service is complimentary. The concept, logo, and signs were designed by RSM Design, a local design firm. The City Council was presented with design and color options at its January 17th meeting and approved a red-andblack color scheme. The trollies will travel along the coastal area of San Clemente and pick people up at the designated stops every 15 minutes. The trolley will be available beginning Memorial Day weekend through Labor Day weekend. The stops will be clearly noted with signage. The funding for the San Clemente Trolley comes from a $1.2 million grant from the Orange County Transportation Authority (OCTA) which the city applied for. The grant will cover most of the costs for the service for seven years. The grant requires the city to fund a portion of the trolley service at $146,000 over the seven year grant period. The Friends of the San Clemente Beaches, Parks & Recreation Foundation provided a donation of $10,000 towards the funding of the capital costs of the trolley. Ole Hanson Summer Swim Hours Dive on in! The recently renovated Ole Hanson Beach Club is a great place to cool off during the warm summer months ahead. Please see page 27 for more details. The City has announced the Ole Hanson Beach Club hours for summer public lap swim as: Monday through Thursday 10:00 a.m. to 6:00 p.m. Friday through Sunday from 10:00 a.m. to 2:00 p.m. Recreation swim will be held Monday through Thursday from 2:00 to 4:00 p.m. and Friday through Sunday 12:00 to 2:00 pm. Protect Ocean Water Quality Spring and summer months are the most popular times for landscape and gardening projects. Below are tips you can do to have a beautiful yard while also protecting ocean water quality. • • • •

Compost your yard trimmings or place in the green waste/organics cart – never sweep, hose or blow into the street or storm drain. Use compost as an alternative to chemical fertilizers and pesticides. Compost can return nutrients to the soil and help conserve water. Check your irrigation system monthly for leaks, breaks, and overspray, and minimize watering times. Irrigation runoff can transport pollutants to the ocean. Toss the turf and create a more appealing landscape using California Friendly plants.

After decades of planning and anticipation, the Jim Johnson Memorial Sports Park opens to the public on Wednesday, May 10th at 4 p.m.

The grand opening of the Jim Johnson Memorial Sports Park marks the completion of the Marblehead Coastal Parks and Trails Project, now renamed as the Sea Summit Development. This exciting celebration will also mark the opening of the 26th park within the City of San Clemente. The sports park is named after Jimmy "Jim" Dale Johnson because of his commitment of time, resources, and love for the San Clemente community and the enhancement the project would bring to residents.


A park honoring the dedication of one resident's commitment to community. Jim was first introduced to the San Clemente community when he enlisted with the United States Marine Corps and was stationed in Camp Pendleton during the Korean War. He was born in Nebraska but grew up in Wyoming with extremely humble beginnings with two hard working, but extremely loving parents. Growing up Jim was passionate about all sports, but especially football and baseball. Jim was the first member of his family to obtain a college education with support from the GI Bill and with strong leadership skills, soared to great opportunities well beyond Wyoming. He traveled around the world extensively and worked on massive international projects from real estate to international investments. Eventually, Jim made his final move to San Clemente which he labeled “God’s Country” where he settled with his wife, Mimi. In San Clemente Jim was famous for his endless support of youth, seniors, sports, and schools. He was the original sponsor of the Beach Concert Series and purchased everything from sporting equipment to musical instruments to provide a positive experience for all of San Clemente’s children. His community investments were primarily donated in private and without recognition, his preference was to enjoy watching the benefits of his support, outside public view. For the Marblehead Project, Jim oversaw the development of a state-of-the-art urban runoff mitigation system to ensure the highest of water quality standards were met. He also developed two bridges through the canyon to ensure wildlife was preserved and worked closely with the California Coastal Commission to guarantee the area was maintained with pristine standards and respect to the existing environment. When Jim passed away in 2004 he was survived by his wife, two sons, and one daughter. It brings them great joy to know that the park named after their late husband and father, respectively, will be enjoyed by the whole San Clemente community. The Jim Johnson Memorial sports park is located on the inland portion of Marblehead Coastal, adjacent to the Shorecliffs middle school. This park holds many amenities and features a playground, a synthetic soccer field, two multipurpose fields, a basketball court, picnic tables, BBQ and restrooms. This park features a cutting edge synthetic soccer field displaying a large "SC" in the center circle. The highest quality materials were used to create this beautiful field. Organic sand and coconut fiber infill was installed and will help keep the field up to 40 degrees cooler than recycled rubber infill. This field offers comfort and savings compared to natural grass fields. The turf is less itchy and saves 100’s of 1000’s of gallons of water in irrigation. It does not need to be mowed, and the material is sustainable. Professional sports level grade brock pad was installed underneath the carpet for added head attenuation protection for children (and adults) when falling. WATER QUALITY PUBLISHED BY THE CITY OF SAN CLEMENTE’S UTILITIES DIVISION

DRINKING WATER QUALITY Since 1990, California water utilities have been providing an annual Water Quality Report to their customers. This year’s report covers calendar year 2016 water quality testing and has been prepared in compliance with regulations called for in the 1996 reauthorization of the Safe Drinking Water Act. The reauthorization charged the United States Environmental Protection Agency (USEPA) with updating and strengthening the tap water regulatory program. The City of San Clemente vigilantly safeguards its water supply and as in years past, the water delivered to your home meets the standards required by the state and federal regulatory agencies. In some cases, the City goes beyond what is required by testing for unregulated contaminants that may have known health risks.

SOURCES OF SUPPLY Your drinking water is a blend of surface water imported by the Metropolitan Water District of Southern California and groundwater. Metropolitan’s imported water sources are the Colorado River and Engineering marvels, the State Water Project and Colorado River Aqueduct, make our way of life possible by delivering water to millions of people in Orange County. INFORMATION ABOUT DRINKING WATER CONTAMINANTS

The sources of drinking water (both tap water and bottled water) include rivers, lakes, streams, ponds, reservoirs, springs and wells. As water travels over the surface of land or through the layers of the ground it dissolves naturally occurring minerals and, in some cases, radioactive material and can pick up substances resulting from the presence of animal and human activity. Contaminants that may be present in source water include: • Microbial contaminants, such as viruses and bacteria, which may come from sewage treatment plants, septic systems, agricultural livestock operations and wildlife. • Inorganic contaminants, such as salts and metals, which can be naturally occurring or result from urban storm water runoff, industrial or domestic wastewater discharges, oil and gas production, mining and farming. • Radioactive contaminants, which can be naturally occurring or be the result of oil and gas production or mining activities. • Pesticides and herbicides, which may come from a variety of sources such as agriculture, urban storm water runoff and residential uses. • Organic chemical contaminants, including synthetic and volatile organic chemicals, which are by-products of industrial processes and petroleum production, and can also come from gasoline stations, urban storm water runoff, agricultural appli-

cation and septic systems. In order to ensure that tap water is safe to drink, USEPA and the State Water Resources Control Board, Division of Drinking Water (DDW) prescribe regulations that limit the amount of certain contaminants in water provided by public water systems. The U.S. Food and Drug Aministration regulations and California law also establish limits for contaminants in bottled water that must provide the same protection for public health. Drinking water, including bottled water, may reasonably be expected to contain at least small amounts of some contaminants. The presence of contaminants does not necessarily indicate that water poses a health risk. CRYPTOSPORIDIUM

Cryptosporidium is a microscopic organism that, when ingested, can cause diarrhea, fever, and other gastrointestinal symptoms. The organism comes from animal and/or human wastes and may be in surface water. The Metropolitan Water District of Southern California tested their source water and treated surface water for Cryptosporidium in 2016 but did not detect it. If it ever is detected, Cryptosporidium is eliminated by an effective treatment combination including sedimentation, filtration and disinfection. IMMUNO-COMPROMISED

Some people may be more vulnerable to contaminants in drinking water than the general population. Immuno-compromised people, such as those with cancer who are undergoing chemotherapy, have had organ transplants, people with HIV/AIDS or other immune system disorders, some elderly persons and infants can be particularly at risk. These people should seek advice about drinking water from their health care providers.

LEAD IN TAP WATER

If present, elevated levels of lead can cause serious problems, especially for pregnant women and young children. Lead in drinking water is primarily from materials and components associated with service lines and home plumbing. The City of San Clemente is responsible for providing high quality drinking water, but cannot control the variety of materials used in plumbing components. When your water has been sitting for several hours, you can minimize the potential for lead exposure by flushing your tap for 30 seconds to 2 minutes before using water. If you are concerned about lead in your water, you may wish to have your water tested. Information on testing methods and steps you can take to minimize exposure is available from the Safe Drinking Water Hotline or at www.epa.gov/safewater/lead.

DRINKING WATER FLUORIDATION

Fluoride has been added to U.S. drinking water supplies since 1945. Of the 50 largest cities in the U.S., 43 fluoridate their drinking water. In December 2007, the Metropolitan Water District of Southern California (MWDSC) joined a majority of the nation’s public water suppliers in adding fluoride to drinking water in order to prevent tooth decay. In line with recommendations from the DDW, and the U.S. Centers for Disease Control and Prevention, MWDSC adjusted the natural fluoride level in imported treated water from the Colorado River and State Project water to the optimal range for dental health of 0.6 to 1.2 parts per million. Fluoride levels in drinking water are limited under California State regulations at a maximum dosage of 2 parts per million. DISINFECTION AND DISINFECTION BYPRODUCTS

Disinfection of drinking water was one of the major public health advances in the 20th century. Disinfection was a major factor in reducing waterborne disease epidemics

caused by pathogenic bacteria and viruses, and it remains an essential part of drinking water treatment today. Chlorine disinfection has almost completely eliminated the risks of microbial waterborne diseases. Chlorine is added to drinking water at the source of supply (groundwater well or surface water treatment plant). Enough chlorine is added so that it does not completely dissipate through the distribution system pipes. This “residual” chlorine helps to prevent the growth of bacteria in the pipes that carry drinking water from the source into your home. However, chlorine can react with naturallyoccurring materials in the water to form unintended chemical byproducts called disinfection byproducts (DBPs), which may pose health risks. GROUNDWATER ASSESSMENT

The City of San Clemente Utilities Division completed an assessment of drinking water sources for its water supply in October 2001 and again in 2008. The City’s wells are considered vulnerable to the following Possible Contamination Activities (PCAs) associated with some contaminants detected in the water supply: Maintenance yards, aboveground fuel tanks, an historic dump site, an electrical switching station, and a site for temporary deposition of street sweeper debris. Residences, parks, sewers, roads and storm drains represent additional PCAs. While PCAs exist within the source water assessment area, the water sources are protected from immediate contamination threats by the confining nature of the aquifer, and the significant depth of well perforations at each water source. WHAT ARE WATER QUALITY STANDARDS? Drinking water standards established by USEPA and DDW set limits for substances that may affect consumer health or aesthetic qualities of drinking water. The chart in this report shows the following types of water quality standards: • Maximum Contaminant Level (MCL): The highest level of a contaminant that is allowed in drinking water. Primary MCLs are set as close to the PHGs (or MCLGs) as is economically and technologically feasible. • Maximum Residual Disinfectant Level (MRDL): The highest level of a disinfectant allowed in drinking water. There is convincing evidence that addition of a disinfectant is necessary for control of microbial contaminants. • Secondary MCLs are set to protect the odor, taste, and appearance of drinking water. • Primary Drinking Water Standard: MCLs for contaminants that affect health along with their monitoring and reporting requirements and water treatment requirements. • Regulatory Action Level (AL): The concentration of a contaminant, which, if exceeded, triggers treatment or other require-

ments that a water system must follow. WHAT IS A WATER QUALITY GOAL? In addition to mandatory water quality standards, USEPA and DDW have set voluntary water quality goals for some contaminants. Water quality goals are often set at such low levels that they are not achievable in practice and are not directly measurable. Nevertheless, these goals provide useful direction for water management practices. Endraske has been teaching tennis classes with the City of San Clemente for the past year and has quickly become a community favorite.

With over 20 years of professional experience he has a lot to offer. Tennis has been a part of his life for over 25 years. He had many great mentors and coaches who helped him develop technical skills and gain a passion for coaching. Today he is the City of San Clemente’s head tennis pro and a positive role model for many participants in our community. Ryan feels blessed to be a part of the City of San Clemente community and enjoys the

Lifeguard Corner EMPLOYEE SPOTLIGHT & OCEAN SAFETY TIPS These summer ocean safety tips are brought to you by Marine Safety Officer Ian Burton. Ian has been lifeguarding for the past 27 seasons and has proudly served San Clemente for the past 10 years at our local beaches. As a Marine Safety Officer, he is primarily responsible for assisting with the oversight of day-to-day lifeguard operations, inventory/purchasing of equipment, and assisting with training of seasonal staff.

oing to the beach is a favorite pastime of Southern California residents and visitors. Sunning, swimming, and surfing are all fun, but each comes with its own unique set of dangers. Staying safe at the beach and in the ocean is all about knowledge. There are websites that you can visit to read up on beach and aquatic safety, or upon arrival to the beach we encourage everyone to make contact with a lifeguard. The lifeguard will have the best information about any existing hazards or dangerous areas.

Rip Currents are the #1 Concern About 80% of all beach rescues are related to rip currents. Despite these startling statistics, many swimmers do not know anything about rip currents or how to survive when caught in one. Rip currents are terrifying because they catch you off guard: Unlike violent, crashing waves, you probably won’t notice a rip current until you’re in the middle of it, being pulled away from shore. Depending on severity, you may be able to see a rip current from the beach. Strong rip currents disrupt incoming waves and stir up sand from the ocean floor. Keep an eye out for narrow, muddy streaks in the ocean where there aren’t any waves breaking. Reacting to Rip Currents If caught in a rip current, it’s crucial to remain calm. Your first instinct may be to swim against the current, back to shallow waters. In most cases, even if you’re a strong swimmer, this will only wear you out. The current is too strong to fight head-on. Instead, swim sideways, parallel to the beach. This will get you out of the narrow outward current, so you can swim back in with the waves. If it’s too hard to swim sideways,

wait until the current carries you out and dissipates. The water will be calmer and you can get clear of the rip current before heading back in. Quick Tips for Safe Beach Visits San Clemente lifeguards want everyone to have a safe and enjoyable experience at our beaches. In an effort to avoid tragic accidents, we ask anyone coming to consider the following: • Learn to swim and never swim alone • Swim near a lifeguard • Supervise children closely, even when lifeguards are present • Do not rely on flotation devices • Do not swim while under the influence of alcohol or drugs • Protect your head, neck and spine - never dive head first in the ocean • If you are in trouble, call or wave for help • Follow regulations and lifeguard directions • Swim parallel to shore if swimming long distances Beach Safety Resources • usla.org • cslsa.org • hoag.org/education-events/project-wipeout

LEARN TO SWIM INFORMATION & CLASSES Welcome to the City of San Clemente Learn to Swim program! Please review the following swim level information carefully as our lesson structure has changed. Summer swim lessons fill up quickly. Sign-up early to secure your spot in the class. • All students will be tested on the first day of class to ensure correct level placement. • Aquatics staff reserve the right to move students to the most developmentally appropriate swim level. • The American Red Cross (ARC) swim lesson level requirements and exit skills have been updated, please read the level descriptions to ensure enrollment in the correct swim class. PARENT & CHILD 6 months - 5 years (ARC: Parent and Child Aquatics Level 1-2) Introduces basic skills and water safety topics to parents and children. Parents learn how to work with their children in the water, including how to support their children in the water and encourage their child to participate and try new skills. Children receive an introduction to basic skills that lay a foundation for learning to swim. Children under 3 must wear plastic pants with elastic around the legs at all times. (Ratio 10:1)

Children improve their coordination and control of combine simultaneous arm and leg actions and altering arm and leg actions. New water safety topics are introduced, and previously acquired skills are reinforced. Children who are not successfully potty trained must wear plastic pants with elastic around the legs at all times. (Ratio 6:1)

SEAHORSE (ARC: Learn to Swim Level 2 - Fundamental Aquatic Skills) Introduces basic independent aquatic locomotion skills. Many of the skills taught are similar to Starfish. Participants learn to glide and float without support and recover to a vertical position. Participants further develop simultaneous and alternating arm and leg actions on their front and back sides, laying the foundation for future strokes. New safety topics introduced and previously learned skills reinforced. (Ratio 6:1) OTTER (ARC: Learn to Swim Level 3 - Stroke Development) Prerequisite: Push off and swim using combine arm and leg actions on front side for 5 body lengths, roll to back, float for 15 seconds, roll to front, then continue swimming for at least 5 body lengths. Course: Participants learn and practice survival floating and learn to swim front crawl and elementary backstroke at rudimentary proficiency levels. Scissors and dolphin kick are introduced. Participants learn to enter the water head first from a seated position at poolside. New and previously addressed water safety topics are reinforced. SEAL ARC: Learn to Swim Level 4 - Stroke Improvement Prerequisite: Push off in a streamlined position then swim front crawl for 15 yards, change position and direction as necessary, swim elementary backstroke for 15 yards, then exit pool. Course: Increase endurance swimming the strokes learned in Otter. Participants add arm actions to the previously learned scissors kick and breaststroke kick to perform the rudimentary sidestroke and to learn the breaststroke. Participants begin to learn the back crawl and butterfly, as well as the basics of performing a simple open turn at a wall. (Ratio: 8:1) STINGRAY ARC: Learn to Swim Level 5 – Stroke Refinement Prerequisite: Swim front crawl for 25 yards, change directions and swim elementary backstroke for 25 yards. Swim breaststroke for 15 yards, change directions and positions as necessary and swim back crawl for 15 yards. Course: Participants refine their performance of all six strokes (front crawl, back crawl, butterfly, breaststroke, elementary backstroke, and sidestroke) and increase the distances that they swim. Aqua Physical Therapy This is a beneficial form of therapy that is useful for a variety of medical conditions. Aquatic therapy uses the physical properties of water to assist in patient healing and exercise performance. While submerged in water, buoyancy assists in supporting the weight of the patient. This aspect of aquatic therapy is especially useful for patients with arthritis, healing fractured bones and other disabilities or for special needs participants. GENERAL REFUND POLICY All refunds must be requested in writing. An $8.00 refund processing fee will apply per person, per class. No refunds

or credits will be issued after the second class meeting. Non-attendance in a program is not grounds for a refund. Regardless of your payment method, all refunds will be issued in the form of a check within 3-4 weeks. When courses are cancelled by the City, a full refund will be issued. The City of San Clemente assumes no responsibility for the reimbursement/refund of any material fee collected by the instructor. Class Refund Policy: All refund requests must be received before the start of second class meeting. Camp Refund Policy: For a course that is one week or less in length, the following criteria applies: •If a refund request is received 72-hours before the start of the course/camp, a refund, less processing fee, will be provided. •If a request is received less than 72-hours in advance, but before the start of the second class meeting, a one-day prorated refund, less processing fees, will be provided. •No refund will be issued after the second class meeting. Workshop Refund Policy: For a course that is one day in length, the following criteria applies: •If a refund request is received 24-hours before the start of the course, a refund, less processing fee, will be provided. •If a request is received less than 24-hours in advance, no refund or credit will be issued.

All courses are subject to cancellation or schedule change. A utility bill is required for proof of residency. Fees for courses are subject to change. Registration cannot be accepted at class. Spaces are filled on a first-come, first-served basis. Should the course be filled, we will notify you, place your name on a waiting list and return your payment. If classes do not reach their minimum, the class will be cancelled. When registering online, please assume that you have been accepted into the class. Registration confirmation will be sent via e-mail when you register by fax or mail. We will advise you by phone of any changes. The City of San Clemente complies with all applicable laws, including the American Disability Act. If you need special assistance, please call (949) 361-8264 or (949) 429-8797. For new clients, proof of San Clemente residency MUST be provided to the Recreation office in the form of a copy of current utility bill or copy of current vehicle registration, along with photo ID. Additional $3 fee applies to all courses for non-residents unless otherwise specified.

PHOTO/VIDEO RELEASE: I understand that at various times City representatives may photograph and/or video activities of City recreation programs, special events and participants. By signing this form, I authorize the City of San Clemente to use or publish any photographs/videos taken of me or my child/children to promote classes on the City’s website and other internet publicity, and/or in future publications of City brochures and/or flyers. AUTHORIZATION TO PROVIDE MEDICAL TREATMENT FOR MINOR PARTICIPANTS: The undersigned, who is the parent or guardian of the above named individual, a minor, hereby authorized the City of San Clemente, into whose care the above named individual has been entrusted, to consent to any x-ray examination, anesthetic, medical or surgical diagnosis or treatment and hospital care to be rendered to said minor under the general or special supervision and upon the advice of a physician and surgeon licensed under the provisions of the Medical Practice Act, or to consent to an x-ray examination, anesthetic, dental or surgical diagnosis or treatment and hospital care to be rendered to said minor by dentist licensed under the provisions of the Dental Practice Act. The undersigned furthermore authorized the City of San Clemente to transport or make arrangements for transport as may be required for the administration of health care consented to in the above program. REFUND POLICY: To drop a class, complete a Refund Request Form.
