Sun City Palm Desert is Like a Small City
Sun City Palm Desert is a Del Webb community; it was started in l992 and completed in 2003. We have about 9,000 residents in almost 5,000 homes on 1,600 acres (500 acres of turf) in the Coachella Valley which has a population of about 500,000 people.
Our homeowners own the golf courses and all facilities in our community including our own fullservice postal center and we enjoy about 350 days of sunshine a year. Approximately 70% of our residents are full time and many continue to work full or part time while enjoying life here at SCPD.
We are a 55+, active adult community, and as such at least one member of each residence must be at least 55 years of age.
Like a small city we need governing rules and regulations and a team of managers and administrators to make our community function smoothly and efficiently.
We are self-managed by a volunteer seven-member elected board of homeowners and a delegate council. We have about 240 paid staff members: 170 full-time, 50 part-time and about 130 on-call staff. Residents volunteer about 83,000 hours per year in a variety of committees within SCPD, one reason for our very low HOA fees.
Our Home Owners Association (HOA), the Sun City Palm Desert Community Association is legally a nonprofit mutual benefit California corporation. Its purpose is to operate and maintain facilities and develop and facilitate activities that promote an active adult lifestyle within the Sun City Palm Desert community. Sun City Palm Desert is what is called a Planned Residential Development and two of our governing documents are our CC&R’s (shorthand for our Declaration of Covenants, Conditions and Restrictions) and our Bylaws. Both of these documents can be viewed on the Member pages of our website scpdca.com under the “Administration” tab, then the “Important Documents and Information” subtab. Based on these documents our Board of Directors have adopted a set of Rules & Regulations which you can find in the same place and also further along in this flipbook.
Our Mission Statement helps guide our Board and management team, it is succinctly stated as: Our mission is to provide a dynamic, attractive, affordable and secure community with a wide range of social, recreational and cultural resources for active adults.
We believe Sun City Palm Desert is the best active adult community in the Coachella Valley. We have the most amenities and activities of any community here in the Valley and thus are able to offer more recreation, fitness and socialization opportunities than any other nearby active adult community.
Not only does Sun City Palm Desert offer more recreation, fitness and socialization opportunities but we are the most affordable community of our type in the Desert. Our home prices are very reasonable and our HOA fees are among the lowest among comparable communities. But don’t just consider our low HOA fees, as communities other than Sun City Palm Desert often have extra recurring fees that can add up to thousands of dollars a year. Because Sun City Palm

Desert is in Riverside County, not in a city such as Indio or Rancho Mirage, there are NO extra city taxes or fees that our owners have to pay.
Also, we have NO Mello-Roos or Community Facilities District Fees (CFDs) - these are additional fees on their property tax bills some communities such as Sun City Shadow Hills and Del Webb Rancho Mirage pay to fund improvements or services. The CFD fee at Shadow Hills runs almost $40 per month and at Del Webb at Rancho Mirage the extra fees on their property tax bills can be easily over $150 a month. These are extra fees that Sun City Palm Desert owners do NOT have to pay.
Our ultralow fee for premium Cable TV and Internet services means our residents pay up to $150 a month LESS than residents at most other 55+ communities in the Valley.
So, combining the savings in property tax bills, Cable TV & Internet bills and lower HOA fees, SCPD home owners save about $100 to over $300 a month or more, when compared to other communities of our type in the Valley

The first thing to do when you move into the community is to come to the Resident Services Desk to receive your Resident ID Card, get your online access to the Sun City Palm Desert website, and gain access to the facilities. You are also encouraged to attend the next New Resident Orientation and learn more about your community.

Membership Cards: Two ‘resident’ membership cards are issued to each household. These cards identify you as Sun City Palm Desert residents. They must be used when accessing the fitness centers, Sunset View pool, library, charging expenses to your HOA account, and writing checks in the Postal Center. If a third or fourth resident also lives in the home, they must be agequalified and Sun City must be their permanent residence. If all qualifications are met, they may obtain a resident identification card at a one-time fee of $50.00. Special arrangements / approvals are required to grant tenants and non-owner residents charging privileges.
Swimming pools: Children under 18 must be accompanied by a host Resident or responsible
Adult with a valid Guest ID Card, Children 4 through 17 are only permitted in the Mountain View pools/pool areas during specified hours. The pool and spa at the Lake View Rec Center and Sunset View Rec Center are for adults only, 18 years old and above.

Guest ID Cards: All guests under 18 years of age must be accompanied at all times by a host resident or a responsible adult with a valid Guest ID card. Guests 18 years of age and older may be issued a valid Guest ID card. Guest ID cards may only be purchased by residents They are available at the Resident Services (RS) Desk at the Mountain View (MV) Clubhouse and at all fitness centers. The cost is $5.00 per person per day. You may also purchase a 12-hole punch card for $50.00. The card is punched on a per-guest, per-day basis. It may be used by multiple guests and does not have an expiration date.
Gate Access: If you are expecting a visitor or vendor who does not have an RFID tag for gate access, it is very easy to authorize your guest. There are two ways to register a guest, either by phone or by using a website.
By Phone - Call Main Gate Automated Message Line 760-345-4278 - (Your Password (Gate Access code) will be required – see below) or call 760-360-6026 (or an alternate number 760200-2126 or 760-200-2284 or 760-200-2279) To speak directly to a Patrol Gate Officer at the Main Gate
Using a Website – To register a visitor using the Gate Access website you can either go to the Member View pages of our scpdca.com website and on the Member Central page choose “Schedule a Visitor” either on the drop-down menu or the “Quick Links” panel. That will bring you to the GateAccess.net website. You can also access this page directly by typing in “gateaccess.net” in your browser’s address bar (AKA the URL bar) or click here: https://gateaccess.net/login.aspx.
Once you are at the GateAccess.net website do the following:
• Enter the COMMUNITY CODE - (Type in SUN in all caps)
• Enter your USERNAME - (Your Username is your phone number, without dashes or brackets, that has been registered at the front desk) * Enter your PASSWORD - (Your password is the four-digit Gate Access code issued by the RS Desk at the same time as the Resident ID card. The 5-digit code on your Resident ID card is different than this four-digit code Both are obtained from the RS Desk at the MV Clubhouse) *
• On the top menu, click the tab that says GUEST LIST
• Click the box that says ADD A NEW GUEST
• Enter the information of your newest guest.
• To delete or edit an existing guest, click on the appropriate box.
*If you do not have your Username and/or Password, please call the Main Gate at 760-360-6026 to speak directly to a Patrol Gate Officer.
Please note that homeowners can be held accountable for citations issued to, and/or damage caused by their guests and service professionals. Please remind your guests to obey the posted speed limits and to come to a complete stop at all posted stop signs!

Resident Responsibility: Did you know that as a Homeowner you are responsible for the violations of your guests and service providers that enter the community under your name?
Any property damage or fines levied against them can result in a hearing and possible fine which you are responsible for. The Conduct Code in the SCPDCA Rules and Regulations specify that each owner is responsible for their guest’s actions as well as acquainting family members, renters, guests including all invitees, commercial visitors, service personnel and contractors with the Governing Documents.
The most common violations by guests/service providers are:
• Speeding
• Parked on the street overnight
• Failing to stop at a stop sign
• Parked in front of a fire hydrant
• Vehicle blocking the sidewalk
Please talk to your guests and service providers regarding our rules to keep our community safe and help keeping yourself from having to pay for issues they might cause
Golf Car Insurance:
We have received some calls from residents inquiring about insurance for golf cars (aka golf carts and Neighborhood Electric Vehicles – NEVs). If you own or operate a golf car, you have a risk of financial loss. Your golf car could be damaged or stolen (physical damage}, and/or you could be held liable for harm to other people and their property in the event of a golf car accident (liability) Some homeowner policies provide limited liability coverage, but not physical damage to your golf car. Some auto insurers will add your golf car to your auto policy, but may require that it be registered with the state, like your automobile. There are also insurance companies that will provide coverage for golf cars on a standalone basis. Some homeowner’s insurance policies provide limited liability insurance for golf cars driven within a gated community but not outside, so those policies would not cover you if you drive your golf car to the Stater’s shopping center.
The point is, you need to talk to your own insurance provider or agent and determine what coverage you may have, and what else you may need. Remember, if your golf car is damaged, you may be out a few thousand dollars, but if you cause harm to others, the sky’s the limit.

Name badge:
Some of the clubs require you to wear your name tag. It is also suggested that you wear one at District meetings. You can order them through the Resident Services office, the cost is $5 each ($7 with magnetic back).
Billing Information:
You will receive a monthly bill for any charges on your Resident ID card (such as meals at Boulevards). Your homeowner’s association assessment, bulk TV and Dewey Pest Control (if you register for this) are billed quarterly. If you have any billing questions or wish to receive electronic statements the Accounting Office is located at the Sunset View (SV) Clubhouse or call 760-200-2132. If you wish to have the convenience of automatic payment of your bill, a form, “Authorization Agreement for ACH Debits” is available at the RS Desk at the MV Clubhouse. You can also download the form by logging into the Member View pages (see how to do this in the next section) and go to the dropdown menu under “Administration”, click on “Forms” and select “HOA DIRECT PAYMENT FORM” or Click Here.
The Member View pages of our website, scpdcac.com, provides our residents with a large selection of important Association information including your homeowner’s association monthly statements, and you can pay your HOA bills there as well. To view your HOA monthly statements or pay your HOA bill, just log into the Member View pages (see how to do this in the next section) and select “My Statements” on the dropdown menu (click on the down arrow next to your name)
Responsible Pet Owners:
When walking your pets, please be courteous in the removal and disposal of your pet’s litter. Please remember to carry dog bags for removal of your pet’s waste. We also encourage carrying a water bottle when walking your pet. The water can be used to dilute pet eliminations, especially on hard surfaces such as concrete or asphalt.
The SCPD Rules and Regulations state that pet owners shall be fully responsible for any damage or disturbances that their pets cause to individual lots, common areas or Recreational Facilities. Thank you in advance for your cooperation and for being respectful of other owners and property while walking your pet.

How we Communicate
eBlasts – Regular emails are sent out each week as needed by the HOA to residents who have registered to receive these important communications. This is one of our most important ways we have to communicate with our residents. Residents are required to give written permission to the Association to be included in eBlasts. District Delegates: Our District Delegates are an important way for residents to make their ideas, concerns and desires known to the Board and the HOA staff. Sun City Palm Desert is divided into 15 distinct districts. Each District is represented by a Delegate and Alternate Delegate who are elected by the residents within their district. Delegates act as liaison between the residents in their respective District and the Board of Directors; and they are your first point of contact with questions and concerns. Delegate names and contact information is listed in the News & Views. The District Delegates meet on the first Tuesday of each month {except August) and discuss issues and concerns that impact their district. They also meet with the Board of Directors monthly and make recommendations or proposals to the Board of Directors related to their issues and concerns as well as matters impacting the Community as a whole. All Delegate meetings are open and residents are encouraged to attend.

Good to Know
Trash & Recycling: This service is provided by Burrtec Pick-up of both trash (aka garbage) and recycling bins is on Tuesday. You may put your bins out on Monday after 4:00 pm. The bins need to be back in your garage by midnight on Tuesday. The brown bin is for garbage; the gray bin is for recycling Click Here for a list of the list of 'acceptable' and 'unacceptable' items. To schedule a pickup of large items, please call Burrtec at 760-340-2113. Note: When the following holidays fall on a Monday, trash pickup for SCPD is delayed one day: New Year's Day, Memorial Day, 4th of July, Labor Day, Christmas Day. There is no delay when the holiday falls on Saturday or Sunday. For more information, to begin or stop service and to schedule pick-up of over-sized items, please contact Burrtec at 760-340-2113.
Pest Control: We have negotiated a discounted fee for monthly pest control services with Dewey Pest Control. You may sign up for this service at the RS Desk at the MV Clubhouse.
Broken Glass Replacement Program: This program provides limited reimbursements for the replacement of broken windows or doors caused by errant golf balls. To participate please stop by the RS Desk at the MV Clubhouse and ask for the “Broken Glass Replacement Program Agreement”.
Pet Parks: There are two fenced dog parks for off leash play. One is located in the NE section of the Pineknoll greenbelt. The second is at the NE wall of Falsetto Drive at the North Channel Greenbelt. There are also acres of greenbelt and paved trails where dogs and their owners can exercise with dogs on leash Please be responsible and courteous and pick up after your pets. Lost & Found: Found items are turned in at the RS Desk at the MV Clubhouse or at one of the fitness centers.
Vendor Gate Access: If you have a frequent vendor or service provider (i.e., gardener, housekeeper, caregiver, etc.) we recommend that you ask them to register as an authorized Vendor. They will be given an RFID tag to allow them easy access to the community; and, they will be responsible for any damage and/or citations received.
Rentals: If you rent your home please make sure the Association office receives a copy of the lease and that the renter registers in the Association office. The owner's membership cards will be revoked while the home is being rented. Renters must be age-qualified, and rental period may not be less than one month.
Lot Maintenance: Shrubs, trees, grass and plantings must be kept neatly trimmed and may not be allowed to overhang or otherwise encroach upon sidewalks, streets or pedestrian ways. Property must be kept free of trash, weeds and other unsightly materials. Please refer to the Design Guidelines for additional requirements
Golf Course Maintenance 5:30 am Start Time: Our golf course maintenance crews start their work at 5:30 am 7 days a week, year-round. We understand that will be an inconvenience for some residents but that is the only way we can have the courses ready for morning play.

Change of Address: The Owner of the Lot is obligated to immediately notify the Association, in writing, of any change of mailing address and whether such change is temporary or permanent. Failure to do so may delay delivery of account statements, Association notices and other timesensitive material sent out by the Association.
Traffic: All vehicles, including golf carts and bicycles, must stop for posted stop signs and comply with all other traffic or parking signs.
The following speed limits have been established by the Association and are to be observed at all times in the Community:
• 25 mph on all streets (exceptions listed below):
• Del Webb Boulevard: 35 mph
• Rainbow Drive: 10 mph
• Parking lots: 15 mph
RV Parking: No motor home, boat, RV, truck, trailer, bus or commercial vehicle may be parked for more than a total of 72 hours in any one month. Such vehicles may not be used as living quarters at any time.
Golf Cart & Auto Parking: Golf carts measuring fifty inches or less in width shall park in such a manner as to accommodate two carts in one parking space. Golf carts wider than fifty inches may park one cart per parking space. All other vehicles shall be parked one vehicle per marked parking space.
Golf Cart Etiquette and Operational Rules: All Resident golf carts must be registered with the Association office.
• A 4-digit number decal will be issued and should be placed on the rear driver side bumper. If required, a Handicap Decal will also be issued by showing valid handicap placard authorization issued by California or out-of-state Department of Motor Vehicles. Handicap decals will be placed next to the numbered decal on the rear bumper.
• When purchasing a pre-owned golf cart within Sun City, you must re-register the
• cart in your name.
• Designated Golf Cart Parking spaces are located at all three clubhouses. When parking in an automobile space, park to the far left or far right of the space to allow two carts per space.
• When driving on Del Webb Boulevard, stay in the golf cart/bike lane.
• When driving on all other streets, stay in the far right of the lane.
• Be sure to come to a complete stop at all stop signs, use turn signals, and observe speed limits in the clubhouse parking lots. Citations are issued for violations.
• Only Licensed Drivers may drive a golf cart within Sun City. It is not permissible for grandchildren or other unlicensed drivers to drive a golf cart.
• Pets should be restrained to prevent them from falling and/or jumping off the cart while moving.

If you are looking for a top-rated golf course in Coachella Valley, look no further than Mountain Vista Golf Club at Sun City Palm Desert! Our two courses offer lush, wellmaintained greens at an exceptional price.
Thirty-six spectacular holes on two magnificently maintained golf courses, designed by former PGA star Billy Casper, provide resort-style golf play for all comers. Our facilities include exceptional practice facilities --driving range, multiple putting and chipping courses, plus a complete Pro Shop. Mountain Vista Golf Club offers pay as-you-play opportunities seven days a week and preferential rates for residents.
GOLFING PROGRAMS:
There are two options offered to Sun City Palm Desert residents which are based on the number of anticipated rounds to be played for the year.
Pay-as-you-play: Available for all Sun City Palm Desert residents and recommended for individuals who expect to play less than 15 rounds or couples who expect to play less than 25 rounds between October and June.
Rate Lock Plans: The rate lock program allows residents to lock in lower rates from October through June. Each of the plans allows individuals and couples to pay a lower per-round rate by paying an initial rate lock fee. In addition, the program provides reduced rates during the summer months until the first course re-opens from over seeding.
GUESTS / VISITORS:
• An Accompanied Guest is a golfer who is playing with a resident of Sun City. Tee times can be made 8 days in advance with an accompanied guest.
• A Sponsored Guest is any guest of a resident regardless if the resident is playing or not. Tee times can be made 6 days in advanced and must be made by the residents themselves in person using their resident identification number.
• A Visitor is a player who does not live within Sun City Palm Desert and is not sponsored by a resident to play golf here. Tee times can be made 6 days in advance.
OTHER GOLF SHOP SERVICES:
• Golf Lessons and Clinics are offered year-round by our 3 PGA Professionals
• Professional services also include Club Fitting and re-gripping
• Our PGA Tournament Coordinator will assist you with any Golf Outings or Tournaments you would like to set-up.

The next set of maps are sectional maps showing the streets in their respective “Districts”. The first page of this set of maps is the Street Index which shows for each street which Districts it is located in, and which map or maps to find the street on. Please note that these maps were prepared for another publication so each map has a page number at the bottom of the page ranging from 84 to 95. The Street Index “Page #” refers to these page numbers at the bottom of each District map NOT the flipbook page number.
