AY Nkonyeni Municipality is the new name given to the entity that will encompass both the Hibiscus Coast and Ezinqolweni municipalities.

The cost of the process is unknown at this stage but signage, marketing and branding material,websites,uniforms,graphics, logos and the like will have to change in order to represent the new name.

HCM spokesperson, Simon April, said the Political Change Management Committee has requested funding from COGTA. The committee is made up of both municipalities and is chaired by Ugu District Municipality. “The committee did a business plan and applied for funding from COGTA. In that business plan there was also the issue of re-branding of which I do not have the exact figures for that at this very moment,� he said.

He added that it did not mean that the two municipalities will be exonerated from incurringanyexpenditureasaresult of the amalgamation. “However that (cost) would be at a minimum,� he added.

From that a total of 729 submissions came from the Ezinqolweni Municipality broken up as such - Ray Nkonyeni Municipalitywith590votes,Esayidi Municipality with 132 votes and Wandile Mkhize Municipality with just two votes.

At Hibiscus coast Municipality a total of 2327 submissions were received with Ray Nkonyeni Municipality gaining 1261 votes, Esayidi Municipality with 849 votes and Hibiscus Coast Municipality with 70 votes and other names earning one vote each.

Ray Nkonyeni was an antiapartheidandhumanrightsactivist who contributed significantly to the struggle of liberation. He was married to KwaZulu-Natal MEC for educationPeggyNkonyeni.Hewasalso a seasoned educator in Gamalakhe.

His vehicle was recovered in Bushy Vales on 20 January and his body was recovered in Gcilima by a herdsman on 28 January.

Police recover three stolen vehicles PORTShepstoneK9unitrecovered three stolen vehicles on Thursday.

Officer Willow le Roux and Warrant Officer Hendrik Ludick were on duty in the Shelly Beach area when they saw a white Mitsubishi Lancer approaching from the opposite direction in Marine Drive.

Lieutenant-Colonel Zandra Wiid said ‘the vehicle seemed suspicious’ and it was suspected that it could have been the getaway car that was used in a motor vehicle theft where a Honda was stolen.

“The two policemen made a uturn and stopped the vehicle. Four occupants were found in the vehicle. Three men and one woman were requested to alight from the vehicle,” said Wiid.

Wiid said the the 30-year-old woman found in the vehicle was in possession of a pistol and eight rounds which were unlicensed.

“The men,aged 27, 28 and 30, were also questioned and the two police members were directed to a

house in Marine Drive, Oslo Beach,” she said.

The police called for back up as they made their way to the house.

Constable Cosmos Ngcobo, ConstableOscarMsomi,Constable Nhlanhla Majozi and Constable Phili Kheswa responded.

At the house in Oslo Beach, the stolen maroon Honda was found in a closed up garage.

“Another vehicle, a white Isuzu, which was also reported stolen by the owner on 15 February in Oslo Beach area, was found hidden in another garage,” said Wiid.

Numerous tools were found in the vehicles and it was established that the white Mitsubishi Lancer was robbed from the owner in Pretoria area at gunpoint during December 2014.

The vehicles and items were handed in for safekeeping at the police pound and police station as evidence and further investigation. “The four suspects face

charges of motor vehicle theft, possession of stolen property and possession of unlicensed fire arm and

ammunition.,” she said.

Further investigations will be done to establish whether the suspects are involved in other crimes.

Cluster commander Thembi Ndlovu commended the members for their vigilance and good work.

The two stolen vehicles were parked in a garage.

Zaqoshela said he decided to open a case with the Port Shepstone police so that they meet in court.

“I am not aware what’s going on I spoke to Zaqoshela sometime this week and he never notified me of any conflict between us. I really do not know what’s going on,” she said.

Margate taxi rank closed PRECIOUS GUMEDE

The altercation between the two taxi associations ­ Zamokuhle and Bambanani taxi associations ­ has resulted in the clo­ sure of the Margate rank.

OnTuesdayafternoon,themunicipality instructed its Protection Services division to not allow any taxis to utilise the rank.

“Protection Services officers asked all taxi associations and drivers to evacuate Margate Rank. The taxis are operating from other areas,” said Police spokesper­ son Captain Gerald Mfeka.

“Some are right outside the police sta­ tion,” said Mfeka.

However the Port Shepstone to Durban route is still operational and is in operation

by Zamokuhle Taxi Association.

The Fever made attempts to gain com­ ment from the municipality before going to press on Wednesday, but none could be ob­ tained.

President of Izinqal­ abutho, Vala Zama, former Radio Sunny South personality said the organisation’s aim is to develop and equip aspiring hip­hop artists.

“The aim is to for­ malise the hip­hop movement locally, and once the artists are united,toarrangework­ shops for them to get training from hip­hop artists and record label owners,” said Zama.

He said the artists will be taught how to register their music le­ gallyandhowtomarket themselves.

Zama showed con­ cern when talking of how some hip­hop art­ ists are not recognised especially now that the South Coast has two ra­ dio stations that could be playing their music.

“Our local stations don't even play local hip­hop, instead they play national hip­hop which is shameful.

Many of our hip­hop artists come from child­ headed homes and have problems and the only way they can ex­ press themselves is through lyrics. They write but at the end of the day the music played, even if they do record it, ends up on their friend’s phones.

That’s where this or­ ganisation comes in,” said Zama.

Police warn public of hoax POLICE are warning membersofthecommunity to be aware of criminals who pose as municipal workers in order to gain access to properties.

“Some people leave their doors or windows open making them vulnerable to criminals,” said police spokesperson Captain Gerald Mfeka.

“Some people leave the front door of their residence open because they want fresh air and then fallasleep, tobe woken up by unknown suspects who threaten to shoot them.”

The suspects thereafter rob them of their properties before fleeing.

In one incident, two unknown males wearing Eskom uniform,wentintosome residence and asked to look at the meter inside the house.

The owner of the house let them and the suspects took out firearms and robbed them.

“Such suspicious people should be reported to the police.”

Defence attorney Xolile Ntshulana called Superintendent Theodore Sifiso Ngcaku from the Hibiscus Coast Municipality to clarify when motorists are permitted to turn over a solid line.

“A motorist is allowed to turn over a solid line to access land if there are no signs prohibiting the action. A barrier line is a no-overtaking line. A vehicle is allowed to turn into Stott Street,” said Ngcaku.

During cross examination state prosecutor Christelle Russoux said in terns of Section 58 of the National Traffic Act, if a driver crossed over a solid line or overtook he would be breaking the law. Ngcaku said since there were no signs at Stott Street preventing motorists from turning right, no traffic officer would act.

Magistrate Charmaine Barnard askedforclarificationwithregardto the subject of overtaking and turning over a solid line.

“Ifthetaxidrivercrossedoverthe solid line to overtake and then turn right, he would be in the wrong,” said Ngcaku.

Ntshulana then asked if Magistrate Barnard would allow the court to watch video footage which the state withdrew as evidence. He said he would then argue its admissibility.

“IfIwatchthatfootageitbecomes admissible,” said Barnard.

Final arguments will be presented in court on 24 March.

“I went to the shop and told them the milk I had bought made my child sick and pointed out that the expiry date on the tin had been scratched off.

I then asked the manager to assist me to take my daughter to the doctor and asked for a refund or another fresh tin of formula, which they refused,” she said.

The manager denied selling the formula to Mtini and claimed not to havestockofthismilk.Mtinithenproduced a receipt, but this didn’t make any difference to them.

“They said they can’t help me and if I want to I can call the police,” she said.

Mtini reported the incident to the Margate police and was given con-

sumer council phone numbers.

The Fever contacted the supermarket for comment and the manager, Ayisha Naidoo, confirmed the incident but denied the allegations.

“We did have a customer like that however, we have not had that brand of milk in eight months.

“The customer did have a slip which I suppose she got when she boughtmilkhere,butitwasnotforthe milk that made her baby sick.

The Fever also contacted the consumercouncilPortShepstonebranch and spoke to Xolile Mkhungo.

“The supermarket is supposed to refundherifshehastheslip,”saidMkhungo. Mkhungo said it may be difficult to prove that the baby’s illness was caused by the milk however, if Mtini has a note from a doctor stating that, she can take the matter to small claims court to get compensation.

HAT was first started as a grandparents day at Port Shepstone Secondary School - where teachers came together with pupils to treat the oldies in their lives - has now grown into a SeniorsDaywherealmost500elderlyare invited to enjoy a meal and be entertained annually.

In its fourth year running, pupils, teachers and support staff of the school out did themselves in making the senior citizens feels extra special at the school hall on Saturday.

School principal, Shireen Ramkelawon,saideveryaspectofthedaywas done solely on sponsorships.

“When we started this initiative, it wasonlyforpupils’grandparents.We then realises that there were many otherelderlypeoplewhowouldliketo attend so we sent invited out through the pupils,” she said.

“We have 95 sponsors from the business and private sector and without them this event would not be possible,” she added.

A total of 300 grocery and 300 vegetable hampers were also given to guests.

HE Lumina Owners Forum put the peddal to the metal and headed to the South Coast on Sunday to help some furry friends.

This wasn’t their usual trip to the South Coast which entails a drive and breakfast but rather a charity drive to the SPCA were pet food was donated.

The motorists, in conjuction with Port Shepstone Round Table, organised the run via Facebook and it was well supported.

The organiser of the charity run, Andre’ Swart, said every member of the forum is a pet

owner and an animal lover.

“We usually find ourselves talking about our pets so we decided to do a bi-monthly charity runtoourlocalSPCAinHillcrest.Thisisthefirst time we’ve done this for the Uvongo SPCA and we challenge other car clubs to do the same,” he said.

Etienne du Plessis, chairman of the Port Shpestone Round Table, said the club was proud to be affiliated with such a project.

“While touring the SPCA, some of the motorists pledged to assist the animal shelter more,” he added. He thanked the Lumina Owners Forum for their assistance and involvement and the day was rounded off with lunch at Pitstop in Banana Beach.

Professional clubs may grace Mayoral Cup AT a meeting held at the council chambers on Tues­ daycouncilresolvedtopartnerwithDarkorBlueMar­ keting and Communications to host a revamped Mayoral cup.

Council took its decision based on a vision of see­ ing Premier Soccer League (PSL) giants such as Kaiz­ er Chiefs, Orlando Pirates and Mamelodi Sundowns descending in the South Coast.

The Mayoral Cup is an annual feature on the mu­ nicipality’scalendar;theobjectivesofwhichistofos­ tersportasawayoflifeaswellastocreateaplatform for local youth to showcase their talent for their per­ sonal development.

Teams will continue to play preliminary matches at ward or cluster level, culminating in a final played by the winning teams.

During the course of the matches players will be selected to form an invitational side that will play one of the PSL big guns on the day of the finals. while the event takes place, its anticipated that the whole weekend will be dedicated to activities to attract visitors and keep them entertained on the coast.

The entire project is calculated to be about R8,5 million, however council will inject a financial distri­ bution not more than R1­million. The balance will be sourced through provincial and national govern­ ment. council believes that this project will contribute positively to the tourism profile.

Dark or Blue has undertaken to plough back 20% of the profits of the tournament into the mayoral fund which will be channelled to assist the youth.

TWO brothers from Margate believe they can take teaching to the next level.

Ntlahla and Zipho Nkukwana are graduates of Cape Pennisula University where they have just completed their studies.

Thebrotherssaidinsteadoflazing around at home hoping for job opportunities, they decided to help pupils in high schools or universities to access bursary information with just one click.

The Nkukwanas label themselves the “students assistors” offering video classes, extra classes, past papers and study material for pupils” on the web.

“We did research on common problems which pupils are faced with when it comes to getting bur-

sariesfortertiaryeducationintime and other problems high-school pupils are faced with in the last threeyearsofschool,”saidNtlahla.

“We came up with the idea of organising qualified teachers to give extra lessons over the weekend to pupils who have difficulty in maths, accounting and physical science.

“We also thought the idea of recording lessons and making them available for pupils to watch at home would be convenient.”

THE Democratic Alliance is currently running a Proper Sanitation for All Campaign throughout the Ugu District. As part of this campaign, DA public representatives including the MPL and councillors, have performed oversight visits at Ugu’s wastewater treatment plants (WWTP). We have so far uncoveredillegalseweragespillsatthe Mbango WWTP, an illicit cannabis plantation adjacent to the Ramsgate WWTP and numerous infrastructure and machinery problems.

In light of this, Ugu is now running a campaign to prevent Democratic Alliance public representatives to perform their oversight mandate at their wastewater treatment plants.

The Democratic Alliance is appalled to report that on 5 February 2015 both MPL Dr Rishigen Viranna and Councillor Doug Rawlins were denied access to perform their oversight mandate at the Margate WWTP. This denial of access was done telephonically by a senior municipal official.

Premier’s address must be without empty promises THE IFP in KwaZulu-Natal challenges the KZN Premier Senzo Mchunu to stop delivering empty promises, and start delivering outcomes.

It is critical that this State of the Province Address (SOPA) break from the tedious annual recital of rehashed national ANC policy, and delivers a sustainable plan of action to deal with the high rates of unemployment, slack in economic growth, the scourge of corruption and the disastrous state of provincial and local government service delivery.

The IFP also hopes the Premier will remove staff in municipalities who do not comply with the National Treasury’s minimum competency regulations.

We want to hear about services and job creation, and not only temporary EPWP jobs.

This SOPA should not focus only on good stories or new promises, because every citizen in KZN knows of the level of corruption this province is faced with and how it hinders prog-

ress.

The IFP expects the Premier to speak on what his government will do to create incentive schemes to attract more investment and filling all vacant posts in government institutions.

The IFP want Premier Senzo Mchunu to outline his plans on how to deal with various departments and municipalities that are unable to deliver on theircoremandatesandadecisive plan on how to address the collapsing health system and a backlog of basic services such as sanitation, water, housing and electricity.

The KZN province is at a cross-roads, and decisive action is needed to halt the steady decline in living standards experienced by the province’s citizens and the IFP hopes that next week, a new dawn will break over KZN, bringing an end to poverty and despair.

22-year-old man was re-arrested after escaping from the Hibberdene Police station on Monday morning. It’s alleged that the suspect had robbed a woman at her house in David Drive, Hibberdene.

According to police, that the woman was at home with her three-month-old baby and twoyear-old daughter, when she saw two men inside her house.

Itwaslaterdiscoveredthattheygainedentry by unlocking a latch of a window.

The men threatened her with a knife and searched the house. They managed to take clothing, a cell phone and other items.

Community members from Hibberdene responded and started looking for the suspects of whom a description was circulated.

Police members from Hibberdene and the K9 unit also searched the area, whilst Sgt Des Theunissen and Constable Ashley Ramsingh of the K9 unit in Port Shepstone were busy looking for the suspects near the N2 freeway in Hibberdene area.

HCM employees demand answers OMEGA MOAGI THE South African Municipal Workers Union (SAMWU) members of Hibiscus Coast have given the municipality 14 days to respond to a list of grievances they submitted after a march on Friday.

This was after their annual general meet­ ing held at the civic cen­ tre on the same day.

Among the ques­ tions the employees are demanding answers on is the Management Tui­ tion Assistance Vote, where the union is questioningthemunici­ pal manager’s approval of the use of R175 814.00 of the Tuition Assistance Vote budget meant to assist stu­ dents’ tuition for train­ ing of two HODs “with­ out following policy.”

“We demand that the mayor and munici­ pal manager reverse the transaction to en­ sure that there is tuition assistance budget for the current year,” reads the memorandum they submitted.

Khetha Zulu re­ ceived the memoran­ dum on behalf of HCM as the mayor Cynthia Mqwebu and municipal manager Max Mbili were not available.

Other demands list­ ed were in the eight­ page long memoran­ dumweresalaryequali­ sation and absorption, biases in the transport allowance scheme, in­ consistencies in recruit­

ing three bags and after searching and investigating, they found clothing, shoes, food, cologne and a socket set and a key for an Isuzu in the bags.

The suspect could not give an explanation as to whom the items belonged to, so he was taken to the police station to be charged for possession of suspected stolen property.

Its alleged that the man was not connected to the house robbery.

After necessary documents were completed, the K9 unit members left the man in the custody of the Hibberdene police members at the Community Service Centre.

A little while later it was reported that the suspect had managed to run from the Community Service Centre.

The K9 unit members were called back to Hibberdene and started searching for the escapee.

The suspect was caught running and police had to fire warning shots for him to stop.

The suspect sustained a wound to the right knee and was taken for medical treatment and thereafter detained.

He will be appearing at Hibberdene court soon. An Attempted Murder docket was also opened regarding the shooting.

“The operation was successful, arrests were made and stolen property recovered,” said Gert Meyer of Margate Crime Watch.

“During the patrols it was alarming to find how many of residents do not take reasonable precaution to protect their property. There were unlocked trailers lying on pavements, and the like,” he added.

Meyer said the community is urged not to invite crime and should therefore close windows and lock doors, clear bushy areas and strategically place light­ ing to minimise this risk. — Supplied.

The champions will arrange to meet with mayors, local authorities or community representatives in towns, where autism information will be dissemi­ nated and any funding raised will be handed over.

“This will allow photo opportunities and the pro­ motions of all stakeholders of that specific portion of the journey. The champions will continuously keep in touch with the broader community via Facebook and Twitter and will post photos, videos and narra­ tives online as the walk progresses,” he said.

Where a fire claim event arises, the insurers would almost certain­ ly appoint a qualified Loss Adjust­ er/Assessor to investigate the cir­ cumstances of the claim. Mostly, fire departments also conduct their own investigations into the cause of the fire. If, after thorough investigation, an insurer rejects a claim, they would only do so fol­ lowing professional advice and for very good reason. ­ Property24

HERE are many different types of paint finishes to choose from, but which paint should you use for a spe­ cific project? Paint manufacturers are con­ stantly developing paint products that are not only safer to use, but are also higher quality. Most of today's new paint prod­ ucts are lower in toxic chemicals, have less odour,andaremoreeco­friendly.However, traditional paints also have their place, as do the highly specialist lines which allow us to paint almost anything.

Water­based or oil­based Water­based products are quick­dry­ ing, easy to use and have very little odour.

They are also environmentally­friendly and often non­yellowing, plus they’re easi­ er to clean and the brushes will wash easily in water.

Oil­based paints take much longer to dry than water­based products and can have a very strong odour. They also have high VOCs (volatile organic compounds), which means that they are not kind to the environment.

Plus oil­based (solvent­based) paints do need to be cleaned from the brush with lacquer thinners ­ another chemical prod­ uct that is not considered eco­friendly. Oil­

based paints need to dry overnight before further coats, but the marks left by the brush are distinctly less noticeable as the paint levels out.

Emulsion This type of paint is the most popular paint for walls and ceilings, due to the fact that it is water­based and therefore it’s quite easy to apply, has little smell and driesquickly.It’salsoavailableinanassort­ mentofcoloursandshades,andcanbeap­ plied directly onto walls that have been previously painted, or on to certain wall coverings such as textured wallpaper.

Usually, emulsion paint comes in two finishes – matt and satin.

Matt, with its flat non­reflective ap­ pearance, is used on walls that have un­ evenorpatchysurfaces.Whilstmattemul­ sion is washable, satin is the preferable choice for high­traffic areas that need to be cleaned on a regular basis. Satin emul­ sion has a slightly shiny finish that reflects the light and can be washed easily. Both types of emulsion paints can be applied with a brush, roller or paint pad, and are increasingly used as an undercoat for paint effects on furniture such as wood and su­ pawood, but does need a coat of water­

based varnish as a protective topping.

Gloss The perfect finish for painting interior wood, trim and metal, this type of paint is now also available in a water­based for­ mula and imparts a hard wearing finish on wood and metal with a high gloss brush­ free finish. With the introduction of Fine Spraying Techniques, you can now paint over almost any surface quite easily using water­based gloss ­ and cleaning up is as easy as using emulsion paints. These paints also offer a Non­Drip Enamel that is easy to apply, as well as water and steam resistant. You can also use this product on gypsum ceilings.

Eggshell Eggshell paint traditionally refers to an oil­basedpaintwithalowsheenfinishthat is suitable for interior walls and woodwork that need to be scrubbable and easily cleaned, such as kitchens and bathrooms.

On its way to the North, the Sun crosses the equator, and the day and the night all around the globe are equal, and in every point of the EarththeSunrisesexactlyEastandsetsexactly West. This is the so called first point of Aries, where the initial point of the right ascension is located. It is called right ascension because on the equator and only on the equator on that day the Sun rises at a right angle (90°) whereas in any other point of the globe the angle is different. From this point in the heavenly sphere the coordinates of any heavenly body is measured in hours and minutes following the projection of the equator on the sphere, and the other axis being the declination, the height of the body from the plain of the equator in degrees. It is called first point of Aries, because when Hipparchus calculated it, it was located at the very eastern point of Aries, but now, 2145 years later, due to the precession, the movement of Earth’s axis, the point is now in Pisces. From this day on the days are getting shorter than the nights. In the beginning the Sun rises at 5H49 and sets at 18H31, at the end rises at 6H09 and sets at 17H54.

Saturn Is in Scorpio through the month. It rises at 22H45 in the beginning of the month and at 20H47 by the end.

Uranus Getting away from us as the month progresses and falling very low on the western horizon.However,don’tmisstheeveningof4th immediately after sunset when Uranus is going to be only 0°05’ from Venus and even normal binoculars should be able to see it. In the field of view of binoculars at the left bottom corner on the same day Mars will be seen as well, so you can see 3 planets in a very close space – an extraordinary view!

Neptune Already moved from behind the Sun, and getting near us, but still not good time to see it in the first half of the month. It will appear in the morning before sunrise by the second half of the month in Aquarius.

On the 17th will be only 1°6 from Mercury.

Running over two days, Friday and Saturday, the challenge was started by a group of Sun International clients three years ago. GU District Municipality together with Jockey Sportswear hosted the Lets Play sports day for primary schoolsatUguSportsandLeisureCentrelast Wednesday.

The day was filled with sporting activities for the pupils to take part in.

Lead by the Jockey brand ambassador and Banyana Banyana player, Amanda Dlamini, the sports skills programme was aimed to compliment the physical education component of the school curriculum.

Twelve pupils from each of the ten schools participatedinthechallenge,thegoalwasultimately finding the “dream team” and determine the fittest school in Ugu District.

Ugu District Municipality Deputy Mayor Cllr Mondli Chiliza said this programme came to the district at an opportune time when government is also going through great strides to improve schools education environment to make it conducive for all levels of pupils.

“Ugu District is an immensely impoverished district and we are thrilled that our district is able to partake in projects of such calibre that are aimed at developing our youth and schools,” said Cllr Chiliza.

The Let’s Play will train two full-time educators per school and test approximately 8 000 learners.

The sports complex was buzzing as the pupils participated in the different activities, soccer, tackling, heading, passing the ball and skipping rope.

A pupil from Ensimbini Primary school in Gamalakhe, Mhlengi Yalo said he had so much fun.

“We had so much fun we learnt how to tackle and kick the ball to each other, there were no winners it was just for fun.
