The construction sector added 25,000 jobs in May while the sector’s unemployment rate fell to its second lowest rate for the month and pay levels in the industry continued to rise, according to an analysis of new government data the Associated General Contractors of America released today. Association officials said construction firms are boosting pay and taking other steps to recruit workers amid tight labor conditions.

“Demand for construction workers remains strong, outside of homebuilding,” said Ken Simonson, the association’s chief economist. “Contractors continue to report their primary challenge is finding qualified workers, not finding projects or most materials.”

Construction employment in May totaled 7,928,000, seasonally adjusted, an addition of 25,000 or 0.3 percent from the month prior. The sector has added 192,000 jobs during the past 12 months, an increase of 2.5 percent. Nonresidential

construction firms—nonresidential building and specialty trade contractors along with heavy and civil engineering construction firms—added 22,100 employees in May. Meanwhile, employment at residential building and specialty trade contractors only grew by 2,500 or 0.1 percent.

The unemployment rate among jobseekers with construction experience declined from 3.8 percent in May 2022 to 3.5 percent, the second lowest May rate in the 23-year history of the data. A separate government report released earlier this week reported that new hires in construction at the end of April totaled 460,000, growing 3 percent from one year prior. The new hires figure does not account for the number of workers who left the industry during the same timeframe.

Average hourly earnings for production and nonsupervisory employees in construction—covering most onsite craft workers as well as many office workers— jumped by 6.0 percent over the year to

$34.07 per hour. Construction firms in May provided a wage “premium” of nearly 19 percent compared to the average hourly earnings for all private-sector production employees.

Association officials said firms are boosting pay and taking other steps to recruit workers. But they noted that the federal government remains one of the biggest obstacles to construction workforce development by spending $5 to encourage students to pursue college degrees and service sector jobs for every dollar it invests in career and technical education.

“Construction demand is strong, firms are looking to hire, and federal officials are investing billions in construction and infrastructure,” said Stephen E. Sandherr, the association’s chief executive officer. “Yet that same federal government is doing its best to discourage students from pursuing high-paying careers in construction.”

Engagedly has published a report titled “State of Artificial Intelligence (AI) in Human Resource Management: A 2023 Report.” This research aimed to gain a deeper understanding of how AI can help prepare the current workforce for the future of work.

The report reveals valuable insights about AI adoption in HR across a variety of industries based on extensive research. According to this research, AI adoption in HRM is growing rapidly, automating repetitive tasks, improving decision-making processes, and improving the overall employee experience.

Artificial intelligence has become ubiquitous across a wide range of industries due to its accessibility, automation capabilities, efficient data analysis, and improved

productivity. Currently, AI is used in almost every industry around the world, with a significantly higher adoption rate.

A significant surge of interest in artificial intelligence is seen in human resource management. A key point of the report is that AI adoption in HRM has a rapid return on investment (ROI), which results in its rapid adoption. The global AI adoption rate stands at an encouraging 21% as more companies recognize the advantages of AI for managing their workforce.

Several major impediments to AI adoption in HRM are discovered in this report. The survey revealed that many respondents expressed primary concerns regarding data privacy, with a notable 50% identifying it as a major issue. Other impediments to AI in HR included a shortage of qualified employees, increased cybersecurity risks, and low employee confidence in AI. In addition, 42% of respondents indicated that automation would eliminate jobs, while 32% anticipated that AI would create more jobs.

Perceived homebuying and home-selling conditions diverge further

The Fannie Mae Home Purchase Sentiment Index® (HPSI) decreased in May by 1.2 points to 65.6, as affordability constraints continue to color consumers’ perceptions of homebuying and homeselling conditions. Four of the HPSI’s six components decreased month over month, most notably the component polling consumers’ belief that it’s a “good time to buy,” which is once again nearing its survey low. The “good time to sell” component, however, increased in May to its highest level since last July. Additionally, for the second consecutive month, a greater share of consumers indicated that they expect home prices to increase over the next year. The full index is down 2.6 points year over year.

“As we near the end of the spring homebuying season, the latest HPSI results indicate that affordability hurdles, including high home prices and mortgage rates, remain top of mind for consumers, most of whom continue to tell us that it’s a bad time to buy a home but a good time to sell one,” said Mark Palim, Fannie Mae Vice President and Deputy Chief Economist. “Consumers also indicated that they don’t expect these affordability constraints to improve in the near future, with significant majorities thinking that both home prices and mortgage rates will either increase or remain the same over the next year. Notably, the same factors impacting affordability may also be affecting the perceived ease of getting a mortgage. This was particularly true among renters: 81% believe it would be difficult to get a mortgage today, matching a survey high.”

Home Purchase Sentiment Index –Component Highlights

Fannie Mae’s Home Purchase Sentiment Index (HPSI) decreased in May by 1.2 points to 65.6. The HPSI is down 2.6 points compared to the same

Good/Bad Time to Buy: The percentage of respondents who say it is a good time to buy a home decreased from 23% to 19%, while the percentage who say it is a bad time to buy increased from 77% to 80%. As a result, the net share of those who say it is a good time to buy decreased 7 percentage points month over month.

• Good/Bad Time to Sell: The percentage of respondents who say it is a good time to sell a home increased from 62% to 65%, while the percentage who say it’s a bad time to sell decreased from 38% to 34%. As a result, the net share of those who say it is a good time to sell increased 8 percentage points month over month.

• Home Price Expectations: The percentage of respondents who say home prices will go up in the next 12 months increased from 37% to 39%, while the percentage who say home prices will go down decreased from 32% to 28%. The share who think home prices will stay the same increased from 31% to 33%. As a result, the net share of those who say home prices will go up increased 6 percentage points month over month.

• Mortgage Rate Expectations: The percentage of respondents who say mortgage rates will go down in the next 12 months decreased from 22% to 19%, while the percentage who expect mortgage rates to go up increased from 47% to 50%. The share who think mortgage rates will stay the same remained unchanged at 31%. As a result, the net share of those who say mortgage rates will go down over the next 12 months decreased 5 percentage points month over month.

• Job Loss Concern: The percentage

of respondents who say they are not concerned about losing their job in the next 12 months decreased from 79% to 77%, while the percentage who say they are concerned increased from 21% to 22%. As a result, the net share of those who say they are not concerned about losing their job decreased 3 percentage points month over month.

• Household Income: The percentage of respondents who say their household income is significantly higher than it was 12 months ago decreased from 24% to 20%, while the percentage who say their household income is significantly lower increased from 11% to 12%. The percentage who say their household income is about the same increased from 64% to 67%. As a result, the net share of those who say their household income is significantly higher than it was 12 months ago decreased 5 percentage points month over month.

The Home Purchase Sentiment Index® (HPSI) distills information about consumers’ home purchase sentiment from Fannie Mae’s National Housing Survey® (NHS) into a single number. The HPSI reflects consumers’ current views and forward-looking expectations of housing market conditions and complements existing data sources to inform housing-related analysis and decision making. The HPSI is constructed from answers to six NHS questions that solicit consumers’ evaluations of housing market conditions and address topics that are related to their home purchase decisions. The questions ask consumers whether they think that it is a good or bad time to buy or to sell a house, what direction they expect home prices and

mortgage interest rates to move, how concerned they are about losing their jobs, and whether their incomes are higher than they were a year earlier.

The National Housing Survey (NHS) is a monthly attitudinal survey, launched in 2010, which polls the adult general population of the United States to assess their attitudes toward owning and renting a home, purchase and rental prices, household finances, and overall confidence in the economy. Each respondent is asked more than 100 questions, making the NHS one of the most detailed attitudinal longitudinal surveys of its kind, to track attitudinal shifts, six of which are used to construct the HPSI (findings are compared with the same survey conducted monthly beginning June 2010). Not just a pandemic perk: Majority of employees ready to walk if companies don’t embrace hybrid work

This year’s edition of the Greenhouse Candidate Experience Report, surveying over 1,200 US-based employees, found that the large majority (76%) would actively search for or be open to a new job if their company rolled back flexible work policies. Candidates from historically underrepresented groups are nearly onequarter (22%) more likely to look for jobs if their company no longer offers flexible policies. This data points to the new expectations around work – the large majority of workers feel that flexibility is not just a pandemic perk.

The data reveals that inflexible companies will struggle to hire top talent –42% of candidates will not apply for a role that doesn’t offer their preferred working model. As more companies mandate a return to the office, hybrid remains the preferred working model for 40% of workers while 12% prefer a fully remote model, showing that workers want a flexible mix of in-person and remote work.

Candidates want pay transparency, regardless of State mandates

The report found that candidates value pay transparency and whether or not a company chooses to publish salary ranges can influence their decision to apply to a role. Almost half (43%) of respondents are more likely to apply to a job posting that includes a salary range. One-fifth (21%) of respondents are less likely to or will not apply to a role if it does not include a salary range.

Ghosting remains a serious issue for inclusive hiring processes

Despite companies committing to DEI efforts, the report found that the hiring process is still plagued with bias as many fail to invest in fair and inclusive hiring processes. Over two-thirds (67%) of respondents have been ghosted by employers after a job interview. Historically underrepresented candidates face an almost 25% higher chance of being ghosted, compared to white candidates. In a role reversal, men were 18% more likely to be ghosted than women. The most common stages that candidates were ghosted during the interview process included: after the first round with a hiring manager (32%), after the initial conversation with a recruiter (28%), after a final-stage interview (19%), after an on-site/virtual group interview (18%), after completing a take-home test (13%) and after receiving a job offer (11%).

Leaders that haven’t been listening to candidates and employees in recent years will be forced to realize that work has undergone a massive shift, and they can either adapt to this new world

or lose out on top talent, and ultimately, business success,” said Donald Knight, Chief People Officer at Greenhouse. Additional survey data shows what candidates weigh when considering a new job opportunity:

• The four-day workweek is compelling to candidates and over half (56%) would apply to a job that offer it

• Workers commonly cited less competitive compensation (30%) and lack of clear career advancement opportunities (27%) for leaving a job, and factors like a lack of commitment to DE&I (16%), and a mismatch in company culture to what was advertised (14%).

• Workers cite the following reasons they’ve been attracted to a new job:

• Increased compensation/salary (48%)

• Greater job security (34%)

• Greater career advancement opportunities (32%)

• Better flexible work policies like remote or hybrid (28%)

• A greater and more positive company culture (27%)

• Over one-fifth (21%) of candidates will not apply for job unless they fit all the skills required

In recent candidate surveys, Greenhouse has revealed that:

• Almost 43% of candidates have had their name mispronounced in a job interview, highlighting how many companies are failing to create a positive and inclusive interview experience.

• Almost 40% of respondents who identified as Black have faced discriminatory questions, compared to 31% of white respondents.

• Over 68% of candidates believe that a diverse interview panel is fundamental to better hiring showing hat DE&I is top of mind

58% of employers believe artificial intelligence and virtual reality will be job creators

A majority of employers around the world are optimistic that emerging technologies, including artificial intelligence (AI), machine learning, virtual/augmented reality (VR/AR), blockchain, and others, won’t eliminate workers, but will actually create more jobs. That’s according to The Future is Now: AI, the Metaverse, & the World of Work, from Experis, the global leader in IT professional resourcing and services and part of the ManpowerGroup (NYSE: MAN) family of brands.

“The integration of AI, machine learning, VR/AR, and other emerging technologies is rapidly transforming industries and driving the need for an adaptable workforce,” said Experis Senior Vice President Ger Doyle.

“We are seeing companies embrace these new technologies with many seeking to hire or upskill existing talent to take advantage of potential productivity gains. Smart employers know that embracing digitization and nurturing human talent will enhance their readiness to succeed in this era of

rapid technological advancement.”

With 78% of IT organizations reporting difficulty hiring the talent they need with the skills they covet, an increasing number of companies are either adopting or planning to adopt the use of emerging technologies in their recruiting processes, including: AI (35% adopted, 36% plan to), Conversational AI (35% adopted, 36% plan to), Machine Learning (38% adopted, 34% plan to), and VR (30% adopted, 35% plan to).

“So far, the signs are no different from what we have seen with earlier versions of AI or tech innovation. Generative AI can be expected to mostly automate tasks and skills within jobs rather than entire jobs. We should relish the opportunity to outsource these mundane tasks – freeing up our time for more creative and intellectually sophisticated endeavors,” ManpowerGroup Chief Innovation Officer Tomas ChamorroPremuzic said. “This isn’t about us versus AI or humans versus machines. Instead, it’s about how we can leverage these tools to augment and upgrade our uniquely human skills and lead a more human-centric life.”

Additionally, the latest Experis Tech Talent Outlook finds the rise of new tech has also shifted the hiring priorities and focus for employers. The top five staffing priorities reported are:

1. Cybersecurity (34%)

2. Technical Support (32%)

3. Customer or User Experience (31%)

4. Database Management (27%)

5. Customer Relationship Management Systems (25%)

To address these technology-related challenges, employers shared they are implementing the following approaches:

• Training and upskilling the current workforce (50%)

• Hiring new workers with the required skills (46%)

• Investing more in automation (39%)

• Reskilling workers and transitioning them into IT roles (39%)

• Hiring short-term staff (freelancers, contract workers, etc.) to fill skills gaps (38%)

U.S. foreclosure activity sees spike in May 2023

ATTOM has released its May 2023 U.S. Foreclosure Market Report, which shows there were a total of 35,196 U.S. properties with foreclosure filings — default notices, scheduled auctions or bank repossessions — up 7 percent from a month ago and up 14 percent from a year ago.

“The recent increase in foreclosure filings nationwide indicates a trend that has been observed throughout the year, and what we have expected to occur,” said Rob Barber, CEO at ATTOM. “This upward trajectory suggests the possibility of continued heightened activity, and with foreclosure completions seeing the largest monthly increase this year, we will continue to monitor the potential impacts this may have on the housing market.”

Illinois, Maryland and New Jersey post highest foreclosure rates

Nationwide one in every 3,967 housing units had a foreclosure filing in May 2023. States with the highest foreclosure rates were Illinois (one in every 2,144 housing units with a foreclosure filing); Maryland (one in every 2,203 housing units); New Jersey (one in every 2,257 housing units); Florida (one in every 2,470 housing units); and Ohio (one in every 2,478 housing units).

Among the 223 metropolitan statistical areas with a population of at least 200,000, those with the highest foreclosure rates in May 2023 were Lakeland, FL (one in every 1,361 housing units with a foreclosure filing); Elkhart, IN (one in every 1,621 housing units); Cleveland, OH (one in every 1,622 housing units); Palm Bay, FL (one in every 1,647 housing units); and Ocala, FL (one in every 1,671 housing units).

Those metropolitan areas with a population greater than 1 million with the worst foreclosure rates in May 2023, including Cleveland, OH, were: Jacksonville, FL (one in every 1,699 housing units); Baltimore, MD (one in every 1,908 housing units); Chicago, IL (one in every 1,991 housing units); and Orlando, FL (one in every 2,049 housing units).

Greatest numbers of foreclosure starts in Florida, California and Texas

Lenders started the foreclosure process on 23,245 U.S. properties in May 2023, up 4 percent from last month and up 5 percent from a year ago.

States that had the greatest number of foreclosure starts in May 2023 included: Florida (2,901 foreclosure starts); California (2,451 foreclosure starts); Texas (2,286 foreclosure starts); Illinois (1,358 foreclosure starts); and New York (1,287 foreclosure starts).

Those major metropolitan areas with a population greater than 1 million that had the greatest number of foreclosure starts in May 2023 included: New York, NY (1,452 foreclosure starts); Chicago, IL (1,163 foreclosure starts); Houston, TX (811 foreclosure starts); Los Angeles, CA (700 foreclosure starts); and Philadelphia, PA (677 foreclosure starts).

Foreclosure completion numbers increase 38 percent from last month

Lenders repossessed 4,020 U.S. properties through completed foreclosures (REOs) in May 2023, up 38 percent from last month and up 41 percent from last year.

States that had the greatest number of REOs in May 2023, included: Illinois (352 REOs); Ohio (279 REOs); Michigan (271 REOs); Texas (240 REOs); and Pennsylvania (229 REOs).

Those major metropolitan statistical areas (MSAs) with a population greater than 1 million that saw the greatest number of REOs in May 2023 included: New York, NY (244 REOs); Chicago, IL (230 REOs); Detroit, MI (136 REOs); St. Louis, MO (112 REOs); and Washington, DC (91 REOs).

GOLDMAN: How to reject being rejected for a new job

If there’s one thing I know, it’s how to deal with rejection.

I’ve been rejected for so many jobs that when I see an opening that looks perfect, I no longer even try to apply. I just send a “Sorry it didn’t work out” email to the potential employer, lock myself in the bedroom closet with a half-gallon of Chubby Hubby, and then, when I’m over it, move on to the next opportunity to be rejected. But that’s me.

For you, a better course of action can be found in Kat Boogaard’s recent post on TheMuse.com.

“This Is the Email Smart People Send

When They’re Rejected for a Job” is the title of the piece, a rousing pep talk, which aims to build up your confidence to the point where you don’t “dissolve into a puddle of self-pity” before taking you step-by-step through the process of crafting the perfect email response to the totally imperfect decision to reject you and hire someone else.

Ever the optimist, Boogaard writes, “The hiring manager likely remains very impressed with your skills, but for some reason -- which may or may not be related to you -- they hired someone else.”

While this reasoning could save you from a pity puddle, it’s unlikely to help you the next time a saucy job opportunity catches your eye. A much more positive response is to admit that you are a terrible candidate who no sane person would hire and decide to get a great new job anyway.

Unfortunately, the three rules for an apresrejection email described in the article will not get you hired.

Fortunately, with a few minor adjustments, they just could do the trick. No. 1: “Say thank you.”

MARGENAU: Maybe social security is just another tax we pay

I’ve received a lot of emails recently from readers trying to calculate how much they paid in Social Security taxes over the years and then wanting to compare that to what they will get out of the system in return. More often than not, they are trying to prove that Social Security is a rotten deal. While considering my response to these folks, I thought back to a column I wrote on this topic. I guessed it was just a couple years ago, but when I checked, I wrote the column way back in 2010. I decided I’m going to reprint the column today. I think it bears repeating, so here is that column I wrote 13 years ago.

“I’m writing this at two o’clock in the morning, so I’m not sure if the message I’m trying to convey in this column is a startling revelation ... or the mindless meanderings of a half-asleep brain! Let’s find out.

There I was trying to sleep. But I was troubled by some recent comments from readers about Social Security that were running through my head. That’s the downside to spending your entire adult life either working for the Social Security Administration or writing a newspaper column about Social Security issues. Instead of dreaming about my lovely wife, or dreaming about ... well you know, the kinds of things guys dream about ... boring old me was thinking about Social Security as an investment.

Those mindless musings were prompted by a recent email I received, one that included comments similar to those I’ve heard from people almost every day for the past 40 years. The comment generally goes something like this: ‘If I could have invested all that money Social Security took out of

my paycheck, I’d be a millionaire today!’

In fact, the most recent such claim, the one that prompted my sleepless night, came from a guy who somehow calculated exactly how rich he’d be. And he had it down to the penny! He said his investments would have netted $7,466,847.69. Yup, had that big, bad government not stolen from his paycheck in the form of Social Security taxes, he’d have over 7 million dollars. Oh, and don’t forget that 69 cents!

My normal response to such allegations takes two tacks. For one thing, such calculations assume they would have religiously invested every nickel of their Social Security tax each week for the past 40 years or so. And, of course, they also assume all of their investments would have paid off and that the markets don’t collapse just before they were planning to tap into their personal Social Security goldmine.

Also, in this guy’s case, I pointed out in my emailed response to him that if he claims he would have gotten back $7 million, I’d guess other Social Security taxpayers could expect the same. In fact, assuming this guy is Mr. Average, that means some people would make better investments and some would do worse. So we’ll assume that the average taxpayer would get $7 million from their Social Security investment account. Well, there are about 150 million Social Security taxpayers in this country. If they each will get $7 million, that comes out to more than one quadrillion dollars! I mean, is this a great country or what? Sign me up for this guy’s Social Security plan tomorrow! (Actually, I’m not sure if that “quadrillion” number is right. My little desktop calculator didn’t go that high, so

I did some old-fashioned math with pencil and paper -- and I haven’t been in an arithmetic class since 1968! But it really doesn’t matter if it’s a quadrillion dollars or a gazillion dolla!

So, let’s get back to my normal responses to claims of lost personal wealth because the inefficient government forced people into paying Social Security taxes. The second point I usually make to these folks is that Social Security was never meant to be a personal investment scheme. It is and always has been just what its name implies: a social insurance system. It guarantees a basic level of support for you and your spouse if you retire or become disabled, or for the young children of a family breadwinner who dies.

But what kept me up tonight is that I got to thinking something more radical: maybe Social Security isn’t a social insurance program or an investment. Maybe it’s just another tax we pay.

So why do we think of it in terms of an investment? Of course, I know part of the answer to that question. Social Security has always been touted as the one government program where you pay an earmarked tax into the program, records are kept of those taxes and your earnings, and then someday you get a benefit that is based, in part, on those numbers. In other words, there is a ‘return on your investment.’

But why is that really different than any other tax we pay? You pay federal income taxes, and in return you get the world’s largest military force. You get national

parks. You get medical research programs. You get embassies all over the world to serve our needs in foreign countries. You get a highway system. You get air traffic controllers to keep you safe when you’re flying across the country. The list goes on and on.

And for the state and local taxes you pay, you get schools and libraries. You get your garbage picked up and your streets plowed. Do we ever say, ‘If I could have invested those state taxes I paid, I would have built a much nicer library’? Or ‘If I could have invested those federal income taxes, I would have come up with a cure for cancer by now.’

So why do we think that way with Social Security? Maybe Social Security is simply another tax you pay. And instead of getting back a school or a tank or a new visitor center in a national park, you get a pension.”

So, was I on to something all those years ago? Or should I have just kept my mouth shut and not shared my middle-of-thenight musings with my readers?

Americans rally behind this method to achieve financial recovery

Four in 10 Americans don’t believe they’ll achieve financial independence within the next five years, according to a new survey. Additionally, 42% of respondents have experienced significant financial setbacks in the past three years.

The survey of 2,000 Americans found that an increased cost of living expenses (68%) was the primary culprit. Other setbacks were found to be unexpected medical expenses (59%), pay cuts (53%), and job loss (49%), with many also saddled with high levels of personal debt (41%).

But it’s not all doom and gloom, as an impressive nine out of 10 who experienced financial setbacks also stated that they have started their journey to recovery.

Sticking to The Budget

The survey, conducted by OnePoll on behalf of Prosper Marketplace, found that the most effective path to financial recovery was simply sticking to a budget (72%). That was followed in popularity by securing new employment or exploring supplementary sources of income (56%).

Another 56% of participants said

they implemented debt management strategies and repayment plans to regain their financial stability. Over half of the respondents (51%) have set their sights on becoming debt-free as part of their long-term plans.

Lowering Debt

In terms of lowering debt, many (69%) suggest transferring credit card balances to lower-interest cards. Six in 10 would also consider transferring credit card balances to a new card offering a low or 0% APR on balance transfers for a limited time.

“Refinancing debt to lower interest alternatives is a smart move,” said David Kimball, CEO at Prosper, a consumer fintech company. “We see people consolidate debt using unsecured personal loans, home equity lines of credit, or home equity loans. Homeowners can access larger loans at better rates secured by their home equity, without having to sacrifice their low mortgage rate with a cash out re-fi.”

Improving Financial Control

The top three strategies to improve their own financial control were found to be prioritizing saving and establishing an emergency fund (54%), setting clear financial goals and formulating plans to achieve them (53%), and diligently creating and adhering to a budget (43%).

For long-term plans, four out of ten respondents expressed a desire to buy a house or property, establish an emergency fund, and save for retirement. Additionally, 49% of respondents have chosen to invest in stocks, bonds, or mutual funds, while 42% have explored alternative investment options like real estate investment trusts (REITs) and peer-to-peer lending.

And if people had additional funds, they said they’d invest in assets paying regular dividends (51%), alternative investments such as real estate and peer-to-peer lending (49%), and rental property (35%). “With recent market volatility, there’s been increased interest in alternative investments, like peer-to-peer lending, that can provide a passive or secondary income stream,” Kimball said.

Additionally, 38% of those surveyed have the ambitious goal of venturing into entrepreneurship. A notable 50% of those polled have already done so, by creating and selling digital products.
