ATTOM, a leading curator of land, property, and real estate data, today released its 2022 property tax analysis for 87 million U.S. single family homes, which shows that $339.8 billion in property taxes were levied on single-family homes in 2022, up 3.6 percent from $328 billion in 2021. The increase was more than double the 1.6 percent growth in 2021, although smaller than the 5.4 percent increase the prior year.

The report also shows that the average tax on single-family homes in the U.S. increased 3 percent in 2022, to $3,901, after rising 1.8 percent the previous year.

The latest average tax resulted in an effective tax rate nationwide of 0.83 percent. That was down slightly from 0.86 percent in 2021 to the lowest point since at least 2016.

The report analyzed property tax data collected from county tax assessor offices nationwide at the state, metro and county levels, along with estimated market values of single-family homes calculated using an automated valuation model (AVM). The effective tax rate was the average annual property tax expressed as a percentage of the average estimated market value of homes in each geographic area.

In 2022, effective rates continued to decline even as total taxes rose because home values went up faster than taxes yet again around the country last year. Despite a stall in the nation’s decade-long housing market boom in 2022, the average single-

family home estimated value still rose 7.9 percent over the year. That surpassed the average tax increase, resulting in the small dip in effective rates.

The downward trend in effective rates could easily reverse if a drop in home values that began in the second half of last year and continues in 2023. Prices have started to decline amid mortgage rates that have doubled, high consumer price inflation and other forces that have cut into what home seekers can afford.

“Property taxes continued their neverending climb last year, with wide disparities continuing from one area of the country to another, connected to varying costs, services, and tax bases. But, on balance, the latest increase nationwide again was modest,” said Rob Barber, chief executive officer at ATTOM. “This year, local governments and school systems will face even greater challenges keeping taxes in check, given rising inflation rates and a growing number of commercial properties that could be eligible for tax reductions after suffering a surge of vacancies during the pandemic.”

Highest effective property tax rates in New Jersey, Illinois, Connecticut, Vermont and Nebraska

States with the highest effective property tax rates in 2022 were New Jersey (1.79

percent), Illinois (1.78 percent), Connecticut (1.57 percent), Vermont (1.43 percent) and Nebraska (1.36 percent).

Other states in the top 10 for highest effective property tax rates were Pennsylvania (1.29 percent), New Hampshire (1.28 percent), Ohio (1.27 percent), New York (1.26 percent) and Iowa (1.25 percent).

Hawaii, Alabama, Arizona, Colorado and Tennessee have lowest effective rates

The lowest effective tax rates in 2022 were in Hawaii (0.30 percent), Alabama (0.37 percent), Arizona (0.39 percent), Colorado (0.40 percent) and Tennessee (0.42 percent).

Other states in the top 10 for lowest effective property tax rates last year were Utah (0.44 percent), Nevada (0.44 percent), Idaho (0.46 percent), South Carolina (0.46 percent) and West Virginia (0.47 percent).

Frampton Construction digs into new facility for Minges Bottling Group

Frampton Construction Company, LLC, a fullservice construction firm providing planning and design support, preconstruction, and construction services, has broken ground on a new 223,375-square-foot buildto-suit project for Minges Bottling Group in Ayden, N.C. The Pepsi-Cola franchiser held a groundbreaking ceremony on April 18, 2023, to mark the occasion.

The Keith Corporation, a Charlotte-based developer, is the owner’s representative for the 19-acre project, which is located directly next to Minges Bottling Group’s existing operations on Highway 11. The new facility will feature extensive warehouse space, with a vending repair area, a

three-bay fleet maintenance shop, and over 20,000 square feet of office space. The rear-load building will be constructed of concrete tilt walls, with a 32’ clear height, 24 dock doors, and 10 drive-in doors.

Jeff Minges, president and CEO of Minges Bottling Group, said, “Between celebrating our centennial anniversary and expanding operations with the construction of this new state-of-the-art facility, 2023 is a monumental year for us. This building will serve as a tangible milestone in our legacy, just as we transition into fourth-generation ownership and executive leadership.”

Thomas & Hutton is the civil engineer for the project, with McMillan Pazdan Smith serving as architect. Construction is underway, and the facility is expected to be operational in January 2024. Construction employment increases in 283 of 358 metro areas

Construction employment increased in 283, or 79 percent, of 358 metro areas between February 2022 and February 2023, according to an analysis by the Associated General Contractors of America of new government employment data. Meanwhile, new government data shows there were more job openings in the industry than the number of people hired last month. Association officials said the industry continues to struggle to find enough workers and urged public leaders to boost investments in construction training and education.

“Although construction employment rose in nearly four-fifths of all metros in the past 12 months, contractors are still struggling fill jobs,” said Ken Simonson, the association’s chief economist. “There were more far job openings in construction at the end of February than construction employees hired in the entire month.”

Dallas-Plano-Irving, Texas added the most construction jobs (15,000 jobs or 10 percent), followed by Las VegasHenderson-Paradise, Nev. (9,100 jobs, 13 percent); Atlanta-Sandy SpringsRoswell, Ga. (8,900 jobs, 7 percent), and Phoenix-Mesa-Scottsdale, Ariz. (7,300 jobs, 5 percent). The largest percentage gains were in Hanford-Corcoran, Calif. (27 percent, 300 jobs); Wausau, Wis (23 percent, 500 jobs); Danville, Ill. (20 percent, 100 jobs); and Watertown-Fort Drum, N.Y. (20 percent, 300 jobs).

Construction jobs declined over the year in 41 metro areas and were unchanged in 34 areas. The largest loss occurred in Sacramento—Roseville— Arden-Arcade, Calif. (-4,200 jobs, -6 percent), followed by Los Angeles-Long Beach-Glendale, Calif. (-3,200 jobs, -2 percent); Pittsburgh, Pa. (-3,100 jobs, -6 percent); Miami-Miami Beach-Kendall, Fla. (-2,900 jobs, -6 percent); and Lake Charles, La. (-1,700 jobs, -12 percent). Lawton, Okla. experienced the largest percentage job loss (-18 percent, -300 jobs), followed by Monroe, Mich. (-17 percent, -400 jobs); Lake Charles; and Gulfport-Biloxi-Pascagoula, Miss. (-10 percent, -900 jobs).

Government data released on April 4 showed there were 384,000 job openings in construction at the end of February, topping the 315,000 workers hired during the entire month. The disparity implied that contractors wanted to hire more than twice as many employees as

in West Virginia, which had the nation’s smallest average levy. Others states in the top five last year were Connecticut ($7,671), Massachusetts ($7,044), New Hampshire ($6,855) and New York ($6,673).

The 10 states with the lowest average tax in 2022 were all in the South. Aside from West Virginia ($928), the lowest were in Alabama ($1,022), Arkansas ($1,228), Louisiana ($1,296) and Mississippi ($1,311).

The top and bottom five states were the same in both 2021 and 2022.

“Huge gaps in average tax bills around the U.S. remain in place,” Barber said. “Those disparities are heavily connected to differences in local government and school services, public employee wages, economies

The U.S. housing market looks drastically different than it did before the pandemic, creating numerous challenges for prospective homebuyers.

The median sales price of a home skyrocketed from $329,000 in the first quarter of 2020 to $467,700 in the last quarter of 2022 amid red-hot demand. Typical mortgage rates more than doubled over the course of 2022, and today rates sit at their highest levels since the Great Recession. And while increased prices and high interest rates have discouraged demand as of late, the U.S. housing supply is inadequate for the current population and anticipated growth. ENNICO: Tips for dealing with a temp agency

“I was downsized from a large corporation a couple of months ago.

I’m excited about starting my own solo consulting practice. I’ve had some business cards and stationery printed out and have already lined up a couple of interviews for consulting work.

I’ve also been approached by a local temporary employment agency that wants to place me for temporary stints with large corporations -- including, ironically, the company that laid me off! Is this something I should consider as part of my “portfolio career”? I could use the money, but I don’t want to get so bogged down with W-2 work that I can’t build my practice.”

I get quite a few emails from people in this situation. While I can certainly understand the desire for some quick, if not easy, money while you are making the transition to an entrepreneurial career, I’ve always believed it’s best if you just go cold turkey. Temporary employment arrangements can easily turn into time vampires that will distract you from your goal of building an independent consulting practice.

Having said that, it may take weeks or months before you land your first “real” consulting gig, so a short-term temp assignment might be a useful way to put food on the table and keep the heebiejeebies at bay while you figure out the market for your consulting services.

Here are some tips for dealing with temp agencies:

-- Be Up Front with the Agency

Most people who hire themselves out to temp agencies are looking for full-time positions. You need to tell the agency that isn’t your situation: You want to build a consulting practice and see temp work as a stopgap until you can support yourself. May temp agencies place independent contractors as well as employees with their clients. Ask your agency if that is an option. Just don’t look for consulting work from a company you “temped” for (more on that below).

-- Look for Short-Hour Projects As Opposed to Short-Term Projects

The problem with most temporary employment assignments is that they are short-term but time-intensive. Many companies need extra help to work on specific projects -- the arrangement will last only six to eight weeks but during that time they need someone to work 60 hours a week or more. Working those kind

of hours, even for a short time, won’t give you much time to go to the bathroom, let alone market your consulting business. Look instead for projects that are longer-term but lower-intensity -- for example, 10 hours a week for six months. Those arrangements are rare but do exist.

If you must accept a short-term project, find creative ways to market your practice in what little spare time you have. I actually have a consulting client who pretends to be a smoker when he works onsite at his client’s offices. Every temp agency’s biggest fear is “circumvention” -- the client and a temporary worker getting so cozy in their relationship that either (1) the client starts giving the worker more projects “on the side” without paying the agency their fee or (2) the client makes an offer of fulltime employment to the worker after the project is completed.

Watch out for language saying you cannot “solicit or accept” other work from the client for a period of time (usually it’s one year but may be as long as two) after the temp engagement is done. The “solicit” part is OK; you really shouldn’t be pitching business to a client you wouldn’t have known existed without the agency’s introduction. But the “accept” part isn’t. If you finish a job and the client initiates the contact with you months afterward, you should be allowed to at least consider the opportunity without risking a lawsuit from the agency.

When signing a “noncircumvention” clause, be sure the client is carefully defined. If you are working for a multinational

GOLDMAN: Saying yes to saying no at work

Just say no.

That’s the message I get from Tea Angelos, the author of “Six Times You Should Say No at Work (and Exactly How to Do It),” a recent article in Fast Company. Saying no is a new concept in the workplace, the exact opposite of the success philosophy that gave birth to the classic striver of ancient days, the “yes man.” Update the expression to the more modern “yes person,” and you still have an object of ridicule -- a source of scorn right up until the moment they are promoted to fat jobs with huge salaries at the tippy-top of the org chart.

Clearly, a balance between yes and no is needed.

Shall we take a look at Angelos’ rules for when to say no? The answer is yes.

No. 1: The task interferes with your actual responsibilities

“It’s important to have a clear understanding of your actual responsibilities,” our author writes. So true. Your belief that you were hired because of your good looks and superior fashion sense may not be correct. On the other hand, the task of detailing your manager’s Tesla may not be one of your official duties.

The recommended response is “I would love to help, but I don’t have the capacity at the moment.”

This allows you to set a boundary, but “shows that you’re willing to help in the future when you have more capacity.” This is likely to occur in the very near future, since saying no enough times will surely get you fired, leaving you with capacity galore.

No. 2: The deadline is unrealistic

Your manager may not appreciate how much time is required for you to start a project. For example, you first must marshal the excuses required when you royally screw up the assignment. There is also the time you will need to compound a list of the co-workers you will blame when the job goes south.

“Unfortunately, that deadline will not be possible,” is the language Angelos recommends, with the addition of a future date that is more reasonable.

I suggest March 32, 2026.

No. 3: You’re on leave

The aging of the Baby Boomer generation—defined as those born between 1946 and 1964—has driven the share of the U.S. population age 55 and older upward in recent years, from 24.1% in 2010 to 28.9% in 2021. This older segment of the population owns 57% of household real estate wealth in the U.S. as of Q4 2022. And more so than previous generations, older Americans are increasingly choosing to age in place, which means that fewer existing homes will end up on the market.

Older Americans’ decisions to stay out of the real estate market and age in place stand in stark contrast to younger generations, who represent a much larger share of homebuyers. Where younger people may look to buy a home to be closer to job opportunities or start a family, older

No. 4: You’re being taken advantage of

“It’s important to be honest about your workload and priorities,” but it’s also important to “leave the door open for future opportunities to collaborate.”

Angelos’ advice is to soften a hard no with a comment like, “I’m unable to commit to that right now,” which is hardly sufficient. I recommend you add, “because I

people often have less urgency to move as they reach the end of their careers or their children grow up. And while young people may be eager to build equity through homeownership, older people may want to avoid moving when their housing costs have been locked in or their home is potentially paid off altogether. As a result, all Americans age 55 and older represent 20.7% of homebuyers—less than both the 25–34 cohort (30%) and the 35–44 cohort (27.2%).

Older buyers frequently do have advantages when they choose to enter the market. Most importantly, they tend to have greater accumulated savings or equity than many younger buyers, which makes it easier to afford a higher-priced home or secure affordable financing if needed. These advantages can put older buyers in a good position to purchase homes, even in the type of competitive environment the market has experienced recently.

No. 5: You’re asked to do something unethical/unsafe

“I’m not comfortable doing that” is the advised response. I recommend adding an explanation, as in “I’m not comfortable doing that, because it requires doing something very risky and morally wrong: work.”

There’s no doubt that work is dangerous to your health and your well-being, which is why it’s important to avoid it as much as possible. Playing “Naughty Bear” while pretending to work is perfectly safe and also character-building. Plus, it teaches you the basic skills needed to succeed in today’s business world, like the ability to dodge Behemothic Swords and Frozen Lamb Legs.

No. 6: You’re not qualified (or the best

Delaware leads the nation with 38% of its homebuyers being age 55 and older, and southern states like Florida and South Carolina and western states like Arizona and Nevada also rank highly. The data used in this analysis is from the Federal Financial Institutions Examination Council. To determine the locations with the oldest homebuyers, researchers at Construction Coverage calculated the percentage of homebuyers that are age 55 and older. In the event of a tie, the location with the greater percentage of homebuyers age 65 and older was ranked higher. For the purpose of this analysis, only conventional residential mortgages originated in 2021 were considered.

Asia shares gain, tracking Wall Street rally

Shares advanced in Asia on Friday after Wall Street rallied to its best day since January.

Gains in Asian markets were more modest as traders waited to see what the Bank of Japan would do in its first policy meeting since Kazuo Ueda took the helm.

The central bank kept its ultra-lax policy unchanged, and the Japanese yen weakened sharply against the U.S. dollar. The dollar rose to 134.92 yen from 133.96 yen earlier in the day.

“With extremely high uncertainties surrounding economies and financial markets at home and abroad, the bank will patiently continue with monetary easing while nimbly responding to developments,” the BOJ said in a statement.

Rising prices are putting pressure on the central bank to tighten its ultra-lax monetary policy: Japan reported inflation excluding volatile fresh food costs was at 3.5% in March.

Tokyo’s Nikkei 225 index added 1.1% to 28,764.98 and the Hang Seng in Hong Kong gained 0.6% to 19,951.51.

The Shanghai Composite index surged 0.7% to 3,307.68, while the S&P/ASX 200

in Sydney edged 0.2% higher to 7,308.40.

The Kospi in Seoul lost 0.1% to 2,491.50, and benchmarks in Southeast Asia also fell.

On Thursday, U.S. benchmarks advanced after Meta Platforms became the latest Big Tech company to blow past profit forecasts.

The S&P 500 rose 2% to 4,135.35 and the Dow rose 1.6% to 33,826.16. The U.S. economy slowed more than expected in January-March, but showed signs of resilience.

The Nasdaq composite led the market with a 2.4% gain, to 12,142.24.

Facebook’s parent company did some of the heaviest lifting, jumping 13.9%. Meta beat analysts’ estimates for profit during the first three months of the year and also gave a forecast for revenue that topped expectations.

It joined Microsoft and Alphabet, which reported better-than-expected results earlier in the week, and Amazon followed suit after trading closed for the day. They’re among the most influential stocks on Wall Street indexes because they’re some of the biggest.

The majority of companies have been beating forecasts so far this earnings reporting season. Hasbro climbed 14.6%, and Comcast rose 10.3% after they also topped Wall Street’s estimates. But expectations were broadly low coming into this reporting season because of still-high

inflation, much higher interest rates and a slowing economy.

A report on Thursday gave the first indication of just how much the U.S. economy is slowing: down to an estimated 1.1% growth at an annual rate during the first three months of 2023 from 2.6% at the end of last year. That was worse than expected, but the economy may be in better shape than it looks, since growth in spending by consumers and other areas accelerated and much of the weakness was related to businesses thinning out inventories.

A measure of inflation that the Fed likes to use, however, came in hotter than hoped.

A separate report showed that fewer workers applied for unemployment benefits last week, raising hopes that the job market may remain resilient as other areas slow.

Investors took the data to mean the Federal Reserve next week will see the economy is still strong enough to handle another hike to interest rates at its next meeting.

The Fed has been raising rates at a furious pace since early last year, up to the highest level since 2007 from its record low to try to get price increases under control.

But high rates slow the entire economy and hurt prices for investments. They’ve hit some areas of the economy particularly

hard, including the housing and manufacturing industries.

Banks have also come under pressure. Wall Street’s spotlight has been particularly harsh on First Republic Bank, whose stock has more than halved this week after it disclosed how much in deposits its customers pulled following the second- and third-largest U.S. bank failures in history last month.

Its stock steadied a bit Thursday, rising 8.8%.

The larger worry is that the banking industry’s struggles could lead to a pullback in lending across the economy.

That has many investors preparing for a possible recession this year, which could mean further hits to corporate profits.

Caterpillar, considered a bellwether for the global economy, slipped 0.9% despite reporting stronger profit and revenue for the latest quarter than expected.

In other trading Friday, U.S. benchmark crude oil added 15 cents to $74.91 per barrel in electronic trading on the New York Mercantile Exchange. It gained 46 cents to $74.76 per barrel on Thursday.

Brent crude, the international standard, picked up 19 cents to $78.41 per barrel.

The euro slipped to $1.1018 from $1.1026.
