Dear Friends, As the Executive Director and outgoing Board President for SCAN of Northern Virginia, we are thrilled to share our Annual Report in this beautiful calendar, highlighting our programmatic and financial activities during Fiscal Year 2012-13.

SCAN celebrated its 25th anniversary in 2013! Throughout this report, we have reflected on how this organization has defined hope for thousands of children and families over the last 25 years. You will be inspired by the vision of hope Dave Cleary, our founder, had 25 years ago, as well as by SCAN’s growth from a volunteer group in his donated office space to a professional team of 6 full-time and several part-time staff, providing parent education, CASA advocacy in Alexandria and Arlington, and region-wide child abuse prevention and public education initiatives.

The issues our parents and children confront are complex and varied, so the solutions also have to be individualized.

We’ve taken a special look at how to better communicate with you, our stakeholders, the family-centered outcomes that SCAN measures. We hope you will share our pride in reading about these outcomes in the pages that follow. As we look to the future, we are planning additional ways to equip our board members and volunteers to become increasingly effective spokespersons for SCAN’s mission and message in the all important effort to eliminate child abuse and neglect in our community.

Perhaps you’ll invite us to speak at one of your upcoming business or community meetings!

We are grateful to each volunteer, donor and supporter who helped SCAN maintain a solid financial standing this year, while building hope for some of the most vulnerable children and families in our community. From new offerings in our Parent Education program with services tailored for teen parents and for immigrant parents...to a new event this year (Croquet Day!)...to improving our communications using new technology, the pages that follow will introduce you to the way SCAN is evolving our programs and community outreach while staying true to our founder’s vision of hope for children and families.

HOW DO WE DEFINE hope?

At SCAN, our vision is that every child in Northern Virginia will grow up in a safe, stable, nurturing family, with the supports they need to contribute to stronger communities today and as adults tomorrow. For 25 years, we have promoted the well-being of children, improved parent-child relations and prevented child abuse and neglect by EDUCATING the community, PROVIDING direct parent education and ADVOCATING for children in the community, the legislature and the courts.

S

ince it was first launched in 1989, volunteers have always been at the heart of the Alexandria/Arlington CASA Program. Their unwavering commitment to advocacy for children -- even in the face of long hours, sensitive situations and challenging circumstances -- has strengthened the program’s reputation and impact from the start. Today, more than a quarter of our current CASA volunteers have been committed to the program for more than four years, and six volunteers have been speaking up for abused and neglected children for more than a decade!

One of those CASA volunteers, Jonathan, put his years of experience to the test on a recent case. He was advocating for three children, ages 8 through 16, who came into foster care after being physically and verbally abused by their mother.

Jonathan was able to keep a very large treatment team focused on the children’s needs and best interests. He attended every team meeting, spoke frequently with the children’s and mother’s therapists, monitored school records and visited the children at their foster home. This case posed a special challenge, as the mother met the court’s requirements, but safety concerns still existed for the children. Jonathan relentlessly worked to ensure that they remained safe as visitation hours increased. His detailed court reports, including observations from many different professionals in the case, gave the Judge a more complete picture of the family. Some might have been overwhelmed, but Jonathan kept his focus on the three vulnerable children who desperately needed him to be an advocate.

he more than 200 parents involved in our programs every year have an incredible capacity to teach, challenge and inspire their families to grow every day.

Parents Ana and Hugo and their two school aged-children are regular participants at SCAN’s educational Spanishspeaking parent support group held in South County Fairfax.

Each week, Ana and Hugo come to the group in order to grow as nurturing parents and learn how to better support their children, who face unique bicultural challenges. Ana first learned of the group after attending SCAN’s four-week Parent Café series, a new initiative of SCAN’s Parent Education

Program. By partnering with United Community Ministries’ Creekside Village Community Center -- a familiar hangout for Ana and her family -- SCAN opened up a dialogue for Ana and other parents to learn how to prepare their children to be successful at home, in school and beyond.

Ana shared, “We don’t know the laws here or the rules at our children’s schools and this program has helped to clarify our obligations as parents.”

United Community Ministries and SCAN continue to work together to engage Hispanic parents in South County Fairfax, so that families like Ana’s can thrive.

sk any member of SCAN’s Allies in Prevention Coalition how they’ll use their membership in the coming year and you might get a very different answer: A fact sheet to use at an upcoming parent workshop.

An advocacy training with local legislators. A tour of another member’s facility. An opportunity to be a guest on SCAN’s Parenting Today radio show or write for SCAN’s blog.

Since its creation in 2003, the coalition has grown into an unrivaled resource for and network of child welfare professionals across Northern Virginia. Looking forward, the plan is to grow the group in strategic ways, building more connections across jurisdictions to help SCAN and members share best practices at quarterly meetings, collaborate on projects and address critical regional issues.

This April, SCAN will launch a brand new Northern Virginia Child Abuse Prevention Campaign – the fifth such campaign over SCAN’s last quarter century. Generating campaign messaging is a collaborative effort developed from the ideas, needs and feedback of members. Jetti Norfleet, a new member and part of this year’s campaign task force, hopes to “invest” in children’s futures through her work developing the new messaging.

“By raising awareness about the impact of abuse on individuals, family systems, and the community,” says Jetti, “we can promote well-being and prevention in entirely new ways.”

magine a teen walking the halls of a local high school, faced with the daily challenges of peer pressure, academics and family life. Now consider how her stress might grow exponentially if she is also struggling to reunite with a recently immigrated parent. Or finds out she is pregnant. Or both.

After another successful collaborative year with T.C. Williams High School, SCAN continues to grow its Preparing for Parenting Class and Reunification Support Group, two programs that nurture families with a particular focus on teens.

“Talking as a group and realizing most of us think the same really helps,” said Sarah, one of the teen participants. The vision for both programs stems from SCAN’s core belief that parenting, like human development, is an on-going process that requires on-going support. The Preparing for Parenting program partners with a facilitator from the DreamDog Foundation to empower teen parents (or soon-to-be parents) with skills and knowledge to help them foster the social, emotional and physical development of their children. The Reunification Support Group offers teens a way to communicate with peers who face similar challenges, while their parents learn how to establish more open and loving relationships after long periods of separation following staggered immigration.

SCAN envisions both the teen-focused parenting class and support group serving as models for the way in which our community can strive to not only embrace parents from many different backgrounds and walks of life, but provide the supports that can build a solid foundation for their family’s future.

any of SCAN’s programs have been evolving for years, and in some cases even decades!

Which makes successful new initiatives—as we celebrate 25 years—so exciting. In July of 2012, SCAN launched its Council of Young Professionals, a group of 20- and 30-something volunteers wanting to support SCAN in new and innovative ways. After just one year, they have blown us away with their energy and impact:

• Grew from 9 to 20 members • Organized an Angel Tree with BJ’s Wholesale store to provide holidays gifts for over 100 kids • Cooked a meal for one of our ABCs of Parenting Classes • Organized a book and stuffed animal drive for CASA and Parent Education Programs • Participated in April’s coin drive with Burke & Herbert Bank, which raised over $2,000 for SCAN’s Public Education Program • Planned and hosted the very first SCAN Croquet Day event, which attracted more than 200 people and raised over $30,000 in its first year!

N

ew CASA volunteer Angela would love if everyone had the chance to meet Tyler, a sweet 10-year-old boy who was her first case assignment last year. When she received the appointment, CASA staff told her it would probably be a quick case since a relative had already agreed to take custody of Tyler. But that prediction turned out to be wrong, and the case eventually included foster care for the young boy.

Tyler is a sweet child, but has some special needs that require a skilled caregiver. Angela continues to advocate for Tyler today, and has been a steady presence with whom the parent and the custodial relative reach out to when issues arise. Tyler’s mother often refused to speak with most of the other professionals involved, especially the social worker whom she blamed for keeping her from Tyler. But she did check in with Angela periodically, asking her for information such as the name of her courtappointed attorney and the social worker’s phone number. Most of her inquiries were made in an aggressive tone, but Angela was able to focus on the child’s needs and redirect the mother in the hopes that she would act on the information provided and engage in required services.

During one late-night crisis, Angela took a call from the custodial relative and provided the reassurance and guidance that helped achieve the best outcome for Tyler at the time. Angela’s commitment and enthusiasm remains steadfast in advocating for his best interests. Whether it’s gathering information from consistent visits and contact with those involved, or monitoring of services and attendance at meetings, or simply being patient and understanding with a family in crisis—Angela’s strong, steady and calm presence has allowed her to tell the Judge, through her court reports, the whole story of a very special young man.

t SCAN, we believe every adult is responsible for every child in our community. This view is especially critical when it comes to preventing child sexual abuse.

SCAN’s partnership with Darkness to Light has enabled us to train 242 individuals over the past year in Stewards of Children, a groundbreaking curriculum based on the idea that every member of a community needs to understand, recognize and respond to signs of child sexual abuse, and that every member of a community should feel empowered to keep children safe.

“We had folks who have worked with children for years and then some who are new to the scene, and it certainly raised awareness for everyone,” said Rev. Trisha Miller Manarin, an associate pastor at McLean Baptist Church where one of

SCAN’s 17 trainings was hosted last year. “We’re realizing that everyone is vulnerable, and considering how we can play a part in prevention.” SCAN and its network of trained facilitators hope to provide more trainings in the coming year at a variety of youth-serving organizations, including school districts, youth sports organizations and faith groups.

“Faith groups ought to be a place where there is safety for children and for the adults. If faith communities aren’t a place for safety, then I think we’ve failed in our jobs,” said Rev. Manarin, who is also a member of SCAN’s Public Education Committee. “I would encourage community groups to be active, to know that child sexual abuse is an issue that we can’t ignore, and consider our faith communities important enough to be engaged.”

hen Diane Charles served as Executive Director of SCAN in the early 2000s, her husband Kevin was taking an introductory Spanish course through a local adult education program. His teacher, Norka, was engaging and passionate, often sharing her love for working with families. “The stories Norka shared to help us learn basic Spanish were always intertwined with her work with children and parents,” Kevin shared. He soon spoke to Norka about SCAN’s programs in the community and insisted that Diane meet her. After making Norka’s acquaintance at a community fair, Diane immediately thought Norka would be a perfect fit to facilitate SCAN’s ABCs of Parenting Class for Spanish-speaking families.

That was six years ago. Since then, Norka has assumed additional facilitator roles for SCAN’s Parent Education Program. Today she facilitates two Spanish-speaking educational support groups, one of which focuses on teens coping with family reunification issues after long stretches of separation due to staggered immigration patterns.

SCAN’s positive impact on parents and children is a direct result of dedicated and nurturing facilitators; some, like Norka, seem to be destined to make a difference at SCAN!

W

e can never predict how a child’s life might change in an instant. But we can provide the programs to walk them through that change and give them an advocate in the process. Anne is a CASA volunteer who was assigned to advocate for a 4-year-old boy named Anthony. Anthony’s mother had mental health issues and was unable to properly supervise him, leading him to several stays in foster care. Although she tried, his mother was ultimately unable to remedy the circumstances that brought Anthony into foster care. Court proceedings were initiated to terminate her parental rights so Anthony could be adopted by another family.

But shortly before the termination of parental rights hearing, Anthony’s father arrived from across the country. He had never met his son, but wanted the opportunity to prove himself as a father. Instead of preparing for Anthony’s case to close as she’d planned, Anne spent the next two months visiting with the boy four times and with the father an amazing seven times! She observed visitations between Anthony and his father, as well as checked in with each of the many professionals involved in the case. Her court report provided great details on the developing relationship between father and son and provided critical information to the judge.

t’s not every day an organization celebrates a 25-year anniversary. Or launches a new website. Or hosts its first advocacy training. Or works with a new community partner to send program children to farm camp. But all of this—and much more—happened in our anniversary year. At the same time we were reflecting on the strength and impact of a quarter century of programming, volunteers and staff were working on countless new opportunities for SCAN to ensure a bright future for the children and families of tomorrow.

This included the development and launch of a new mobilefriendly website, equipping SCAN to offer more to parents and community members online. Every month, site visitors read and download hundreds of fact sheets from SCAN’s online Parent Resource Center. And with more than 25% of

our visitors browsing on mobile devices, it became critically important that our website be easy-to-use for parents regardless of how they access it. We’ve also brought new voices and expertise to the SCAN blog this year, with guest posts from a diverse group of contributors ranging from State Senator Barbara Favola to Foster Care Alumni of America CEO (and new SCAN neighbor) Adam Robe.

New initiatives weren’t only made online. Through its partnership with Prevent Child Abuse Virginia, SCAN also hosted its first Advocacy Training, an in-person event where more than 50 attendees (including parents, volunteers and social workers) gained important policy updates, learned more about upcoming legislative efforts and had a chance to speak with three local elected officials on current issues.

years ago, Dave Cleary saw a glimmer of hope.

He knew that if he could somehow bring more attention to the issue of child abuse and its impact on society, that he could make a difference for the children and families in his own community. So he and his wife Carol opened their Alexandria home to a small group of volunteers who knew only that they were ready to influence the way their community addressed the needs of children and families.

Dave’s hope-filled moment sparked a twenty-five year legacy of protecting children, supporting parents and educating the community about the prevention of child abuse and neglect.

Beyond his role as founder and Board Member, Dave and Carol have been steadfast financial supporters and vocal champions of SCAN since its creation in the basement of their home a quarter-century ago.

In fall of 2013, Carol passed away after a 7-week battle with pancreatic cancer. But her spirit of compassion, vision for children, and dedication to local families will live on through SCAN of Northern Virginia’s programs. A vibrant, energetic community member, wife, mother, and grandmother, Carol’s life will continue to be celebrated through The Carol Cleary Fund created by Dave and their daughter, Erin.
