Law Firm Issues ‘Cease and Desist’ to Beloved Palisadian Taco Truck Operations Continue But New Signage Has Been Posted By Zach Armstrong Rudy Barrientos has been operating the beloved Gracias Señor Taqueria taco truck in Pacific Palisades for a decade. It wasn’t the first time, but once again in recent weeks, he was confronted by efforts to displace services. In the middle of a customer transaction, a man Barrientos described as wearing a white shirt and jeans approached the truck. “Rudy?” said the man. “Yes,” Barrientos replied before being handed two stacks of paper. The man then swiftly left without explanation. “Did you just get served?” asked the customer. Davis Wright Tremaine LLP, a law firm representing Ralph’s supermarket chain, issued a cease and desist letter to Barrientos alleging that his customers create a hazardous environment. The street vendor is parked adjacent to the grocery franchise’s Palisades location on Sunset Boulevard. As reported by LA Taco, the letter stated that the vendor must stop activities or else legal remedies would be sought in court. It went

on to cite a 2012 lawsuit which stated areas outside stores are not public forums for risk of interfering with business operations. According to Barrientos, the lawyer also cited a recent incident prior to Christmas where an alleged customer got into a heated altercation in the parking lot. If that situation, or one similar to it, dangerously escalated, Ralph’s could be held responsible in which case legal fees would be pinned on Barrientos. Davis Wright Tremaine did not immediately respond to inquiry from Mirror Media Group. Barrientos halted operations on Sunset for approximately a week while seeking legal advice from local lawyers. He was informed by them that he was not breaking the law since his truck is on public property and the parking lot is not owned by Ralph’s. The lawyers and Barrientos contacted the supermarket chain along with the lawyer who served the letter but haven’t received a response, said Barrientos. Signage has since been posted by the food truck asking customers not to use Ralph’s parking lot. “We will continue to operate until something else comes up or people don’t want to buy our food anymore,” said Barrientos. Gracias Señor Taqueria started off closer to the ocean on Temescal Canyon. After some convincing from customers that

Sunset Boulevard would provide more visibility, the truck has since been perched in the Palisades business district. Even though Barrientos describes it as “part of the business,” several occurrences have made operations difficult. Some of which include complaints to parking enforcement asking to issue the vendor a ticket and one woman who recorded the truck repeatedly saying “You shouldn’t be here!” These complications have made the possibility of relocation something to consider. If it came to that, Barrientos says

potential new homes would be Koreatown or Santa Monica. However, the food truck industry is competitive and animosity often rises when a new vendor sets up shop on another’s established turf. “If you show up to a new spot where other vendors are and start vending it’s not good for business because we don’t want bad energy,” said Barrientos. “I feel like the trucks around me all have their own customers but I’m not sure if others are as welcoming.”

The set location for the proposed park is Temescal Canyon Park. In 2021, the same year that nearly 3,500 Palisadian petition signatures were garnered

Hiking trails, picnic areas and other recreational zones can be found at places such as Will Rogers State Historic Park and Temescal Canyon Park. The prior month, Palisades-Malibu YMCA was presented with $1 million to restore Simon Meadow Park with new gathering and bathroom structures. The Pacific Palisades (Temescal Canyon) Dog Park is part of the same group of applications made by RAP under the same allocation program for improvements at 109th Street Recreation Center and the Sixth Street Viaduct PARC Project.

Extra costs and energy stacked up in getting them tailored, taken to a seamstress, tucked underneath or folded under which made her appear even shorter than she is. This problem runs in the family: her mother barely standing at 5 ‘1”, while her great grandmother was a woman of 4’ 11”. Coming from a background in fashion and manufacturing, Garner knew her lineage was far from alone in this dilemma. Small or “petite” size women’s pants are often tailored to a height of 5’ 4” although a substantial number of women don’t reach that. Garner and her mother Linda Haack have teamed up for a clothing line meant

for the girls other mass fashion brands have overlooked. Smitey, titled as a mix of the words small and mighty, was launched last year. The joggers come in nine different customizable sizes (Small, Medium and Large with a length of either 22, 24 or 26 inches) ready for a customer to wear as soon as it gets shipped. The mother/daughter duo plans to build out the brand with offerings such as jeans, leggings, jackets along with other clothing categories. Material and manufacturing is sourced locally within Los Angeles. “Even though they’re joggers, I’ve worn them at night for expensive dinners and when I say ‘These are my Smiteys’ people are astonished,” said Haack. “So they can be worn day and night in any setting.” For Haack, Smitey is not the first go at running a West L.A. company. She had offices in both the Pacific Palisades and Malibu for her private psychologist clinic under her professional name Dr. Linda Haack, Ph.D prior to the pandemic. The practice is still active in Malibu where she resides with her husband.

Their Goal is to Expand the Volunteer Response Team By Zach Armstrong The Pacific Palisades Task Force on Homelessness announced in its newsletter the appointment of its new co-presidents to lead the organization into its tenth year. Cindi Young and Carmen Kallberg will take up their posts with the goal of expanding the volunteer group. The ladder joined the response team in 2018 before welcoming her neighbor Young in 2021, according to the newsletter. “A wonderful friendship and partnership

were born out of our common interest to help those who are experiencing homelessness.” Kallberg said in a statement in the newsletter. “We are a sight to behold walking up PCH with our blue wagon filled with snacks, water and hygiene kits.” The duo aims to recruit teams to aid homeless individuals in need within their surrounding neighborhoods. Those volunteers, who would make PPTFH’s outreach more impactful, will be trained to evaluate, engage, and inform aid recipients of available services. Statistics cited in the newsletter stated from 2016-2022, PPTFH moved 183 people off of the street including 116 transferred into permanent supportive housing. In 2023, it moved 13 people off of the street with 9 of those in permanent supportive housing, according to the group.

Modernization Project Advances For New SMMUSD Early Education Building The Building Is Set to House Seven Classrooms, Offering Over 9,000 Square Feet of Learning Space On Dec. 8, the Will Rogers Learning Community marked the beginning of construction for its new early education building, playfield, and outdoor learning areas with a groundbreaking ceremony. Key components of Phase 1 include a new early education building housing seven classrooms, offering over 9,000 square feet of learning space. The building incorporates four kindergarten and three TK classrooms, complete with restrooms and workspaces. Additionally, a secure outdoor play area for early learners is part of the project. The project involves relocating the playfield and running track, along with the outdoor play area. Commencing in the summer of 2023 with the removal of two portable classrooms, the project replaces four additional portable classrooms with the new early learning building classroom.

Phase 1 of the Rogers Campus Plan is slated for completion by August 2024. Funding for the project comes from Measure SMS, approved by Santa Monica voters in 2018. The estimated construction cost for Phase 1 is $21.5 million. The

building’s design is credited to the Johnson Favaro architecture firm, with construction undertaken by Balfour Beatty and management by Simpson & Simpson Management and Consulting. Accessible areas through the end of the

school year include shaded structures, the lunch area, play structure, portable restrooms, adjacent play structures on the school’s north side, the smaller grass field, handicap accessible ramps and the staff entry gate.

Firm Behind Palisades Patrol Gets License Suspension for Violations The Company Allegedly Took Actions Which Could’ve Mistook it for Law Enforcement By Zach Armstrong Gates Security, a West Coast private security firm that patrols several California localities including the Pacific Palisades as “Palisades Patrol”, is undergoing a 60day suspension of its patrol license over numerous violations. An October court hearing found that evidence showed Gates operated under an unauthorized business name, took actions that could’ve made civilians mistake them for law enforcement and acted outside of its authority granted from its license or permit. The complainant also accused three examples of firearm misuse by the firm, but there was insufficient evidence or legal bases on those claims, according to the decision. The license suspension became effective on Nov. 17 and is set to last until Jan. 15,

according to the administrative decision. A ranger of the Mountains Recreation and Conservation Authority investigated the security firm after receiving complaints from his own personnel in 2022. Among his findings were Gates’ staff wearing uniforms with “Ranger” written on the back, vehicles marked without signifying it was private security, potentially illegal use of long guns and a resemblance in uniform to members of the U.S. Border Patrol and

LAPD. After a hearing of this evidence led an administrative judge to order Gates comply with an ISO, an investigator and a separate ranger found some of its patrol cars not in compliance by possessing long guns and not showing visible lettering that they were private security. Gates CEO Scott Wagenseller and another Gates employee testified that vehicles without correct signage were only used for

marketing events, that certain photographs showing officers without badges were “staged”, and they were willing to assist law enforcement wherever they felt their services would help. Since a license was granted by the bureau to Gates in 2000, it has been able to operate under alternative names including Palisades Patrol, Venice Patrol, Malibu Patrol, Brentwood Patrol, Conejo Valley Patrol and Swag Corporation.

As previously reported, patrons can expect individual-sized pizzas crafted using the identical dough and sauce recipes perfected at Kalb’s recently launched Jemma restaurant in Hollywood. Kalb told LA Eater that almost all of the equipment left behind by Roca is new, streamlining the transition to Jemma Pizzeria in just a few weeks. Given the limited interior space and minimal outdoor seating available, the pizzeria was expected to primarily focus on takeout and delivery service. According to its website, Jemma’s menu

includes an array of Italian delicacies such as its antipasti selections, salads and sandwiches. Its pizza options include Hapa ($25. pepperoni, roasted pineapple, jalapeño, fresno), The Daniele ($24. Cacio e pepe), Ospizza ($26. Calabrian chili, soppressata, market honey), CPJ ($27. On Jan. 13, at around 1:50 am, the Santa Monica Police Department responded to a tragic traffic collision in the 2900 block of Lincoln Boulevard. Preliminary investigations reveal that a southbound vehicle, occupying the number one lane on Lincoln Boulevard, collided with a pedestrian in her 50s. The pedestrian was also heading southbound, pushing a cart in the roadway. Regrettably, the woman, believed to be homeless, could not be identified at the scene, prompting the coroner’s involvement. Santa Monica Man Sentenced for Multi-Million Dollar Crypto Scheme From 2017 to 2021, He Operated a VirtuL-Currency Money Services Business Known as Digital Coin Strategies LLC

A 33-year-old Santa Monica man, Charles James Randol, was sentenced to four months in prison for helping launder millions through a cryptocurrency exchange. In September, Randol agreed to plead guilty to a federal charge for allowing his cryptocurrency-cash exchange company to aid scammers and drug traffickers in laundering millions of dollars in criminal proceeds. Randol’s plea agreement involves admitting guilt to a single-count information for failure to maintain an effective antimoney laundering (AML) program. Both the information and plea agreement were filed in United States District Court in downtown Los Angeles

According to the plea agreement, from October 2017 to July 2021, Randol operated a virtual-currency money services business known as Digital Coin Strategies LLC, offering cryptocurrency-cash exchange services. He engaged in various methods, including in-person transactions, automated kiosks in multiple counties, and Bitcoin-forcash transactions for unknown individuals who mailed substantial amounts of U.S. currency.

Randol advertised falsely on his company website, claiming compliance with AML regulations, while, in reality, he repeatedly violated federal law and his own AML policies by facilitating suspicious currency exchange transactions and concealing them from law enforcement. He engaged in in-person cash transactions exceeding $10,000 with anonymous individuals, violating AML policies. He exchanged $273,940 in cash for Bitcoin without proper identification, contravening

regulations. Additionally, Randol facilitated Bitcoinfor-cash transactions after receiving large cash shipments from anonymous senders via mail. He conducted these transactions without due diligence on the source of funds, often receiving suspiciously packaged cash hidden inside various items. Despite a brief hiatus due to law enforcement scrutiny, Randol resumed this activity, contributing to the laundering of fraud proceeds.
