High-Speed Chase on Highway 395 Ends in Arrest
What should of been just a mechanical stop for a tail light ended up being a high speed chase
A high-speed chase on Highway 395 Tuesday night, June 11th, resulted in the arrest of two individuals from Eugene, Oregon, after their stolen vehicle was stopped in Alturas, CA.

A deputy observed a vehicle with a tail light out around 11:30 p.m. in Likely and attempted to stop them. The vehicle, driven by Sebastian Bakari Vivens, 34, refused to stop and exceeded high speeds and turned onto a dirt side road in Likely before heading back towards Alturas in hopes of losing the deputy. The deputy found the vehicle had turned around and called in back up from a sergeant who deployed spike strips north of Jones Lane in Alturas to stop the vehicle. Modoc County Sheriff Tex Dowdy stated, “during the chase, speeds exceeded 100 miles per hour.” With how fast Vivens was going, once they had hit the spike strip the car only made it 200 yards before venturing right off the road.
The passenger, Arrianna Jaide Davis, 30, remained in the vehicle and was taken into custody. Vivens fled the scene immediately after the crash and fled into dark scenery. Once they had successfully stopped the vehicle, police found out the extent of Vivens and Davis’ criminal history. The California Highway Patrol was then alerted and a helicopter out of Redding assisted in the pursuit as well as additional law enforcement were brought in for search and rescue operations. An alert was issued to the public to be aware of the suspect. Due to the amount of ammunition in the vehicle police believed the suspect may have been armed.
The search went through the night until Vivens walked to the highway and surrendered near the crash site around 5:34 a.m. many hours later, visibly soaking wet. He exhibited signs of hypothermia and was subsequently treated and booked into the county jail.
Authorities confirmed the vehicle, a 2005 Acura, was reported stolen from Eugene on June 9. Both individuals have a criminal history, with Vivens known for weapon violations and other offenses. Davis is believed to have stolen the vehicle, according to the Eugene Police Department.
According to the owner of the Acura he had met with a woman to test drive the Acura vehicle but when the woman took the vehicle for a test drive she never returned. Vivens was arrested for possession of a stolen vehicle, receiving stolen property, evading, felon in possession of a (prohibited) firearm, prohibited person in possession of ammunition, possession of a controlled substance and possession of drug paraphernalia. Davis was also charged with possession of a stolen vehicle, receiving stolen property, and possession of drug paraphernalia.
This incident demonstrates the continued efforts of law enforcement to apprehend individuals involved in criminal activities and ensure our public safety.

Van Fire Incident Near Bowman Rd. Prompts Investigation
A van fire occurring Tuesday afternoon on Hwy 395 towards Lakeview has sparked an investigation into its cause. Authorities report the fire started while the vehicle was in operation west of Bowman Rd. Two individuals were inside the van at the time, with one passenger sustaining burns that necessitated medical attention. According to initial findings, the fire did not last long and was extinguished before law enforcement arrived on the scene. Despite the incident, the van remained operational and was able to be driven away. The exact cause of the fire
has yet to be determined. It is not believed to be a mechanical error to the van. Officials believe the occupants were residents from a coastal area. Further details regarding the circumstances of the incident are pending as the investigation continues.

Dear Editor,
I appreciate your take on the water situation in the Klamath Basin. We’ve proven that it’s possible to farm and ranch and take care of the environment at the same time. Our farmers and ranchers look after the land and water because it is in their best interest to do so, but they need adequate water, when it is available, to get the job done. We had a good water year so they should get their portion of the supply to take care of their crops and make a living. They help feed America. We consumers have paid billions in fees added on to goods and services over the past 50 years in an effort to save and protect numerous “endangered” species. Why are they still on the “list?” No matter what’s been done it’s never enough. I’ve been hearing about the life cycle of the salmon for years. Its as if the government agencies, some managed by former environment activists, want the problem and not the solution.
We need to be more supportive of the men and women who work so hard to make sure America does not go hungry. As a former cotton farmer, growing fiber to help clothe us is also important.

Editor,Back in 2016 you published an article called “WEIRD SURPIRSE” regarding a Voodoo Lily that was planted accidently by Marie Smith the previous owner of my home here in Alturas. Four years ago In Alturas, Ca, I bought a home in which many of the owner’s personal effects were left behind. In a kitchen drawer, I discovered a newspaper article named “WEIRD SURPRISE”. It was a picture of the previous owner and a flower. As you do when you have a new home that is established with beautiful flowers and trees, you walk around to see what is growing. I came upon this very strange plant that matched the picture in the article. It was a good two feet tall and it had light green ruffled leaves unfurled into unusual spiral groupings on a single stock. I became very curious to see if this plant would have

that same flower bloom as in the article so I watched it grow from the end of spring into summer. The stock was about three feet now but to my disappointment, nothing but leaves were growing. I waited and waited and still no flower. Three years have gone by and the bulb on my plant has split several times and I now have three stocks. With eagerness, I again this year started watching the growth of the plant in hopes to see a bloom. With the hard winter in 2022 and again in 2023, It seemed to be doing that same thing as last year and the year before. It is about three feet high and only has the ruffled leaves. At this point I was worried that this very tropical looking plant would not survive our local harsh climate. Hoping this will not be another disappointing year of no blooms, today I went out to see the plant and out of nowhere I have TWO large protuberances growing from the top of the stock. I had just checked a couple days ago and there was nothing. With my excitement I took a picture and then went back in the house to find that new paper article. Where did I put it?? It’s been 3 years.... Racking my brain I finally remembered where it was. I compared the picture in the article to the latest photo I took. THEY MATCH! In the article the flower is called ‘VOODOO LILY”. Of course I used Google and looked it up. The full name of the flower is “DRACUNCULUS VULGARE VOODOO LILY CORPSE FLOWER ‘’. Imagine my surprise when I found the reason for the part of the name “CORPSE”. With the blooming of the lily, it exposes a stunning maroon spathe with undulated edges, surrounding a long deeper maroon spike (spadix) that at times appeared almost black. The VOODOO LILY is quite a sight to behold, yet its effect on another sense is what keeps it from being a popular garden plant. For a time period, usually not more than a day, the Voodoo Lily emits an odor resembling a rotting animal corpse. In fact, Google goes as far as to say it is almost identical to the smell of a skunk that has been dead for about a week, at mid-summer temperatures. The two Voodoo Lilies bloomed. One on Thursday and the larger one on Saturday. By mid Saturday the smell was horrible. It smelled as if something died and was left to rot. In the article that we believe is from 2016, the previous owner had stated that she keeps the back door and windows shut. I’M GOING TO TAKE HER ADVICE!!!

How to Protect Your Garden from Freezing Temperatures
It is no secret that temperatures have fallen to freezing in the last week of what felt like absolute nowhere. As temperatures drop and there are freezing weather warnings, gardeners need to take swift action to protect their plants.
Freezing temperatures can wreak havoc on your garden, causing damage to tender plants and reducing the chances of a bountiful harvest. Here are some essential steps to safeguard your garden when the mercury dips.
Monitor Weather Forecasts
Staying informed about the weather forecast is crucial. Pay close attention to predictions of frost or freezing temperatures. Knowing when a cold snap is coming gives you time to prepare and take preventative measures.
Cover Your Plants
One of the most effective ways to protect plants from frost is to cover them. Use materials such as old sheets, blankets, or specialized frost cloths
to drape over your plants. Ensure the coverings extend to the ground to trap heat and remove them during the day to allow sunlight to reach your plants.
Water Your Garden
Watering your garden before a freeze can help protect plants. Moist soil retains heat better than dry soil, providing some insulation against the cold. Be sure to water early in the day to allow the soil to absorb the water before temperatures drop.
Mulch for Insulation

Swinerton Mountain View Project Prefab Walls

Skilled Nursing Facility and hospital addition. This project marks Swinerton Builders’ second venture with MMC, equipping the team with invaluable experience dealing with Modoc’s unpredictable weather. This time, Swinerton has harnessed local resources and innovative methods to prefabricate walls, a strategy that minimizes weather-related delays and maintains project timelines.
With an extensive career in commercial projects,
Swinerton Construction Manager Steve Harless highlighted the rare nature of this prefabrication process, as this is the first time he has seen onsite prefabrication of load-bearing walls in a healthcare setting. This unique approach allows one team to focus on placing underground utilities and pouring concrete footings while a secondary team concentrates on wall fabrication. This accelerates overall progress and significantly reduces labor and material
costs, underscoring MMC’s prioritization of project efficiency and financial stewardship.
Traditionally, crews deliver all materials to the job site, where load-bearing walls are erected one piece at a time. This process can be time-consuming as all groundwork must be completed before wall construction can begin. Additional obstacles can inhibit the workflows of crew members tasked with coordinating materials transportation and delivery times on remote rural projects like this one—and even more so if timelines are delayed due to inclement weather or other natural hazards.
However, Swinerton’s decision to prefabricate walls nearby enables their team to minimize the potential impact of such challenges.

Superintendent Robert Coviello has set up a panel production yard on the west edge of Alturas, near the former site of Benny’s. Here, the Swinerton team rents land from Alturas local, Mitch Chuck, to assemble the prefabricated walls and prepare them for transportation to the job
site. The prefabrication process relies on incredible attention to detail and preparation. Details for individual panels are input to a state-of-the-art 3D printer, which creates pre-cut, dimpled, and pre-labeled components.
Workers assemble these materials on various fabrication tables in the yard before inspectors clear them for installation.
After panels are approved for transport, Bo Davis, another local business owner, hauls the assembled panels to the job site, where crews utilize a crane to place the panels into their respective footings.
“Part of the reason this process is so rare in a commercial setting is that we traditionally use only one material, either structural steel or wood, throughout a commercial project. On this build, we are employing a hybrid method utilized in schools and high-end residential projects by using multiple structural materials throughout the building, “ explained Coviello. “We can ensure more accurate framing and reduce the potential for structural warping. These loadbearing walls will feature metal studs throughout,

creating better fire resistance and increasing the structure’s longevity.” Additionally, Swinerton’s leadership acknowledged that the spirit of Modoc residents are contributing to the rapid progress being made on the new SNF and hospital addition. “One of the things I appreciate about Alturas is how well everyone works together,” said Harless. “We are fortunate to be reconnecting with
folks like Bo Davis, Jim Cavasso, and Laine Hoy, who continue to help us, whether on the project itself or by providing accommodations for visiting staff. Even the local coffee drive-thru Java Doc is doing its part to keep our growing onsite crew caffeinated each morning. This is truly a community project in every sense of the phrase, and that’s something we don’t see everywhere.” Alturas residents will see the prefabricated
panels installed on the building’s foundation this week. Second annual ITEK field day hosted by Fort Bidwell Indian Community, partners
By Allayana Darrow, Lomakatsi Restoration ProjectThe Indigenous Traditional Ecological Knowledge Field Day returned to Surprise Valley on Saturday, June 8, with groups of all ages led by Northern Paiute Gidutikad Band members going to work with their digging tools to uncover treasured yapa roots.
The event began Saturday morning on the Northern Paiute Gidutikad Band Fort Bidwell Indian Reservation, part of the greater area called “Yamoos” in the Paiute language. Tribal elder Patsy Garcia expressed a Paiute prayer and Ty Townsend, Northern Paiute Gidutikad Band member, shared traditional songs. The day’s field activities centered at an experimental yapa patch minutes across state lines into Nevada, within the ancestral territory of the Gidutikad Band, on lands administered by the Bureau of Land Management.
“It is always a breath of fresh air to come together, enjoy nature and teach our youth different activities that our ancestors used to live by,” said Liz Hernandez, Fort Bidwell Indian Community Council member. “Its heartwarming to share these cultural practices with our kids and keep this knowledge alive for future generations.”
The eight-acre yapa patch has been fenced off to exclude grazing for more than 20 years as part of research into the effects of low intensity prescribed fire on the plant. On Saturday, Northern Paiute Gidutikad Band members demonstrated how to dig yapa roots—a cultural First Food—and Dr. James O’Connell, Distinguished Professor Emeritus of Anthropology at the University of Utah, Jen Rovanpera, BLM Archaeologist, and Belinda Brown, Lomakatsi Tribal Partnerships Director, led a field tour about traditional uses and cultural burning practices.
The entire yapa plant is edible, but the real treat is the cluster of sweet, calorie-rich roots that can be eaten raw or ground into flour. The plant has many names and is traditionally called ya-pa or yampa in Paiute, baha in Pit River, and epos in Klamath. It is also known as wild or native carrot colloquially, and as Perideridia gairdneri to scientists.
O’Connell’s research into the importance of traditional




land management practices in shaping local ecologies reflects what aboriginal community members have preserved throughout generations of ITEK: These plants thrive on cycles of fire and the tilling harvest. As a staple food for aboriginal people in the northern Intermountain West, digging the yapa roots and tilling the land are key to the cultivation cycle, especially in early summer when return rates are highest.
“Fellow researchers who returned for the event remarked on the improved digging conditions this year in spots where they dug last year and said that the density of plants seemed higher as well,” O’Connell said. “Not surprising, but good to see verified: Tillage improves plant productivity and reduces collecting costs.”
After yapa digging, participants shared in a feast at the Tribal Community Center and explored demonstrations, including basketry with Klamath tribal members Nelonna Mortimer and Nahayah Harris of Lomakatsi, fire and forestry with Jennifer Payne and Sofia Maciel from Southern Oregon Forest Restoration Collaborative, and beading and crafting with Northern Paiute Gidutikad Band members Mathew Octuck and Lynell Cochran.
“Building on the success of last year’s event, this educational gathering continues to demonstrate how the tribal community is leading collaborative efforts to improve land stewardship practices to preserve cultural first foods and promote anthropogenic fire while supporting strategic partnerships with the broader community, universities, nonprofits, and federal agencies,” said Belinda Brown, Lomakatsi Tribal Partnerships Director and a member of the Kosealekte Band of the Ajumawi-Atsuge Nation (federally recognized as the Pit River Tribe). “These collaborative partnerships create the foundation to support a landscape-scale forest and community resilience effort across tribal trust and federal lands.” The 2 nd Annual ITEK Field Day builds on a growing partnership that has been funded and supported by the Gidutikad Band of Northern Paiute of the Fort Bidwell Indian Tribe, Lomakatsi, Bidwell Canyon Farm, Surprise Valley Education Foundation, a Public Good Grant from University of Denver’s Center for Community Engagement to Advance Scholarship and Learning, University of Utah, BLM, and California Rural Indian Health Board.






After a difficult and brief battle with cancer, our family regrets to announce the loss of our Mother/ Grandmother, Pat Tierney, on May 30, 2024 at the young age of 90. A remarkable and feisty woman until the very end, she brought us all an immeasurable amount of joy and will be greatly missed. Born in Crook County, Oregon to Frank Morgan and Burtee O’neil on July 3, 1933, Pat spent most of her adult life in Modoc County. She married Cyril Tierney and together they had 4 children: Morgan, Lana, Frank and Valerie. After retiring from Modoc Indian Health, Pat moved to Pennsylvania and spent time exploring the east coast. Pat loved to learn, especially fascinated by history. While in Pennsylvania she enjoyed learning about her Amish neighbors and loved spending time antiquing in the area. She was also an avid book reader. Back west, Pat relished her time camping in the Gerhart mountains and fishing the numerous streams and rivers of Lee Thomas Meadows. She also cherished the many summers spent caring for and adventuring with her grandchildren. Pat’s friendships encompassed all aspects of life, and

each was special to her. From phone call chats to time spent outdoors, to regular visits with neighbors and adventures near and far, Pat was up for it all. She had an exceptional long-term memory, regaling friends and family with tales of growing up in Modoc County and the people she had met along the way. She’ll be most remembered for her infectious laugh, sharp-witted sense of humor and storytelling abilities. Pat’s life is a collection of chapters that tell a story of resiliency, adventure and love. She made a tremendous impact, and her loss is felt deeply by her friends, family and the community that she loved.
She was predeceased by her son, Frank Tierney, her daughter, Lana Tierney, her grandson Daniel Sawyer and great-grandson Tyler Ginter. She is survived by her daughters, Morgan DeMar and Valerie Tierney, grandchildren Timberlun Ginter, Vanessa Sawyer, Duke Orton, Linnette Hill and Shawn Hill. A celebration of life is being planned for either August 3rd . Details will be shared once finalized.






Fathers Should Be Talking to their Kids About Drugs and Alcohol
By: Nickolaus HayesWhat does it take to be a responsible father? While there are countless answers to this question, it generally means playing an essential role in a child’s life and showing up daily.
Generally, fathers provide abundant love, support, and involvement, making sacrifices to ensure their children are loved and cared for. A father is always there for their children, offering guidance, support, and education. The greatest joy for any father is seeing their children thrive, do well in life, and be healthy.
However, things can happen in life, such as experimenting with drugs or alcohol, and teens and young adults become curious and often act on this curiosity.
According to the California Health Care Foundation, the rate of substance use disorder among young adults (aged 18 to 25) was nearly twice that of adults aged 26 and older and more than three times that of adolescents. Among those ages 12 to 17, 4.6% reported a substance use disorder in the past year. Among all age groups, marijuana remains the most common drug. Illegal drugs today are more readily available than ever before. According to the DEA, drug traffickers have turned smartphones into a one-stop shop to market, sell, buy, and deliver deadly fake prescription pills and other drugs. Amid this ever-changing age of social media, kids, teens, and young adults have easy access to these substances.
Drug traffickers advertise on social media platforms like Instagram, Snapchat, TikTok, Twitter, YouTube,
and Facebook. The posts are promptly posted and removed with code words and emojis used to market and sell illicit drugs. Unfortunately, digital media provides increased opportunities for marketing and social transmission of risky products and behaviors. Fathers are responsible for protecting and preparing their children for the world. Drug education is essential. Take the time to speak to your kids about the dangers of illicit substances, how to avoid and manage peer pressure, and what to look for. Be prepared to share personal experiences and help them understand that some choices have consequences.
It is challenging to see our kids struggle with things in life, and as fathers, we can also face our own uphill battles, making it more difficult to help our children. The responsibility of raising children can be a lot; there are many challenges along the way, and the pressure of being a good influence can get the best of us.
All of this makes it vital not to ignore our mental health; children, especially younger kids, mimic what they see. How we cope with frustration, anger, sadness, or isolation impacts our children in several ways.
Our actions have consequences. Children see how we handle every situation, and while no father is perfect, we must be conscious of the fact they are impressionable when they are young. They look up to us, mimic our actions, and see when we are doing well in life mentally.

The Permit part of the program will be self-paced. New regulations require all potential drivers to take a Theory course taught by an ELD program , entry-level-training -provider. We can guide you to a good one. The BTW, Behind the Wheel, portion of the training will depend on matching your schedule with the instructor’s schedule. Successful student driving for 10 hours of highway and 5 hours driving on a non-public ranges are required. The program has an estimated cost of $3,000. CONTRACTOR shall, at its sole cost and expense, furnish all facilities, equipment, and other materials necessary for the replacement of the existing guard railing at eight (8) locations on Janesville Grade, CR 208, including the removal and disposal of the existing guard railing and installing the new guard railing, to be constructed to widths and lengths, and at the locations as shown on the construction plans.
Bidders are advised that, as required by federal law, the Lassen County Department of Public Works has established a DBE goal for this project. The Department is required to report to FHWA on DBE participation for all Federal-aid contracts each year so that attainment efforts may be evaluated. To provide assistance in meeting the statewide goal, the Department may include a DBE Availability Advisory in this contract. Bidders need not achieve the percentage stated in any DBE Availability Advisory as a condition of award.

The Modoc County Road Department has openings for Seasonal Flaggers. Flaggers typically work from JuneSeptember. Flaggers assist Road Crews with large construction/ renovation projects, as well as the increased maintenance activities during this period.
