Alturas Man Killed in Rollover Crash

Route 299

A 35-year-old man from Alturas was killed Saturday afternoon in a single-vehicle rollover crash on State Route 299, just west of County Road 73, according to the California Highway Patrol.

The crash occurred at approximately 2:05 p.m. when the driver of a 2003 Ford F-150 traveling westbound on SR-299 drifted off the roadway and onto the north shoulder, investigators said. The truck then overturned and came to rest on its right side. Authorities said the driver, who has not been publicly identified pending notification of next of kin, was not wearing a seatbelt

and died at the scene.

A 40-year-old female passenger from Alturas, who also was not properly restrained, suffered a leg laceration and was transported to Modoc Medical Center for treatment.

According to witnesses, the passenger was able to pull herself out of the vehicle and wait for first responders. Multiple bystanders stopped their vehicles and came to her aid before emergency personnel arrived.

No other vehicles were involved in the collision. Investigators do not suspect drugs or alcohol played a role in the crash, but the incident remains under investigation.

The Swarm Is Coming: Experts Warn Modoc Growers to Brace for Grasshopper Outbreak

Modoc County farmers may not be seeing swarms of grasshoppers yet, but researchers say a surge could be just around the corner. Early activity observed in Northern California suggests a potential outbreak, and experts are urging growers to take early steps before damage begins.

“This year, we’re asking growers to be on the lookout for grasshoppers,” said Simar Singh, a local Irrigated Grass Systems Advisor. “They often start their populations outside of crops and then move into production systems as adults.”

While grasshopper numbers can vary greatly from year to year, California historically sees major outbreaks every 8 to 10 years, often lasting one to three seasons. Singh and other specialists monitoring the region say the current activity resembles patterns from previous booms.

The most destructive species, Melanoplus devastator—also known as the “devastating grasshopper”—is especially aggressive during dry spells, chewing through a wide range of crops. Lettuce, carrots, onions, beans, and flowering plants are especially vulnerable.

“Grasshoppers go through five nymph stages that are relatively easier to control than adults, as the nymphs lack wings,” Singh explained. “Mobility increases after the fourth instar, so insecticide treatments are not as effective at the fifth instar or adult stages.”

Singh recommends growers monitor the edges of fields, roadsides, and dry patches around their property, where early grasshopper populations tend to develop. Once the insects start flying, he warned, it is often too late for effective treatment.

According to Singh, the economic threshold

for grasshoppers—when pest levels are high enough to justify control efforts—is about 15 to 20 grasshoppers per square yard. Above that, the cost of inaction likely exceeds the cost of intervention.

“Adult grasshoppers can easily move from one place to another,” Singh said. “This characteristic demands landscape-scale control, so scheduling a collective control effort with your neighboring growers and landowners will provide the best result.”

Traditional insecticides have limited effect, especially once grasshoppers mature. Singh encourages the use of physical barriers like

netting over high-value crops. He also cautioned against home remedies like oils or vinegar, which often damage plants and provide little protection.

Though Modoc gardens

may still look untouched, experts say the signs are already on the horizon. Vigilance now, they say, could prevent significant damage later.

SNC to Hold Board Meeting, Field Tour in Modoc County June 4–5

The Sierra Nevada Conservancy, a California state agency dedicated to supporting the environmental, economic and social health of the Sierra-Cascade region, will host its quarterly board meeting and a public field tour June 4–5 in Cedarville.

The board meeting is scheduled for Thursday, June 5, at 9 a.m. at the Modoc District Fairgrounds, 1 Center St., Cedarville. A field tour exploring local project sites and regional initiatives will take place the day before, Wednesday, June 4.

Members of the public are invited to attend both the field tour and the board meeting. While a live video and audio stream of the June 5 meeting will be available, remote participation will not be possible. Public comments must be submitted by May 30 through the Sierra

Nevada Conservancy’s website.

The June 4 tour will include visits to the South Warner Wilderness Fire Restoration Project in Modoc National Forest, the Cedar Pass Snow Park and tribal lands in Fort Bidwell. Attendees will hear from local, state, federal and tribal leaders on efforts to strengthen wildfire resilience, expand rural recreation opportunities and enhance tribal engagement in regional planning and conservation. During the June 5 meeting, board members will consider new guidelines for the Sustainable Recreation, Tourism and Equitable Outdoor Access Grant Program. If approved, the program will launch in July and allocate no less than $4.1 million from remaining Proposition 68 funds. The 2018 voterapproved bond measure

designated $55 million to the conservancy for projects that support California’s recreational and ecological health.

In addition, the board will review guidelines for distributing $10 million under the Wildfire and Forest Resilience Directed Grant Program. The funding, part of a $31 million allocation to the SNC through a recent climate bond, stems from an executive order signed April 14 by Gov. Gavin Newsom to accelerate statewide wildfire preparedness.

The board may also vote on awarding a $545,000 grant to the 40 Acre Conservation League for the purchase of 26 acres in Blue Canyon, near Emigrant Gap in Placer County. The land is adjacent to the group’s 650-acre Tahoe Forest Gateway property, which was acquired in 2023 with assistance from the

Elementary Students Explore Agriculture Community Promotes Ag for Children

Children from all across Modoc and even Lake County, Oregon, attended the annual Ag in the Classroom field day on May 19, 2025.

This event has been a long-standing community collaboration to bring children an “on the ranch” experience. Children come from multiple school districts, independent schools, home schooling, preschools, and day cares.

Over 495 children, family members, educators, and local community members enjoyed a day of experiential agriculture learning at the John Cummings Memorial Livestock Grounds. With hands-on jar making, dummy roping demonstrations, cattle brand identification, local rice taste testing, law enforcement demonstrations, farming

equipment walk-throughs, livestock handling, and so much more. Children from a variety of communities experienced what Modoc agriculture provides. The Modoc County CattleWomen would like to thank every single person for taking the time to volunteer and offer their expertise. Free Film, Speaker Panel on Regenerative Agriculture

This June, the UC Cooperative Extension will host a film program and panel discussion highlighting land stewardship and how it impacts the local food supply, with showings in Modoc, Lassen, and Siskiyou Counties.

The “Cows to Carrots Onscreen” program will consist of a professionallyproduced film program followed by a local panel of land stewards who will provide their perspective on the material in the film, talk about land stewardship, soil health, and our food supply, and answer questions from the audience. All members of the public who are interested in land management, agriculture, or the local food supply are encouraged to attend.

The program is free of charge and will be presented three times throughout the region with the same films and different local panelists.

On June 11 it will be shown at the Niles Theater in Alturas, on June 12 at the Historic Susanville Railway Depot in Susanville, and on June 26 it will be presented at the Avery Theater in Etna. Each program will start at 5:00 and end by approximately 7:30.

“Livestock on the Land” from the Practical Farmers of Iowa was selected for showing by a panel of five local experts, and will be shown in its entirety. “Livestock on the Land” is a story

about the ways that farmers are building a regenerative agricultural network by centering their operations around the animals they care for. Short films and previews for upcoming screenings will also be featured. Previews include “You Just Can’t See Them From the Road” produced by the California Rangeland Trust, and “Roots So Deep”. “Roots So Deep” is a four-part documentary series that explores the world of adaptive cattle farmers and their conventional farming neighbors, and a team of scientists investigating the costs and benefits of grazing practices in harmony with nature versus those in conflict with it. Attendees will receive a voucher upon request that will give them streaming access to all four hour-long episodes of the “Roots So Deep” series. The program is supported by funding from the Renewable Resources Extension Act through the University of California. “Healthy soil produces good grass and we know it’s important for production, biodiversity, and even to keep water on the land, but it’s also critical for the production of healthy local food” said UC Cooperative Extension Advisor Laurie Wayne. “This program will explore the connection between rangeland management and our region’s ability to feed

itself, with science-based information presented in a way that’s interesting and entertaining to experience”.

The films and discussion will also address the social and economic benefits of land stewardship, connecting soil health to the health and resilience of small rural communities.

“This program is a regional community effort,” according to project coordinator Jenny Kapp of Cedarville. “Our amazing film selection committee and panel speakers come from across Modoc, Lassen, and Siskiyou Counties, and our venues are community-based nonprofit theaters”. Kapp explains that this is a rare chance for community members to see a film like these with their neighbors, and to be able to hear from experts about this important topic.

No tickets are required, though registration at https://link.ucanr.edu/ CowsToCarrotsReg is requested to assist with venue set up. All members of the public are welcome, with or without registration. Hugh Fletcher Talbott was born on January 21st, 2025 to Bud Talbott and Candace Spedding of Alturas CA. Hugh had the absolute brightest smile that truly lit up any room he entered. Hugh was undeniably one of the strongest people ever put on this earth. Despite all the challenges Hugh was faced with, he had a zest and fight for life to enjoy all those who loved him. Hugh’s challenges gave him what one would call an old soul, and he was full of personality. Hugh truly enjoyed interacting with his family and friends, whether giving out smiles and loving gazes or silly active arms and legs you always knew if he was happy at the moment. He was also pretty good at letting us know when he was displeased. Hugh would often side eye dirty looks his nurses, parents and doctors for any discomforting medical care or pokes. Hugh didn’t cry often and mostly when he did it, it was Isabel’s singing or postictal recovery. Hugh’s favorite toys were his mobile, Teddy Bear and Oxygen

Cannula tubing. Hugh loved cuddling his Mom and Dad, he especially enjoyed stroller rides in the sunshine with his siblings. Hugh fought a very rare terminal form of epilepsy called KCNT1 Epilepsy alongside several other known medical battles and a large one we had only just learned about. As much as our hearts do not want Hugh remembered for his battles, it’s important to acknowledge. Hugh left his mark in the hearts of specialists, doctors, nps, nurses and medical staff in astronomical amounts and will be deeply missed by all. Hugh Fletcher Talbott is survived by his Mother Candace, Father Bud, siblings Jace, Joshua, Taj, Isabel, Glenn and Kessler-Lee. Maternal Grandparents Robert and Jeri-Rose Spedding. Hugh is preceded in death by his Paternal Grandparents Glenn and Anne Talbott. Hugh passed away on May 18, 2025, in Alturas CA. He will forever be loved and missed. A celebration of life for Hugh will be announced soon.

Jacob Michael Bickford of Alturas, CA passed away in a tragic vehicle accident on May 24, 2025 at the age of 35 years. Jacob was born on March 3, 1990. His parents are Clifford Bickford and Mary Shockley. On January 1, 2025, Jacob married Mary Lou (Trujillo) Bickford at Faith Bible Church in Alturas. Jacob enjoyed his work with CAlturas Construction, and also cherished the time he spent outdoors with his wife, especially their hikes together. Those who know and love Jacob will miss his cheerful spirit and

steady strength. Jacob had a love for the Lord Jesus Christ which was evident in his daily living and we are comforted knowing he is with his Savior.

He is survived by his wife, Mary Lou Bickford, his parents, Clifford Bickford and Mary Shockley, and his brothers. The funeral service will be held at Alturas Mennonite Church on Wednesday, June 4, 2025, at 10:00 a.m. A short graveside service and burial will follow immediately at the Alturas Cemetery.

Sierra Nevada Conservancy Meeting Comes to Cedarville, Bringing Statewide Issues

Home to Modoc County

On June 4 and 5, state officials, tribal leaders, and conservationists will gather in Cedarville, California for the Sierra Nevada Conservancy’s (SNC) quarterly Board meeting. But this isn’t just another bureaucratic session—it’s a spotlight on Modoc County’s role in shaping California’s climate, wildfire resilience, and rural economy.

Hosted at the Modoc District Fairgrounds, the event kicks off with a public field tour Wednesday, June 4, visiting regional projects and partnerships that aim to restore forest health, expand outdoor recreation, and boost tribal collaboration. The main board meeting follows on Thursday, June 5, starting at 9 a.m., also open to the public.

The tour will include stops at the South Warner Wilderness Fire Restoration Project, the Cedar Pass Snow Park, and tribal lands in Fort Bidwell. These aren’t just scenic visits. Each stop digs into real problems— wildfire threats, limited access to recreation, and the need to support tribal-led conservation efforts—with local experts and community voices leading the discussions. This matters for Modoc County. For a

place facing persistent wildfire risk, rural economic challenges, and a long history of under-resourced tribal communities, state attention means opportunity. Projects like these bring not only funding, but also policy influence and long-term investments.

At Thursday’s meeting, the SNC Board will consider approving new grant guidelines for two major programs. One would launch in July and direct at least $4.1 million into recreation, tourism, and outdoor access. Another sets the rules for how $10 million will be used for wildfire and forest resilience

projects—part of a larger $170 million statewide wildfire package announced by Governor Gavin Newsom.

Also on the table is a $545,000 land acquisition grant to the 40 Acre Conservation League to preserve 26 acres in Placer County. That group, the only Black-led land conservancy in the state, plans to restore forest health and open access to public lands near Blue Canyon. While the SNC is a state agency, its mission touches home for Cedarville residents. From building local fire resilience to boosting tourism and outdoor access, these

programs can directly shape the future of rural communities.

Public participation is encouraged—comments can be submitted online until May 30, and while remote attendance isn’t an option this time, anyone can join in person.

For Modoc County, this isn’t just a meeting. It’s a chance to show how local solutions can lead the way in solving statewide problems. And maybe even put Cedarville on the map as a leader in the Sierra-Cascade’s climate and conservation future.

Modoc Youth Combating Nicotine in School

In an effort to tackle nicotine use among youth, the Club Live program of Friday Night Live registered for youth to take an active role in assessing the presence of thirdhand smoke contaminants in their surroundings. The Center for Tobacco and the Environment (CTE) distributed free research test kits to selected youth-led chapters and the Modoc County Friday Night Live Partnership was one of the chosen locations. Many people have awareness of the health risks in inhaling smoke/ vape into the lungs, which is firsthand smoke. Secondhand smoke is exhaled by a tobacco smoker or vaper, leaving chemicals lingering in the air that may be inhaled by others. Thirdhand smoke is often not considered for the indoor danger of chemical residue from smoking or vaping. It remains in dust and on surfaces to be re-mitted into the air.

More than 20 chemicals contained in thirdhand smoke are known to cause cancer, birth defects, or other reproductive harm, and are listed under California’s Proposition 65. Nicotine from tobacco smoke and vape is one of the chemicals used as a residue marker for thirdhand smoke.

Two RISE youth leaders. who are in Club Live, received school administrator’s enthusiastic approval to conduct the thirdhand smoke research. Test kits, from the Thirdhand Smoke Resource Center, are adapted for doit-yourself sample collection in public spaces commonly accessed by young people. The Club Live team employed five kits, two at Modoc Middle School and three at Surprise Valley Jr./ Sr. High School. Andrew Anguiano collected data samples in Modoc Middle School bathrooms from February 7 to 19, 2025. Iiyan Nabahe-Henry simultaneously collected

data in Surprise Valley Jr./Sr. High School bathrooms.

Nicotine detected by the test kits indicates the presence of secondhand smoke. Accuracy of the school bathroom sample results was ensured by field blanks, and laboratory analyzed on 4/16/2025. The report was prepared by the Center for Tobacco and the Environment in partnership with the California Friday Night Live Partnership, with funding support from the California Department of Education/Tobacco Use Prevention Education.

Data on nicotine levels in the five school bathrooms was reported to RISE on 4/25/2025. One male bathroom at Modoc Middle school had a pollution level of “Moderate Concern”, which was described as “Comparable to levels observed in homes where no one currently smokes inside, but there is a known history of recent indoor smoking.”

Alturas Elks Lodge Member Elected to Statewide Leadership Role

The Alturas Elks Lodge #1756 proudly announced the election of longtime member Danny Parker as Associate Vice President representing the Northeast District of the California-Hawaii Elks Association (CHEA). Parker was elected to the position on May 9 during the association’s annual state convention held in Anaheim. His election marks a historic milestone for the Alturas Lodge, as it has been three decades since one of its members held this position. As one of 19 Associate Vice Presidents serving across California, Parker will be responsible for visiting lodges within the Northeast District. In this capacity, he will help advance the charitable initiatives and policy objectives of CHEA State

Summer Camping Update

Campers planning a trip to the Modoc National Forest this summer will find most sites open, but officials warn that drinking water at many locations is not yet safe without boiling. All campgrounds in the Warner Mountains and Devils Garden ranger districts are accessible from the West side of the Warners, except for Cave and Lily Lake, the U.S. Forest Service said in a seasonal update. Fees are in effect at Blue Lake, Pepperdine and Howards Gulch campgrounds. Pepperdine is not yet accessible from the East side up Deep Creek without 4x4 access due to downed trees and a few remaining snow mounds. Forest officials said visitors must boil water before drinking or cooking at the open sites because the systems are still not producing

potable water.

Medicine Lake still snowed in The Medicine Lake recreation area remains closed by lingering snow. In the Big Valley Ranger District, most campgrounds are open, though Willow Creek and Upper Rush are still shut. The same boil-water notice applies there.

Obsidian collection to start July 1

The Forest Service’s four obsidian collection areas will stay closed until July 1. Permits become available June 30, and each person can pick up to three for the season, which runs through Sept. 1. Details are available from the Modoc National Forest office.

Fireworks banned, campfires allowed

No fire restrictions are in place, but fireworks and other explosives are

always illegal on federal land. Law-enforcement officers, firefighters and recreation staff will patrol during the holiday season and busy weekends.

Safety reminders Officials urge motorists to slow down on narrow mountain roads and to watch for late-season snow in shaded stretches. They recommend carrying extra food and water, sharing travel plans with friends or family, and having a backup route in case a road is blocked.

Campers and day-users are asked to follow campfire rules and Leave No Trace ethics: pack out trash, stay on designated routes and respect wildlife.

The Air Toxics “Hot Spots” Information and Assessment Act of 1987 (AB 2588) is a California public right-to-know law requiring local air districts to collect information on the type, location, and quantity of toxic air contaminants emitted by certain businesses and facilities. The purpose of the program is to inform the public about potential health risks from air toxics in their communities.

The AB 2588 Annual Report provides an overview of the Modoc County Air Pollution Control District’s activities under the program, including the current reporting and evaluation status of tracked facilities. This report is required under California Health & Safety Code (HSC) Section 44363, and is part of the broader “Hot Spots” Program established by HSC Sections 44300–44394 and administered by the California Air Resources Board (CARB) in coordination with local air districts.

Lunch The Senior Citizens Valley 50 Club (SCV50C) receives lunches every Tuesday and Thursday at the Senior Center in Cedarville. Lunch starts at noon, but conversation starts around 11:30. If you are in your 50’s we ask for a small donation for lunch. 60

and over is free. You can look at the menu TEACH in Alturas posts for the week in the paper for Tuesday and Thursday lunch or stop by and pick up a monthly menu at our center. Menus are also posted on the post office bulletin boards in the valley.
