t is my pleasure to welcome you to our premier publication "Island Life: The Official Guide and Directory of the Key Biscayne Chamber of Commerce" and our Island Paradise of Key Biscayne. The Key Biscayne Chamber of Commerce has been representing the needs of the island’s business community for 52 years. Businesses play an integral role in our Village and the Key Biscayne Chamber of Commerce’s primary function is to represent our members and help them in any way we can. We work very closely with our Village government. By working together, we are able to achieve our mutual goal for a healthy economic climate. Our Chamber is only as strong as its members and we are fortunate to have a dedicated group of members who volunteer to serve on our Board of Directors, various committees and at Chamber events. If you are a Chamber member and are not actively involved in the Chamber, we encourage you to bring your talents to the table for the benefit of all of us. We are a professional organization, but we also find time for fun whether it be at our Business Card Exchanges or the annual Winterfest celebration. We look forward to hearing from you. Whether it is walking our sandy shores, enjoying a meal at our fine eateries, shopping at our unique specialty stores, taking in a program at the Community Center or meandering through the parks, relax and enjoy! Our small community has the type of service you won’t find on the mainland, a caring and personalized touch to every customer. We work together to serve our visitors and residents in a warm and welcoming atmosphere.

The Key Biscayne Chamber of Commerce & Visitors Center For 51 years, the Key Biscayne Chamber of Commerce has been the voice of the business community of the island. The Chamber is a membership, volunteer-led organization. As the voice for businesses, the Chamber of Commerce monitors the local government to identify issues that affect local businesses. The Chamber also works closely with the Key Biscayne government to accomplish mutually beneficial goals.

Submit information about your business to Key Commerce, our biweekly e-newsletter. Attend our quarterly Business Card Exchanges where you can network with fellow business owners and members of other Chambers of Commerce from around South Florida. ey Biscayne is a quiet residential community with an active business center of retail stores, restaurants and professional services. Its seven shopping centers and other related retail space total 232,582 square feet. The Village of Key Biscayne was incorporated June 18, 1991, and is one of 35 municipalities in MiamiDade County. It is located in the center 1.25 square miles of a four-mile long, two-mile wide barrier island between the Atlantic Ocean and Biscayne Bay. It is conveniently located 18 miles from Miami International Airport. Key Biscayne is bordered to the north by Miami-Dade County’s Crandon Park and to the south by Bill Baggs Cape Florida State Park. According to 2000 U.S. Census figures, Key Biscayne has a population of 10,507. Of the 6,318 residential units within the Village limits, 1,296 are single-family

homes and 5,022 are multi-family units.

VILLAGE GOVERNMENT The Village of Key Biscayne is governed by a six-member Council and operated under the Manager/Council form of government. The Mayor and Council members are elected at large; the Council names a Vice Mayor. Council members do not receive payment for their service. The Mayor is recognized as the head of Village government. He presides over all meetings, appoints committees and makes an annual State of the Village address. Village committees and boards include Art in Public Places, Community Center Advisory Board, Golf Cart Safety Board, Pension Board, Special Magistrates, Youth Athletics Advisory Board and the Zoning Ordinance Review Committee.

The Village Council appoints a Village Manager, Village Clerk and Village Attorney, determines policy, adopts an annual budget and makes laws. The Council meets the second and fourth Tuesday of the month at 7 p.m. in the Council Chamber in Village Hall. Channel 77 is the Village of Key Biscayne cable channel for government access. Programs include Village Council meetings in their entirety, emergency issues involving public matters, information about Village events, press conferences by department heads, Community Center athletic activities and special shows of cultural, historical and educational significance. The Key Biscayne Chamber of Commerce produces a show that airs on Channel 77 called “On Location,” featuring local businesses. The Village radio station 1640 AM can be heard from the toll plaza

to the tip of Key Biscayne. It is a 24hour information station featuring Key Biscayne history, community info, Village Council meetings and Answers to Frequently Asked Questions such as sewer project status and bulky trash pick-up schedule. The Village also has an E-Newsletter and Village Information and Notification System (VINS) to keep residents apprised of emergency situations. The Village website is www.keybiscayne.fl.gov Village Hall is a state-of-the-art facility that houses government offices, the police department and the Key Biscayne Chamber of Commerce & Visitors Center. Village departments are Administration and Finance, Building, Zoning and Planning, Fire-Rescue, Parks and Recreation, Police and Public Works. The Village of Key Biscayne Community Center opened its doors in 2004. Since that time, it has provided recreation, education

and relaxation to hundreds of members. The Olympic-size swimming pool is home to Team Key Aquatics.

VILLAGE PARKS The Village Green, 9.5 acres in size, contains a multi-use open field, half-mile jogging course, tot lot with interactive splash fountain, community bandstand, restrooms and small shade pavilion. The Lake Park, nearly one acre in size, features a small shade pavilion overlooking the lake next to The Ocean Club on Crandon Boulevard. The East Enid Linear Park is a half-mile long and contains a 10foot wide, bricked walkway leading to the Ocean Park. The Ocean Park features native landscaping, palm plaza, large shade pavilion, and restrooms with shower facilities. Calusa Park, a 7.5-acre area at the south end of Crandon Park, abuts the Village and features four public tennis courts and a multi-purpose recreation building. The playing fields and basketball courts at St. Agnes Academy are used by the Village under a shareduse agreement.

The Key Biscayne Community Center

I

n October 2004, the grand opening of the Key Biscayne Community Center drew a huge crowd of residents, all hoping to realize the dream of creating recreational opportunities for all island residents. Five years later, there was a turnout similar to that of the grand opening during a weekend-long anniversary celebration that was open to all residents from October 30 through November 1, 2009.

In the mid-1990s, residents envisioned the facility as a way to fill unmet recreational needs. Then, Parks and Recreation Director Todd Hofferberth said, recreation in the Village mostly involved the Key Biscayne Athletic Club’s youth sports programs. It made sense to have indoor activity space, including a gymnasium, and also to provide activities for kids who were not interested in sports. Additionally, other parts of

the population needed and deserved a place to “hang out” and recreate. In 1996, residents surveyed guests at the annual Village Halloween Haunted House, and found “overwhelming support” for the idea. Three women – Julie Alvarez, a grandmother; Bonnie Cooper, the mom of a teen, and Pat WoodsonWeinman, a new parent with a second child on the way – formed

Citizens for a Community Center. A movement was born, and it immediately made its mark. With five years of history, both Community Center staff and the residents who helped make the building a reality say they’re pleased with how far the Village has come. “We have one of the finest community centers in the nation, and that’s what is most important,” noted Woodson-Weinman.

that – not a youth center, but for everyone,” Hofferberth remarked. “One of the bigger successes is we’ve been able to involve all the demographics, and we’re continuing to see what we can do to enhance programming. “There are so many people that have led to the success of the Community Center,” he added. “It is truly the community’s facility, and we’re just the stewards as employees.”

The Golden Dome at Miami Seaquarium was dedicated in 1960. World-famous architect Buckminster Fuller was the inspiration for the structure’s geodesic design.

There are still attractions on Key Biscayne that honor our community’s past. Miami Seaquarium In 1955, Miami Seaquarium opened its doors, the first marine-life attraction in South Florida. At the time, it was the largest marine-life attraction in the world. And now, almost 55 years later, Miami Seaquarium is the longest operating oceanarium in the United States. From 1963-1967, 88 television episodes and two movies starring Flipper, a bottlenose dolphin, were filmed at Seaquarium. The Seaquarium’s Golden Dome, a South Florida landmark, stands 55 feet high, has a diameter of 146 feet and weighs 45,000 pounds. Virginia Key Beach Virginia Key Beach, once accessible only by boat, was established in 1945 as the only public beach for the “exclusive use of Negroes” in Miami-Dade County. In 1982, the City of Miami closed the park, and it remained shuttered until the Grand Re-Opening in 2008, after local citizens formed the Virginia Key Beach Park Task Force in response to plans for private development of the property.

HISTORY AND CULTURE In 2002, Historic Virginia Key Beach Park was listed on the National Register of Historic Places. Today the park has exhibits celebrating the distinct cultural, recreational and ecological past of this tropical paradise. In September 2009, the City of Miami cut off funding to the park, so its future is uncertain. The 65-foot-tall Cape Florida Lighthouse was completed in 1825.

Cape Florida Lighthouse In 1822, Congress appropriated $8,000 to build Cape Florida Lighthouse, and added $16,000 in 1824. The 65-foot-tall brick tower with wood steps was completed in 1825. On July 23, 1836, a band of Seminole Indians attacked the tower. The assistant lighthouse keeper and his handyman barricaded themselves inside the tower and then retreated to the top after the Indians set fire to the wooden door and the fire spread to a 225-gallon tank of oil. As the flames increased, the two men went out on the iron railing. The handyman was killed and the assistant keeper was injured. In desperation, he threw a keg of powder down the staircase, destroying what was left of the burning steps. Thinking the assistant keeper was dead, the Indians set their sights on the keeper’s cottage and then left. Hearing the explosion of the keg of powder, a Naval vessel landed on shore and later found the assistant keeper. The threat of further Indian attacks prevented reconstruction of the lighthouse for more than 10 years. The lighthouse remained out of service until 1847, when it was rebuilt with iron steps. After Florida seceded from the Union in 1861, the lamps and burners were removed from the lighthouse and the center prism was smashed so it could not be used to help Union soldiers who controlled the surrounding waters. The Cape Florida Lighthouse was repaired after the Civil War ended, but in 1878 it was extinguished again when the offshore Fowey Rocks Lighthouse replaced it. By the 1920s, the coastline had eroded so much that the lighthouse, originally 100 feet from shore, stood only 10 feet from the water. Rejected twice as a historic landmark by the Federal Govern-

ment, the lighthouse was finally purchased, along with the southern tip of Key Biscayne, by the State of Florida in 1966. The following year the park, which was named Bill Baggs Cape Florida State Park in honor of newspaper editor Bill Baggs, who spearheaded the campaign to save the lighthouse, was opened. On July 4, 1978, 100 years after the lighthouse was extinguished, it was relit. After it was damaged by Hurricane Andrew in 1992, it was rebuilt in time for the Miami Centennial in 1996. Today, park rangers offer guided tours to the top of the lighthouse. The lighthouse is open Thursday-Monday 10 a.m.-1 p.m. 305-361-5811 www.floridastateparks.gov

Underground Railroad Before the Cape Florida Lighthouse was built, Cape Florida was a secret meeting place and port for runaway slaves and Seminole Blacks. Freedom seekers waited along its shores to rendezvous with sea captains or board dugouts for a passage to safety in the British Bahamas. Although the lighthouse was built to save lives and ships, its unflinching light brought an end to this avenue of escape. Heritage Trail The Key Biscayne Heritage Trail is a series of markers from Crandon Park to Bill Baggs Cape Florida State Park. It follows along paths of prehistoric Indians and early settlers. Highlights include a protected fossil reef carbon dated to about 60 A.D. Scientists describe the reef as “Key Biscayne’s Petrified Forest.” It was formed of ancient roots of the black mangrove (Avicennia germinans). Another marker points to the former dwellings of Tequesta Indians, who built dwellings prior to the arrival of Juan Ponce de Leon in 1513. On one site, one of several fishing camps was discovered by archeologists in 1992; other sites run the length of the Crandon Boulevard median, protected in the Archeological Preservation Zone. Another site, Hacienda Canal and Basin, was an early landing for work boats. The canal was dredged from bay to interior to transport plantation goods. Tropical fruits, plants, Hacienda Honey and coconuts were shipped to local and northern markets. Harvest sheds and the "Coconut Husking House" were demolished in the early 1950s, leaving only a remnant basin which is located on the south side of the Key Biscayne Yacht Club. In total, the Heritage Trail has 36 markers.

Safety

Public safety, whether it be the services of the Fire-Rescue Department or the Police Department, is paramount to Key Biscayne residents. Fire-Rescue The Key Biscayne Fire-Rescue Department is composed of crosstrained firefighter/paramedics who use a state-of-the-art facility and, when necessary, can call on the City of Miami Fire-Rescue Department through an automatic aid agreement. The Fire-Rescue Department became operational and assumed firefighting responsibilities from Miami-Dade County on October 1, 1993. The Fire-Rescue Department budget for Fiscal Year 2009 is $6,160,922. Fire-Rescue Chief John H. Gilbert, the second chief in the department’s history, took the reins in early 1998. ecutive Assistant to the Fire Chief. The department has 38 full-time sworn members running on three, 24-hour shifts, meaning a firefighter/paramedic works 24 hours and is off 48 hours. The Key Biscayne Fire-Rescue Department has two advanced life support transport rescues and two firefighting pieces of apparatus, a pumper and an aerial device.

PUBLIC SAFETY Safe Haven The Village of Key Biscayne fire station is an authorized “Safe Haven” location. Under Florida law, any parent may leave a newborn infant 7 days or younger at a hospital or fire station staffed by full-time firefighters or emergency medical technicians. Fire-Rescue personnel will accept abandoned newborns and transport them to the nearest hospital.

CPR and First Aid Classes Village residents may sign up for CPR and First Aid Classes with certified instructors from the Fire-Rescue Department. All teachers are certified by the American Heart Association as Basic Life Support Instructors. Classes are available year round. They are free to residents; non-residents pay a nominal fee. Registration is required.

Kids’ Awareness Programs Approximately 350 children attending Key Biscayne schools participate in a Fire Safety Puppet Show. During the Children’s Fire Safety Festival, the department presents skits that reach approximately 3,000 Miami-Dade County school-age children.

Police Department The Village of Key Biscayne Police Department operates under a budget of $5,368,708. The department offers public services to residents including fingerprinting, off-duty officer assistance, accident or crime reporting and public records requests. The department issues Hurricane Passes for building security managers; conducts bicycle, golf cart and pet registration; maintains a lost and found area; and performs watch orders for residents. The Police Department is an active participant in the Click It or Ticket program to raise awareness about the use of seatbelts and child restraint safety devices. The Village has several education programs for residents and young people, including Drug Abuse Resistence Education (DARE), Stranger Danger, Police Athletics and Activities League (PAL), Citizen’s Police Academy, Self-Defense Awareness Familiarization Exchange (SAFE) and Public Safety Day in February. The Marine Patrol, in conjunction with the Miami-Dade Police Department Marine Unit, is responsible for law enforcement and rescue activities on the waterways. The unit utilizes a 25-foot Contender powered by twin Yamaha 150 hp outboard engines.

The Key Biscayne Heritage Trail Bike Trip is a 3-5 hour, 12-mile round trip tour that covers historical and nature sites on Key Biscayne. The Biscayne Nature Center has guided tours on bike of the Heritage Trail. Bikes can be rented in both parks and in the Village of Key Biscayne. Stop by the Key Biscayne Chamber of Commerce for a list of businesses that rent bicycles.

RUNNING Jogging is a Key Biscayne exercise staple. The island boasts a bevy of organized running events, like the Key Biscayne Lighthouse Run, where people have been putting one foot in front of the other while enjoying the view for 32 years.
