Dear Business Leader,

The Salt Lake Chamber’s 2024-2025 Annual Report is an opportunity for reflection and evaluation. When looking back on this past year, we are filled with gratitude and respect, seeing all that the Utah business community has accomplished. This year has been one of significant achievement, collaboration and forward thinking, and we are committed to continuing that momentum. We witnessed the power of our collective voice during the legislative session, where the Chamber successfully advocated for policies that strengthen Utah’s competitive advantage while protecting the interests of our communities. Our efforts ensured that Utah remains a premier destination for enterprise and innovation, and a priority we will continue to advance.

This year’s “Giant in our City” event celebrated the uplifting and enriching impact that leaders in our community have had, and was a shining example of how businesses can play a vital role in transforming our communities. The Women & Business Conference and ATHENA Awards Luncheon was noteworthy, highlighting the incredible contributions of women leaders across our state and reinforcing our commitment to creating opportunities for growth and innovation for all members of our business community.

Utah Rising, our comprehensive vision for Utah’s economic future, continues to be at the forefront of our minds and all our efforts. This initiative represents more than a plan; it is a commitment to ensuring that as our state grows, we do so thoughtfully and with an eye toward longterm prosperity for all Utahns. Utah Rising will continue to guide our steps toward progress for Utah’s economy.

Taking Utah’s Voice to Washington, D.C.

In September 2024, Salt Lake Chamber executives, along with business and community leaders, traveled to Washington, D.C., to meet with Utah’s Congressional Delegation and federal policymakers. Conversations centered on priorities ranging from immigration reform and fiscal responsibility to grid resiliency and permitting reform.

Setting the Agenda in Utah

Each January, the Salt Lake Chamber and Kem C. Gardner Policy Institute at the University of Utah convenes the state’s top government and business leaders at the Utah Economic Outlook & Public Policy Summit. In 2025, we embraced the theme “Utah Rising” — focusing on the challenges and opportunities of our state to ensure ongoing success and sustainable growth. Additionally, Spencer P. Eccles led discussions with government and business leaders about Utah Rising, the free enterprise vision for Utah’s economy, and what the business community can expect in the next decade.

Affordable housing, transportation and infrastructure and workforce development emerged as top priorities. Over the 45day legislative session, the Chamber’s policy team worked tirelessly to advance solutions, testify in committee hearings and provide research to inform policy decisions.

Candidate Forums: Engaging in Utah’s Future

Ahead of the 2024 General Election, the Salt Lake Chamber hosted its Meet the Candidates Virtual Forums, featuring the gubernatorial, congressional and other major races.

Unlike a traditional debate, the forums allowed Utah’s business leaders to hear directly from candidates in a one-onone setting. Each candidate was given equal time to respond to the same set of questions focused on long-term vision, economic priorities and policies impacting the business community.

By hosting these forums, the Chamber ensures members are equipped with the knowledge needed to make informed decisions in critical races. We serve as a nonpartisan resource, committed to connecting businesses with policymakers and spotlighting the issues that shape Utah’s future.

Informed business leaders strengthen Utah’s civic and economic fabric, ensuring policies reflect the priorities of employers, employees and communities statewide.

Recognizing Business-Friendly Leadership

The Salt Lake Chamber closed the 2025 Legislative Session by honoring 77 legislators as “Legislative Business Champions” for their consistent support of policies that strengthen Utah’s economy. Two lawmakers earned “Legislator of the Year” honors:

 Sen. Ann Millner – who is recognized for her passion for improving Utah’s education system and economic development specifically related to the state’s workforce preparation, public and higher education and affordable health care.

 Rep. Tyler Clancy – who has combined compassion with his law enforcement experience to advance policies that address homelessness, enhance public safety and support workforce reentry.

Additionally, the “Member Business Legislative Champion” Award was presented to Erin Barry, vice president of government affairs for Merit Medical Systems, for her key role in advancing legislative initiatives that support economic growth and enhance community development.

“Our priority bills this year presented innovative solutions and approaches to advance important initiatives that would help drive economic prosperity and quality of life. Achieving a perfect passage rate is a tremendous reflection of the dedication and passion of our members, along with the strong support of Utah lawmakers. We look forward to continuing to work together to enhance Utah’s business community.”

Utah Rising: Building a Statewide Vision for Prosperity

In 2024, the Salt Lake Chamber and Utah business leaders unveiled Utah Rising, the state’s first private-sector-led economic plan. The initiative identifies six focus areas and strategic goals designed to make Utah the top-performing economy in the nation ahead of the 2034 Olympic and Paralympic Winter Games.

The plan emphasizes collaboration between private and public sectors to transform Utah’s economy into a national leader, ensuring lasting prosperity for businesses and families alike.

On July 9, 2025, the Salt Lake Chamber celebrated the graduation of the Leadership Utah Class of 2025, marking the culmination of a premier leadership development program for mid- and senior-level professionals. Tools for Modern Business: Workplace Flexibility Guide

In partnership with Utah Community Builders, the Salt Lake Chamber released the Workplace Flexibility Guide to help organizations implement flexible work practices that improve productivity, employee wellness and talent retention. The guide provides actionable strategies tailored to businesses of all sizes, making flexibility achievable even for small businesses.

“By implementing flexibility practices, leaders can set the stage for improved employee well-being, a healthier company culture and increased productivity — all of which lead to the community prosperity we are striving to achieve.”

Illuminating Leadership: Honoring the Power of Women in Business

The 48th annual Women & Business Conference and ATHENA Awards Luncheon brought together professionals from across the community for a day of growth, connection and inspiration. The 2024 theme, I.L.L.U.M.I.N.A.T.E., highlighted leadership, learning, unity, motivation, innovation, networking, ambition, teamwork and empowerment.

During the luncheon, Dr. Donna Milavetz, Chief Medical Officer of Regence BlueCross BlueShield of Utah, received the prestigious ATHENA Leadership Award in recognition of her service, creativity and commitment to advancing women in leadership.

Celebrating Legacy, Leadership and Lasting Impact

At the 46th Giant in our City celebration, the Salt Lake Chamber honored Lisa Eccles, president and COO of the George S. and Dolores Doré Eccles Foundation, for her extraordinary professional achievements and unmatched contributions to Utah’s nonprofit, cultural and civic life.

The Chamber also recognized Joseph Grenny, co-founder and board chairman of The Other Side Academy and The Other Side Village, with the Utah Community Builder Award for his dedication to transforming lives and addressing critical community needs.

The evening featured a performance by Loren Allred and William Joseph, floral artistry by Jeff Leatham and video tributes from business and community leaders across the state.

“Lisa Eccles’ legacy as an engaged, devoted philanthropist and leader can only be described as transformative for Utah’s community and culture. From the start of her career, she has been a champion for Utah’s nonprofit community while also enriching the state’s culture through advocating for education, the arts, health and wellness, social services, historic preservation and conservation. A Year of Learning, Leading and Lifting Each Other

The Salt Lake Chamber’s Business Women’s Forum (BWF) continues to be a hub for connection and professional development. Through bi-monthly luncheons and mixers, BWF brings together women from across industries to network, learn and celebrate each other’s achievements. Each gathering features a local thought leader, interactive discussions and nonprofit spotlights, making it a place where authentic relationships are built and new ideas flourish.

Over the past year, BWF sessions tackled timely and inspiring themes — from redefining career development by embracing the whole self, to cultivating personal brands that resonate, to building strong communities and prioritizing wellness as a driver of business success. Members also explored how storytelling can humanize leadership and how aligning career choices with core values can unlock new opportunities. Together, these conversations have equipped participants with tools to thrive both personally and professionally, while strengthening the networks that power Utah’s business community.

Cultivating the Next Generation of Engaged Citizens

The Salt Lake Chamber hosted the 2025 National Civics Bee® Utah State Finals, inspiring young Utahns to engage in civics and community service. Ten finalists advanced from local competitions to test their civics knowledge in Salt Lake City. Jake B. of Crimson Cliffs Middle School placed first, followed by Sophia C. of Mueller Park Junior High and Zoey M. of Hurricane Middle School. Jake will represent Utah at the National Championship in Washington, D.C., where prizes include a $100,000 college savings plan.

The rest of our country could learn from their example by gaining the knowledge and tools needed to make a difference in their own communities. Our Chamber Family:

Amplifying Impact Together

The Salt Lake Chamber is proud to be part of a broader family of organizations that strengthen Utah’s economy, community and future. While each has its own mission and vision, together they form an ecosystem of leadership and innovation that extends the Chamber’s reach. From advancing downtown vitality and statewide economic development to supporting entrepreneurs and tackling pressing community issues, these organizations bring unique expertise and measurable impact.

Here are some of their highlights from the past year — and ways to learn more about their work.

Downtown Alliance

The Downtown Alliance is the Chamber’s partner in building a vibrant urban core that serves as the region’s center for culture, commerce and entertainment. Supported in part by a special assessment on downtown commercial properties, the Alliance represents more than 2,500 business and property owners committed to strengthening Salt Lake City’s downtown.

Impact Highlight: In 2024, downtown Salt Lake City welcomed nearly 21 million customer days — a 3.6% increase over the previous year. The Alliance also partnered with Mayor Erin Mendenhall to explore a public-private partnership to reimagine Pioneer Park, including a permanent home for the Downtown Farmers Market.

Economic Development Corporation of Utah

Founded in 1987, the Economic Development Corporation of Utah (EDCUtah) is a private nonprofit that catalyzes capital investment and strategic opportunities to create quality jobs across the state. Its vision is to build a prosperous and resilient economy for generations of aspiring Utahns.

Impact Highlight: In FY 2024–2025, every $1 of investment in EDCUtah generated $3,876 in Utah’s economy, reflecting the direct, indirect and induced financial impact of corporate expansion and relocation projects announced during the year.

Utah Community Builders

Women’s Business Center of Utah

The Women’s Business Center of Utah (WBCUtah) is a 501(c)(3) nonprofit funded in part through a Cooperative Agreement with the U.S. Small Business Administration and the Salt Lake Chamber. Its mission is to help Utah entrepreneurs build confidence, create opportunities and achieve business ownership success.

Impact Highlight: 2024 was the most impactful year in WBCUtah’s 27-year history as they provided services to 1,534 Utahns. The organization was honored with the U.S. Small Business Administration’s Women’s Business Center of Excellence Award for 2025, presented during National Small Business Week in Washington, D.C.
