New opportunities for 529 plan owners

If you want to provide educational opportunities for your children or grandchildren, you may want to consider investing in a 529 plan. In recent years, this plan has gotten more flexible, and potentially more powerful, than ever.

A key benefit of a 529 plan is that earnings are generally tax free, provided the money is used for qualified educational expenses. As the owner of the plan, you can essentially name any beneficiary you want, and you’re free to change the beneficiary as needed. Contribution limits are quite high, so you can put away considerable sums in a 529 plan – and you may want to, because college costs have risen steadily over the years. In fact, for the 2021-22 academic year, the College Board reports that the average cost (tuition, fees, room and board) of a public, four-year college or university is more than $27,000 for in-state students and nearly $56,000 for students at private schools.

But 529 plans are no longer just for higher education. Over the past few years, the rules governing 529 plans have changed, so they can now be used for:

• K-12 tuition expenses (up to $10,000 per student, per year),

• Apprenticeship programs registered with the U.S. Department of Labor, and

• Student loans ($10,000 lifetime limit for student loan repayments per each 529 plan beneficiary and another $10,000 for each of the beneficiary’s siblings.)

And soon, a major change will affect the relationship between grandparent-owned 529 plans and the financial aid packages awarded to their grandchildren. Families applying for aid have not been required to report grandparent-owned 529 account assets on the Free Application for Federal Student Aid (FAFSA). However, under previous rules, you had to report withdrawals from the grandparent-owned plans as untaxed student income, which could reduce aid eligibility by up to 50% of the amount of cash received.

But that’s changing for the 2024-25 FAFSA, which won’t require students to report cash support, including money taken from a grandparent-owned 529 plan. Instead, a student’s total income amount will be reported directly from federal income tax returns. This means that a grandparent-owned 529 plan won’t have any effect on need-based financial aid eligibility. This benefit to families is already here, because 2022 will be used as the base year for the 2024-25 FAFSA, so any withdrawals taken in 2022, and also going forward, won’t need to be reported as student income.

With this change, families will now have more options on using 529 plans without jeopardizing financial aid. You can generally withdraw any amount from the aggregate of all 529 plans for higher education costs, but only the qualified withdrawals – the ones used for typical education-related expenses – will be tax-free. The earnings portion of non-qualified withdrawals are taxable and could also incur a 10% penalty.

Given the new rules affecting a grandparent-owned 529 plan, you should consult with a financial professional to determine how this plan can work with other strategies to help meet educational expenses while, at the same time, not detracting from the progress you’d like to make on other important goals, such as a comfortable retirement.

In any case, consider looking into a 529 plan – it was already a great tool for education funding, and it can now offer your family even more options.

Cinco de Mayo is often misconstrued. It is not Mexican Independence Day. It however commemorates a single battle.

In 1861, Benito Juárez a lawyer and member of the Indigenous Zapotec tribe was elected president of Mexico. At the time, the country was in financial ruin after years of internal conflict, and the new president was forced to default on debt payments to European governments.

In response, France, Britain and Spain sent naval forces to Veracruz, Mexico, demanding repayment. Britain and Spain negotiated with Mexico and withdrew their forces. France, however, ruled by Napoleon III, decided to use the opportunity to carve an empire out of Mexican territory. Late in 1861, a wellarmed French fleet stormed Veracruz, landing a large force of troops and driving President Juárez and his government into retreat.

The Battle of Puebla

Certain that success would come swiftly, 6,000 French troops under General Charles Latrille de Lorencez set out to attack Puebla de Los Angeles, a small town in east-central Mexico. From his new headquarters in the north, Juárez rounded up a ragtag force of 2,000 loyal men—many of them either Indigenous Mexicans or of mixed ancestry and sent them to Puebla.

The vastly outnumbered and poorly supplied Mexicans, led by Texas-born General Ignacio Zaragoza, fortified the town and prepared for the French assault. On May 5, 1862, Lorencez gathered his army supported by heavy artillery before the city of Puebla and led an assault.

The battle lasted from daybreak to early evening, and when the French finally retreated they had lost nearly 500 soldiers. Fewer than 100 Mexicans had been killed in the clash.

Although not a major strategic win in the overall war against the French, Zaragoza’s success at the Battle of Puebla on May 5 represented a great symbolic victory for the Mexican government and bolstered the resistance movement. In 1867, thanks in part

to military support and political pressure from the United States, which was finally in a position to aid its besieged neighbor after the end of the Civil War, France finally withdrew.

The same year, Austrian Archduke Ferdinand Maximilian, who had been installed as emperor of Mexico in 1864 by Napoleon, was captured and executed by Juárez’s forces. Puebla de Los Angeles was renamed for General Zaragoza, who died of typhoid fever months after his historic triumph there.

Cinco de Mayo in Mexico

Within Mexico, Cinco de Mayo is primarily observed in the state of Puebla, where Zaragoza’s unlikely victory occurred, although other parts of the country also take part in the celebration.

Traditions include military parades, recreations of the Battle of Puebla and other festive events. For many Mexicans, however, May 5 is a day like any other: It is not a federal holiday, so offices, banks and stores remain open.

Why Do We Celebrate Cinco de Mayo in the United States?

In the United States, Cinco de Mayo is widely interpreted as a celebration of Mexican culture and heritage, particularly in areas with substantial Mexican-American populations.

Chicano activists raised awareness of the holiday in the 1960s, in part because they identified with the victory of Indigenous Mexicans (such as Juárez) over European invaders during the Battle of Puebla.

Today, partygoers mark the occasion with parades, parties, mariachi music, Mexican folk dancing and traditional foods such as tacos and mole poblano.

This is a beautiful out and back trail right in our own backyard. This trail is heavily used, so most likely you won’t be out there alone. Night Sky MAY

MAY 6, 7 - ETA AQUARIDS METEOR SHOWER. The Eta Aquarids is an above average shower, capable of producing up to 60 meteors per hour at its peak. Most of the activity is seen in the Southern Hemisphere. In the Northern Hemisphere, the rate can reach about 30 meteors per hour. It is produced by dust particles left behind by comet Halley, which has been observed since ancient times. The shower runs annually from April 19 to May 28. It peaks this year on the night of May 6 and the morning of May 7. The waxing crescent moon will set early in the evening, leaving dark skies for what should be an excellent show. Best viewing will be from a dark location after midnight. Meteors will radiate from the constellation Aquarius, but can appear anywhere in the sky.

MAY 16 - FULL MOON. The Moon will be located on the opposite side of the Earth as the Sun and its face will be fully illuminated. This phase occurs at 04:15 UTC. This full moon was known by early Native American tribes as the Flower Moon because this was the time of

year when spring flowers appeared in abundance. This moon has also been known as the Corn Planting Moon and the Milk Moon.

MAY 16 - TOTAL LUNAR ECLIPSE. TA total lunar eclipse occurs when the Moon passes completely through the Earth's dark shadow, or umbra. During this type of eclipse, the Moon will gradually get darker and then take on a rusty or blood red color. The eclipse will be visible throughout all of North America, Greenland, the Atlantic Ocean, and parts of western Europe and western Africa. NASA Map and Eclipse Information: http://eclipse.gsfc.nasa.gov/LEplot/LEplot2001/ LE2022May16T.pdf

MAY 30 - NEW MOON. TThe Moon will be located on the same side of the Earth as the Sun and will not be visible in the night sky. This phase occurs at 11:32 UTC. This is the best time of the month to observe faint objects such as galaxies and star clusters because there is no moonlight to interfere.

Summer is Here - Remember Water Safety is Key!

Rural Metro Fire Department remains committed every day in the community to providing fire protection and emergency medical services for residents of Rancho Sahuarita.

With summer around the corner, the team at Rural Metro wants to remind residents about the crucial importance of water safety. Rural Metro and other area fire departments support efforts to prevent child drownings, with the goal being to have zero child drownings this year and every year. This is only possible through greater awareness of the ABCs of water safety.

Drowning is the leading cause of accidental death in children ages 1 to 4 years old. It is a silent event, where there is often little noise or splashing when someone is drowning. That is why the adult(s) supervising must be hypervigilant. The ABC’S OF WATER SAFETY are a proven method and easy tool to remember for preventing child drowning.

A is for Active Adult Supervision – This means that no one should ever swim alone. One adult must always watch over children in or near water, with zero distractions such as cell phones, reading, or talking to others. Adult supervision is the number one defense against drownings.

B is for Barriers - Barriers in place, such as fencing around pools with self-latching gates, create another layer of protection against drownings. It helps keep children away from the pool when they should not be swimming or are not being supervised

C is for Classes – This means swim lessons for kids and CPR lessons for adults. Everyone should know how to swim! Starting as young as 1 year of age, children can begin to learn. Rural Metro also encourages CPR classes, as they are yet another important tool and technique to save a child or adult from drowning.

Battalion Chief, John E. Walka, shares that “Swimming pools are a great destination for the heat of the summer, and a little prevention will ensure that everyone is safe and can have fun.”

Unlike other communities or municipalities where fire service is automatically included in homeowners’ property taxes, Rural Metro service is available for residents of Rancho Sahuarita on a subscription basis. Service is provided to residents in the heart of the Sahuarita Town Center out of Station #79, and in the northernmost part of the community from Station #82.

Residents are encouraged to sign up for service, to enjoy the peace of mind that comes with knowing their family and home are covered and protected. Rural Metro also offers additional services, support and education to members; this includes aid in medical emergencies, medical aid at vehicle crashes, water and rope rescues, snake removal, annual home safety inspections, safety programs and more.

Meritage Homes Partners with Operation Homefront for a Deserving Military Family at Rancho Sahuarita

As part of their continued efforts to give back to the men, women and families of the U.S. Armed Forces, Meritage Homes, in partnership with Operation Homefront, recently broke ground on a brand-new, energy-efficient home for a deserving military family in its Enclave at Entrada Del Rio Neighborhood in Rancho Sahuarita.

Founded in 2002, Operation Homefront is a national non-profit organization whose mission focuses on building strong, stable, and secure military families. They provide critical financial assistance, transitional and permanent housing, as well as family support services to prevent short-term needs from becoming long-term chronic struggles. Operation Homefront partners with homebuilders to donate homes to military families and works with them for two years to ensure the family understands the financial responsibility of owning a home. Once the family graduates the program, Operation Homefront awards the family the deed to home, mortgage-free.

On Thursday, April 21st, representatives from Meritage Homes, their contractor partners and the community were invited to participate in a special Frame Signing Event, where they were able to write warm wishes for the family on the frame of the home.

“Sharing our words of encouragement is a small act compared to what military servicemembers and their families give in the name of our freedom. We want them to know how grateful we are for their service and how proud we are to be able to give a family an opportunity to put down roots and grow in this community for years to come,” said Jeff Grobstein, Tucson Division President for Meritage Homes.
