he France-Africa Summit, European Union-Africa Summit, China-Africa Summit, Latin America-Africa Summit: almost the entire planet has held such summits gathering African leaders and their counterparts from around the world, except the United States of America.

And then it happened. Between August 4th and 6th, the first US-Africa Summit was held in Washington, USA. Better late than never, as the saying goes.

On the agenda: security and economic cooperation between Americans and Africans, but also good governance and respect for democracy.

Note that the last two points (good governance and respect for democracy) were added to the above as a matter of form. What we’re really talking about is business for America and American interests.

American officials have invited all the heads of state and government who are “in good standing” with both US and the African Union (AU) countries.

The transitional authorities of the Central African Republic, the only member still suspended by the continental organization, were not been invited.

The heads of state of Madagascar, Guinea Bissau, and Egypt, countries that have recently rejoined the AU, as well as the Kingdom of Morocco, though absent from the AU since 1984, received an invitation.

There were, however, involuntary absentees: Algeria’s Abdelaziz Bouteflika and the Ivory Coast’s Alassane Ouattara were both incapacitated due to health problems. As for the Liberian Ellen Johnson-Sirleaf and Sierra Leone’s Ernest Bai Koroma -- they decided against going to the summit because of the serious health crisis (Ebola) affecting their countries, the epidemic having spread across West Africa.

Finally, three African heads of state were considered undesirable by the United States: Zimbabwe’s Robert Mugabe, Eritrean Isaias Afewerki and Sudanese Omar El-Bashir, the latter facing an outstanding arrest warrant from the International Criminal Court (ICC).

As we say in Africa, “the guest is king.” The American President did not personally address thorny issues such as good governance, human rights and democracy. He let his Secretary of State, John Kerry, take care of it by reminding participants that “corruption in the ruling classes is the breeding ground for extremists groups in Africa.”

USA-Africa Summit

Several points to remember from this summit The US security and cooperation policy in Africa. Cost: 65 million USD. This is a “new initiative for security and governance”, which will target six countries: Tunisia, Mali, Niger, Ghana, Nigeria, and Kenya. With a budget of 65 million USD in the first year, it will aim to develop and strengthen national armed forces against the threat of terrorist groups on their territory.

Moreover, 110 million USD will be made available over five years to assist in the establishment of CARIC (African Capacity for Immediate Response to Crisis), a project that has been left for years in the drawers of the African Union (AU) for lack of resources. On this point, the US will support countries that have already proven themselves in the field of peacekeeping, such as Ghana, Ethiopia, Senegal, Tanzania, Rwanda and Uganda.

Besides these security announcements, US President Obama reminded participants of the US’s and international financial institutions’ commitments undertaken at the summit.

33 billion USD of investments announced at the “US-Africa business forum” that will, according to President Obama, boost the continent’s development and support tens of thousands of jobs.

The American president also mentioned the 26 billion USD “Power Africa Plan” to provide 60 million African households with access to electricity. Finally, President Obama said that this “extraordinary summit” was the first in a long series to come.

Similar summits “will be recurring events to hold ourselves accountable for our commitments and to sustain our momentum”, he said, adding that he would encourage his successor “to carry on this work, because Africa must know that they will always have a strong and reliable partner in the United States of America.”

ランス-アフリカサミット、欧州連合-アフリカサミット、 中国-アフリカサミット、 ラテンアメ リカ-アフリカサミット…ほぼ全世界がこの様なサミットを開き、 アフリカのリーダーたち などを集めています。 アメリカ以外は…しかしそれも終わりました。 オバマ政権は、8月 の4日から6日に初めてのアメリカ-アフリカサミットをワシントンで開催することを1月に 決めていました。遅れても来ないよりはまし、 と言いますが…議題に予定されているの は、安全保障と経済におけるアメリカとアフリカの協力や良いガバナンスと民主主義の尊重について です。最後の二つ （良いガバナンスと民主主義の尊重について） は形式上付け加えられました…その 理由は聞かないで下さい!私たちは、 アメリカの為のビジネスとアメリカ人への利益について話してい ます。 アメリカは、 アメリカとアフリカ連合(AU)の両方にとって優良である全ての国家元首と政府を招 きました。 その為、AUから未だ資格を停止されている唯一のメンバーである中央アフリカ暫定政府 は招かれませんでした。AUに復帰したマダガスカル、 ギニアビサウ、 エジプトの代表や1984年以来 加盟していないモロッコは招待を受けました。 とはいえ、仕方なく欠席した国も見受けられました。

How Africans are Taking Interest in Japan

A

frica and its 54 countries is quickly becoming a region of strategic importance for Tokyo not only economically and politically but also in terms of security, as evidenced by Prime Minister Shinzo Abe’s visits in January to Côte d’Ivoire, Mozambique and Ethiopia.

These trips took place shortly after the Fifth Tokyo International Conference on African Development (TICAD V), a comprehensive partnership between Japan and Africa established in 1993 to develop the continent via capacity building in education and the economy and via poverty reduction and post­conflict recovery programs.

Not surprisingly, Japan­Africa relations are expanding beyond politics, economics and security concerns to include cultural exchange. To this end, Rendez Vous en Asie: the Magazine (RVAM) sat down with Mr. Nana Barnabas, a Japanophile and Executive Director of Japan House Cameroon, an institution established with his Japanese business partner Arise Naotsugu­san that offers Japanese language courses and promotes Japan/Africa business opportunities from its base in Douala, Cameroon. RVAM is proud to bring you the inspiring story of Mr. Barnabas and his trailblazing institution.

Mr. NANA:こんにちは、皆さん。私は、 日本とアフリ カのビジネス、高い水準の教育、観光そして文化に おけるパートナーシップを促進する開発戦略コン サルタントです。私は日本に長年住んでおり、2005 年の愛知万博のアフリカパビリオンの主任でした。 今は日本とカメルーンで働いています。

Strategies Consultant promoting Japan/Africa partnerships in business, higher education, tourism and culture. I lived in Japan for many years and I was the Director of the Africa Pavilion at a universal exhibition in Aichi prefecture in 2005. I now work between Japan and Cameroon.

RVAM: How was Japan House Cameroon established?

Mr. NANA:During my stay in Japan from 2002

to 2005, I was involved in promoting business tie-ups between Japanese and African business communities. From these experiences, I noticed that many Japanese companies were not well informed about business opportunities in Africa, and that many Africans, including students, were not aware of higher education training in Japanese universities, especially those willing to acquire knowledge in scientific and other high­tech areas.

皆さんにあなたについてご紹介いただけますか？

RVAM:ジャパン・ハウス・カメルーンはどの様に設立 されたのですか？ Mr. NANA:2002年から2005年の私の日本滞在 中、私は日本とアフリカのビジネスコミュニティー間 のビジネスタイアップの促進に関わりました。 この 経験から、 日本の多くの企業はアフリカにおけるビ ジネスチャンスについてよく情報を得ていないとい うこと、 そして学生を含むたくさんのアフリカ人たち が、特に科学とその他ハイテク分野の知識を得たい と思っている者が、 日本の大学で受けられる高い水 準での教育のトレーニングについて知らないという ことにも気付きました。

RVAM: In addition to Japanese language courses, what activities do you offer at Japan House Cameroon?

Mr. NANA: We promote partnerships between Japanese and African business communities, and establish sister relations between cities, schools and universities in both countries.

RVAM: Japan is strengthening its cultural, economic, and security related presence on the African continent. What role can an institution like yours play in this process?

Mr. NANA:First of all, we thank Prime Minister

Abe for doing a great job of boosting economic, security and cultural relations between Japan and Africa. Japan House Cameroon wants to play a key role in this process by improving access to African markets for Japanese companies through quality scientific and technological training of African students in the fields of solar energy, biomedical sciences and other sciencerelated fields.

RVAM: What kinds of people attend Japan House Cameroon courses?

RVAM:日本語のコースの他にどの様な活動をジャ パン・ハウス・カメルーンでは提供していますか？ Mr. NANA:私たちは日本とアフリカのビジネスコミ ュニティーのパートナーシップを促進しています。 そ してお互いの国の都市、学校、大学の姉妹関係を 構築しています。

RVAM:日本はアフリカとの文化的、 経済的、 そして 安全保障の関係を強めてきています。 この過程に おいて、 あなたの団体の様な機関の役割は何です か？ Mr. NANA:まず最初に、 日本とアフリカの経済、安 全保障、文化における関係を促進する素晴らしい 仕事をしてくれている安倍総理に私たちは感謝しま す。 ジャパン・ハウス・カメルーンは、 ソーラーエナジ ー、生体医科学、 その他科学分野でアフリカ人の学 生の質のいい科学そして技術の訓練を通して、 アフ リカ市場と日本の企業のアクセスを良くすることに より、 この過程に置いて重要な役割を演じたいと思 っています。 RVAM:どの様な人たちがジャパン・ハウス・カメル ーンのクラスに参加していますか？ Mr. NANA:中等教育での高度な認可証を持つ人 々、日本での研究を更に前進させたいと願う大学 生、 ビジネスマンなど、 日本文化に興味のある人た ちがいます。

Mr. NANA: There are people with an advanced

certificate of secondary education, university students wishing to further their studies in Japan, businessmen, or anyone with an interest in Japanese culture.

RVAM: How many students does your institution have?

Mr. NANA: Since we launched in 2008, we’ve received almost 100 students on our Japanese language courses.

RVAM: Are the teachers in your institution Japanese or Cameroonian?

Mr. NANA: Our teachers are Japanese native

speakers carefully selected by our General Manager.

RVAM: Among others things, your institution offers courses for students who wish to continue their studies in Japanese universities. How is your selection process managed?

Mr. NANA: Smart African students willing to

study in Japan are welcome to apply, however they are required to provide a robust financial sponsor.

RVAM: How many of your students have graduated to studying in Japan?

Mr. NANA: So far we’ve sent almost 20 students to Japanese universities.

RVAM: And how have these students integrated into Japanese society?

Mr. NANA: Their integration into Japanese so-

ciety has gone very well because they are well prepared. Before departing Cameroon, they would have studied Japanese language and culture for at least 5 months.

RVAM: What were your greatest challenges when establishing Japan House Cameroon?

Mr. NANA: Our main difficulties at the begin-

ning were financial, and also a lack of support from Japanese institutions. However, we have since gained a number of Japanese partners, mainly language institutions like Ken School of Japanese Language in Chiba prefecture and NILA [Nippon Language Academy] in Gunma.

We welcome any partners willing to do business in Africa.

RVAM:何人の生徒がこの団体にはいますか？

Mr. NANA: 2008年に設立して以来、 日本語クラス にはおよそ100人の生徒がいました。

RVAM: 教師は日本人ですか？それともカメルーン 人ですか？ Mr. NANA: 私たちの教師は統括マネージャーによ り厳密に選ばれた日本語のネイティブスピーカーで す。

RVAM: 日本の大学で研究を続けたいと願う学生た ちの為のクラスもありますね。 どの様に選考をしてい るのですか？ Mr. NANA: 日本語で勉強をしたいと願う賢いアフ リカ人学生は歓迎です。 しかししっかりとした経済 的スポンサーを用意することが求められます。

RVAM:何人の学生が卒業し、 日本で勉強する様に なりましたか？ Mr. NANA: 今までに20人の学生を日本の大学へ 送っています。

RVAM:そして学生たちはどの様にして日本社会に 溶け込んでいますか？ Mr. NANA: 彼らはよく準備をしている為、 とてもう まく日本社会に溶け込んでいます。 カメルーンを発 つ前、少なくとも5カ月は日本語と文化を勉強してい ます。

RVAM:ジャパン・ハウス・カメルーンを設立した時 に大変なことはたくさんありましたか？ Mr. NANA: 当初、主に困ったのは金銭的な問題と 日本の機関からのサポート不足でした。 しかし、 そ の後、私たちは多数の日本のパートナーを得まし た。 それらは千葉の日本語学校、ケン・スクールや 群馬のNILAなど、主に語学に関する機関でした。 私たちはアフリカでビジネスをしたいと思っている パートナーを歓迎しています。 RVAM: カメルーン、 ドゥアラで日本語のクラスのあ る学校は他にありますか？ Mr. NANA :いいえ。 ドゥアラだけでなく中央アフリ カの国々で日本語の学習を手助けしている団体は 私たちだけです。ですので、私たちがこの地域と日 本のアフリカ人学生とビジネスコミュニティーを結 ぶ唯一の架け橋です。

RVAM: あなたのビジネスパートナーであるナオツ グさんについて教えていただけますか？ Mr. NANA:ナオツグさんはリタイアした警察官で す。彼は長年に渡り、 アフリカの開発や世界中にお ける日本文化の促進に関わってきています。

RVAM: Are there any other schools in Douala, Cameroon, providing Japanese language courses?

Mr. NANA: No. We are the only institution fa-

cilitating Japanese language studies in the city of Douala, and also all over the Central African countries. So we are the only bridge linking African students and business communities in this region to Japan.

RVAM: What can you tell us about your Japanese business partner, Naotsugu­san?

Mr. NANA: Mr. Naotsugu is a retired police officer. He has been involved in African development and promoting Japanese culture worldwide for many years.

RVAM: Let’s talk a little bit about your city, Douala, and also about Cameroon in general.

Mr. NANA: Japanese people are welcome to Cameroon, which is a miniaturized version of the African continent. As for my city, Douala is very attractive with a lot of traditional culture.

RVAM: I’d like to remind our readers that you were the Director of the Africa Pavilion in 2005 in Aichi prefecture in Japan. How was that experience?

Mr. NANA: Thank you for reminding me of the

2005 Aichi exhibition. I conceived and developed all the communications strategies to boost and attract more visitors to the Africa Pavilion and the African continent during and after this special event.

For the first time in African history in Japan, we gathered 28 African countries and launched a blueprint to improve their economic and cultural relation with Japan. As we can see, Japan/ Africa relations continue to grow in strength.

Indeed, His Excellency Mr. Nzengue, the Ambassador of Cameroon to Japan, has done a great job in this regard since his appointment. For example, the Hemodialyse Center, which deals in kidney­related conditions and is based in the capital of Cameroon in Yaounde, was built with Japanese support and at the post­TICAD V ministerial meeting in May of this year, Cameroon received 4 billion FCFA [Central African francs, approximately 8 million USD] to boost rice and fish production in the country over the next 3 years.

知県でのアフリカパビリオンの主任であったことを 再認識していただきたいです。 それはどの様な経験 でしたか？ Mr. NANA: 2005年の愛知万博について思い出さ せてくれてありがとうございます。私はこの特別なイ ベントの最中そしてその後、 アフリカパビリオンとア フリカに更なる訪問者を呼ぶ為のコミュニケーショ ン戦略を思いつき、発展させました。 日本における アフリカの歴史上初めて、私たちは28のアフリカの 国々を集め、 日本との経済的、文化的関係を向上さ せる為の設計図を作りました。お分かりの通り、 日 本とアフリカの関係は強くなり続けています。 この点 で、ゼンゲ駐日カメルーン大使は就任以来、素晴ら しい仕事を成し遂げて来ています。例えば、カメル ーンの首都ヤウンデを本拠地とする腎臓の疾患を 扱う人工透析センターは、 日本のサポートの下、今 年5月のTICAD Vの閣僚会議の後で建てられまし た。 カメルーンはまた、40億FCFA（中央アフリカフ ラン、およそ800万ドル） を、 この国におけるこれか ら3年以上に渡る稲作と漁業の促進の為に受け取 りました。 また、 カメルーンと日本の外交関係におい て初めて、 日本政府の高級官僚である岸田文雄外 務大臣がカメルーンのポール・ビヤ大統領によりヤ ウンデに招かれました。

RVAM:あなたが2013年の第5回アフリカ開発会議 (TICAD V)にも参加したということも、読者の皆さ んに再認識していただきたいと思います。 この素晴 らしいイベントのハイライトはあなたにとって何でし たか？ Mr. NANA: 私は、 アフリカの若者のための産業人 材育成イニシアティブ[ABEイニシアティブ、 日本政 府がスポンサーの職業訓練の奨学金プログラム]に とても感動しました。私は日本はアフリカの発展に 今から次の10年に向けとても強い影響を与える、 正 しい道を選んだと思います。

Also for the first time in Cameroon­Japan diplomatic relations, a high­ranking official of the Government of Japan, the Minister of Foreign Affairs His Excellency Mr. Fumio Kishida, was received in Yaounde by His Excellency Paul Biya, the Head of State of Cameroon.

RVAM: We remind our readers that you also attended the Fifth Tokyo International Conference on African Development (TICAD V) in 2013. What, for you, was the highlight of this incredible event?

Mr. NANA: I was very impressed by the African Business Initiative for the Youth [ABE Initiative, a professional training scholarship program sponsored by the Government of Japan]. I think Japan has chosen the right way to impact very strongly African development from now and for the next decade.

RVAM: Do you think the 6th TICAD [scheduled for 2018] gathering should be held in Africa?

Mr. NANA: TICAD VI is welcome in Africa. This is a very good idea. It will attract more Africans while reducing costs for African delegations.

More importantly, it will be a great opportunity for Africa to learn from Japan while, at the same time, the Japanese will directly experience the warmth of our hospitality.

RVAM: In your opinion, what’s the future for Japan­Cameroon relations?

Mr. NANA: We advise Japanese companies to invest in Cameroon in mining, recycling industries, infrastructures by Public Private Partnership, energy and power, oil and gas and so on.

This is a good opportunity not only as a means of strengthening Japan­Cameroon relations while growing our economy, which will get a boost following ratification of Cameroon’s Free Trade Agreement with Europe, but also as a bridge for our countries to access the Africa market of 1 billion consumers estimated in 2010 and up to 2 billion in the year 2050. We also advise the Government of Japan and others Japanese institutions to offer more scholarship to African students to boost Africa/Japan business tie-ups.

RVAM: Mr. Nana, do you have a special message for our African youth, a growing number of whom are readers of RVAM: the Magazine?

Mr. NANA: African youth should involve them-

selves in high scientific and technological training to be able to compete in the modern economy. They should understand that they are in competition with other youth around the world.

They should be among the best in their field and they should think every time of how to attract more investors to Africa. Boosting Japan­Africa exchanges is an important part of this process.

Massai, unlike many other people in Kenya, still live a traditional lifestyle. We live with our cattle and worship Enkai, our god.

Being attached to this tradition, members of the community are very aware and concerned about the future of our children.

We can’t talk about safari in Africa without mentioning Massai’s role.

The problem is not just poaching, you know. What I fear most is tomorrow the government lands here with engineers demanding access to our natural resources. Now that’s a real danger that worries me.

私たちのコミュニティー での性別ごとの役割は かなりバランスが取れて いるよ。一般的に戦士が 家畜や野生から部族を 守り、女性が牧畜や家事 を担当するのがやり易い です。 You know the role of the sexes is fairly balanced in our community, contrary to common belief. Generally, warrior men protect the community from outsiders and from dangerous wildlife while women take care of the cattle and housework.

それだけじゃないよ。家事と子どもの世話もしなくちゃい けないよ。 Not only that, you will also take care of the household and children.

マツモト・マサコのアートに出会う

n the art section of August’s issue, Rendez Vous en Asia: the Magazine (RVAM) welcomes Japanese artist Masako Matsumoto.

Masako is from Uozu in Toyama Prefecture, an idyllic village nestled between the sea and mountain peaks covered in white snow. It is probably from this wonderful environment where the air is so pure that she draws her inspiration.

Masako is a born artist. Passionate about painting since childhood, she moved to Tokyo after graduating from high school. There, she entered an art school, before abandoning herself to her passion: art.

Masako can produce a real masterpiece from anything that falls into her hands. Her accomplishments, such as giant dolls or pottery, speak for themselves (see Masako’s gallery), and sometimes reflect a mixture of cultures, particularly from the bright colors she uses.

Her works were featured at the Japan Pavilion (1995) at Zurich Bowen Conference Center in Switzerland. Since then, Masako’s work has been exhibited in several galleries in Tokyo and throughout Japan.

Country of the Month

Tanzania

Located in east Africa, along the Indian Ocean coastline, Tanzania is a country with sumptuous landscapes. The country conveys images of beautiful white sand beaches, but also safaris, treks amid craters, hiking, lagoons and coral reefs.

Tanzania is renowned for its Zanzibar archipelago, which includes three beautiful islands: Unguja, Pemba and Mafia.

On the archipelago, tourists will enjoy relaxing in the sun all day on its long white beaches while sipping fruit cocktails.

The islands are surrounded by coral reefs that form lagoons. These lagoons in turn form many natural harbors and bays where you can swim and bask away from curious eyes.

In Zanzibar, the main town in the archipelago, one can discover an historic old town called “Stone Town” because of the material with which many of its houses are built: coral stone.

The medina, with its narrow winding streets and houses with carved wooden doors, mostly dating from the 19th century, is a World Heritage Site.

For safari lovers, the Serengeti National Park holds the world’s largest terrestrial mammal migration. There, one can come across lions, cheetahs, elephants, giraffes, rhinos, birds of prey, leopards, but also gnus, buffalos, zebras, and Thompson gazelles.

The Serengeti has over 4 million animals living on nearly 1.5 million hectares of savannah -- a real treat for nature lovers and photo safaris.

The most important and must-see events in this park are the two annual migrations when millions of hooves trample the savannah heading to green pastures. One can also see the other two natural monuments of Tanzania.

Lake Victoria, the largest lake in Africa with a surface area of more than 68,000 square kilometers, has exceptionally diverse wildlife: mammals, birds, reptiles, amphibians, and rare fish. It is also endowed with impressive flora: papyrus, water hyacinth or even the lotus tabby.

The highest peak on the African continent, the legendary Mount Kilimanjaro, famous for its eternal snow, was immortalized in the song “The Snows of Kilimanjaro.” It is very popular among trekkers who come to discover Tanzania.

Unfortunately, the famous ice cap of Kilimanjaro is gradually melting. So, do not postpone your visit too long if you are willing to climb its almost 6,000 meters.

Rendez-Vous en Asie - The Magazine (RVAM) is a free, monthly, bilingual (English & Japanese) magazine launched in 2011 under the framework project “Rendez Vous en Asie,” a platform for promoting cultural exchange through art, music and fashion.

Edited and written in Tokyo by a pluricultural team including Japanese members, thus reflecting the inclusive philosophy of the project “Rendez-Vous en Asie,” RVAM offers a clear and objective overview of cross-cultural issues and events intersecting three regions: Asia (Japan), Africa and the Caribbean.

RVAM includes several sections: the editorial, which chronicles news across African; the country of the month section, which presents cultural aspects of a country in the three regions; and a photo novella, which traces the lives of Africans and Caribbeans living harmoniously in Japan.

The magazine also contains supplementary sections such as African proverbs, events (related to Africa-Japan or Caribbean-Japan relations), and announcements.

RVAM is published via a digital version (available Online) and hard-copy edition (5000 copies distributed across Japan).

The online magazine can also be accessed via social networks such as Facebook. Future editions will be made available on mobile devices.

Rendez-Vous en Asie - The Magazine (RVAM)は、 アート、音楽、 ファッションを通じた 文化交流を促進する為の基盤である”Rendez Vous en Asie”プロジェクトの構想の下に2011 年に作られた無料の月刊バイリンガル（英語＆日 本語）雑誌です。RVAMは、“Rendez-Vous en Asie” の哲学をまさに反映した、 日本人を含む多 数の文化のバックグラウンドを持つチームにより 東京で編集、執筆されており、 アジア （日本）、 アフ リカとカリブの3つの地域の問題や出来事につい てのクリアーで客観的な概観についての情報を提 供しています。RVAMにはいくつかのセクションが あります。論説ではアフリカのニュースについて述 べられ、今月の国では前述の3つの地域にある国 についての文化的面についてご紹介し、写真小説 では日本で平和に暮らすアフリカ人やカリブの人 々の生活を追います。他にも、 アフリカのことわざ、 イベント情報（アフリカと日本もしくはカリブと日本 の関係に関わるもの）やお知らせなどのセクショ ンもあります。RVAMはデジタルバージョンでも発 行され（オンラインで閲覧可能）、印刷されたバー ジョンもあります （日本で5000部配布されていま す）。 オンラインマガジンは、Facebookなどのソー シャルネットワークからもアクセス可能です。将来 的にはモバイルバージョンも発行予定です。
