How to Prevent the ‘Robot Apocalypse’ From Ending Labor as We Know It

It seems not a day goes by without the appearance of another dire warning about the future of work.

Some alarmists fear a “robot apocalypse,” while others foresee the day of “singularity” coming when artificial intelligence exceeds human intelligence. Still others warn that income inequality will continue to rise as owners of capital capture more of the benefits of innovations than those who labor for a living.

Yet there is also a countertrend emerging: Groups as diverse as the World Economic Forum and the International Labor Organization are beginning to argue that it’s up to society to shape the future of work. What’s needed is action today to harness and channel technological changes, prepare the workforce for new demands and opportunities, strengthen their voices and build a new social contract that includes leaders in business, education, labor and government.

These are some of the issues we’ll be discussing in an online course that draws on some of the best experts in AI, robotics, economics and employment relations at MIT and around the world. Our main point is that avoiding apocalyptic outcomes requires bold actions and a collaborative approach.

How to Shape Change Virtually every technological revolution has inspired workers to fear for their jobs.

And for good reason.

Each one resulted in the creation of new jobs alongside the elimination of others.

At the same time, new technologies changed the way

work is done within most occupations.

But fighting technologyinspired changes, as the Luddites of the early 19th century did, rarely works – and can in fact have disastrous consequences. The Luddites, textile workers and weavers who feared the advent of automated looms in England, destroyed machines and burned factories, hoping to arrest their advance. The government eventually quashed the unrest, killing some workers and jailing many others.

The new technologies that transformed the textile industry continued unabated.

While many weavers lost their jobs, it created new ones for mechanics and other industrial workers and increased overall productivity.

The important lesson from this episode is that the transition from an agricultural to an industrial economy occurred in the absence of updated policies to govern the transition, which led to more pain for those who were displaced than was necessary.

So as today’s workers in dozens of occupations face down the robot apocalypse, what’s needed aren’t more battle cries but concerted action by leaders in business, education, government and, of course, labor. And if, as predicted, AI and robotics do transform nearly half of jobs requiring new skill sets for workers, the current challenge may be greater than ever, making it even more important that we create a vision and a path forward that everyone can support.

Giving ‘Wisdom to the Machines’ Let’s start with business leaders since they buy and implement most new technologies.

The dominant business motivation for introducing new technology is to reduce human labor and the costs associated with it. Robots, or more broadly software, don’t leave for another job, go on strike or need bathroom breaks – let alone a paycheck or benefits.

But there is ample historical and current evidence that simply viewing technology as a labor cost-saving tool leads to overinvestment and weak returns.

Just ask General Motors what it got for its nearly $50 billion in robots in the 1980s in its futile effort to catch up with Toyota’s more efficient production and labor relations systems. The answer is not much.

Instead, GM eventually learned from Toyota via a joint venture that the highest return on investments came by integrating new technology with new work practices, which allowed workers to help “give wisdom to the machines.”

The key lesson for business is that it needs to engage workers in designing and deploying new technologies to get the greatest productivity gains.

Learning for Life Lifelong learning is the new buzz phrase when it comes to discussions of work. Transforming this from rhetoric to reality will require fundamental changes in edu-

cational institutions and teaching methods.

It starts with the children in schools today who will likely be most affected by the AI revolution in coming decades. And while in the past the focus was on the STEM disciplines — science, technology, engineering and math — industry leaders these days say they need tomorrow’s workforce to be filled with people who can think analytically and creatively, work well together in teams and adapt readily to near-constant change.

In other words, workers need to be inculcated from an early age with more behavioral and analytic skills, such as teamwork, communications and problem-solving with data.

Even after people are in the workforce, learning new skills and acquiring new knowledge will continue throughout their careers. That means businesses and universities will need to form new partnerships that ensure the workforce can continue to adapt.

With the rise of the gig economy and the changing nature of the employer-employee relationship, a new social contract is necessary to support workers in this new reality. Benefits should be portable so workers can easily move from job to job without losing health insurance and other benefits now tied to a specific employer.

Post-secondary education needs to be more affordable.

Labor law should make it easier so different kinds of workers, from professionals, to low-wage workers, to independent contractors, can all have their voices heard. And safety nets need strengthening to support those displaced or whose career has been downgraded by all the seismic changes coming our way.

In addition, they can’t just wait to be invited by companies to participate in discussions about implementing new tech. The union representing hotel workers is showing how to get engaged by actively negotiating new agreements with big casinos in Las Vegas and large chains like Marriott to ensure workers are heard in the process and are fairly compensated along the way.

The key point is that none of these groups can meet the coming challenges on its own. Just as we’ll be doing in our class in coming weeks, people from all walks of life and segments of society should be discussing these issues so everyone can participate in shaping the future of work. ____________________

As for labor leaders, they need to make sure they’re at the table with business, education and government to ensure workers aren’t left behind by new technologies.

Training needs to be at the top of union bargaining agendas with business so that organized labor can be a champion of lifelong learning for workers. One important way is by building, expanding and modernizing apprenticeships.

A New Social Contract A key way government can contribute is by revisiting the legislative framework that supports labor.

The New Deal was a series of programs, projects and reforms that helped shift the U.S. from a primarily agricultural to an industrial economy. It established collective bargaining rights, created Social Security and unemployment insurance, and set minimum wages and labor standards.

Let them eat vegetarian: Meatless Mondays come to city schools

“Meatless Mondays” will come to cafeterias citywide this year after a successful pilot program in Brooklyn, Mayor Bill de Blasio announced on March 11.

After joining students from P.S. 130 at the lunch table for grilled cheese and barbecue baked beans, de Blasio and NYC Schools Chancellor Richard Carranza announced that all 1,800 New York City public schools would take part in the new program, which will be implemented in September.

“Cutting back on meat a little will improve New Yorkers’ health and reduce greenhouse gas emissions,” de Blasio said in a statement. “We’re expanding Meatless Mondays to all public schools to keep our lunch and planet green for generations to come.”

The program began at 15 Brooklyn schools in the spring of 2018 before expanding boroughwide. Now, schools across New York City will provide vegetarian lunch menus for students each Monday.

Beyond the health benefits of a vegetarian lifestyle, the mayor also extolled the benefits a cutback on meat consumption has for the environment, reducing greenhouse gases that contribute to “the existential threat of global warming.”

Brooklyn Borough President Eric Adams, a staunch supporter (and practitioner) of plant-based diets, was also on hand for the announcement. Adams cited studies that

showed processed meat to be a carcinogen, a cancer-causing substance, and he warned that ignoring the health implications now would one day appear to be as foolish as once ignoring the dangers of cigarettes.

“If we don’t light up a Marlboro in the morning, then we shouldn’t serve them the food that will have the same effect,” said Adams.

Public Advocate-elect Jumaane Williams, a pescatarian, said that he was impressed by the social justice aspect of the citywide expansion. Now, all schools will be able to make efforts to address the health implications of school lunches, instead of only schools in privileged ZIP codes.

Though at P.S. 130, Meatless Monday will be immediately followed by serving BBQ Bacon Burgers on Tuesday, Carranza said the new program was the start of a “progression,” hinting that vegetarian lunch days could expand beyond Monday.

“Never say never,” he said.

With options on offer in the P.S. 130 cafeteria from grilled cheese and barbecue beans to hummus with vegetables and cheese-and-tomato sandwiches, there were plenty of options for students — even the picky eaters.

The city officials were, in fact, the ones looking for more options. Williams called for the addition of his mother’s lasagna with fried green tomatoes to the menu, while Carranza repeatedly dropped hints about his love for buffalo cauliflower.

NY Gov. Cuomo: No quick vote on legal marijuana

Gov. Andrew Cuomo said Monday he’s “no longer confident” an agreement to legalize recreational marijuana in New York will be included in the state budget that’s due

by April 1, raising the possibility that approval of retail sales of pot won’t get passed by the legislature this year.

The governor told reporters during a 75-minute news conference at the state Capitol that while he still supports legalization, he’s not confident lawmakers will include it in the budget for the 2019-2020 state fiscal year.

There are just too many details on legalization that have to be agreed upon, Cuomo said.

“I am no longer confident marijuana will be done by the budget,” he said. “There is a wide divide on marijuana. I believe ultimately we can get there. I believe we must get there. I don’t believe we get there in two weeks” Lawmakers could take up legalization in separate measures before they adjourn in June, though it could be more politically challenging for

some lawmakers to vote yes if the measure isn’t linked to the budget.

Cuomo had wanted legalization to be included in the budget, along with a permanent limit on property tax, criminal justice reforms and new vehicle tolls for motorists entering central Manhattan. But rising concerns voiced by such groups as parent-teacher and law enforcement organizations over how retail sales of pot will affect communities has legislators easing up on the gas pedal, Cuomo said.

Democratic Assembly Speaker Carl Heastie expressed similar doubts about the timeline in January, saying lawmakers shouldn’t rush the measure, but there was more optimism in the Senate, also controlled

by Democrats.

“We believe we can get there,” said Michael Murphy, spokesperson for Senate Majority Leader Andrea Stewart-Cousins. “I don’t think it has to be out of the budget.”

Supporters want lawmakers to act quickly to catch up to neighboring states such as Vermont and Massachusetts that have already legalized recreational marijuana.

Cuomo and New York Mayor Bill de Blasio, a fellow Democrat, are counting on legalized marijuana to bring in billions in tax revenues eventually that will be used to fix the city’s ailing transit grid. Creating tolls to drive into the busiest parts of Manhattan and taxing people with second homes worth more than $5 million in the city would raise billions more for the nation’s oldest subway system, Cuomo said.

The marijuana issue was one of several topics Cuomo touched on during the news conference, along with his ongoing effort to fight last year’s federal tax overhaul and the estimated $3.8 billion shortfall in revenues the state faces over the next two years.

The governor has proposed a $175 billion budget, he and the Assembly and Senate failed to agree on a revenue forecast from which to start negotiating a budget. Both chambers plan to release their one-house budget bills later Monday. From those three proposals Cuomo, Heastie and Stewart-Cousins will try to reach agreement on a final spending plan by the end of the month.

Tax returns are due April 15, but don’t wait until the last minute. Changes in tax laws are giving headaches to many filers this year, so you’ll want to work out your numbers as soon as possible.

You can always buy software or pay an accountant, but for many of us that’s not necessary. New York City and State offer free tax preparation if you earn $66,000 or less per year. You can file online or, if you make under $54,000, you can file in person at a NYC Free Tax Prep site.

When filing in person, volunteer tax preparers can help you with most basic state and federal returns, including itemized deductions, simple self-employment, amended returns and prior-year returns. If you file in person, some sites let you drop off your tax documents and pick up the completed return later.

If you’re a senior, you can call 800-906-9887 to find the nearest Volunteer Income Tax Assistance (VITA) or Tax Counseling for the Elderly (TCE) site.

Make sure you bring all of your documents and records with you when you go so you don’t have to make a return trip. These include a picture ID, Social Security card(s), a voided check if requesting direct deposit of your refund, all W-2 and other tax documents and last year’s income tax returns.

If you’re a business owner, note that the volunteers can’t prepare more complex returns, which include: • Business income with more than $25,000 in expenses • Business income with net losses • Business income with deductions for inventory, depreciation or employees If you can file your own state taxes without help, New Yorkers earning under $66,000 can prepare and e-file their taxes directly on the state Tax Department’s website (www.tax.ny.gov).

The agency wants filers to know that the IRS doesn’t initiate contact with taxpayers by email, text messages or social media channels to request personal or financial information.

Paper forms are getting scarce If you prefer to file using the oldschool paper forms, better start looking for them soon. Tax forms are no longer available at many post office branches, and not all library branches carry them, either.

For those who need older forms, Brooklyn’s Business Branch at the Central Library has reproducible copies of certain years of federal tax forms: from 1983 to 2011 and New York State tax forms 1979-1984,1986-1991,19942005 and 2008-2011.

Judge: Census Citizenship Question Is a Threat to Democracy

The Trump administration’s decision to add a citizenship question to the 2020 Census “threatens the very foundation of our democratic system” because it would cause a significant undercount of immigrants and Latinos that could distort the distribution of congressional seats, a U.S. judge said Wednesday.

Judge Richard Seeborg in San Francisco said the commerce secretary’s decision to add the question was arbitrary and capricious and would violate a constitutional requirement that the Census accurately count the U.S. population.

“The record in this case has clearly established that including the citizenship question on the 2020 Census is fundamentally counterproductive to the goal of obtaining accurate citizenship data about the public,” Seeborg said.

He became the second judge to declare the move illegal, so the effect of his decision is limited. A federal judge in New York had previously blocked the administration from adding the question to the population count that occurs every 10 years, and the U.S. Supreme Court last month agreed to review that decision.

The ruling in California, however, differed from the January decision by U.S. District Judge Jesse Furman in a significant way. Furman also found the question violated administrative requirements, but he rejected an argument that it violated the Constitution.

Seeborg found a violation of the Constitution’s Enumeration Clause, which could present another issue for the U.S. Supreme Court to consider.

The U.S. Department of Justice declined to comment.

The ruling came as The Associated Press reported that the Census Bureau is quietly seeking comprehensive information about the legal status of millions of immigrants.

Under a proposed plan, the Department of Homeland Security would provide the Census Bureau with a broad swath of personal data about noncitizens, including their immigration status, raising concerns among privacy and civil rights activists.

Seeborg ruled in lawsuits by California and several cities in the state that asserted the citizenship question was politically motivated and should be kept off the Census.

“Justice has prevailed for each and every Californian who should raise their hands to be counted in the 2020 Census without being discouraged by a citizenship question,” state Attorney General Xavier Becerra said in a statement.

California argued that the question would cost it a substantial amount of money and at least one congressional seat by reducing the percentage of Latinos and immigrants who respond to the survey. It said that would lead to an undercount in the state, which has a substantial number of people from both groups.

states’ distribution of congressional seats and billions of dollars in federal funding.

The Justice Department had argued that Census officials take steps such as making in-person follow-up visits to get an accurate count. Households that skip the citizenship question but otherwise fill out a substantial portion of the questionnaire would still be counted, Justice Department attorneys said in court documents.

The Commerce Department announced the addition of a citizenship question a year ago, saying the Justice Department asked for it and it would improve enforcement of a 1965 law meant to protect minority voting rights.

The move sparked an outcry from Democrats, who said it would disproportionately affect states favoring their party.

People were last asked whether they were U.S. citizens in the 1950 Census.

Seeborg rejected the claim that the citizenship question stemmed from a request by the Justice Department, calling that a “pretext” for the real reason to add it.

He cited an email from Commerce Secretary Wilbur Ross to a Commerce Department official nearly a year before the question was announced, in which Ross said he was “mystified” why nothing had been done in response to his “months old request that we include the citizenship question.”

“What ensued was a cynical search to find some reason, any reason, or an agency request to justify that preordained result,” the judge said.

Annie Lennox has a sweet dream — that the world will embrace the term global feminism and continue to push for the advancement of women’s rights around the globe.

The iconic singer and activist teamed with Apple Music to launch a video last Thursday in support of global feminism to coincide with International Women’s Day, which was last Friday.

The nearly two-minute clip features Lennox, Oscar-nominated actor Richard E. Grant and Grammy-winning singers Ed Sheeran, Mary J. Blige and Dua Lipa telling the story of women’s rights in the last 100 years.

“My interest is this term ‘global feminism,’” Lennox said. “It means that everybody can be a part of it. It isn’t saying, ‘I’m a feminist, it’s different than your feminism.’ No. It’s all part of a very mixed, diverse dialogue that will bring many people [together].

“Feminism — we must use this word because it means empowerment. People can be [and] must be empowered,” she said.

The Scottish singer said though there’s been major progress for women’s rights, much more needs to be done.

“In western countries, we’re far more resourced than people are generally speaking in the so-called developing world,” she said. “It isn’t right that young girls cannot attend primary school or cannot attend secondary school. If they are living in poverty, they can’t therefore have the skills that they need. They can’t become literate, they can’t read or write, and therefore they can’t have a chance to get out of this poverty.”

Lennox is also encouraging more men to become global feminists. “We can be generous and inclusive, and we can use this term like an umbrella term, where people stand collectively, shoulder-to-shoulder, and they identify these facts and say, ‘This is not right. Men, women can say, ‘This is not right.’

“Also, we must change this thing about violence where one in three women have experienced physical or sexual violence in their lifetime. If we don’t have dialogue with boys and men, we cannot change attitudes and behaviors, so we must bring boys and men into the arena, into the platform for discussion,” she added.

Lennox, 64, said Sheeran was the first to jump on board for the video, which also features cameos by Hozier, Emeli Sande, Paloma Faith, Yola, Ade Adepitan, Richa Chadha and more. For International Women’s Day, Apple Music is also launching playlists curated by some of the top female acts in music, including Cardi B, Pink, Halsey, Camila Cabello and more.

Lennox is a Grammy and Oscar winner who has had major success as a member of the duo Eurythmics as well as a solo act, with hits including “Sweet Dreams (Are Made of This),” ‘’Walking on Broken Glass,” ‘’No More I Love You’s” and “Here Comes the Rain Again.”

Lennox has pushed for equal rights throughout her career, and in 2008 she launched The Circle, an organization that focuses on gaining equality for women.

“I really like grassroots movements because I feel the change could come from within. Women like myself, I’m white. My skin color is white. My social standing is — I come from privilege.

I don’t come from a privileged background, but now my life is extremely privileged. With that privilege, I have a voice and a platform. I have ability to move. I can contribute in many ways to raising awareness globally about these situations and circumstances,” she said.

What does it mean to be in love? For eight years, in images, writing and life, plain and simple, we have tried to tease out the answer. Love is a cliche, an idea so easy to imagine but impossible to grasp. Like an overripe fruit, it collapses with a bit of pressure into

cloying sweetness and the faint sense of something lost. At its most basic, falling in love means cleaving away something of yourself and becoming something else.

It’s painful and hard, but also carries the potential for profound transformation.

When We Were Strangers is the first part of a lifelong project deconstructing love through the prism of our relationship. This first chapter is a love poem of sorts, one that charts what happens when two people attempt to become something more and less than that, when we are more unknown stranger to each other than anything else.

But love is an ouroboros that eats the past that came before it. Who was I before you? We are interested in the frayed edges, the messy intersections, the elements of ourselves lost and new facets gained in the process, and the limits to all of that.

Galanin has created sixty porcelain hatchets, which are suspended from the gallery ceiling.

OTHER WAYS OF KNOWING In our modern society, imagery is read instantly and without question. Other Ways of Knowing looks at how we see in order to challenge how we acquire knowledge. By questioning our relationship to images, we can look at the ways we’re fed imagery on a daily basis and teach us how to discern for ourselves what that imagery means to us.

Other Ways of Knowing references illusion and misdirection traditionally designed to influence choice and transforms them into a new visual language. This digital iteration of Other Ways of Knowing features new additions to the series never exhibited before. The screens in the Made in NY Media Center will challenge the viewer to interact with a screen – a daily routine part of our lives – within a new context, one where you’re asked to stay for longer.

This exhibition explores the narrative of the series in a new and refreshing way, accomplished by the unique collaboration of the space and the artist.

For two years, Brooklynbased photojournalist Cinthya Santos Briones has photographed undocumented migrants who face orders of deportation. By taking up asylum in houses of worship, often for indefinite periods of time, these individuals and their families have found both a refuge and a provisional prison. Santos Briones’ photographs are an intimate depiction of living in a state of uncertainty. Rather than present portraits of people in hopeless situations, she has chosen to convey the universal routines of their everyday lives. FRIDA KAHLO: APPEARANCES CAN BE DECEIVING Mexican artist Frida Kahlo’s unique and immediately recognizable style was an integral part of her identity. Kahlo came to define herself through her ethnicity, disability, and politics, all of which were at the heart of her work. Frida Kahlo: Appearances Can Be Deceiving is the largest U.S. exhibition in ten years devoted to the iconic painter and the first in the United States to display a collection of her clothing and other personal possessions, which were rediscovered and inventoried in 2004 after being locked away since Kahlo’s death, in 1954. They are displayed alongside important paintings, drawings, and photographs from the celebrated Jacques and Natasha Gelman

Collection of 20th Century Mexican Art, as well as related historical film and ephemera. To highlight the collecting interests of Kahlo and her husband, muralist Diego Rivera, works from our extensive holdings of Mesoamerican art are also included.

FRESH FRUIT TART INGREDIENTS • 3/4 cup butter, softened • 1/2 cup confectioners' sugar • 1-1/2 cup all-purpose flour • 1 package (10-12 oz) white baking chips, melted and cooled • 1/4 cup heavy whipping cream • 1 package (8 oz) cream cheese, softened • 1/2 cup pineapple juice • 1/4 cup granulated sugar • 1 tbs cornstarch • 1/2 tsp lemon juice • 1-1/2 to 2 cups fresh strawberries, sliced • 1 cup fresh blueberries • 1 cup fresh raspberries

INSTRUCTIONS 1. Preheat oven to 300°. Cream butter and confectioners’ sugar until light and fluffy. Beat in flour (mixture will be crumbly). Pat onto a greased 12-in. pizza pan. Bake until lightly browned, 25-28 minutes. Cool.

2. Beat melted chips and cream until smooth. Beat in cream cheese until smooth. Spread over crust. Refrigerate 30 minutes. Meanwhile, in a small saucepan, combine pineapple juice, granulated sugar, cornstarch and lemon juice. Bring to a boil over medium heat; cook and stir until thickened, about 2 minutes. Cool.

3. Arrange berries over cream cheese layer; brush with pineapple mixture.

Refrigerate 1 hour before serving. Yield: 12 servings.

Start With Doctor’s Row and You Can’t Go Wrong

Once upon a time, Brooklyn’s best surgeons congregated on President Street.

It became a hot spot for medical professionals to live a century ago and earned the nickname Doctor’s Row, which endures to this day.

The mansions that line President Street blocks between New York and Kingston avenues in Crown Heights South are gracious designs surrounded by lawns.

Just a few blocks away, large-scale development is planned at the Spice Factory, whose address is 960 Franklin Ave. But on today’s wintry stroll, we’re sticking to Doctor’s Row and the immediately surrounding streets, where the housing stock is lovely and largely low-rise, and a sense of serenity pervades.

If you’re taking the subway to Crown Heights South, why not ride the 2 train to the President Street-Nostrand Avenue stop? It’s just a block away from Doctor’s Row.

‘IMPRESSIVE CONCENTRATION OF FREESTANDING MANSIONS’

A 1978 city Landmarks Preservation Commission report about a proposal to create a Crown Heights South Historic District provides details about numerous properties in the neighborhood — including homes on Doctor’s Row. The area did not win landmark designation, though it deserves to do so.

Doctor’s Row is “one of the most impressive concentrations of freestanding mansions in the city,” the report says.

The houses were built between 1899 and 1930. They were designed in various architectural styles.

For instance, 1290-1294 President St., which William Debus designed in 1911, has a neo-Renaissance-inspired flat roof and a Beaux-Arts Classical Revival-style portico, the report says.

One of our favorite Doctor’s Row houses is 1281 President St. It’s clad in orangey-hued brick and has a big, beautiful round turret topped by a roof that’s shaped like a witch’s hat.

Five Favorite Sights in Crown Heights South — Continued from page 12INB — On the end of the block near the Kingston Avenue intersection, there’s a row of sophisticated red-brick houses with squared-off facades topped by tiny roofs. Above the roofs, there are decorative brick elements that look a bit like crowns.

Near that corner, you’ll see the landmark-worthy Loews Kameo Theatre, which opened in 1925, a posting on the website Cinema Treasures says.

A church currently owns the dramatic property at 530 Eastern Parkway.

There’s an eye-catching row of brick rowhouses with rectangular facades and dramatic windowsills. Out front, there’s a shrubbery hedge like you’d see in the suburbs.

Further down the block, there are handsome standalone brick houses. The porches are brick, too, which is interesting looking.

SEMI-DETACHED BROWNSTONES ON CARROLL STREET Next we’re circling back to Carroll Street, to a sweet block between Nostrand and New York avenues.

It has pairs of brownstones with curvy facades.

Each pair stands together like it’s a single house.

LIMESTONE ROWS ON NEW YORK AVENUE

Further down the block, there’s a row of bow-front brownstone and limestone houses the Landmarks Preservation Commission’s report says are “among the finest groupings” in the proposed historic district.

Their addresses are 1401 to 1425 Carroll St. Brooklyn architect J.L. Brush designed them in 1913, the report says.

CHARMING CROWN STREET

Around another corner, the Crown Street block between Kingston and Brooklyn avenues has an intriguing juxtaposition of old-fashioned housing stock.

When you get to the corner of New York Avenue, turn left to find our fifth fine sight in Crown Heights South.

On both sides of the block between Carroll and President streets, there are rows of cylindrical limestone houses. They have such a classic look.

Of course there will be other things you’ll want to see. There’s eye candy everywhere you turn in Crown Heights South.

Mel Miller, a former speaker of the New York state Assembly, has died at age 79.

The Brooklyn Democrat died Friday in Manhattan. His widow Elizabeth Miller tells The New York Times that the cause of death was complications from lung cancer.

ON MARCH 12, 1943, the Brooklyn Daily Eagle reported, “Washington, March 12 (U.P.) — Rationing of meat, canned meat, canned fish, butter, cheese, edible fats and oils will begin at midnight, March 28, on a basis giving Americans nearly twice as much meat and fats but only half as much cheese as the British are getting. Price Administrator Prentiss M. Brown announced the new rationing program today after Secretary of Agriculture Wickard authorized it last night. Sixteen points per consumer will be allowed for all of the new rationed foods and the consumer can decide upon which of the items he prefers to spend his points. Point values are now being decided and will be announced during the week of March 22 … The new meat-fatscheese rationing program will leave only a few items of food unrationed – such as fresh and frozen fish, poultry and game, breads, cereals and flour, fresh fruits and fresh vegetables.”

ON MARCH 13, 1928, the Brooklyn Daily Eagle reported, “Los Angeles, March 13 (AP) — More than 100 persons were swept to death early today in San Francisquito Canyon, north of here, when St. Francis dam, impounding part of Los Angeles water supply, burst and unloosed a 75-foot wall of water into the narrow valley. Officials expressed fear that the death toll might reach 400.

A telegram received at the sheriff’s office here from Eugene Biscailluz, under sheriff in charge of rescue work, said that 100 bodies had been recovered where the flood waters entered the Santa Paula and Santa Clara rivers. Ten bodies were taken from the canyon this morning and were placed in a morgue at Saugus. What caused the retaining parapet of the great reservoir to give way suddenly was almost as much of a mystery as the number of dead that lay buried beneath the deep covering of yellow sand which now carpets the pretty little valley.”

ON MARCH 14, 1939, the Eagle reported, “Bratislava, Slovakia, March 14 (U.P.) — Slovakia proclaimed its independence of Czechoslovakia and Josef Tiso was named president and premier of a new republic of Slovakia at a German-sponsored meeting of the Slovak Parliament today. Prof. Albert Tuka, veteran Separatist leader, was named foreign minister.

Thus the post-war Republic of Czechoslovakia collapsed under the military threat of Nazi Germany’s ‘march to the east.’

The Central Czechoslovak Cabinet at Prague, bowing to Hitler’s ultimatum, resigned and announced the dissolution of the Czechoslovakian state. As the new republic was proclaimed, Hungarian troops battled their way into Czechoslovakia and the government sent an ultimatum to Prague demanding within 24 hours withdrawal of Czech troops from Carpatho-Ukraine.

The Hungarian troops, it was officially said in Budapest, had marched into Carpatho-Ukraine on a 15-mile front … German troops, massed near the border, were expected to cross into Czech territory at any time.”

ItalianAmerican history is Brooklyn man’s passion

When Raymond Guarini was growing up in Bay Ridge, one his favorite places to eat was Cono’s, an Italian restaurant on Fifth Avenue. “My family used to eat there all the time. We had wonderful memories of great meals we had there. But it closed a long time ago,” he told the Bay Ridge Eagle.

As his favorite restaurants and shops started to close, Guarini, a 38-year-old brokerage firm managing director, started thinking about ways to document the past and boost Italian-American pride. “I realized that my kids would never know the beautiful neighborhood we grew up in,” he said.

So he started taking pictures of Brooklyn neighborhoods and talking to people about their memories of their favorite spots.

And so Italian Enclaves, a website for history buffs whose interests are rooted in the Mediterranean, was born.

Guarini has also taken it upon himself to study Italian-American communities across the U.S., how they formed, what life was like there and how they started to disappear.

Italian Enclaves has a Facebook page and an Instagram account that has been known to break news. The group’s Facebook page was the first to report the news that Our Lady of Guadalupe Catholic Academy in Bensonhurst would close. The school, which educated generations of children for 90 years, is slated to close in June.

Over the past six years, Guarini has visited approximately 75 Italian neighborhoods in big cities and small towns in the U.S. Guarini, who is a member of the National Italian-American Foundation, is also trying to build a network of like-minded people interested in the Italian-American experience in America.

There are hundreds of Italian-American communities in the U.S., largely stemming from an Ital-ian migration to America that took place in the late 19th century.

In his research, Guarini found that the biggest common denominator he found in all of the Italian American communities is the Catholic Church. “A lot of these neighborhoods built up around the local church,” he said.

Another common denominator is the annual feast honoring a patron saint. Streets would be closed to traffic, parishioners would march in pro-cessions and the aroma of Italian food would fill the air.

Many Bensonhurst homeowners of Italian heritage take extra special care of the religious statues on their front lawns.

According to the book “Bay Ridge Chronicles,” the 1950 U.S. Census showed that 50 percent of the population of Bay Ridge was Italian.

Despite the fact that Italians have moved out of Bensonhurst in recent years, there are still signs of a vibrant Italian life, such as the Tribuzio Meat Market and the Congrega San Vito Do Ciminna Club on 18th Avenue.

The feasts were important, according to Guarini, because they served as unifying events. “It would bring the entire community together,” he said.

Italian communities almost always had funeral homes, he said. “It makes sense. Funeral homes usually opened near churches. The

churches had the funerals for their parishioners and the funeral homes handled the burial arrangements,” he said.

“The local bakery too, was a common denominator. It was used as a quid quo pro,” he said, explaining that immigrants would work in exchange for bread.

Little Italy is the most famous Italian neighborhood in America, but Guarini said East Harlem also had a large Italian population in the late 19th century.

Bensonhurst was perhaps the most well known Italian-American neighborhood in Brooklyn for many years.

Bensonhurst used to be a predominantly Jewish neighborhood. “The Italians started coming into Bensonhurst in the early 20th century," Guarini told this newspaper. A focal point was St. Rosalia Church, a small Catholic church at 14th Avenue and 63rd Street that was demolished a few years ago.

St. Athanasius Church on Bay Parkway and St. Finbar Church on Bay 20th St. were also power centers of Italian life in Bensonhurst and Bath Beach.

One reason Bensonhurst became an Italian-American enclave was the GI Bill, according to Guarini. “With the GI Bill, people were able to afford to buy homes,” he said. Italians flocked to the neighborhood in the years after World War II, he said.

From the 1950s to the 1970s, “There were big waves of immigration to Brooklyn,” he said. Many of the immigrants came from Bari, a port city on the Adriatic Sea, and from the Italian region of Calabria.

Another Italian-American enclave was Greenwich Village, specifically, the West Village. Community life centered around Our Lady of Pompeii Church.

Other neighborhoods that welcomed Italians: Coney Island, where life centered on Our Lady of Solace Church, and Sunset Park, where the Italians gathered around St. Rocco’s Church on 20th Street between Fourth and Fifth avenues.

In recent years, Italian-Americans have moved out of Bensonhurst and Chinese immigrants have been moving in. That is a common occurrence.

Many formerly Italian areas are now predominantly Asian, Guarini said. “The trend is for Asians to move next door to Italians. They’re great neighbors,” he said.

Guarini is the founder of the Italian Enclave Historical Society. He is proud of his Bay Ridge roots. “I’m a big fan of local culture,” he said.

He attended P.S. 102 and Poly Prep Country Day School and earned a Bachelor’s Degree in Business Management at St. Francis College.
