A Romanesque Revival office building that was saved from demolition several years ago is slated for a makeover as a hotel.

But first, architecture firm HOK needs to revise the project's design, the city Landmarks Preservation Commission decided yesterday.

At a hearing at the preservation agency’s Manhattan headquarters, several commissioners applauded — with a few reservations — the restoration and expansion plan for the decrepit 1880s building at 186 Remsen St. in Brooklyn Heights.

The six-story brownstone, granite and terra-cotta building, which has been vacant for many years, will be turned into a hotel with 37 guest rooms, restaurant space on upstairs floors and food and beverage service in its lobby.

HOK's design calls for the historically accurate reconstruction of the building's top two floors, which were destroyed by a fire in 1950.

A modern addition will be constructed on top of the historic building, bringing its height to 14 stories. The six-story addition will be set back 52 feet from the street wall.

Congestion Pricing’s Improved Odds Give Hope To BQE Opposition in Brooklyn Heights Cuomo’s Last Minute L-Train Save Draws Comparisons

The stars appear to be lining up for congestion pricing in New York City, and that could have a major effect on the city’s controversial Brooklyn-Queens Expressway (BQE) reconstruction plans.

In a release on Sunday, Gov. Andrew Cuomo’s Budget Director Robert Mujica made clear the governor’s support for congestion pricing, linking it to the crumbling MTA. “If congestion pricing does not pass this legislative session, the system's decay over the past decades will continue. The legislature should act responsibly and pass it,” Mujica said. In the interim, he added, “Governor Cuomo will work very hard to pass congestion pricing and a reorganization plan for the MTA.” A state panel backed congestion pricing, for the most part, in December as a way to fund subway repairs. The plan is estimated to bring in a billion dollars annually.

Albany followers say the outcome of the midterm elections and leadership change in the state Senate could ease the way for congestion pricing, which has been on the legislative back burner since the Bloomberg administration.

DOT Commissioner Polly Trottenberg has said that the department is studying this plan, along with other alternatives.

A Better Way NYC sees positive augurs in Gov. Cuomo’s recent end run around the MTA’s plan to shut down L train service for repairs, and hopes for similar rethinking of the BQE plan.

“While Governor Cuomo is bringing in outside help to avoid the devastating consequences of closing L-train service, Mayor de Blasio is ramming through a closed-door plan that will increase pollution and traffic,” group member said Hilary Jager said in a statement.

The group said on Friday that it is partnering with the Regional Plan Association to conduct a study that will evaluate the effect of congestion pricing and HOV lane (High Occupancy Vehicle) restrictions on the BQE. An HOV lane currently exists on another portion of the same interstate, on the Gowanus Expressway section.

Brooklyn Borough President Eric Adams has joined elected officials including Councilmembers Justin Brannan and Carlos Menchaca to call on the state DOT to release its HOV lane impact analysis immediately, as it transitions management and oversight of the Gowanus Expressway and Verrazzano-Narrows Bridge HOV lanes to the city.

While the governor looks to congestion pricing as a way to fund subway repairs, Brooklyn Heights residents see it as a way to help save their neighborhood from the devastation caused by the city’s plan to rebuild one and a half miles of the BQE, including the triple cantilevered section underpinning the landmarked Promenade.

NYC DOT has proposed replacing the Promenade, long considered the jewel of the neighborhood, with a six-lane superhighway during the 6- to 10-year reconstruction. The plan would run 153,000 vehicles a day along homes and yards in a small neighborhood, bringing high amounts of pollution up to ground level. The Promenade BQE plan was endorsed by Mayor Bill de Blasio before any environmental study or community input, infuriating the neighborhood.

The Brooklyn Heights Association and A Better Way NYC, two community organizations fighting the proposal, say that congestion pricing would reduce the number of traffic lanes required on the BQE, making alternative construction approaches more feasible.

The Brooklyn Heights Association has placed an alternative plan on the table with DOT. This plan would run a temporary BQE replacement along the edge of Brooklyn Bridge Park, far below the Promenade, which overlooks the harbor.

Sees Hope in the L Train Debacle

Congestion Pricing With congestion pricing, a fee would be charged to vehicles traveling into or within the Manhattan central business district.

Fees would vary based on time of day, and would be collected via open road tolling technology, meaning vehicles wouldn’t be forced to slow down.

The toll was not included in the state budget that was passed in March 2018. (A fee was levied on taxi and ride-share trips in Manhattan below 96th Street, however.)

Critics point out flaws in the congestion pricing plan floated so far. According to the New York Post, none of the East River crossings would receive any congestion pricing revenue for maintenance. Second, the city would not receive revenue, even though it is in charge of maintaining the streets.

A vocal crowd of several hundred people braved sub-freezing weather on Saturday to demonstrate their opposition to a six-lane “highway in the sky” that would destroy the landmark Brooklyn Heights Promenade.

Residents ranging in age from 9 to 90, and representing Brooklyn Heights, Cobble Hill and surrounding neighborhoods, carried placards, and crowded around a podium of elected officials.

Leaders from A Better Way NYC — a grassroots, non-profit organization focused on the environmental, economic and community impact of repairing the Brooklyn-Queens Expressway — joined Peter Bray, executive director of the Brooklyn Heights Association; City Comptroller Scott Stringer and an array of elected officials as they called on Mayor Bill de Blasio and Department of Transportation Commissioner Polly Trottenberg for transparency and community engagement around the proposed Brooklyn-Queens Expressway rehabilitation.

“We’re here to send City Hall and DOT a few simple messages: We reject the six-lane Promenade Highway; we demand a solution that does not destroy our neighborhood; and we demand that DOT respond to the BHA alternative we presented in November,” Bray said.

“There can be no possible justification for a monstrous, six-lane highway on the Promenade to prevent a traffic congestion nightmare that can be solved by better means,” he added. “But, there does need to be smart solutions to reducing traffic during the construction period to protect all neighborhoods along the BQE … not just Brooklyn Heights, but Cobble Hill, Fulton Ferry, DUMBO and many more.”

Stringer, State Sen. Brian Kavanagh, State Assembly Member Jo Anne Simon, Brooklyn Borough President Eric Adams, Assemblymember Latrice Walker, and representatives from City Councilmember Stephen Levin’s and Congressmem-

ber Nydia Velazquez’s offices spoke, joining A Better Way NYC, community groups including the Brooklyn Heights Association, and hundreds of New Yorkers to demand that the city revisit the flawed process behind the proposed rehabilitation of the BQE and explore all possible mitigation solutions before proceeding with any plan.

Bray declared, “We do not accept DOT’s threat that it is their way or the highway, though in this instance, their way is a six-lane highway they’ve presented as a means to avoid thousands of vehicles detouring through our streets. The terrible irony is that the building of the Promenade Highway will itself require innumerable lane closures, traffic diversions, and years of nighttime construction that will utterly destroy the tranquility of our residential community.”

Brooklyn Heights resident Hilary Jager has acted as the spokesperson for the organization since its founding in September.

An attorney — and currently a full-time mother of three — Jager most recently worked as Assistant U.S. Attorney for the Eastern District of New York in Downtown Brooklyn. Before that

she clerked for a federal judge in the courthouse here.

Now, she’s fallen into “all this BQE madness,” she told the Brooklyn Heights Press.

“It’s become maybe not a full-time job, but a close to full time job,” she said.

While Governor Cuomo is taking an innovative approach to avoid the devastating consequences of closing L train service, Mayor de Blasio is taking a page out of the Robert Moses playbook: proposing to spend nearly $4 billion to bulldoze local neighborhoods, expand highways and further New York’s dependence on pollution-spewing cars.”

put forth and a third option that the DOT is considering. “Now I spoke with the transportation commissioner just the other day who assures me they are doing their due diligence,” she said. “They are looking very carefully at what I call the ‘berm plan,’ for lack of a better term, to see if that is feasible “We don’t know if the engineering can be done. We are looking at that very carefully. One of the things that I was asked to convey, is that they need time to do a good job.”

Adams, stepping to the podium, declared, “Let me be very clear, so there is no misunderstanding. When I walked here to the microphone, some of you had a question mark. So let me straighten that question mark into an exclamation point. I am against the damn plan as it stands. Plain and simple,” he said.

“My opposition may be different from others.

Adams thanked Stringer for “bringing us all together in this conversation,” and accused the state of New York of backing out from solving the problem. “The way things are done, you legislate, you communicate and you agitate. You fight, you raise your voice and you be proud of this movement. Listen, we have to take this city back. And the only way we do it is, come out and do what we’re doing today.”

The proposed plan would also increase exposure to air pollution and other environmental hazards, remove landmarks and open green space, and destroy an icon beloved by generations of residents and visitors.

The comptroller noted concern that the plan “was devised without reasonable consideration for concurrent administrative initiatives and goals, sufficient thought to future traffic patterns, and consideration of important community concerns.”

In addition to questioning whether the proposed rehabilitation was aligned with the city’s greenhouse reduction initiatives, Stringer questioned if the plan took into account several factors, including: • Proposed improvements to the city’s rail freight distribution system, which would reduce traffic on the BQE; • Congestion pricing, including East River bridge tolls, that could further reduce traffic on the BQE; and • The long-term environmental impact on the surrounding community from property damage, dust and debris.

Comptroller Stringer summarized a response he had received back from the DOT’s Polly Trottenberg as being a “non-answer.”

Acknowledging the work of Stringer’s policy, accounting, engineering and other groups, Trottenberg in the letter addressed some of the comptroller’s solutions “as being not within city authority and instead rely on state and federal action.” She reiterated her promise from the community meeting Teddy and Eli Eisenstadt are joined at Saturday's protest by Dexter, a Habanese that likes to walk on the Promenade, not a highway.

Tom Bennett’s artwork is recognizable for its impassioned brushwork, bold compositions, and rich subject matter. His work embraces art history, abundant with homages to heroic works, bucking horses and classical nudes.

In addition to his dynamic paintings, Tabla Rasa will feature a series of unframed mono-types for acquisition by both the seasoned and novice collector. Among them are images of figures that seem to breathe with life force, and storms that roil on the horizon. Mono-types, a form of print in which an image is created on a plate and then transferred to paper, is an ideal vehicle for the spontaneity of Mr. Bennett’s drawing talents.

The inked plate yields only one “unique” image, not an edition of multiples as in other printmaking techniques.

Emmons Avenue is one of the best places in town for our fine feathered friends to find a good snack.

Folks love the birds that flock to the Sheepshead Bay shoreline — and feed them well.

The other day, when we were strolling along the avenue, especially animated swans and seagulls were bickering over a bagel.

We were going to refer to them as a bevy of swans and a colony of gulls. We found these expressions on a list of collective nouns for animal and bird groups. But whenever we see lists like this, we're never sure if they're real, or a piece of satire produced by the Onion.

For instance, can you say “a shiver of sharks” with a straight face? How about “an intrusion of cockroaches” — doesn't that sound like a made-up expression?

But back to Emmons Avenue. Sometimes, when people get especially enthusiastic about casting their bread upon the waters, the avid gulls look a little bit like they're rehearsing a scene from “The Birds.”

The rest of the time, the gulls are nonthreatening. They line up single-file on a railing at the water's edge as though they're posing for photos.

A FAVORITE FOOTBRIDGE Another picturesque spot for the birds to perch is the Ocean Avenue Footbridge. As of course you know, the wooden walkway connects Emmons Avenue and neighboring Manhattan Beach's Shore Boulevard.

The footbridge is a deep shade of blue like a crayon. It opened in 1880.

The railroad executive and developer who commissioned the footbridge, Austin Corbin, was a vile man who's remembered for his anti-Semitism.

According to the Hidden Waters blog, Corbin tried to have the bridge torn down to keep Jews and other minorities away from Manhattan Beach, where he'd built a snobby hotel. Opponents stood up to him and saved the bridge.

THE RHEINGOLD BREWERS' SUMMER HOUSE Besides being Birdland, Emmons Avenue is Boatland, too.

Some of Sheepshead Bay's prettiest sailing vessels are tied up right by the sidewalk. You can pose for selfies with birds and boats in a single backdrop.

Other boats are tucked away behind the walls of private clubs.

One has a clubhouse that's particularly picturesque even if you see it only from the sidewalk.

The family that brewed Rheingold Beer back in the day had a summer house at 3076 Emmons Ave. It's now the gathering place for members of the Sheepshead Bay Yacht Club, which was founded in 1908, the club's website says.

SHEEPSHEAD BAY: HISTORY Sheepshead Bay remained undiscovered by European settlers during much of Brooklyn’s early development. The Canarsee Indians inhabited the land for almost 150 years after nearby Gravesend was settled in 1643.

In the 18th century, the Wyckoff and Lotts families held land grants and built farms in the area, eventually drawing settlers to the shore.

The neighborhood’s popularity began to increase during the early 19th century when wooden cottages were built along the rim of Sheepshead Bay inlet and a sheltered anchorage for small local boats was built. Local restaurants helped attract visitors with fresh seafood and two hotels were built to accommodate the incoming tourists.

Development quickened during the 1870s when New York railroad lines were extended into Sheepshead Bay and during the 1920s and 1930s, new residential and commercial development transformed the neighborhood.

Piers were built as a Works Progress Administration project, housing was constructed and modernized and Emmons Avenue was widened and paved.

New cars in Brooklyn during this period and the Belt Parkway reaching the area in 1941 brought even more traffic, turning the bay into the fastest growing community in Brooklyn by the 1960s.

Eye on SHEEPSHEAD BAY

SHEEPSHEAD BAY What is this sheepshead that gave its name to this neighborhood?

You might well ask. No, it is not the head of a sheep. And no, it is not a card game.

This sheepshead is a fish, an edible fish generally considered a southern species, its usual habitat running from the mid-Atlantic to Texas. It’s not found here much anymore, but was probably around in greater numbers when the Canarsies lived and fished here before the arrival of Europeans more than 400 years ago.

Separated from the eastern part of Coney Island by the bay that bears the name, the area was settled as part of the English town of Gravesend in 1643. It remained primarily a rural area — the Wycoff and Lotts families built farms in the area— until the beginning of the 19th century.

Summer tourists came for the fishing and boating after Sam Leonard’s Hotel was built in 1843 and, two years later, Tappen’s Hotel went up.

In the late 1870s and 1880s, the Manhattan Beach branch of the Long Island Rail Road, along with the Brooklyn, Flatbush and Coney Island Railroad (today’s BMT Brighton Line), the construction of the Brooklyn Bridge and Ocean Parkway, all helped make the neighborhood more accessible.

The Sheepshead Bay Race Track was opened by the Coney Island Jockey Club in Sheepshead Bay and gambling flourished. In 1915, horses gave way to cars with the building of the Sheepshead Speedway on the same site. (In 1919, it became a housing development.)

As for the Emmons Avenue clubhouse, it has two porches.

WATERFRONT LUNCHES, 12 MONTHS A YEAR If you don't have a waterfront home or a yacht-club membership, another way to get an up-close look at Emmons Avenue's shoreline scenery is by eating lunch in the neighborhood.

There are eateries with glassed-in back porches so you can sightsee 12 months a year.

A Turkish restaurant called Liman has water views, and so does Italian restaurant Il Fornetto.

The other day we got a seat right by the waterside windows at Rocca Cafe. Even on a sunless, freezing afternoon, the boats docked right outside were beautiful.

The Belt Parkway, on the southern edge, reached the area in 1941.

In the northern sections of Sheepshead Bay are the subdivisions of Homecrest and Madison.

Sheepshead Bay also encompasses Plumb Beach (named for its beach plums), now part of the Gateway National Recreation Area.

Joseph was the founder of the Fontbonne Hall Academy Swimming team in 1973. He was the devoted swimming coach at Fontbonne Hall Academy for 49 years. He coached the team to many division and city championships. In later years, he was well known for cheering his swimmers on by hitting his cane on the ground along with his enthusiastic screams. He was voted Girls Catholic High School Coach of the Year 19811982 and 2004-2005. He was elected to the CCHSAA Hall of Fame Brooklyn Diocese in 1993. In 1998, Joseph received a New York City Proclamation for his distinguished service to Fontbonne Hall and the Bay Ridge community signed by then-Councilmember Marty Golden. In 2005, Joe received the CCHSA Lifetime Achievement Award for coaching. Beloved husband of the late Rose.

SIECZKOWSKI, Helen -- Greenpoint centenarian “Big Helen” Sieczkowski passed away Jan. 2, 2019. She was the oldest living person on Jewel Street. Widow to Stanley “Chick” Sieczkowski, sister of the late Regina Klembicki, she is survived by her little sister Irene Grecula (age 99); daughter Alicia Kawochka; son Thomas; grandchildren Michael Kawochka and Natasha Phair; step-granddaughters Karen McCabe Nieves and Dawn McCabe Kuzma; four great-granddaughters: Ava, Estee and Macie Phair, and namesake “Little Helen” Kawochka; and beloved nieces, nephews and cousins. She passed away one day and 10 minutes shy of her 101st birthday. Born on Bayard Street in 1918, 10 months before the conclusion of WWI, Big Helen earned the honorific when her great granddaughter Little Helen was born in 2016.

While she did not wander far, this Greenpoint native put down deep roots instead. She is an alumna and parishioner of St. Stan’s, where she was baptized, educated and married. FLYNN, Annabel Midtbo -- (Mar. 2, 1918-Jan. 4, 2019) died peacefully at home. She was a beloved parent, friend and neighbor. Her kind heart and thoughtfulness were widely known. Annabel was born in Sunset Park to Norwegian (Arendal) parents Martha Nelson (b.1885) and Torje Midtbo (b.1879). She had two brothers, Harold and Earling. Married to Jerome Patrick Flynn in 1943, they had six children: Thomas (Ofelia Zuniga Rivas); Peggy (John Kelly); Dennis; John (d.1953); Anne (James Gottselig); and Peter (Sheila Pettersen); six grandchildren: Alyson Kelly (Kirk Bamford); Sereane Watkins-Flynn (Andrae Sanchez); Damion Watkins (Catherine Mer); Kathleen Kelly (Dave O’Connor); Flynn Gottselig; Sean Flynn; Sarah Flynn; and three great grandchildren: Jack and Annabel Bamford; and Margaret (Maggie) O’Connor.

Annabel attended P.S. 169, graduating in 1932, and graduated from Manual Training High School in 1936. She completed her formal education at the YWCA Secretarial School in 1937. Annabel worked at Morgan Guaranty Trust from 1937-1946 where she met her future husband Jerome Patrick Flynn. They were married in 1943, and Annabel moved to the Flynn family home on 16th

The family would like to extend special thanks to Jackie Cruz for over three decades of hair-dos and friendship; Dennis Flynn for his loyal weekend visits and companionship; and

the dedicated home health aides (Adama Doumbaye and Rookmin Gittens) who cared for Annabel in the last years of her very long life. The city’s millions poured forth a thunderous ovation as Capt. Henrik Kurt Carlsen, master of the ill-starred Flying Enterprise, took over a new command – skipper of the good ship New York. The modest hero wore a winning smile as he greeted cheering Brooklynites along his route from Brooklyn Heights to Bay Ridge and, after a Coast Guard cutter trip across the Upper Bay, rode up Broadway, ‘Canyon of Heroes,’ to City Hall. The man who stayed with his listing, sinking ship through 14 days of stormy seas rode up Broadway through storms of ticker tape and confetti. Seated atop the rear seat of an open car, Carlsen waved his gold-braided cap while tons of ticker-tape and torn papers streamed down on him from Broadway skyscrapers.”  ON JAN. 17, 1921, the Eagle reported, “The second attempt of the Brooklyn City Railroad to put into effect a double fare on its Flatbush line for passengers riding beyond Foster Ave. was made today without a recurrence of the riots of last summer. Evidently realizing the futility of offering physical resistance to the railroad officials in view of the latter’s victories in the courts, the public adopted a new weapon – the boycott. The second fare charge went into effect at 5 a.m. From that hour on, car after car of the line, watched by impartial observers, made the two-mile trip from the car barns at Avenue N and E. 49th St. without a single passenger.”

Gage & Tollner to Reopen in Original Downtown Location

Gage & Tollner, one of the most venerable and aristocratic restaurants in Downtown Brooklyn, is now coming back after a 15-year hiatus.

According to the New York Post, St. John Frizell of Fort Defiance in Red Hook, Ben Schneider of Good Fork and his chef and wife Sohui Kim have signed a lease at 374 Fulton St. after a two-year struggle to raise the needed $400,000 from other businesses and through crowdfunding.

The group signed the lease with landlord William Jemal after “hitting the numbers” in December, the Post reported.

The restaurant was launched in 1879 and moved to its most recent address in

1892. It was known for its mirrors and plush interior; its gaslights, long after most places had replaced them with electric lights; and its seafood and Southern cuisine.

In its heyday, it attracted Broadway and Hollywood stars like Jimmy Durante, Mae West and Fannie Brice. The city’s Landmark Preservation Commission (LPC) declared its exterior a landmark in 1974 and landmarked its interior in 1975.

“Upon entering, one is immediately transported back to the period of Diamond Jim Brady,” the city LPC’s 1975 designation report about Gage & Tollner’s dining room said.

But when the Fulton Mall area started to decline during the 1970s, however, Gage and Tollner was increasingly out of place.

Its last owner, Joe Chirico, who also owns Marco Polo in Carroll Gardens, made extensive renovations but closed it in 2004 because, in his terms, “the business was dragging every day.”

Later that year, the space became a T.G.I. Friday’s. In 2010, it became an Arby’s, and the LPC praised the chain’s plans to incorporate historic details into the new restaurant. However, that Arby’s closed only seven months after opening.

The most recent tenant, a store named Ladies & Gents that sold discount jewelry and apparel, left the premises in 2017. In August 2011, the Heights Press’ Linda Collins reported that the store had installed “hot pink material and wall panels” over the

still-existing original fixtures — a move unanimously condemned by the LPC at the time.

After the store left, landlord Jemal kept the interior intact. “We respect the interior and exterior landmarking of the building and look forward to working with a restaurateur or other retailer that uses the unique building attributes to enhance the business while preserving Brooklyn’s glorious past,” he told the Heights Press’ Lore Croghan in 2017.

Restaurateur Frizell told the Post that the 100-seat main-floor dining room and two upstairs spaces are being restored. The restaurant will likely become a steak and chop house rather than a seafood haven like the original.

Ann Ware, Longtime Heights Resident Was Active in Local Arts Community

her interest in this city. She graduated from Case Western Reserve in Cleveland and soon thereafter married Thomas E. Ware, also of Cleveland (and just coincidentally, a grade school classmate of hers). A couple of years after having a son, she got divorced, and then fulfilled a lifelong dream of moving to New York. She lived for a short while in Greenwich Village and Cobble Hill, before moving with her son in 1961 into the apartment in Brooklyn Heights that would be her home for the rest of her life.

Ann loved all that New York, and the Heights, had to offer, especially the arts. A voracious reader (including reading everything that Freud had ever written), she had a large library of classic books that she always prized. She attended New York University, earning a master’s degree in elementary education. She also took drawing and painting courses at the Art Students League.

Active in the arts hereand the First Unitarian Church (Congregational Society), she hosted “the Painting Ladies” painting sessions regularly at her apartment. She also did volunteer work at the Long Island (now Brooklyn) Historical Society.

While she took pride in many things, one of her favorites was being named the Unitarian’s “Member of the Month” in February 2010, which summarized her interests and contributions very well.

Her tribute read, “For two decades Ann Ware has brought her feminist insights, her remarkable memory, and her love of poetry to the Book Group that has now read and explored together 392 books. She has been a talented discussion leader of the group, which started in July 1983 in our minister’s study. Shortly thereafter it began meeting in Ann’s home….. As a key member of our Arts Committee, Ann has both planned our art shows and contributes to them as well, sharing her talents and bringing beauty to our community… . Whether serving as secretary of the Women’s Alliance, working at UniFair set-up, running UniFair’s coffee table, or staffing the welcome table, Ann’s graciousness is appreciated by all. In 2002 the Women’s Alliance held a Crone Ceremony… (crone was) originally a laudatory word meaning ‘wise woman’, First U chose Ann among six crones who are ‘revered for their insights and honored for their knowledge.’ Ann, we salute you.”

During her life Ann battled multiple cancers, and survived them all, sometimes quite against the odds. Though, in the end, she succumbed to complications from them.

Ann is survived by her son, Thomas E. Ware (Jr.) and daughter-in-law Andrea Holmes Ware, of Wisconsin; her grandson Thomas H. Ware, and granddaughter Annabel Ware; and by seven Zweighaft half brothers and sisters. She is also survived by dear friends Perry Cohen, Gloria Furman, and Barbara Kennedy and by the memories of dear friends who predeceased her, Norman Rosten and Laurie Khouri.

A memorial service for Ann will be held at the First Unitarian Congregational Society of Brooklyn’s Chapel this Sunday, January 20, at 1:15 p.m. In lieu of flowers, memorials to the First Unitarian Congregational Society are suggested.

Within a few years her parents divorced, and Ann and her mother moved back to Cleveland to live with Ann’s grandmother. Aside from spending summers at their house in Chautauqua, N.Y., Ann lived in Ohio until after college.

Instead of having the commissioners vote on the proposed design Tuesday, Landmarks Chairwoman Sarah Carroll said her colleagues disagree about a plan from HOK to install the modern terra-cotta on the ground-floor entrance of the 19th-century portion of 186 Remsen St. Some commissioners thought the terra-cotta should be used more boldly on the ground floor. Others thought it shouldn't be used at all.

HOK needs to make a return appearance before the commission to hash out the issue.

Carroll also told HOK to come up with a way to make a perforated metal screen that would enclose the mechanical equipment at the top of the addition less visible down in the streets.

In testimony during the hearing, representatives from the Downtown Brooklyn Partnership and the Brooklyn Chamber of Commerce expressed support for 186 Remsen St.'s renovation and redesign plan.

Jesse Denno of the Historic Districts Council called it “extremely well thought out” — but said the modern terracotta shouldn't be used on the ground-floor entry.

A Parfitt Brothers Design A few historical details about 186 Remsen St.: The Parfitt Brothers, an important 19th-century architecture firm, designed the Franklin Building, which is what preservationists call 186 Remsen St. because Franklin Trust was its initial tenant.

Its original owner was entrepreneur and philanthropist A.A. Low, who became wealthy by trading with China. He invested in Brooklyn Heights real estate and lived in a mansion at 3 Pierrepont Place.

The Remsen Street property is a good location for a hotel. It is right next door to St. Francis College and across the street from Brooklyn Borough Hall.

The redevelopment site is located within the Borough Hall Skyscraper Historic District.

In early 2011, while the historic district designation process was underway, the Landmarks Preservation Commission held a hearing specifically about 186 Remsen St. because of fears that it was going to be torn down.

Consequently, the landlord agreed to put demolition plans on hold.

The owner at the time was 44 Court Street LLC, which was headed by real estate mogul Larry Wohl of Joseph P. Day Realty Corp.

City Finance Department records show that in 2015, the building's ownership was transferred to 186 Remsen Street LLC, in which Wohl is also involved.

The firm that's doing the hotel development is Upventures LLC, whose founder is Tony Greenberg. He is a former Joseph P. Day Realty Corp. property manager and leasing agent.

LPC to Fortis: Deck the Wall with Boughs of Holly Cobble Hill Residents Scoff at ‘Strategically Planted Bush’

What started out as a 9-foot high brick wall turned into a 6ish-foot fence covered with holly.

That’s the proposal the Landmarks Preservation Commission approved “with modifications” Tuesday for a landmarked property at 347 Henry St. on Amity Street in Cobble Hill.

The property is part of Fortis’ luxury 5 River Park Development, part of the former Long Island College Hospital (LICH) site.

A 15-story tower is being built — as of right — on the part of the lot located outside the historic district. On the portion of the lot located within the historic district (with its 50-foot height restriction), Fortis plans to build a swimming pool, deck, outdoor shower and trellis, with landscaping and lighting.

And though the commission ordered tweaks to the design — including the mandate that the building’s owner maintain the fence’s “vegetation” blocking the view of the yard — the approval still irritated some Cobble Hill residents, who scoffed at the idea that live holly was a permanent element.

Renderings submitted by Fortis show a solid wall of Japanese Holly blocking the view of the interior yard.

“When I come to you with renovations, I don’t come with a strategically planted bush [obscuring the view],” Cobble Hill resident Franklin Stone testified before the panel. “Future owners may not keep up that hedge.”

LPC staffer Mark Silberman said that “technically” the Commission should look at a street elevation without the hedge, but that wasn’t necessary as the developer agreed to maintain the greenery.

Cobble Hill Association Corresponding Secretary Josh Vogel read a statement from CHA to the panel.

“The CHA opposes any items, such as the proposed trellis, outdoor kitchen, light poles, or outdoor shower that would be visible from the street. They are not appropriate and out of character for the historic district,” he said.

The final approved design evolved from a nine-foot-high brick wall along 49 feet of Amity Street sidewalk. After the wall was rejected unanimously by Community Board 6, elected officials and the Cobble Hill Association, Fortis went back to the drawing board. While the community pushed for a wrought iron fence as more fitting to the historic neighborhood, the plan architect Douglas Romines presented Tuesday was for a steel fence.

The LPC told Fortis Tuesday to substitute wrought iron fencing at the front of the property. They are also requiring the developer to turn a storage shed sideways to minimize its visibility from the street. The Commission didn’t rule on the proposed 10-foot high lighting.

“Really? LPC is going to get in the business of monitoring plantings?” Stone said after the decision to issue a Certificate of Appropriateness was finalized.

Fence OK, Pool Not Certain The Buildings Department intends to revoke permission to build the swimming pool as proposed, according to CHA. An audit uncovered objections including its placement less than 100 feet from the lot line. In addition, the proposed skylights and canopy are not permitted obstructions.

Fortis may continue working, but must resolve all objections prior to obtaining a Certificate of Occupancy, according to the letter. Any work performed which does not confirm to code or zoning will have to be modified.
