When the G Train Was Really a Brooklyn-Queens Local

The G train, which recently gained more prominence in anticipation of next year’s L-train shutdown, is often thought of as the quintessential Brooklyn train.

It unites trendy, avant-garde Brooklyn neighborhoods like Greenpoint, Williamsburg and Bed-Stuy with established, brownstone borough neighborhoods like Cobble Hill, Carroll Gardens and Park Slope. Nineteen of its 21 stops are in Brooklyn, and the other two in Queens.

In a 2016 New York Times article, Williamsburg copywriter Cory Tallman is quoted as saying, “Pride isn’t the best word, but there is something to be said about, `It’s the Brooklyn train.’”

In 2009, the Brooklyn Paper published an article spotlighting the G train as a Brooklyn institution, complete with descriptions of attractions that could be found at each stop on the line.

But the G wasn’t always synonymous with Brooklyn.

From 1937, when the line’s full route was completed and began operation, until the turn of the new century, the G (which was known as the GG until 1985) was truly a “Brooklyn-Queens Crosstown Local” — as it’s still officially known.

Unlike today’s G train, whose northern terminal is Court Square, for most of its life the G connected to the Queens Boulevard line and ran all the way to Forest Hills.

For many years, the G was known mainly as the only fullfledged subway line (other than a shuttle) that didn’t run to Manhattan. It often was derided for poor service, and many transit riders considered it unsafe, especially at night.

Still, the G had its devotees, and the line served several important communities, such as Greenpoint’s waterfront industries, the Pratt Institute and the Brooklyn Navy Yard.

Some residents of Park Slope and nearby Brooklyn areas looked forward to taking the G to Forest Hills on weekends, where they took advantage of the Queens neighborhood’s ample shopping opportunities.

However, trouble was on the way for the G train’s Queens Boulevard riders in the form of the 63rd Street tunnel.

The tunnel, branching off from Manhattan’s Sixth Avenue line, was completed in 1989.

For years, trains using the tunnel ended at Queensbridge, the first stop on the Queens side of the East River.

That all changed in 2001, when the long-awaited tunnel connection was made between Queensbridge and the Queens Boulevard line. The G train was cut back to Court House Square, where riders could transfer to the No. 7 train. The new V train, part of whose route was later as-

sumed by the M train, ran from Sixth Avenue through the 63rd Street tunnel directly to Forest Hills.

Ever since the Queens Boulevard line was completed in the late 1930s, it had room for two express trains and two locals. Before the tunnel connection was made, those two local routes were the R and the G. But now the V was being brought into the mix.

As one poster on Reddit said, “There has always been more demand for ManhattanQueens service rather than Brooklyn-Queens service.” In addition, there reportedly wasn’t enough room for trains from three local routes to turn around at Forest Hills. This being the case, the Queens portion of the G’s route clearly had to go.

However, advocates for the G train didn’t let this development pass quietly. Blogs and websites, such Save the G, formed to campaign to keep the G running to Forest Hills. Soon, the MTA made a compromise: The G would, for the most part, terminate at Court Square, but it would run to Forest Hills on nights and weekends, when the V wasn’t running.

In addition, a moving walkway, similar to those at airline terminals, was built to connect the G train’s Court Square station, the 7 train’s 45th RoadCourt Square station and the Queens Boulevard Lines’ 23rd Street-Ely Avenue station. Beforehand, one newspaper article referred to the underground connection as “a long, poorly lit mugger’s tunnel.”

From almost the beginning, however, the MTA often terminated G trains at Court Square even on nights and weekends — sometimes with little or no advance notice. Finally, in 2010, for budget reasons, the MTA decided to terminate the G at Court Square at all times. To add insult to injury, the moving walkway at Court Square was removed in mid-2018.

During the 2010s, after the G’s final cutback, Greenpoint, Long Island City, Williamsburg and other neighborhoods along the line have seen huge growth in population. This begs the question: Will the G train ever become a true BrooklynQueens line again?

Some experts say that new technology will allow more trains on a particular line, with arriving trains spaced closer together. When upgrades are made, there could well be room for a few G trains on the Queens Boulevard line’s local track.

Other people, while conceding that expansion to Forest Hills is impractical, say the G should be extended one station north to Queens Plaza, where across-the-platform transfers to the R, E and M trains would be more convenient than walking through the long Court Square tunnel. But opponents of this idea point out that to turn

around at Queens Plaza, G trains would have to cross over every track, disrupting service on other lines.

I am not a logistical expert, and therefore I leave these questions to the planners.

However, there have been cases where transit routes that had long been consigned to the dustbin of history were suddenly resurrected. When I worked in the Hell’s Kitchen area in 1990, the tracks of the former West Side freight line in the West 40s and 50s were rusting and covered with trash.

Yet, within a year or so, the old tracks were replaced by new ones, a connection to Penn Station was constructed, and Amtrak trains were using that very route to go to Albany, Buffalo and beyond.

As the late, great jazz pianist Fats Waller asked in one of his trademark lines, “One never knows, do one?”

Riders Alliance Book Reveals Worst Subway Commutes Transit Advocates Say Cuomo, Legislators to Get Copies

It’s too soon to tell if a new book issued by the transit advocacy group Riders Alliance will make The New York Times bestseller list. But the group’s leaders said they’re hoping that at least Gov. Andrew Cuomo and members of the state Legislature find the time to read it.

The Riders Alliance announced that it rushed the release of “The Worst Commutes of 2018,” hoping the 32-page book will end up in the hands of the people who are in a position to do something about the deteriorating service on the city’s subway system.

The book’s pages are filled with first-person accounts from everyday New Yorkers who have endured nightmare rides on the subway. The stories were com-

piled from entries in the alliance’s “Worst Commutes” contest, a competition launched earlier this year during which riders were invited to submit tales of terrible train commutes.

“The Worst Commutes of 2018” was released on Monday, the same day riders on the F and G trains faced long delays due to signal problems. Councilmember Brad Lander (D-Park Slope) wrote about the subway mess on Twitter. “Major delays on F and G trains this morning due to signal problems at Bergen Street (of course),” the lawmaker wrote.

“But hey, it’s not like anyone has to go to school or work.”

Riders Alliance leaders pointed to the F and G troubles as the straw that broke the camel’s back and the impetus for their decision to rush the book’s release.

"For tens of thousands of F and G riders, this morning's sub-

way service meltdown was yet another 'Worst Commute,' an unnecessary reminder that the governor and legislators must act on funding to fix the subway," said Danny Pearlstein, policy and communications director of the Riders Alliance.

"This holiday season, riders are demanding from elected officials what they need from Albany: to arrive on time and get home safe,” Pearlstein added.

Among the stories featured in “The Worst Commutes of 2018” is one from a woman identified as Angela T., who endured a twohour ride home via the N and R trains.

“My R train from Manhattan stopped running at 36th Street.

Everyone was told to wait for the N train to 59th Street and then transfer to a shuttle bus. The N train took more than 30 minutes to arrive. Everyone on the crowded platform piled in. At 59th Street, we waited almost 20 minutes outside for a shuttle bus.

Then someone said, ‘There’s no shuttle bus service.’ An angry crowd just trying to get home got the run-around from MTA staff who didn’t know what was going on,” Angela T. wrote.

She eventually re-entered the 59th Street station and got on a southbound R train. “Great, but I still had a bus ride over the bridge to Staten Island ahead of me. It took me more than two hours to get home,” she wrote.

The Riders Alliance is demanding that Cuomo and the state Legislature consider congestion pricing as a means to generate funding to fix the subway system.

Under congestion pricing, drivers would be charged a fee to enter Manhattan, and the money would be used to make systemwide repairs and upgrades of the subways.

“Congestion pricing is essential to making major progress on crucial transit infrastructure upgrades in coming years. It's also fair. New York households with cars earn twice those without them. Four percent of commuters from the outer boroughs drive into Manhattan. 38 times as many poor commuters rely on transit to get to work as would pay a congestion charge,” the alliance’s leaders wrote in a cover letter they are sending to top lawmakers along with the book.

The Brooklyn Daily Eagle and its publisher Dozier Hasty hosted the well-attended Champions and Visionaries of Healthcare event at Dyker Beach Golf Club on Monday, Dec. 3, recognizing doctors and healthcare associates from Brooklyn’s finest hospitals and caregiving facilities for their innovative work.

The overall theme of the night was advancing Brooklyn’s health and social care system, with the central message being that no one has to cross over a bridge or go through a tunnel to seek the finest health care available.

The quality of healthcare in Brooklyn is unsurpassed, and you might say that Brooklyn’s healthcare facilities are healthier than ever as doctors from various hospitals impressed throughout the night.

“The Brooklyn Eagle group is really proud to bring you a night of what we hope will be an inspiration and an education,” Hasty said. “We hope you will share with us in our pride for these honorees who are truly champions and visionaries in health care.”

Elected officials, community leaders and honored recipients attended the evening networking event that included food, drink, and a chance to visit the more than a dozen informative exhibits provided by healthcare representatives, before enjoying the dinner and awards ceremony.

Treyger said that one of his proudest efforts occurred after hurricane Sandy hit the region in 2012. Treyger said that he was elected to the city council in 2013. “I remember reading in the local papers how the private healthcare institutions in other parts of the city with affected areas were receiving money from FEMA, but out our local hospital, Coney Island hospital, did not get much help or assistance whatsoever. I actually want to thank every single employee of Coney Island Hospital because we did not lose one life during the aftermath of Sandy.” He added that it was one of his first efforts as an elected official to help the hospital receive the needed help and assistance.

Northwell Health, Brooklyn Mobile Stroke Treatment Unit of the New York-Presbyterian Brooklyn Methodist Hospital, CAMBA and Community Care of Brooklyn.

The keynote speaker was Herminia Palacio, deputy mayor, NYC Health Services. She stressed the fact that there should be cooperation among healthcare providers so that they could work together and learn from each other in order to obtain the best results possible. “We are very proud of the moment we are enjoying right now,” Palacio said. “People like our honorees tonight are committed to working together in making our city healthier and making our city the healthies city in America.”

Kenneth D. Gibbs, president of Maimonides Hospital Medical Center, announced that “Maimonides has been ranked among the Top 10 health systems in the country for superior survival rates.”

Award-winning physician Dr. Sushma Nakra, associate chair-OB/GYN NYC Health + Hospitals/Coney Island, received a “rock star” applause as she took the stage to receive her award. “I love to work at Coney Island Hospital,” Nakra said. “I’m not looking for the spotlight, I just want to do my job and I’m glad that I can

continue to do it.”

Stewart described honoree Reverend Monsignor Alfred LoPinto, vicar for human services, Diocese of Brooklyn, and president & CEO, Catholic Charities Brooklyn and Queens and Affiliate Agencies, as “having spent a lifetime in pursuit of social justice who has continually demonstrated his care and compassion through his deeds.”

LoPinto, said he was grateful to the healthcare professionals. “At Catholic Charities, we care for people from infancy through alternative care in our nursing homes,” Stewart said.

“The one we know is how important it is to have quality health care available to people in this borough.”

“What kills more people than breast cancer,” asked Dr. Steven Mendelsohn, CEO-Zwanger-Pesiri Radiology. “The answer is heart attacks because they are unexpected and they can’t be screened for,” he answered.

He spoke of all the strides made in mammography.

If you were to ask me who would be the best representative of the Brooklyn Hospital Center now and hopefully in the future it would be those two individuals.”

Memory Care a Component of Assisted Living Aging brings about many changes, including some that may compromise seniors’ ability to remain independent. In such instances, many families consider assisted living facilities for their aging relatives.

More than 835,000 Americans currently reside in assisted living communities, according to the National Center for Assisted Living. While communities and homes provide various services, one service in particular may be needed for seniors with Alzheimer’s disease, other dementias or memory problems. Memory care units are separate facilities that cater to people with dementia or other memory issues.

According to the senior residence referral and resource guide A Place for Mom, memory care is a distinct form of long-term skilled nursing.

Also called special care units, memory care facilities provide 24-hour supervised care for individuals. This care is often carried out in a separate wing or floor of a residential facility or community.

Memory care facilities aim to provide a safe and secure environment for residents. This means limiting entry or egress to other areas of the facility for those who may have trouble navigating and remembering where they started out.

The Alzheimer’s Association notes that six in 10 people with dementia will wander and become disoriented.

This is dangerous for the individual and others. Memory care units often have alarms and ‘wander guard’ precautions in place to make sure residents cannot roam unsupervised and risk injury.

Another goal of memory care is to provide a stress-free, structured lifestyle that has set schedules and routines, states Brookdale Senior Living.

This can help keep distress minimal and make for more comfortable and happy residents.

In addition, memory care units offer programs that help slow the progression of dementias and cultivate cognitive skills. Fitness exercises, games, specialty food programs, activities, and much more may be offered to make residents more comfortable.

Memory care facilities include common spaces for socialization, meals and activities.

“Alzheimer’s patients must maintain their activity, walking, interacting with music and art,” says Lory Bright-Long, MD, CMD, of the American Medical Directors Association. “We have to awaken the senses so that the memory can have a hook.

This is accomplished in the memory care setting.”

One cold day in January of 2016, I witnessed my mother inject herself with insulin to deal with her Type 2 diabetes. Despite several years of being on this injection routine, the grimace on her face clearly showed that she had never gotten used to the sharp pain. When I left her home, I sat in my car and had a conversation with God. “I am not a doctor,” my plea began, “but I wish I could do something for my mother to address her diabetes.”

As the saying goes, be careful what you wish for.

A few months later, I was told that I too was diabetic, and that my diagnosis came with far more severe symptoms than what my mother was showing.

I was losing my eyesight, there was irreversible nerve damage in my hands and feet, I had high blood pressure and high cholesterol, and I had developed a small ulcer from years of stress. The poor health that had imperiled my mother’s life was now threatening to derail mine.

As I have shared in previous messages to you, I visited five doctors and they all told me that I would be on medicine, including insulin, for the rest of my life. Only once I looked beyond their prognoses did I discover the power to heal myself; after transforming my diet, all of my symptoms reversed in three months.

With my Type 2 diabetes in remission, I turned my attention to my mother, hoping to try this method of recovery with her. The approach needed to be tailored, of course, since I did not want to create unnecessary complications for a 79-year-old woman; although my mother was taking three drugs to control her diabetes, her A1C level was still dangerously high. As such, I sought out a doctor who believed in nutrition-based healing and understood that chronic diseases can be reversed when the body is no longer poisoned with poor dietary choices.

I found the right partner in Dr. David Dunaief, who was opening his practice in Brooklyn Heights.

Dr. Dunaief took my mother as a patient and immediately put her on a tailored food regiment to assist her body in reversing the various chronic diseases from which she was suffering, some of the same ailments

Canarsie Holiday House Offers Smiles, Tradition And New Additions

A Brooklyn holiday tradition continued with much fanfare.

On Sun., Dec. 2 at around 5 p.m., Brooklyn Democratic Party Chair Frank Seddio and his family hosted the annual lighting of their extravagant holiday display. Dubbed Canarsie’s Christmas house, the home at the corner of Flatlands Avenue and East 93rd Street sports around 50,000 lights and numerous other decorations.

“It was fabulous,” said Seddio. “Even though we had rain most of the day, it stopped when we were ready to start the two-hour program. We had a slightly smaller crowd because of the rain, about 1,000 people.”

Despite the rain, the vibes were great and spirits jolly.

choir of Holy Family Church. And of course, there was a special appearance by Santa Claus. There were also new additions to the winter wonderland in Canarsie.

“We have a whole brand new display and set-up this year that’s really unique,” Seddio said, “with Mr. and Mrs. Claus sleeping after all his hard work.”

The displays also feature a new Santa Claus in the workshop, a hot air balloon that goes up and down around 80 feet, and a skating rink populated by Smurfs.

Seddio said that the festive holiday home was almost featured on the ABC show “The Great Christmas Light Fight,” a competition special featuring decorations from all over the country, with the winner taking home a prize. Scheduling conflicts prevented it from coming to fruition.

“We watched the show and saw the people who won and we definitely would’ve won,” Seddio said with confidence.

The display, which lasts throughout the holiday season, means a lot to the community and Seddio gets great pleasure in keeping it going.

“Some people ask me why I do this,” he said. “It’s to look in the eyes of a five year old and see the joy and the awe. That’s the best Christmas present you can get.”

Both the public and its leaders seem to show little interest in understanding the viewpoints and experiences of others across the divide. The disruptive rhetoric of the current administration, and of media pundits, has only exacerbated the disjuncture in this country.

This exhibition features artists who reveal a capacity for empathy, a willingness to reflect on another’s point of view or to understand those whose backgrounds differ from their own.

Through photography, video, sculpture, drawing, embroidery, installation, performance, and virtual reality, the artists engage in projects that employ deep listening, compassion, care ethics, and other empathic skills.

Appalled by news reports of immigrant children being separated from their families at the U.S.-Mexico border, Michael Kelly Williams was moved to create a new work for the exhibition, which addresses the immigrant crisis in this country.

Although we tend to think of screens as invisible and we never see the workings of our technologies, almost everything we learn and know these days is mediated through the filters of technology. Umbrico aims to demystify the black-box device and to engage the public in creative modes of transforming and visualizing the electronic detritus that accumulates in our homes and in landfills.

It includes numerous artifacts from the Brooklyn Chamber’s history, including a gavel that the Chamber used to convene meetings in the 1920s, the telephone the Chamber used in its first offices at 75 Livingston Street, and a program for the Chamber’s 50th Anniversary Celebration, which honored entertainer Danny Kaye. It also includes treasures from BHS’s collections, including Eberhard pencil sets, Virginia Dare bottles and glasses, coasters and trays from Brooklyn’s illustrious beer brewing history.

Brooklyn Eagle Founder Isaac Van Anden’s Brownstone Sold for $12 Million (ABOVE) Welcome to the Promenade, Brooklyn Heights’ endangered crown jewel.

(INSET) This is Brooklyn Eagle founder Isaac Van Anden, who lived at 218 Columbia Heights in the 1870s.

Brooklyn Heights Brooklyn Heights, perhaps the best known of all the Brooklyn neighborhoods, owes its name to the Dutch (with a tweak from the British). And the last Ice Age. Some 50,000 years ago, when the climate warmed up after the last Ice Age, the melting ice was trapped by the hills until, several thousand years later, the water broke through, cutting a swath that created the Narrows, Upper New York Bay, the East River, the Harlem River and Long Island Sound.

The events left a high palisade towering above the East River.

The indigenous Indians who lived in the area named it Ihpetonga, meaning “high, sandy bluff.” We call it the Heights, now topped by a pedestrian deck renowned as the Promenade.

It was a site noted by Henry Hudson, who came exploring in 1609. Hudson reported back to his Dutch sponsors with rave reviews of the New World.

And the Dutch came by the boatloads, this time not to discover, but to settle.

Most of them put down roots in New Amsterdam on Manhattan island, but some preferred the area across the narrowest part of the East River. It was flatter than hilly Manhattan, with more fertile land for farming and waters for fishing and for transporting their produce.

In 1645, a village was formed there, when the West India Company, trying to lure colonist to the new land, offered farmers small parcels of land as a “free loan,” as long as they cultivated the farms for 10 years and then paid the company one-tenth of what they produced. The Dutch had called the area Clover Hill, for the thick foliage of the trees they found there. But soon the name Bruijkleen came into use, from bruijk (to use) and leen (loan). The name Bruijkleen Colonie was given to this tract of land that was among the first settled. The name, according to some, was not “coined” for the village, but it described what this tract of land was intended to be – a homestead.

The village, its center located on then-Fulton Avenue, came to be called Breuckelen, presumably after the village of the same name in Holland. The earliest mention of the name Breuckelen in the records of the colony of New Netherland is a contract dated 1646. When the English came in possession of New Netherland in 1664, they Anglicized the name to Brookland, a close counterpart of Bruijkleen as the latter was pronounced by the Dutch, Brooklane. The English probably believed the Dutch name had some connection with the “broken land,” its original significance as the marsh or brook land.

Various names and spelling followed: Breucklyn, Breukland, Brucklyn, Broucklyn, Brookland, Brookline, and others, until the end of the 19th century, when it settled into the present-day Brooklyn.

The neighborhood played a key role in the Revolutionary War. At the southern end of what is now the Promenade was the house called the Four Chimneys, where Gen. George Washington set up his headquarters to keep an eye on the British coming into the harbor. Nearby was one of several defenses he set up, Fort Stirling. The Fulton Ferry Landing is whence Washington’s troops sneaked away from the British during a stormy night and foggy morning in late August 1776, surviving to fight another day (actually another seven years).

As the 19th century began, Hezekiah Beers Pierrepont, who had owned the Four Chimneys mansion, started buying up lots to expand his real estate holdings. He took about 60 acres of the most desirable property. He divided his property into 25-by-100-foot lots for sale and other wealthy landowners followed suit, advertising the area to potential buyers as “the nearest country retreat.”

It was Pierrepont who helped Robert Fulton establish his steampowered ferry company, which started service on May 10, 1814. The new accessibility of Brooklyn Heights soon established it as “America’s first commuter suburb.”

During the Civil War era, in the neighborhood’s Plymouth Church of the Pilgrims, Rev. Henry Ward Beecher preached his abolitionist views and the church served as an Underground Railroad depot.

The Brooklyn Bridge, opened with fanfare in 1883, brought more people to Brooklyn and that meant a need for more rapid transit, "people movers," first electric-powered streetcars called trolleys, then buses, then the subway. The first underwater subway tunnel from Manhattan opened on Jan. 1, 1908.

In 1947, power broker Robert Moses pushed a plan for the Brooklyn-Queens Expressway to cut through Brooklyn Heights. But residents fought the plan and won concessions. The highway was moved four blocks west and redesigned into a double-level roadway topped by the building of the Promenade with its magnificent views of the Statue of Liberty, New York Harbor and Lower Manhattan – and, more recently, Brooklyn Bridge Park. (In 1864, well before the Promenade was constructed, Abraham Lincoln took in the view and said: "There may be finer views than this in the world, but I don't believe it.") The southern half of the Promenade opened in 1950, the northern half in 1951.

The Landmarks Preservation Law of 1965 made Brooklyn Heights the first neighborhood to be designated a historical district and legally protected from overdevelopment. The district is bounded by Cadman Plaza West and Old Fulton Street on the north, the Brooklyn-Queens Expressway on the west, Atlantic Avenue on the south.

The neighborhood itself stretches from Old Fulton Street near the Brooklyn Bridge south to Atlantic Avenue and from the BrooklynQueens Expressway to Court Street and Cadman Plaza West.

Brooklyn’s most expensive houses are here — on the Heights.

Of course you remember actors Jennifer Connelly and Paul Bettany’s widely reported $15.5 million Brooklyn Heights Historic District rowhouse purchase, which they made in May. This deal is tied with photographer Jay Maisel’s 2015 acquisition of 177 Pacific St. in Cobble Hill as the highest-priced house purchase in the entire borough.

In recent months, there have been other big-ticket landmarked Brooklyn Heights house sales, too. We want to tell you about some of them.

Many took place before city Department of Transportation officials’ September announcement that their preferred plan for dealing with Brooklyn-Queens Expressway reconstruction between Sands Street and Atlantic Avenue would be to tear down the fabled Promenade and in its place construct a six-lane highway to serve as a BQE replacement for many years.

If the Transportation Department carried out this proposal, the roughly 153,000 vehicles that would travel each day over this replacement highway would unleash epic amounts of dust and noise in Brooklyn Heights. Area property values would take a hit.

Neighborhood residents and civic groups who oppose the Promenade’s proposed demolition have suggested alternatives to the Transportation Department, our Brooklyn Eagle colleague Mary Frost has reported.

In late November, the Brooklyn Heights Association presented agency bigwigs with a proposal conceptualized by Marc Wouters Studios for a temporary two-level bypass to be constructed at the edge of Brooklyn Bridge Park west of the BQE. For now, the Promenade’s fate is shrouded in uncertainty.

As a momentary digression, stroll with us through the surrounding neighborhood and take a peek at several of its treasured historic houses.

DO YOU KNOW THE WAY TO ISAAC VAN ANDEN’S HOUSE?

A brownstone Isaac Van Anden built in 1871, whose address is 218 Columbia Heights, sold for $12 million last summer.

Here’s the backstory concerning the history of the house.

Van Anden founded the Brooklyn Eagle in 1841 with Henry Cruse Murphy.

Stories in the Eagle’s electronic archives describe Van Anden’s brownstone as a four-floor mansion on a 150-foot-deep lot that stretched to Furman Street. The stories were written long before the construction of the Brooklyn-Queens Expressway and the Promenade, which sliced a big piece off the waterfront side of 218 Columbia Heights’ lot.

Van Anden died in 1875. After that, his sister Susan Van Anden Swift owned 218 Columbia Heights, the old Eagle stories indicate.

Swift died at 218 Columbia Heights in 1909. She was 91 years old. She bequeathed the brownstone to her cousin, Susan M. Van Anden.

In 1910, the cousin sold the house.

BANKERS AND ORPHANS

At some point after that, 218 Columbia Heights became the residence of Richard S. Ramsay, who was a former president of East River Savings Bank. He lived there until his death in 1931.

After that, it belonged to his half-sister, Ione May Spears. When she died in 1932, she left the house and everything in it to the Orphan Asylum Society of Brooklyn.

Eagle stories published in 1935 describe an auction of the rowhouse’s contents, which included Ramsay’s desk from his job at the bank and paintings by various artists. Auction proceeds went to support an orphanage at 1435 Atlantic Ave. Now, back to present-day Brooklyn Heights.

The sale of 218 Columbia Heights closed in August.

An LLC with Steven Eisenstadt and Jennifer Eisenstadt as members bought the brownstone from the estate of Robert S. Rubin, who had owned the property since 1989, city Finance Department records indicate.

According to a Real Deal story about the recent house sale, Steven Eisenstadt is the CEO of Cumberland Packing Corp., the Brooklyn-based maker of Sweet’N Low. Rubin was an investment banker and philanthropist.

AUSTIN TOBIN’S MONROE PLACE BROWNSTONE

In September, an LLC with David R. Welch as manager bought 13 Monroe Place for $11.5 million, Finance Department records show.

The deed gives Welch’s address at SJP Properties in Times Square.

The firm develops office complexes and residential buildings. Welch has been its chief financial officer since its 1981 founding.

The Monroe Place brownstone sold for more than its asking price, which had been $10.5 million, online postings indicate. Joan Goldberg of Brown Harris Stevens had the listing.

BROOKLYN HEIGHTS HISTORY The early inhabitants of what is today Brooklyn Heights included the Canarsee Indians and Dutch farmers, who settled in the area in the mid1600s.

The neighborhood played a pivotal role in the Revolutionary War by housing George Washington’s headquarters and providing a location for American soldiers to slip across the East River after the British invasion.

It wasn’t until Robert Fulton then launched the first steam-powered ferry service in 1814 that Brooklyn Heights faced tremendous development.

Fulton’s ferry brought residents home over the East River in less than 15 minutes to “Manhattan’s bedroom.” Two years later, Brooklyn Heights’ streets were planned and laid out. (continued on next page)

According to Clay Lancaster’s book “Old Brooklyn Heights, New York’s First Suburb,” 13 Monroe Place was built in 1851.

An Eagle story published in 1952 said 13 Monroe Place was the home of Austin Tobin, who was the executive director of the Port Authority of New York and New Jersey.

Tobin, who held that job from 1942 to 1972, spearheaded the development of the original World Trade Center, which was destroyed in the 9/11 terror attack. He also was in charge of financing and developing metro New York’s four major airports.

Tobin died in 1978.

A HOME IN A COZY CUL-DE-SAC

In May, an LLC with Lee Bergstein as authorized signatory bought 6 Grace Court Alley for $8.325 million, Finance Department records show.

It’s a carriage house on a cozy cul-de-sac whose entrance is on Hicks Street.

In early 2017, Brown Harris Stevens had the listing for 6 Grace Court Alley and the asking price was $10 million, online postings indicate.

Later that year, Compass became the listing broker and the asking price was trimmed to $8.8 million.

The sellers, Rohit Sah and Ruchika Sah, had purchased the carriage house for $2.7 million in a 2011 estate sale, Finance Department records show.

Grace Court Alley is a 19th-century mews, in other words a street lined with horse stables that have been converted to housing.

A posting on the Place Matters website says the Remsen family, whose home was nearby, originally had stables on the tiny dead-end street.

Later, it served as a stable alley for nearby Grace Church and then for residents of mansions on Joralemon and Remsen streets.

When cars became trendy in Brooklyn Heights, the stables became garages and housing for chauffeurs.

A 1985 New York Times story says 15 Garden Place was used in a film shoot for “Heartburn,”which starred Meryl Streep and Jack Nicholson.

The late Nora Ephron wrote the film’s screenplay, which she based on her similarly named, semi-autobiographical novel about her marriage to Watergate journalist Carl Bernstein.

At the time of the film shoot, 15 Garden Place belonged to Daniel and Eileen Morris.

Henry St. included Charles Elwell Perkins and his wife, Grace P. Perkins.

At the time of his death in 1923, he was the chairman of the board of a Brooklyn woolen-goods manufacturer called the J.T. Perkins Company, Eagle stories from the 1920s say. He had been a director of the Kings County Trust Company and the Irving Bank-Columbia Trust Company.

He left a net estate of $5.7 million, which was considerable wealth in the dollars of that era.

He willed much of the money to the Brooklyn Orphan Asylum Society — sounds familiar, right? — the Brooklyn Home for Children and numerous other charities.

Mrs. Charles E. Perkins, as Eagle stories usually called her, continued to live at 261 Henry St. for many years. In 1932 she was elected chairman of the Woman’s Auxiliary of the Brooklyn Botanic Garden.

A BELOVED AD EXEC’S HOUSE WAS SOLD

In July, Elan Katz and Inna Katz bought 11 Cranberry St. for $7.4 million from William G. Daluga Jr. as Trustee of the Christoper N. Wall Declaration of Trust Dated March 13, 2015, Finance Department records show.

Chris Wall, who died last year, was a muchadmired advertising exec at Ogilvy & Mather, an Eagle story published in August says. His most recent job had been vice chairman of Ogilvy North America.

A colleague nicknamed him “The Great Wall” because he was 6 feet 10½ inches tall, the Eagle story notes.

A plaque on the facade of the Flemish-bond brick rowhouse says it was constructed in 1840 for a ship’s chandler named Mott Bedell.

A February 1878 Eagle story about his funeral says Bedell died at 11 Cranberry St. He was 84.

He had been a ship’s captain early in life and “made a considerable fortune at this calling,” the article notes.

After retiring from his seafaring job, Bedell became a “commission merchant” on South Street in Manhattan, the story says.

The completion of the Brooklyn-Queens Expressway then changed Brooklyn Heights forever. Whole sections of brownstone row houses were demolished for its construction but the Brooklyn Heights Association, one of the country’s oldest civic associations, pushed for the construction of the now internationally-popular Promenade.

In 1965, Brooklyn Heights became the first New York City neighborhood to be designated as both a New York City historic district and a national landmark.

As Interest Rates Rise, Brooklyn Real Estate Financing Favors Climbing The Capital Stack

As the U.S. economy continues to strengthen, the Federal Reserve is positioned to continue raising interest rates for at least another year.

As rates seem to be rising faster than rents, the real question becomes how do landlords refinance out of their existing mortgages? While it has indisputably become more complicated to finance commercial real estate projects, a borrower can nimbly refinance a maturing loan by tapping into structures higher up on the capital stack, such as mezzanine financing or preferred equity.

A red-hot labor market and muted inflation has the Fed confident that the economy can withstand the impact of higher rates, with gross domestic product – the broadest measure of goods and services produced in the U.S. – growing at a 3.5% annual rate in the third quarter. While that’s below the second quarter’s 4.2%, which was the strongest since the third quarter of 2014, it was sharply above the first quarter’s 2.2%. A stronger economy has led to a surge in demand for housing in rapidly growing markets, such as Brooklyn, where new jobs are being created amid a growing population.

The Fed’s policy-making arm has raised short-term interest rates three times this year, with one more penciled in for its December meeting and at least another three forecasted for 2019. This should put more upward pressure on rates and eventually lead to even higher borrowing costs on consumer and business loans.

The 10-year Treasury yield, which influences everything from mortgage rates and small business loans to state/government bonds and corporate loans, has been hovering near a 7-year high. Meanwhile, interest rates on fiveyear multifamily loans are roughly 75-100 basis points higher than where they were a year ago.

From 2016 through 2017, Brooklyn saw 301 transactions consisting of 515 properties totalling $4.3 billion in gross consideration, according to Ariel Property Advisors’ Investment

Research Division. These properties likely used financing for the acquisition, with the 5-year maturity being the most common term. Private lenders have been extremely active in Brooklyn due to the large amount of appreciation and rental growth in that market, and borrowers have been actively taking advantage of that.

It has therefore been a busy year for Brooklyn because as loans mature, investors typically choose to refinance or sell their properties, and the buyers of these assets often seek financing to fund their purchases. Indeed, Brooklyn, the most populous borough, has dominated commercial lending activity this year and September was no exception, snaring a 40% share of New York City’s 374 transactions, according to the Commercial Observer, citing the latest data available from lending database Actovia.

The Capital Stack Solution For most of the past decade, record low interest rates fostered feverish demand for multifamily properties in Brooklyn, which, in turn, sent prices substantially higher. Prices have held steady and even appreciated in some areas of New York City, but Brooklyn was the only region that witnessed depreciation in the third quarter, with the average price per square foot dropping 1.2% to $367, according to Ariel Property Advisors’ “Multifamily Quarter In Review.” For our exclusive report, click on http:// arielpa.com/report/report-MFQIR-Q3-2018 Commercial real estate principles teach that an investor should not purchase an asset with a cap rate, or an investors’ rate of return, below the cost of their debt. However, this principle holds up less with value-add projects because today’s cash-on-cash return, the cash income earned on the cash invested in a property, is less important than stabilized cash-on-cash.

Over the past few years, many sales in the borough were purchased at sub-4% cap rates with the hopes of being able to increase rent and add value to the properties. Private lenders were very active in this segment of the market, providing higher leverage loans than the properties current cash flow supported in order to provide the capital needed to complete these projects.

As interest rates increase, the biggest constraint in Brooklyn is debt service. So, the big question for these property owners is how they can increase their cash flow enough to support a loan to take out acquisition financing. For example, and using basic numbers, if you purchased a rent stabilized building below a 4% cap rate with a 75% leverage private loan, you would need to increase your net operating income (NOI) by approximately 60% to refinance out all of your debt in today’s environment.

For investors who got extremely aggressive during the upswing of the market, selling might not be the right move as buyers might not be as aggressive as they once were. Refinancing is likely their best option. With lenders aware of this problem in a rising rate environment, they are starting to get more creative in solving these concerns. This is being done by adding more structure to their loans, such as master leases, holdbacks for vacant units, burn off personal guarantees, underwriting to lower debt con-

straints, etc. In some cases, they are allowing borrowers to take mezzanine financing or preferred equity to fill up the capital stack.

Despite higher financing costs, Brooklyn’s multifamily market has fared quite well in in 2018. In the year through October 31, the borough saw 118 sales that included 220 buildings for a total consideration of $2.57 billion. Versus the same period in 2017, these figures represent increases of 19.2%, 13.4% and 106.6% in transaction, building, and dollar volume, respectively. The spike in dollar volume can largely be attributed to the $904.61 sale of the Starrett City Portfolio in the first half of 2018.

ON DEC. 4, 1936, the Brooklyn Daily Eagle reported, “London, Dec. 4 (U.P.) — Prime Minister Stanley Baldwin faced a historic session of Parliament today and threw a clear-cut challenge to King Edward VIII to drop his plans to marry Mrs. Wallis Simpson or abdicate. There could be no mistaking the meaning of the blunt country squire who heads his majesty’s government. Baldwin informed [House of] Commons that a morganatic marriage is contrary to English law and any one the king marries automatically becomes queen. Since the Government has taken an irrevocable stand against Mrs. Simpson becoming queen, the king would have no choice but to give up his throne and empire if he persists in marrying her. There were strong indications that the strong-willed monarch intends to accept the challenge and fight back, carrying the issue to his people and risking losing the dominions which, Baldwin said, are opposed to the marriage. The king has sent Mrs. Simpson into seclusion with friends in France while he faces his crisis alone. It was said on the highest authority that he intends to defy Baldwin, the conservatives, the clergy and the press and form a government headed by the brilliant, erratic Winston Churchill.”

ON DEC. 5, 1952, the Brooklyn Eagle reported, “Enroute Home With Eisenhower, Dec. 5 (UP) — President-elect Eisenhower started home tonight after getting the ‘feel’ of the Korean war in a top-secret three-day tour which included conferences with top commanders and chow with fighting men in sight of the battle line. ‘Much can be done to improve our position,’ he said. ‘Much will be done.’ The former five-star general was convinced that American aid to South Korea should be increased, but he was equally convinced that the war should not be allowed to spread. And he added that he arrived at ‘no panaceas, no trick ways of settling any problems.’ … Eisenhower’s trip, from his departure from his New York headquarters right to the battle line, was conducted behind a curtain of secrecy.

News of it was not released until after he had left Korea and his Military Air Transport Service Constellation was safely out of the reach of Communist fighters.”

ON DEC. 7, 1941, the Brooklyn Daily Eagle reported, “Tokio, Dec. 7 (Sunday) (U.P.) — Japan indicated early today that she stands on the verge of abandoning efforts to achieve settlement of the Pacific crisis by diplomatic negotiation at Washington. At the same time warnings circulated that Soviet Russia — with an estimated Far Eastern army of 840,000 — has swung in with America, Britain, China, Holland and the British Dominions in a united front against Japan. The press, bellwether of Japanese opinion, thundered that the moment of supreme sacrifice was at hand. A government spokesman said Japan’s ‘patience’ may be tried only a little longer.

The following day, the Eagle reported, “Washington, Dec. 8 (U.P.) — Casualties on the Hawaiian Island of Oahu in yesterday’s Japanese air attack will amount to about 3,000, including about 1,500 fatalities, the White House announced today. The White House confirmed the loss in Pearl Harbor of ‘one old battleship’ and a destroyer, which was blown up. Several other American ships were damaged and a large number of Army and Navy airplanes on Hawaiian fields were put out of commision, the White House disclosed. It reported at the same time that American operations against Japan were being carried out on a large scale, resulting already in the destruction of ‘a number of Japanese planes and submarines.’”

The Eagle also published President Franklin Roosevelt’s address to Congress, which read in part, “‘Yesterday, Dec. 7, 1941 — a date which will live in infamy — the United States of America was suddenly and deliberately attacked by naval and air forces of the Empire of Japan. “‘The United States was at peace with that nation and, at the solicitation of Japan, was still in conversation with its Government and its Emperor looking toward the maintenance of peace in the Pacific. Indeed, one hour after air squadrons had commenced bombing in Oahu, the Japanese Ambassador to the United States and his colleague delivered to the Secretary of State a formal reply to a recent American message. While this reply stated that it seemed useless to continue the exisiting diplomatic negotiations, it contained no threat or hint of war or armed attack.’”  ON DEC. 6, 1942, the Eagle published the following notice: “In Memoriam. FOLEY — In loving memory of my son, First Class Seaman WALTER CHARLES FOLEY, killed Pearl Harbor, December 7, 1941. First anniversary mass at 10:45 a.m., Holy Name R.C. Church, Prospect Park West-Prospect Avenue. Loving MOTHER.” Foley, an 18-year-old Brooklynite, died aboard the USS Oklahoma along with 428 other crew members during the Japanese attack on Hawaii. Last week, the Pentagon announced that his remains had been identified through DNA samples. More than 72,000 service members remain unaccounted for from World War II.

State Senator-Elect Julia Salazar Talks Rent Regulation, Health Care and More

As the neighborhoods of North Brooklyn continue to change, so do their politicians.

In September’s Democratic primary election, Julia Salazar, a first-time candidate, defeated the eight-term incumbent Senator Martin Malavé Dilan to become the Democratic nominee for the

18th district in 2018. Salazar then advanced to November’s general election, which she won after running unopposed.

The Greenpoint Gazette spoke with the newly elected 27-year-old state Senator to discuss what inspired her to enter in the race for state Senate, her thoughts on the people of District 18, her plans for the issues her district is currently facing and more.

Greenpoint Gazette: What made you decide to enter in the race for state Senate?

Julia Salazar: I was a full-time community organizer, focusing a lot on city and state legislative advocacy, at the time that I was encouraged to run for this seat. I had never run for office before and had serious doubts about challenging the political machine, but I ran because I wanted our community to finally have a representative in Albany who’s truly accountable to us, rather than to real estate or private interests. With the statewide rent laws expiring next June, I knew that North Brooklyn couldn’t afford to wait another two years.

Gazette: You identify as a democratic socialist — what does that mean to you?

JS: Advocating for democratic socialism means seeking to collectively build a society in which every person is not only cared for in the most fundamental ways, but also is empowered to thrive.

It means believing that housing is a human right, that health care is a human right and that we have a collective responsibility to make that a reality. It means fighting against racial discrimination and harmful biases that have been used to divide us and building people power through a strong labor movement.

Gazette: How did you react when you found out you won the Democratic primary election?

JS: When I found out I won the primary, I was in a room full of constituents and supporters, many of whom had volunteered hours of their time to the campaign. It was really overwhelming; I felt light-headed. I had felt confident on Election Day that we were going to pull it off, but I was absolutely shocked by the margin of victory and the total voter turnout.

Gazette: Why do you believe the people of District 18 voted for you?

JS: People in North Brooklyn have been organizing for decades to fight for change. They came out in absolutely unprecedented numbers on primary day because they wanted to elect a state Senator who they knew would be truly accountable to all of us, rather than to corporate interests or the real estate lobby.

Gazette: What three main issues does District 18 currently face, and as state Senator, what kind of solutions would you propose to solve these problems?

JS: One, North Brooklyn is facing a severe housing crisis. Families are being displaced due to deregulation and lack of tenants’ protections. With the rent laws up for renewal next June, it's urgent that we finally end deregulatory policies, expand rent stabilization and secure affordable housing that's truly affordable to the majority working-class residents of our district.

Two, we need to do more to advocate for immigrant rights, especially for our undocumented neighbors. Peo-

ple are living in fear due to draconian federal immigration policies, and we need to do everything we can in NY state to protect and empower non-citizen New Yorkers.

The priorities are to pass the DREAM Act, to pass Green Light legislation to grant the right to get a NYS driver's license regardless of immigration status, and to pass Right to Counsel legislation to ensure that all non-citizens have the same right to a public defender/attorney in court proceedings just as citizens do.

Three, many in North Brooklyn are unable to receive medical care due to being uninsured or deeply underinsured. Additionally, cuts to Medicaid and Medicare have threatened to close our safety net hospitals and have compromised the quality of care.

We need to pass the Reproductive Health Act as soon as possible in NY to codify reproductive rights and expand access to abortion and other reproductive services. And we need to pass the New York Health Act to implement singlepayer healthcare for all New Yorkers.
