FOREWORD Loss of young people is a malaise for rural places across the world. Wales is no different. This trend is threatening our rural communities and businesses, our world famous language and culture and our precious, beautiful landscapes. To better understand this loss of our rural youth and to play my part in reversing this trend, I thought it important to undertake this research amongst those citizens who have chosen rural Wales as a place to live, work or study. Especially our young people.

Action taken in Wales to seek out and listen to the voices of rural young people has been limited.

This research project was initiated in a bid to begin to understand the challenges faced by young people in rural Wales today, as they see them, and most importantly, to gather their ideas about how to overcome them. To cast a net out to understand the aspirations of the diverse young people that live, work and study across the varied rural areas of Wales and how they picture the rural Wales of the future, and what's missing in achieving that vision.

The results of this research project are equally hopeful and concerning. Undertaken in the midst of the COVID-19 pandemic - when young people's lives have been severely disrupted and a time of great change, this report aims to present a more democratic, open and balanced discussion about the future of our rural areas. This report marks but the beginning, the planting of a seed, with the hope that the conversation is driven by the people who are committed to making rural Wales better today, and in the future.

METHODOLOGY This research project had a three-fold approach. At its core is the online bilingual survey, which was conducted between September and November 2020 and targeted people between 16 and 28 yearsold living, working or studying in rural Wales. Rural was open to self-identification. The survey was conducted digitally, and responses were generated through sharing the link to the survey through the report author’s social media channels, and through the project supporters’ social media channels and in printed and digital media. As respondents were self-selecting, there was no intention or expectation of securing a representative sample of young people across rural Wales. The survey was heavily dominated by respondents between the ages of 16 and 18. This is the first time the survey has been run and various learning will be incorporated into future research. Taking the above into consideration, the survey does however provide the most comprehensive recent assessment of the opinions of young people in rural Wales. A total of 263 usable responses were obtained from 346 returned questionnaires, with 82 questionnaires removed due to incomplete responses. Survey results were analysed by Dr Robert Bowen. Secondly, a series of focus groups was undertaken with the support of FieldMouse Research, who managed the recruitment of twenty young rural people from across Wales. Insight from the focus groups have been anonymised. Thirdly, the raw data gathered from the initial stages of this research project are supported with insights gathered from desk based research and interviews with experts in fields covered within this research project.

LOCATION OF RESPONDENTS Responses were drawn from all over Wales. Figure 3 shows the frequency of findings by location.

The majority of responses were obtained from Powys (76), followed by Anglesey (54), Gwynedd (27), and Carmarthenshire (20).

The majority of respondents live there due to family or partners ties, with 204 (78%) respondents answering this. Other notable reasons are due to work (8%), education (7%), and the beauty of the place (5%). We then asked respondents to share three words they'd choose to describe how they viewed where they live (below).

HOUSING CHALLENGES Survey participants were asked about the challenges they faced in relation to housing. Table 1 shows a range of factors that impact on the ability of young people to get access to housing, the highest ranked according to the mean value is saving for a deposit. The lowest ranked factor was that properties are too big. They ranked them from most (1) to least (9) severe as detailed below.

During focus group discussions, housing was an issue that was discussed repeatedly by participants.

Housing, and in particular second homes were also mentioned frequently in the survey's free text questions.

"The government could improve rural life by giving priority and making laws against holiday homes."

"The houses in my area are really expensive because people from cities want to move here when they retire and so people that are local and want to buy a house can't afford the prices."

"It's a very touristy area, so I think it's pushing the prices up and a lot of young people just can't afford a house."

CO-OPERATIVE HOUSING The challenges of expensive and limited housing opportunities are faced in both urban and rural areas. From Slovenia to New Zealand, there are numerous and varied examples of cooperative housing across the world and young people are turning to this approach as a solution to myriad housing crises. The first such development, by today's loose definition was built in Denmark, where there are now estimated to be over 540,000 co-operative social housing units. Co-housing developments are not strictly residential, and sometimes include commercial enterprises, and offer a new way of housing and living that is greener, more practical and economical, and could offer a joint solution to the housing and job challenges faced across rural Wales.

CONNECTIVITY Connectivity for the purpose of this report refers to both transportation and digital connectivity. We first asked respondents how they travelled, to work or to socialise. The responses received are detailed in Figure 6.

"The bus timetables are targeted towards the older generation.

So they can put on facilities for older age groups but they don't do the same for young people."

"If there had been another option I probably would have started driving later.

I'd prefer a more environmentally friendly way of getting about but there was no other option".

"If there were cycle paths away from the busy roads, I would definitely, definitely, definitely consider that a better option."

DESCRIPTION OF PUBLIC TRANSPORT We then asked people to describe the public transport in their local area. Figure 7 details the responses.

IMPROVEMENTS TO PUBLIC TRANSPORT Opinions of respondents towards the quality of public transport show that more respondents pointed to the negative side of this issue, with 24% of respondents selecting very poor, 30% selecting poor, and 35% selecting the average option. Only 1 respondent selected very good (0.4%).

DESCRIPTION OF PUBLIC TRANSPORT We then asked people to rank possible improvements to public transport, detailed in Table 2.

The boxes below highlight some of the comments made in the focus group, reflecting some of the findings detailed above.

"With better transport links, I think it would improve the chances of young people settling here because they'd be able to commute further."

"It's not just about socialising, if I wanted to get a job which is literally ten minutes down the road in the car, I wouldn't be able to do it if I couldn't rely on my parents to drive me there."

"It's really expensive even just to get to work and back now.

It would be easier to pay for a yearly ticket, made affordable and have unlimited travel."

We then asked respondents about data connectivity. Responses in Figure 8 show that the majority of respondents accessed 4G services, 44% of respondents had access to 4G with strong signal, while 36% of respondents had 4G with weak signals. 9% of respondents reported they had no mobile signal.

The boxes below highlight some of the comments made in the focus groups and as open ended comments in the survey about digital connectivity.

"Internet connection is awful. It's been awful for quite some time now, but especially with my dad working at home now."

"We need better signal and broadband. Some have to drive to get signal to do email, school work or enjoy social media."

"We can't have anyone doing anything particularly big online at the same time, so no sort of watching videos or downloading."

SMART VILLAGES In Smart Villages, traditional and new networks and services are enhanced by means of digital, telecommunication technologies, innovations and the better use of knowledge, for the benefit of inhabitants and businesses. There are Smart Villages across the world, from Rezo Pouce 1in France where an app has been developed to promote car sharing and safer hitchhiking to Ostoja Natury 2 , a smart village ecosystem in Poland producing high quality food through a synergy of technological approaches and traditional thinking. The Rural Youth Project Smart Village in Scotland3 has also recently launched the world's first youth Smart Village, which will be a hyper-connected online platform that will champion young people to collaboratively build vibrant, creative, and sustainable rural economies in the places they call home.

SKILLS, EDUCATION & JOBS EDUCATION We asked the respondents to tell us about their work and educational attainment, ongoing skills training, what they felt needed to change and the opportunities that were missing. We first asked people about their current level of education. The findings are illustrated in Figure 9.

"I think the skills that are being taught through the Welsh Baccalaureate are really useful skills, but they're delivered awfully."

"I think we should be taught more about what's going on in the world, like Brexit.

If it wasn't for the news at home, I wouldn't know what's going on, and it's our future that's going to be affected."

"There's a general lack of ambition for all the pupils who were in school with me. The Careers service is totally woeful."

INTERGENERATIONAL EXCHANGE Many participants of the focus groups referenced their appreciation for the intergenerational connections that growing up in rural communities has provided them. There was a keen interest in formalising more opportunities to inject knowledge, at times handed down generations to young, enthusiastic people - fusing energy with experience.

For example, reverse mentoring, both within local organisations and councils but also in cross-sectoral settings would provide a framework for exchange and participation. A great example of this is the National Trust's Llyndy Isaf Scholarship, 4 similarly replicated by Yorkshire Water Beyond Nature Next Generation Farming Programme.5

ADDITIONAL SKILLS We asked respondents about additional skills training. Only 19% of respondents are currently undertaking additional skills training, with 81% not currently doing so. Respondents pointed to a range of additional skills to which they are currently training, the most frequent answers included university courses, A-Levels/ BTEC and Farming Connect courses. We then asked people to tell us about their current employment status. Figure 10 illustrates the results.

SALARY Our respondents were asked to identify a band within which their current income fell. Among those who answered this question, 147 respondents earned up to £10,000, 46 respondents earned £20,000 - £30,000 and only 3 respondents earned over £40,000.

68% OF RESPONDENTS AGREED THAT IT IS DIFFICULT TO FIND WORK CLOSE TO WHERE THEY LIVE. In relation to employment, we asked the respondents if they had considered moving to a town or city, or to a different country for employment purposes. 158 respondents considered moving to a town or city where employment opportunities are better. Additionally, 10 respondents stated that they have considered moving abroad. These findings are discouraging in the context of retaining young people in employment in rural areas. Below are comments on this topic from the focus groups.

"There's not really an option to stay."

"Basically all of the people I know my age are planning on moving away to a city to get a job, none of us are planning on staying in the countryside because there's just nothing available."

"Unless people are willing to travel half an hour there's barely any opportunities around."

"Some co-working spaces, with a proper internet connection, a proper desk I imagine things like that would definitely help facilitate jobs."

"It would just be a matter of relocating a department maybe or not even that maybe relocating field jobs, instead of everything being sort of Cardiff orientated."

"I'd quite like the option to go away to university, and then come back, but I don't think that there is that option there."

INNOVATIVE & NURTURING WORK SPACES Rural co-working spaces create opportunities for cooperation and innovation in rural areas while helping to attract new professionals to settle in the countryside. The Cowocat_Rural 6 project in Catalonia set out to promote the values of co-working and teleworking in rural areas to boost economic activity and create employment - and now have 130 professional coworkers within their network. M-SParc 7 based on Anglesey is Wales's first dedicated science park.

Aiming to stimulate an entrepreneurial culture linking innovation in key sectors such as low carbon energy and the environment, the park provides space and support for innovative and collaborative working, as well as expanding the skills of future generations. Working with and for local people to drive forward the regional economy and build on the region's global reputation - the park hopes to provide opportunities for young people to stay in their regions, or for those who have moved away to return and set up their businesses there.

When asked with whom do they communicate with in Welsh, the highest frequency is evident among people in the community, followed by friends, family (that they don’t live with), and people they live with. This implies that Welsh is actively involved in many parts of the community. In the other category, a large number of these responses referred to using Welsh at school or university.

ENCOURAGING MORE USE OF WELSH IN THE COMMUNITY The greatest frequency of responses included better help to learn, more community use and better use in schools. Responses also pointed to the need to celebrate the language and increase visibility and opportunities to use Welsh in the community.

YOUNG JOURNALISTS Young rural voices are often missing from the media. In a bid to tackle this, a brand new course was set up by Bro 360 and Golwg in November 2020 in the Arfon and Ceredigion areas. The aim was to invest in young local people and give young reporters the confidence, ability and desire to go out and tell stories that are important to them.

Having participated in the course, young people have shared that they feel it is their "duty to strengthen their communities", and that they "believe that giving a voice to people of all kinds is a core part of how we can develop as a nation of communities", and “positive stories can make all the difference to the spirit of people and communities. COMMUNITY & SOCIAL LIFE IMPROVING SOCIAL LIFE Table 4 shows more local events or clubs ranked highest by respondents for improving their social life, followed by more activities to meet people, and more young people in their area.

ATTENDING A YOUTH CLUB HELPS INTO ADULTHOOD Table 5 shows factors that have helped respondents in adulthood after attending youth clubs. The most prominent factor is continued to develop new skills, followed by broadening their perspectives through new experiences. The lowest ranked is that they have become more confident, resilient and optimistic for the future.

"We never hear anything from our local councillor, so to be honest I have no idea what decisions are being made."

"I feel a sense of community, but don't feel I have a say in my community."

"I'm trying to think, but I don't think I've ever had the opportunity to voice my opinion on rural Wales before."

INFLUENCING RURAL COMMUNITIES The word cloud below shows areas where respondents would like to influence more say in their local community. The main issues evident are transport, education, housing and the environment.

49% OF RESPONDENTS HAVE A PESSIMISTIC VIEW OF THE IMPACT OF BREXIT ON THEIR FUTURE. 61% OF RESPONDENTS CHOSE OPTIMISTIC/ VERY OPTIMISTIC OPTIONS TO DESCRIBE HOW THEY FEEL ABOUT THE FUTURE, COMPARED TO 12% WHO CHOSE PESSIMISTIC OPTIONS. Below are some of the free form responses, elaborating on the respondents' future outlooks.

"There are constant threats to our future and humans are messing up the world around us yet nobody seems to be doing much about it."

"I'm generally an optimistic person and I'm hopeful of seeing an independent Wales that is prosperous, green, welcoming, well connected, that participates positively in the world."

"I feel the government doesn’t want to help out young farmers like me."

Below is a quote from one of the focus groups that sums up the discussions, which highlighted the interconnected nature of the challenges faced by young people in rural Wales, and their concerns about the impact young people leaving rural areas will have on communities and culture.

"It's like a circle, isn't it? It's no jobs for young people and people like us who want to pursue careers. So we have to move away, because there are no jobs.

But if we did get jobs here, we couldn't afford the houses anyway, so we'd have to move and pursue careers in bigger cities and bigger places. That means, the communities are dying. Little communities. People like me would move away, and I wouldn't raise my children here, I wouldn't grow a family in this space because I'd be settled somewhere else. And I can bring the Welsh language into this. I went to a Welsh school and my family are Welsh speakers, first language, and if I move away and both my brother and sister that means basically three families in the future that wouldn't live in this village or local area, and the language would be moved away."

RECOMMENDATIONS 1

Future skills and jobs Set a percentage target for public procurement expenditure in Wales, creating high quality, fairly paid jobs in rural areas with a focus on a circular added value approach.

Expand apprenticeships in rural areas, with a focus on two-way skills swap.

Establish hubs in rural communities in the fields of science, technology, engineering

and maths to retain, attract and up-skill young people in rural communities.

Improve digital learning in schools, and introduce/ modernise provision of mental health and well-being, financial education, eco-literacy, politics and policy.

Fund a partnership project between farmers and young people focused on restoring and enhancing the natural environment that delivers learning, training and job creation.

Transport and infrastructure

Introduce free public transport for young people in Wales.

Work with young people locally to develop youth friendly public transport timetabling.

Put in place youth-friendly consultation processes for all travel related policies.

Appoint a task force of young people to lead on a reform of residential planning.

Make broadband a public service, with high speed provision offered across Wales.

Invest in intergenerational co-working and co-housing spaces and frameworks, that encourage innovation and knowledge-exchange.
