AFRICA CLIMATE SUMMIT (ACS): WHY THE NAIROBI DECLARATION WAS A SUCCESS!

Pan- African groups of civil society, the youth, indigenous people, religious organisations, private sector ,the academia and research institutions among others were excluded by the planners of the summit whose theme was so relevant to many : ‘’Driving Green ecnaniF
Ever since the conclusion of the historical event- Africa’s climate summit the message was clear and loud- successfulseeds of change were sown! It consequently showed that the future of the planet is in our hands – that Africans are the faces of climate crisis than ever although their position and chart is a common global crisis. Africa, however, is at the forefront to progressively rightfully emphasize the imperative global cooperation in addressing climate change. Kenyan president William Ruto took the initiative to welcome world citizens by guaranteeing the process.in his speech while welcoming the delegates he told the ACS that his country is the cradle of mankind- that all humans originated in Turkana, Kenya. Interestingly, a Kenyan known archeologist Dr. Louis Leakey discovered fossils (fuel), one that is proven by science as the largest contributor to climate change. However, the inhabitants of Turkana may not be aware of this summit yet again Turkana County still is Kenya’s largest wind power station and oil exploration project. did not engage people at the grassroots where policy decision
solutions for Africa and the World. ’The term green growth revolves around embracing renewable energy and letting fossils fuels unexploited and climate Finance, on the other hand ,means the contentions aspect of negotiations especially on the part of the polluting nations- the so called industrial world to the north especially the west who has failed to honour their pledge. Climate crisis ,however ,had its hope at the enhanced at the so called – the Nairobi Declaration –of note is that they all want to meet again and table their issuesThe south versus the North when the issue is of common interest –World leaders must engage to save the planet. Due to extreme global weather conditions, political leaders have become disaster commentators: US President Joe Biden stated that climate change is an ‘’existential threat’’ while UN Secretary – General Antonio Guterres words were- ‘’the earth is now in the age of boiling, and not warning!’’
Literally, the record rainfall and Thailand, China and Pakistan, glacier collapse in the Alps, drought in the horn of Africa nations – Kenya included is a now to save our earth. The Paris Agreement had set the goal of limiting the rise in temperatures to below 20 C .Therefore, African solutions to climate solution is

just an initiative that needs global solution Africa’s grievances on climate change are legitimate because the continent emits only 4 per cent of the world’s greenhouse gases but bears the full brunt brought about by long – term shifts in temperatures and weather patterns. Therefore, the Nairobi climate dialogue was more of international than African - but the debate was about decarbonisation of growth on African soil caused by the powerful industrial world – US, Russia, China, India and Europe. Africa wants to bypass the fossilsbased growth and transit to green energy directly. Noticeably, however, the voice of African people must be heard in so far as climate change is concerned. The polluting nations have failed the continent. A Sierra Leonean representative at the consequences even though we pollute less…’’However, as the event was closing ,Africa had scooped a whooping USD 23 billion basket of investmentsmost of which came from the world’s largest polluters. Although Kenya’s president had earlier said that the continent was burdened by debt, he seemingly had the hope that Africa shall potentially shine if the unfair loan repayment plans were revisited- an opportunity to creativity of local investments was priority if multilateral banks adjusted interest rates. Africa has However, Dr. Ruto’s message was that assets need to be in the form of partnerships and that the reason we have not made so much progress is because Africa had not consolidated and brought her ideas to the table. The Nairobi Declarations was indeed a success, although certain school of thought is for the opinion that President Ruto is widely viewed as the West’s favourite African leader who is expected to play a strategic role in the nuanced tango of diplomatic gestures and more so in the international trade. The grand Question, therefore, arises: Is Kenya’s President the new Washington’s mouthpiece in Africa?
Arguably, policy –makers on the continent need to invest in methods that incorporate indigenous knowledge and home- grown approaches to inform the climate change conversations ahead of COP 28 in Dubai. It is widely said that the summit was hijacked and is needed climate change actions plans for sustainable development to be attained. And as such,
dedication to environmental issues is key especially when doors were opened in the Nairobi meeting, people became proud of themselves having hosted a summit that birthed the Nairobi Declaration 2023- which came up which encompassed with key pillars of the Paris Agreement. Still , the issue of climate Finance became bold: for the Africa is a beggar was erased and shifted this narrative and realizing that the continent own resource called carbon sinks –the historic Africa climate summit agreed on a pathway to the continent’s modernization driven by renewable energy. Ideally, of Africa becoming the global powerhouse purely on solar, wind and geo-thermal energy is a giant leap of faith! The Nairobi Declaration on climate change was a vision of clean energypowered economic transformation under the stewardship of Kenya’s President evidenced when he himself drove the electric car to the venue.
President Ruto, undoubtedly sent the African message that the continent has initiated the idea to shift from fossil – based energy resource – the biggest cause of climate change to renewable energy is the future. That the 21st century means clean energy and industrialization of African countries and the entire global South-call for immediate decarbonisation which is dominated by the North which use pollutants as oil, gas and coal in their industries. The picture is clear-Africa is likely to become the world’s green hub as African citizens saw the declaration become a “climate neocolonialism” come to a halt! That the North must now wake- up to Green growth agenda!
The Nairobi Declaration became an African moment- a unique position in history – a dream to have vast renewable energy potential and at the same time the message to fully unlock the potential for climate mitigation adaptation and resilience, African countries can learn from other carbon markets- opportunity for fueling economic growth while reducing greenhouse gases.

Pensioners Group for Speedy Court Ruling to Ease Backlog
BY AMOS KIPKERICHThe Retirement Benefits Appeals Tribunal (RBAT) pushes for speedy settlement of pension disputes to ease pressure and backlog in the courts of law.
Speaking to Rural times at their offices in Nairobi, RBAT chairman Charles Ongoti said tribunal prides to have expedited administration of justice to pensioners whose protracted disputes had denied them a taste of fruits of their working-age contributions.
According to Ongoti, the Tribunal was established in 2002 Un-
der Section 47 of the Retirement Benefits Act of Parliament and has the mandate of expediting delivery of justice on pension matters.
"We are the key dispute resolution instrument for the Retirement Benefits Sector mandated to hear and resolve disputes arising from the decisions made by the CEO or the Retirement Benefits Authority (RBA) in respect to a dispute filed against a retirement scheme thus helping reduce pressure in courts by helping stakeholders to easily access justice," he said
He said, the government has
put in place measures to ease delivery of justice to aggrieved pensioners who would wait longer in the courts of law.
"We have hearings once a week reserving other days for research, deliberations and writing of rulings and upon hearing the tribunal independently determines whether the decision made by the CEO or RBA was correct," he said
Most of the common complaints facing pensioners include miscalculation and underpayment of benefits by employers or schemes and also overlooking of their rights
and entitlements.
According to Mr. Ongoti, when all parties involved cooperate in presenting their submissions, the cases can be efficiently resolved within one month.
Ongoti adds that the advantage of RBAT is that a complainant has an option of filing their cases privately or to be represented by lawyers.
The Tribunal is composed of the chairperson and four members all whom are appointed by the Cabinet Secretary for Finance to serve for a period of three years.
