Message from District Rotaract Representative Dear Fellow Rotaractors, Wishing you all a very happy World Rotaract Week 2020! This Rotaract week, we celebrate 52 years of Rotaract. The World Rotaract Week, 9-15 March 2020, commemorates the charter of the first Rotaract Club in North Carolina, USA in the year 1968. Rotaract has evolved over the last 52 years, connecting and providing various opportunities to young individuals, and this week, we celebrate this association that we are proudly a part of.

While we engage in various activities to mark the World Rotaract Week, let us take all necessary precautions and follow the instructions circulated by the Ministry of Health, local government authorities and various health agencies concerning the protective measures for COVID - 19. Let us seek for safe and innovative ways to mark this celebration. Following the instructions of the Local Government at various cities, the “Youth Service Seminars” dated to be held in 5 cities across Nepal on March 14, 2020 has been postponed until further notice. The event will be rescheduled when appropriate, the details of which will be circulated in due course of time. Once rescheduled, we look forward to similar enthusiasm regarding your participation in the Youth Service Seminar. The Rotaract District Committee shall share details regarding the schedule of other District events and activities in due course of time as per need. The DRR visits have been exciting opportunities for the District Committee members to interact with Rotaractors and exchange ideas as well as suggestions among each other. I would like to thank all clubs who have conducted the DRR Visits till date, and also express my gratitude for all the valuable suggestions and feedback to the District Team. At this juncture, I look forward to more exciting club visits ahead! Once again, wishing you all a very happy “World Rotaract Week”! I take this moment to thank every individual who has directly and indirectly contributed to the Rotaract movement in District 3292. Mr. Amit bajracharya, DRR 2014-15 What’s the story behind your involvement in Rotaract? I wanted to learn how an organization runs and a friend of mine suggested to me about Rotaract. Most of the close friends and family members were engaged with Rotaract back then and I just pulled in. Would things have been different if you were not a Rotaractor? My life would definitely be different. I would not have got all the opportunities that I have had today. Moreover, I would not have got any platform to practice my leadership and idea. I would not know my ability at the earliest. What is your most memorable moment in Rotaract life? There are many. I enjoyed the entire journey than specific events. There are many failed projects but the time we created spending days and nights to work it, and even celebrating failure after the events were what I still cherish the most. If you have to do the SWOT Analysis of Rotaract, What do you think would be the strength, weakness, threat, and opportunity? I would not go back to the past. Let me give my SWOT analysis of Rotaract today. The biggest strength is diversity; weakness is reluctant to unlearn; the threat is a growing number of clubs; an opportunity is young members. Why have you not joined Rotary? Why? I do not want to be a member just for the sake of it. Rotary is an organization that asks for a huge commitment. My present priority is my personal and professional growth and I need lots of focus on it. Perhaps,

I love speed; speed to learn, speed to fail, and it cannot be achieved in a structured institution or bureaucratic organization. What are the things that this generation of Rotaractors is doing Right? The best thing today’s Rotaractors are doing is pushing their boundaries of possibilities. The quality of the members, project, and district events that I see today is something we dreamt of a few years back. How important do you feel the effort the current district is putting so that clubs get to engage in their goal-setting process? I cannot directly comment on the contribution of the district in the club’s goal-setting process, I am not engaged enough. But I am quite impressed with the attention to detail district members are putting for the content of district training. This definitely reflects in the conferences and youth gatherings of Rotaract. Some clubs document all their processes, conduct meetings regularly, and do everything that an ideal club should do. On the other hand, some clubs work informally, don’t have consistent meetings, etc. Club falling on both of these categories are struggling to survive these days where do you feel the real problem lies. The real problem lies in numbers. As mentioned earlier, the biggest threat of Rotaract today is the number of clubs. We cannot expect the best from everyone with the limited fund and resources provided to district leaders. One-liner for the current rotaractors? Rotaract in Nepal has a long history, let us learn from it but let’s stop enjoying the legacy of it and do nothing. You have great potential in you, get ready to step ahead to make a mistake and create another history, forget the past.

17th Late Rtr. Sachin Memorial Open Running Competition

Rotaract Club of Damak hosted Free Ayurvedic Health Camp in their SAP area Dipu Chowk, Tarabari, in the Library “Hamro Library.” The program started at 10:00 am and ended at 5:00 pm. The Rotary Club of Damak & Nagarik Ayurved were supporters of the event. The program benefitted more than 350 local people in that community.

Rotaract club of Ratnanagar started “Learn from everyone session” from Feb 1, 2020. The session will be part of every meeting where at least two members will be presented knowledge sharing on their expertise. For the first session, Rtr. Ashik Uperkoti and Rtr. Alina Aryal were the speaker of the program.

Rotaract Club of Kawasoti organized Kids Material Distribution program was at Shree Jiwan Jyoti Secondary School. The Chief Guest for the event was head of ward no. Three under the chairmanship of President Rtr. Parmananda Gautam. The materials were sponsored to the Montessori children by Rtr. Puja Shrestha on the special occasion of her birthday.

Rotaract Club of Damauli organized the 17th Late Rtr Sachin Memorial Open Running Competition to connect relations with society. A total of 40 runners participated. Suraj Dura From Vyas secured the first position, Anil Majhkoti from Bhanu secured the second position, and Pramisg Gurung from Vyas secured the third position. The mayor of Vyas Municipality Baikuntha Neuoane inaugurated the program. Rtr. Kiran Shrestha was the co-ordinator for the program. www.rotaractnepal.org

Valentine With Rotaractors

Rotaract Club of Rudramati, Rotaract Club of Rudramati BabarmahalKathmandu and Rotaract Club of Manohara conducted its signature project “Valentine With Rotaractors” at A-One Cafe, Shankhamul. The host club conducted different fun games and activities, and attractive gift hampered were awarded to the winners. Sasto Mela sponsored the gift hamper. Rtr. Prithvi Shrestha, Rtr. Simran Dhaal and Rtr. Ukesh Bhattarai were the co-ordinators for the progam.

Insurance Training

On Feb 8, 2020, Rotaract Club of Lumbini Siddharthanagar organized the Insurance training facilitated by the Bikram Kandel, branch manager of General Life Insurance and Juna Kunwar, branch manager of Surya life Insurance, respectively. Rtr. Sandesh Baral was the coordinator for the program. Bikram Kandel spoke on non-life insurance; it’s types, needs, and misuse of policy by people along with examples of common frauds. Juna Kunwar spoke on life insurance policies; it’s types, and five related clauses due to which the people will get a refund in legal terms.

Past Leaders Meet

Rotaract Club of Sukedhara and Rotaract Club of Rudramati Babarmahal- Kathmandu in association with Zone-V, RID 3292 Nepal, and Bhutan Completed “ROTA PAST LEADERS MEET” . This event was focused on experience sharing of Past Leaders and interaction sessions, which bridge the gap between two generations on the Rotaract Movement. There were seven panelists for this event. Every panelist shared their experience, knowledge, and ideas about Rotaract. Panelist shared their ideas and experiences of Rotaract Movement and on how they have overcome adversities in the past and turned them into success.

District team 2020-21 orientation District Team Orientation (DTO) was held on 29th February 2020 at Hotel Jungle Palace, Baghmara Road, Chitwan. DTO is a forum that catered to the members of the Rotaract District Committee and District Rotaract Committee under R.I.D 3292, a forum to discuss and envision a shared path for the upcoming Rota Year 2020/21. The session mainly featured interactive discussion, presentation of the key dates for the upcoming Rota Year and role orientation of the members in the Rotaract District Team. DRR Rtr. Sneha Shakya, DRR Elect Rtr. Sanjib Paudel, District Leadership Trainer for Rota Year 2020/21 Rtr. Sabik Raj Neupane, Assistant District Leadership Trainer for Rota Year 2020/21 Rtr. Hrishav Raj Joshi, Assistant District Leadership Trainer for Rota Year 2020/21 Rtr. Buddhi Jogi facilitated the training sessions. The key takeaways to the participants from the DTO were the areas of action for RY 2020/21, Communication Plan, District Team Structure, Financial Planning, role awareness of the different portfolios. The DTO rendered the participants with an opportunity to get acquainted with their responsibilities and fellow team members. The sessions were divided into three sections i.e. Crack the Shell, The Rigor and The End Result respectively. The first session “Crack the Shell ‘’ focused on the understanding of the responsibilities of the district portfolios. The participants discussed what they expect out of their position as RDC members and DRR Rtr. Sneha clarified their queries. DRRE Rtr. Sanjib presented and discussed the vision of the RDC which is the reiteration of the district vision from the earlier two Rota Years along with the areas of focus for RY 2020/21.District Treasurer for RY 2020/21 Rtr.Ashish

Wagle presented the district budget and the floor was open for the discussion. District Secretary for RY 2020/21 Rtr.Sambid Ghimire later presented the structure within the RDC and reporting channel. The RDC was later divided into 4 different groups for “SelfLed Round Tables’’, where the teams discussed their plans for RY 2020/21 and later presented on the floor

for further discussion. Rtr.Sambid further presented the district calendar. DRCC 2020/21 Rtn. Subash Sigdel later presented on his plans to collaborate with Rotaractors for RY 2020/21 along with the amended policies relating to Rotaract at Rotary International. With this, the sessions for the DTO were over which was later followed by fellowship.


rotasia delhi 2020 Two representatives from RID 3292 attended Rotasia 2020, held from February 20-23, 2020. Rotasia is an International Convention of Rotaractors and Rotaract Clubs in South Asia. This year, Rotasia 2020 was hosted by RID 3011 in Delhi, India. DRR Rtr. Sneha Shakya and District Community Service Director Rtr. Prakriti Dhakal represented RID 3292 among participants from across South Asia. Rtr. Prakriti Dhakal was also awarded with the Ms. Rotasia title. Rotasia 2021 will be held in Coimbatore, India, and will be hosted by RID 3201.

District Rotaract Representative’s Official visits District Rotaract Representative (DRR) visits to clubs are customary practices in Rotaract, yet a fundamental part of the District Committee’s activities. Hence, as a part of the DRR’s activities, meeting club office bearers and general members is essential. DRR Visits are not meant for evaluation, rather a chance for the club members to interact with the DRR and gain the required support and insights, while also discussing the larger Rotaract Movement. The DRR Visit also serves the purpose of sharing about district goals and targets for the year, updates on the achievement of district goals, and how clubs can contribute towards it.

International Women’s Day Special Opinion Post Progressive Laws vs. Fragile Execution: The Battle of Gender Justice in Nepal Manusmriti Baral, Program Assistant, MBA Nonprofit Program at King’s College Email: manusmriti@kingscollege.edu.np As the world celebrates the Silver Jubilee of the Beijing Declaration on Gender Equality this International Women’s Day the status of gender justice in Nepal is an important discussion. More than half of the population of Nepal are women. While the country has more progressive and genderfriendly laws compared to its contemporary nations, data describing women’s presence power, ownership of property and employment do not reflect its progressiveness. Only 27.5 percent of females lead the family while 26 percent own a property. 17.5 percent of women are represented in different administrative roles and bureaucracy, while only 3 percent of judicial service is represented by women. This is a concern for a country where laws advocate equality. When we talk about the legal framework of the nation; which starts right from the constitution at the top to acts and bylaws governing different aspects of the nation; the preamble clearly states that it “embraces” multi-caste, multi-lingual, multi-cultural and diverse geographical specificities, and does not tolerate discriminations relating to class, caste, religion, language, region, and gender thereby promoting diversity, socio-cultural solidarity, tolerance, and harmonious attitudes. The constitution also ensures equal rights in the parental property, equal inheritance rights, representation in the legislation, citizenship in the name of mother, safe maternity and reproductive rights, equality in social security, protection from any kind of social discrimination, and protection from physical and sexual violence. The constitution also ensures political rights and gender inclusivity in a way where there must be an alternate gender representation in major positions like the president and the vice-president, the speaker and the deputy speaker of the parliament, the chairperson and vice-chairperson of the national assembly, and even at municipal levels like the mayor and the deputy mayor. 33 percent representation of women in the federal parliament and 40 percent representation in the local government further validates legal provisions. What Next?

These strategies might help them forge a genuine “policy + practice” surge to gender equity: ● Aware women about the laws and policies: Does every woman in Nepal, regardless of her background, know about the right to equal participation? Are they aware of the law that protects them from discrimination, prejudice, and harassment? Are these laws easily accessible? It is important to make the law accessible to women and it begins with awareness and implementation. ● Empower them: Empowerment means giving women means to be financially and intellectually independent in their choices. It also means making them feel ‘equal’ that maybe by practicing the actual gender justice, provide equal opportunity in every sphere, empower them through education and employment opportunities. It is ensuring that women feel equal despite of the gender disparities and the patriarchal pattern of our society. ● Step up towards financial independence: Is ‘no financial independence’ causing all the troubles? Gender equality and financial stability are two spheres that balance each other. Hence, financial independence of women is crucial that maybe through opportunities in education, employment, equal pay, encouragement towards stable economic sources like entrepreneurship. ● Socio-Political Progress: Let there be gender representation in the decision-making table, let there be zero gender stereotypes and let there be ‘He for She’ starting from home to community to society to state! Despite being backed by the laws the role of women in major decision making level is minimal. This is sad but true that we have women representation just in numbers but not in practice. The male dominant society needs to reconsider it’s thoughts and beliefs about women being the ‘softer’ ones and encourage them to actually lead and practice fair. The political rights especially are very much pretentious. The recent issue in the appointment of speaker of the parliament is a perfect example of where we are! Apart from the speaker there is a woman president, the ‘titular’ one, most of the females that are elected even in the local bodies are the titular ones. According to the exploratory study of needs and capacity by the Asia Foundation the ‘vice-mayor’ in 98% local bodies are women i.e. only 2% of women Lead the chief position. It is a brutal reality of the pattern of society that we live in, maybe we all are responsible for the consequences if we still keep quiet and watch. However, there are high hopes towards achieving gender justice along with the slogan ‘each for equal’ this International Women’s Day!

While the legal provisions are impressive, true gender equality is far from achieved in practice. These progressive laws are backed up by an effective ‘implementation’ plan that demands multi-stakeholder involvement, engagement and ‘conscious’ commitment.
