HEALTH

With the City’s vision to be the Center for Health and Wellness in Northern Luzon, they aimed to upgrade health facilities and enhance services provided to the residents. The City’s determination to give the best for everyone reflected on development seen in the past year considering the issues encountered. Today, there are two City Health Offices that could accommodate the immediate medical needs of patients. One of which is located at the Marcos Building operating 24/7, the other in Barangay Bangbangolan to cater to the medical needs of upland barangays. Each barangay already has a Health & Wellness Station or Lying-In Clinics readily available to assist and aid residents’ health concerns.

Another challenge encountered was to meet the standard on the number of health workers to population ratio and to address this deficiency, the City recruited additional healthcare workers.

A series of programs towards maternal, child, and dental care were implemented involving the provision of Mobile Clinic giving free ultrasound services to pregnant women.

Because of the pandemic, the heightened concern for protection on the health of the public stirred the City to take action in bringing health services closer to the people. The urgency the City showed was exhibited through the results of the programs accomplished which also involves family planning, social hygiene, and mental health.

In the coming years, more plans to improve healthcare services shall be seen to further help its residents have to have boosted immunity and protection from any diseases.

CITY GOVERNMENT OF SAN FERNANDO AWARDS STAKEHOLDERS FOR SUCCESSFUL RESBAKUNA CAMPAIGN

The City Government of San Fernando recognized offices and external offices for the successful implementation of the ResBakuna Kids: COVID-19 Vaccination Program.

Spearheaded by the City Administrator’s Office and City Mayor Hon. Hermenegildo “Dong” Gualberto, the City Government offices that were include Local Economic & Business Development Office, City Disaster Risk Reduction and Management Office, Corporate Relations Office, City Information & Communication Technology Office, City Library, City Engineering and Architectural Services, City Environment and Natural Resources Office, and City General Services Office.

They also recognized the Provincial Government of La Union, Provincial Disaster Risk Reduction and Management Office, and Liga ng mga Barangay for their valuable help in the program.

Partners in the medical field were also commended, especially the La Union Medical Society, Lorma Medical Center, Ilocos Training and Regional Medical Center, and the Provincial Health Office for helping reach the students from various barangays.

External offices were also recognized which include the Schools Division Office - City of San Fernando’s School Health and Nutrition Unit, Division Disaster Risk Reduction and Management, Philippine Air Force, Coast Guard District North Western Luzon, Philippine National Police Region 1, Bureau of Fire Protection, and the Lingsat Integrated School.

Other external partners such as Narj Kitchennette, Cilantros Food House, Gratitude Meals Choices Food House, and the Nene’s Sisigan and Bulaluhan were also awarded.

The City Government thanked everyone who has been part of the vaccination program for giving their time and service towards aiming to strengthen the health of students in the City.

STUDENTS OF THE CITY OF SAN FERNANDO GET VACCINE SHOTS

More than 2,700 students aged 5-17 years old (1st at 2nd vaccine dose) and 18 years old and above (1st vaccine dose to 1st booster) in the City of San Fernando, La Union were vaccinated during the ResBakuna Kids – Mass Vaccination.

The City Vaccination Task Force and Department of Education City Division’s Office, together with Provincial Health Office, Provincial Government of La Union, Lorma Medical Center, Inc., and Ilocos Training and Regional Medical Center spearheaded the simultaneous inoculation of COVID-19 vaccines conducted in various schools.

With the help of the barangays, the mass vaccination was able to happen as they were able to encourage their residents to get vaccinated. Barangay Health Workers also helped in the vaccination sites in order to further organize the distribution of the jabs.

External partners such as the Armed Forces of the Philippines, Bureau of Fire Protection, Philippine Coast Guard, Philippine National Police, and Philippine Air Force also lent help for a faster process of the vaccination.

CITY VACCINATION TASK FORCE INTENSIFIES BAKUNAHANG BAYAN

As part of the national vaccination campaign of the Department of Health, the City Vaccination Task Force of City of San Fernando, La Union intensified its vaccination rollout during the Bakunahang Bayan PinasLakas Special Vaccination Days.

671 residents were vaccinated and were given food packs as incentives for participating in the said campaign.

Meanwhile, the City Government reaches out to the residents to be part of the campaign through conducting satellite and house-to-house vaccination.

Further, the City Government still encourages unvaccinated residents to get the jab for their safety and protection against the coronavirus disease.

CITY GOVERNMENT OF SAN FERNANDO CONDUCTS MEDICAL MISSION AT SITIO CALAUNGAN

The City Government of San Fernando, La Union through a Special Committee Team held a medical mission at Sitio Calaungan in Barangay Nagyubuyuban, City of San Fernando, La Union.

With the City Health Office as the spearheading department and for the medical mission, free medical check-ups were delivered and 80 residents were inoculated with vaccine shots. The team also conducted community and data profiling during this activity.

On the other hand, the City Civil Registry and City Social Welfare and Development Office collected data to reorganize and update the data about the demography of the city.

Furthermore, the City Agriculture Office organized the Rural Improvement Club for female farmers and gave them vegetable seeds and foliar spray, a biological insecticide that could help in protecting their crops from insects and pests.

COVID-19 RESPONSE

As San Fernando continues to face difficulties brought by the pandemic, the City remains proactive and responsive in giving immediate COVID-19 interventions to the public, further developing projects and programs to help residents stand in this adversity.

The development of the City Government PDITR Strategy through City AGASM (Agsangsakaymaysa A Gunglo nga Aywanan ti Sak-sakit nga Makaalis) allowed the City to expand the functions and capacities in delivering solutions.

One of the initiatives was the Pito-Pito Strategy of the City Disaster Risk Reduction and Management which strengthened the role of the barangays in mitigating the effect of COVID-19 through the heightened guard of barangay dashboard and focal persons for seven days.

Furthermore, Tayo ang Solusyon was coined to further increase awareness and understanding that COVID-19 mitigation is a shared responsibility, thus, the continuous information dissemination on the City Facebook page shows what the public can do to help alleviate the situation.

By the end of 2021, the City reached 70% herd immunity with 106,938 individuals already vaccinated. Today, the city aims to reach 100% herd immunity by the end of 2022.

Other initiatives of the City include the establishment of Local COVID-19 Centers and partnerships with businesses to support these LCCs.

As the City remains to have active cases, the initiatives set for COVID-19 response and recovery persists until the City is able to move forward and stand without the threat of the pandemic.

CSFLU APPROACHES 100% HERD IMMUNITY AGAINST COVID-19

The City Government of San Fernando La Union has reached 80% herd immunity as of February 14, 2022, according to the vaccination record of the City Government.

According to the city records, there have been a total of 95,983 vaccinated citizens in the city and this figure promotes herd immunity or wide-range protection against COVID-19.

The City of San Fernando believes that this growing number of vaccinated citizens will strengthen the immunity of the city and will also increase the public health safety of its people.

With this, the City Government addressed the people to participate in the ongoing vaccination activities. They encouraged the unvaccinated citizens to receive a vaccine and escalate the percentage of herd immunity.

CITY GOVERNMENT OF SAN FERNANDO, LA UNION CONTINUES WITH HOUSE-TO-HOUSE VACCINATION

In order to further increase the number of vaccinated residents of the city, the City Vaccination Team conducted house-to-house vaccination.

One of the barangays visited was Barangay Catbangen where the City Health Office, Department of Health, and Barangay Health Workers inoculated certain vaccine doses to the residents who wanted to take the jab.

Currently, the vaccination team has visited 21 barangays more than once and distributed vaccine doses to the people.

The house-to-house vaccination project is one of the programs of the City Government that aims to increase the number of vaccinated constituents and reach herd immunity in the city.

Education experienced extreme changes due to the spread of COVID-19. The City remains steadfast in providing equal opportunity for everyone with the aim to bring assistance and strengthen linkages in the middle of transitioning learning modalities.

The City ensured that resources are available and, they were able to provide educational assistance for students. One of which is the Sirib and Siglat Scholarship Program wherein 715 students in high school and college benefited in their availment of the program.

The City’s Public Library was also recognized with their initiatives in providing basic quality information resources and innovative solutions towards empowering children and the youth.

Among the most outstanding initiatives of the City Library are the establishment of the “On the Go Pick Up Books”, “Book Saves” Program, Mini Library in NASUDI and Book Donation Drives. These programs of the City Library ensure that reading materials are available for students and children.

Moreover, other projects of the City on education were the provision of educational tools, establishment of barangay reading centers, and the establishment of the “My Study Buddy Program” with volunteers assisting marginal school children.

For such efforts made by the City, they received their first Seal of Good Educational Governance (SGEG) recognizing the resiliency of the City’s educational sector. They recognized the educational sector’s resourcefulness and efficiency in delivering basic education to communities in consideration of the health and safety of everyone, especially the students.

LETRA CELEBRATES 8TH YEAR ANNIVERSARY THROUGH GRAND LETRA DAY

In celebration of their 8 years of service in the city, Lingkod Eskwela at Tulong Reading Activity (LETRA) conducted a Grand LETRA Day in Barangay Poro Covered Court.

LETRA started its service this year on April 9 wherein 25 volunteer public school teachers and youth volunteers served as teachers to 170 children from Barangay Poro, Sevilla, Catbangen, and Lingsat. The volunteers taught the children to read and also taught them the importance of reading to their development.

In recognition of the success of LETRA, the children who participated received string bags and portfolios containing school supplies.

Moreover, City Mayor Hermenegildo A. Gualberto graced the event and congratulated the children and parents who cooperated in the program.

5 FISHERFOLK CHILDREN RECEIVE FULL COLLEGE SCHOLARSHIP

As they signed the contract for SY 2022-2026, the scholars will receive a full college scholarship, a Php 5,000.00 monthly allowance, and a Php 2,000.00 book allowance every semester provided that they will take a four-year degree in Bachelor of Science in Fisheries. Other benefits include OJT support, thesis support, and graduation support.

SCHOOLS IN THE CITY OF SAN FERNANDO INITIATE FACE-TO-FACE CLASSES

School Year 2022-2023 officially began last August where all private and public schools in the Philippines opened their gates for students for the most awaited return of face-to-face classes.

After two years of modular and online learning, students enter this school year with the opportunity to further learn inside the classroom.

Schools have the mandate to strictly observe the minimum public health protocols to ensure the safety of everyone in the school while the City Government of San Fernando with the Philippine National Police and Land Transportation Office gave guidance and assistance during the first day of classes.

SAN FERNANDO KIDS RECEIVE BOOKS DURING THE 63rd PUBLIC LIBRARY DAY

In celebration of the 63rd Public Library Day, the City Library under their Book Saves program gave children’s books to San Fernando kids which happened in Ilocos Training Regional Medical Center (ITRMC).

With the theme “Pampublikong Aklatan, Katuwang ng Pamayanan: Pagbangon sa Pandemya, Pagpapayabong ng Kultura, at Pagpapalaganap ng Karunungan”, the City Government shows support to the public library drive together with National Library of the Philippines (NLP), Department of Health (DOH), at City Disaster Risk Reduction and Management Office (CDRRMO).

Aside from the free story books, the City Library also presented storytelling clips to the children who got vaccinated during the Resbakuna Kids at the ITRMC.

With City Librarian Michael Nagas leading this advocacy, this program aims to strengthen the reading, listening, and writing skills of the children of the City of San Fernando.

CITY GOVERNMENT DISTRIBUTES COLORED COPIERS TO PUBLIC SCHOOLS, CITY SCHOOLS DIVISION OFFICE

City Mayor Dong Gualberto led the City Government in distributing 36 units of colored copiers to all elementary and high school public schools in the city, including the City Schools Division Office in North Central School.

Employees from City Schools Division Office and school heads from public schools received the said copiers during the distribution and these colored copiers will be used for the production of modules that are set to be distributed to the students.

According to the City Mayor, these high-quality copiers were given to the schools in order to help the students engage in learning from their modules and better gain the lessons from them.

Manong Dong also thanked the teachers for their sacrifices especially during the pandemic just to deliver quality education to the students.

City Councilor Hon. Arnel A. Almazan was also present in the said distribution.

CITY GOVERNMENT INSTALLS INTERNET CONNECTIVITY IN DIFFERENT SCHOOLS IN THE CITY

To enhance the internet connectivity in schools, the City Government of San Fernando, La Union, through the City Information and Communication Technology Office (CICTO) and in partnership with the City Schools Division, started the installation of wireless hotspots in different schools on September 11, 2022.

As of September 15, the CICTO has already installed wireless mesh devices to enhance internet connectivity in 20 schools in the city with existing internet connectivity. Further, new internet connections and additional WiFi hotspots were installed in the remaining unserviceable schools were also provided shortly.

The implementation of this project continued until all public schools in the city have access to the internet before September ended. The program was supported through the Special Education Fund, duly endorsed by the Local School Board.

The City General Services Office and the electrical team of the City Engineering and Architectural Services were also with CICTO during the installation of the devices.

One of the problems encountered in our City was the fluctuating economy. Despite that, the City thrived to revive the local economy.

Coined as the grassroots economy, the sector of agriculture, fishery and livestock was challenged because of their primary concern on food security. However, the City commits to strengthen food self-sufficiency through agricultural initiatives.

Agricultural support was organized from the distribution of seeds, fertilizers and growers to the provision of financial assistance, and scholarships to these sectors.

Six projects were also funded under the R.A. 7171 supporting tobacco farmers. In addition, the City Agriculture and City Veterinary Office assisted affected pig raisers and other livestock farmers through various assistance programs.

Public employment is one of the important aspects in our local economy. The City continues employability and capacity development implementing e-governance to expand services using new systems for licensing and permits.

The gradual reopening of the tourism sector also aims to provide opportunities and allow recovery to tourism-related establishments.

The City continues to help and encourage the development of new and existing enterprises to allow more opportunities and to have a stable economic growth.

CITY UPLAND FISHPOND OWNERS SHOWCASE SUCCESS OF TECHNO-DEMO FISHPOND PRODUCTION

The City Government of San Fernando through the Office of the City Agriculture (AGR) held a mini Tilapia Harvest Festival at Barangay Sacyud on July 6, 2022 to showcase the success of the techno-demo on fishpond production in the upland barangays of the city.

A total of 675 kilograms of tilapia were harvested from the techno-demo fishponds treated with probiotics including those located in Pao Sur, Pao Norte, and Nagyubuyuban. According to the fishpond owners, the inclusion of probiotics in the feeds was indeed very effective on the growth performance of tilapia.

The City Government introduced this kind of integrated farming system where farmers were encouraged to try fish production and not only rely on farming as their source of income and for food sustainability as well. The AGR supported the farmers by providing fingerlings, feeds, fertilizer, nets, probiotics, weighing scales, and scoop nets as they started their tilapia culture in their dug out fishponds.

MSMEs PARTICIPATE IN FOOD SAFETY AND CURRENT GOOD MANUFACTURING PRACTICES SEMINAR

Micro, Small, and Medium Enterprise (MSME) owners in the City of San Fernando attended a seminar on Food Safety & Current Good Manufacturing Practices on April 7-8, 2022.

A total of 25 participants attended the seminar on site while 80 participants have attended virtually via Zoom. During the first day of the seminar, Science Research Specialist I Engr. Render Jay Nisperos graced the event as a resource speaker and shared his expertise on food safety. On the second day, Science Research Specialist I Mr. Hero D. Galamgam was the resource speaker in the event.

The Department of Trade and Industry Region I, in partnership with the Local Economic and Business Development Office and Department of Science and Technology Region I, spearheaded the seminar. They also awarded Certificates of Participation to the attendees.

CITY OF SAN FERNANDO CREATES LOCAL CULTURAL INVENTORY WITH NCCA

In order to recognize and narrate the culture embedded and found in the city for its preservation and protection, a Local Cultural Inventory Ceremonial Turnover was conducted wherein the book published through the City Government of San Fernando was turned over to the National Commission for Culture and the Arts (NCCA).

The book, featuring the distinct culture and tradition in the city, was presented to NCCA as the pioneer agency focusing on the cultural mapping of the Local Government Units.

officials including City Mayor Hon. Hermenegildo Gualberto, City Vice Mayor Hon. Alfredo Pablo Ortega, Hon. Rizalde Laudencia, Sangguniang Panlungsod Committee Head for Culture, Arts and Historical Preservation Hon. Mark Anthony Ducusin, Senior Culture and Arts Officer Mr. Jeddahn Rosario and Local Economic and Business Development Officer Ms. Rizalyn Medrano.

The NCCA Executive Director Mr. Oscar Casaysay was also present together with NCCA Consultant Mr. Arvin Manuel Villalin, Corporate Relations Officer Mr. Michael Jerome Mabanag and 10 local cultural mappers.

SM MANAGEMENT COLLABORATES WITH THE CITY GOVERNMENT FOR THE ESTABLISHMENT OF SM CITY LA UNION

To come up with better building design and functionality of the soon-to-rise SM City La Union, the SM Management, together with the concerned City Government department heads and employees conducted a meeting at the Mayor’s Conference Room on July 20, 2022.

Led by City Administrator Col. Ramon F. Laudencia and City Planning and Development Officer Mr. Brix Caesar Cafuir, the City Government presented relevant data, recommendations and points for consideration such as traffic data, solid waste management plan, and consideration of culture and aesthetic identity of the province in the design and architecture for the much-anticipated mall in the city of San Fernando.

Furthermore, SM Management reiterated that they will be an active partner of the City Government with its different activities or projects geared towards sustainable development given that this partnership will be a long-time investment.

The target date for the construction of SM City La Union will be in January 2023 and aims to be operational by the third quarter of 2024. The Mall will occupy a 6.2-hectare land area located in barangay Biday, City of San Fernando, La Union.

PESO SPEARHEADS 5TH SAN FERNANDO CITY PEOPLE’S JOB FAIR

In order to provide job opportunities to residents of the city, the Public Employment Services Office (PESO) initiated the 5th San Fernando City People’s Job Fair in Union Christian College Covered Court.

213 jobseekers attended to apply at four local and 30 overseas job employers wherein 11 applicants were accepted on the spot.

The Department of Labor and Employment, Technical Education and Skills Development Authority, Social Security System, Overseas Workers Welfare Administration and Philippine Overseas Employment Administration attended the job fair to bring the services closer and provide answers to applicants.

MARGINAL FARMERS, HOUSEWIVES RECEIVE POULTRY PRODUCTION STARTER KITS

The City Government of San Fernando, La Union through the Gender and Development Office and Office of the City Veterinarian distributed poultry production starter kits to 20 marginal farmers and housewives on August 26, 2022 at Biday Food Terminal.

Ten of the recipients were given 100 chicks for Broiler Production Program, while another 10 recipients were given 45 female and 5 male readyto-lay free range chickens. Chick boosters, Broiler Starter Crumble Feeds, Broiler Finisher Crumble

Feeds, Water Soluble Powder, and Layer Crumble were also distributed to all beneficiaries of the starter kits.

These poultry goods were provided to serve as livelihood assistance to the recipients from Barangays Dallangayan Oeste, Bangbangolan, Apaleng, Bato, Pao Sur, Pao Norte, Biday, Cadaclan, Madayegdeg, and Bangcusay.

City Vice Mayor Alfredo Pablo “Alf” R. Ortega was also present during the distribution of the said starter kits.

CITY FARMERS, CITY OFFICIALS JOIN THE LAUNCHING OF RICE PRODUCTION TECHNOLOGY

The City Government of San Fernando, La Union through the Office of the City Agriculture (AGR) introduced new varieties of rice plants to farmers through the launching of Rice Production Technology (Demo-Farm) held in Santiago Norte.

A total of one hectare area was planted with four different varieties of rice-Dinorado and SL20H, both hybrid rice, and two certified seed varieties which are NSIC Rc402 and NSIC Rc480.

Through these rice techno demo farms, including those located in Bacsil, Sacyud, and Pacpaco, farmers will be able to see and witness the production performance of these varieties of rice. Results will give them information as to what variety of rice is best to plant, and what management practices to adopt in order to have higher yield.

Manong Dong also attended the launching of the Demo-Farm and assured the farmers that the Ciy Government, together with the City Council headed by Vice Mayor Alf Ortega, will continue to provide programs that will benefit the farming sector of the city.

Moreover, City Councilors Hon. Edwin Yumul, Hon. Dr. Quintin Balcita, City Administrator Col. Ramon Laudencia, and AGR Head Dr. Jane Alcedo were also present at the launching and together with Manong Dong, they did hands-on rice planting, experienced farm life, and felt the hardships and sacrifices of our farmers in providing food.

Social work faced difficulties in delivering the social needs of people during the pandemic, however, the City was able to implement programs, projects, and activities ensuring the delivery of effective and efficient public service to its citizens.

To highlight, one of the notable projects under social welfare was the expansion of services provided by Project Umay Mangted iti Sungbat or UMISU. This program started with a mission to make give medical services closer to barangays, especially to those who do not have the chance to go to the heart of the City where services are accessible.

With this project, the City was able to reach 846 individuals. They gave medical assistance and dental kits, distributed 20 assistive devices and 12 beddings. There were also 680 seedlings, 35 agricultural hoses, and 46 drums distributed to farmers affected by the pandemic.

One of the concerns in social welfare is the protection of children and women against domestic violence which increased during lockdowns when everyone was required to stay at home. The City took a step to protect them by launching the NASUDI Center for Women and Children which housed 24 women who were in high-risk situations.

In addition, NASUDI managed 9 cases referred to them as well as the 7 children rescued, and 9 individuals referred to psychological evaluation. With the help of the City Social Welfare and Development and local police, 9 cases were filed in court.

Many are in need of help during the onslaught of the pandemic that until today are still continuing to overcome this challenge. Besides the far-flung barangays, women, and children, other marginal and vulnerable groups in the city also received help like the youth, families, persons-with-disabilities, and senior citizens.

LNP BOOTCAMP, A WAY OF HEALING FOR RECOVERY CHAMPIONS

42 Recovery Champions (RC) here in the City of San Fernando, La Union underwent a 6-day Lakas ng Pagbabago (LNP) Bootcamp at Bangbangolan National High School.

This activity was the first part of RCs rehabilitation program where they underwent spiritual uplifting and moral recovery, values reformation, and sessions with the help of Pastors’ Fellowship of San Fernando and LNP coordinators.

One of the highlights of the bootcamp was the LNP’s version of Amazing Race which aimed to strengthen their camaraderie and teamwork. Another exciting activity of the bootcamp was a short program for the search for Mr. and Ms. LNP Program which delighted the participants during their stay at the camp. Also, before the end of the bootcamp, the RCs were surprised as some of their family members attended the event to show their support for their transformation.

The City Government initiated the LNP bootcamp as part of the Community-Based Drug Rehabilitation Program (CBDRP) that was launched way back 2016 under the present administration. This aimed to turn drug dependents into productive members of the community by giving them chances and opportunities to heal and grow.

Under the CBDRP program, the participants would continue with their values formation and moral recovery, and would be involved in community activities such as feeding programs for children, clean-up drives, and planting activities.

CITY GOVERNMENT OF SAN FERNANDO RESPONDS TO FIRE INCIDENT IN BRGY. III

The City Government of San Fernando through the City Social Welfare and Development Office (CSWDO) gave assistance to 14 families and four individuals affected in a fire incident in Barangay III.

Hours after the incident, the CSWDO brought food packs, care kits and sleeping kits for the utilization of the affected residents in the evacuation centers.

In addition, the families were also given financial assistance where every house owner was given the amount of P13,000.00 while boarders in the area were given P5,000.00.

This initiative was done to ensure that everyone would have a chance to stand again despite the drastic incident.

TASK FORCE UMISU DELIVERS ASSISTANCE TO RESIDENTS IN NEED IN THE CITY OF SAN FERNANDO

Towards the continuous help of the City Government through the Task Force Umay Mangted iti Sungbat (UMISU), they conducted 94 medical assistance to 15 barangays giving seven assistive devices and nine dental kits for senior citizens (SCs) and persons with disabilities (PWDs).

Task Force UMISU has been continuously expanding the provision of their social services to everyone who needs them in the city as they aim to uplift everyone’s well-being.

In 2021, Task Force UMISU already provided 864 medical assistance and dental kits, distributed 20 assistive devices and 12 beddings for those who have medical needs, SCs and PWDs.

In addition, farmers affected in the pandemic were also provided with assistance of 680 seedlings, 35 agricultural hoses and 46 drums.

Task Force UMISU would continue its legacy of giving the most efficient service to the people.

GRADE 1 STUDENTS IN THE CITY RECEIVE FOOD PACKS FROM THE CITY GOVERNMENT

In order to improve the health of students and support the educational sector, the City Government of San Fernando initiated the provision of food packs to Grade 1 students of 27 schools in the city.

Under the leadership of the Office of the City Mayor’s (OCM) Special Projects Unit, every student was able to receive cereal drinks, biscuits and powdered milk as a supplement in their daily food. The program was made possible with the help of the City Schools Division Office representatives, school principals, teachers, employees of the OCM Special Projects Unit and Lakas ng Pagbabago volunteers. They also helped in the distribution of the food packs to the parents and student beneficiaries.

CENTENARIANS RECEIVE CASH GIFT FROM THE CITY AND NATIONAL GOVERNMENT

In celebration of reaching their 100th year, four elder residents in the City of San Fernando were awarded with centenarian gifts of PhP 100,000 each and a congratulatory letter from City Mayor Hon. Hermenegildo “Dong” Gualberto.

Lola Aurelia Hufana of Barangay Biday and Lola Casimira Hufana of Barangay Madayegdeg turned a hundred years old last December 19, 2021 and February 23, 2022, respectively received these gifts personally.

Two other centenarians namely Marina Fusilero of Barangay Baraoas and war veteran Hilario Nisperos of Barangay Lingsat passed away months after reaching their 100th year. However, the gifts were given to their children on their behalf.

CSWDO employees together with their head Ms. Sally Matoza handed over the checks to the awardees. The Office of Senior Citizen Affairs (OSCA) Head Mr. Artemio Valdez and several barangay officials were also present during the turnover of the checks.

Lolo Jose Tadifa of Barangay Cabaroan also received the Centenarian Gift and Letter of Felicitation from the National Government in accordance with Republic Act No. 10868 or the Centenarians Act of 2016.

Being situated within the coastlines and mountain range of the Ilocandia, the City is vulnerable to floods and landslides. However, the City Government of San Fernando through the City Disaster Risk Reduction and Management Office was able to introduce improved mechanisms and systems to help in monitoring and coordination and to mitigate threats from disasters and COVID-19.

In line with the pandemic response, the City Incident Management Team was created to monitor related activities in strengthening the city’s COVID-19 initiatives and initiating operations during calamities.

The CDRRMO commits to ensure zero casualties during calamities through heightening their proactive response especially on operations. Immediate clearing operations after disasters especially typhoons and heavy rainfalls are conducted with the help of the City Engineering and Architectural Services and General Services Office.

In the event of any disaster, the City Government will always be ready to help everyone in the city. This exemplifies how prepared and resilient the city is in giving the best efforts towards safety, security and disaster resiliency.

CITY OF SAN FERNANDO READIES FOR TYPHOON FLORITA AND OTHER INCOMING TYPHOONS

The City Disaster Risk Reduction and Management Office (CDRRMO) led the meeting with the different offices of the City Government of San Fernando and other local agencies concerned in preparation for the incoming typhoon that would affect the city.

In the meeting, they discussed the needs and concerns in case the typhoon will bring disastrous effects to the city and its residents.

They talked about evacuation centers, relief assistance, hot meals for evacuees and volunteers, floating assets, vehicles, clearing teams and medical teams, and Personal Protective Equipment.

59 barangays were informed immediately regarding the situation, especially the coastal and upland barangays. They were closely monitored to mitigate and avoid the possibility of floods, landslides and storm surge.

In addition, CDRRMO ensured that the City Incident Management Team composed of responder teams such as Clearing Strike Teams, Wasar Team, Medical Team, and Rescue and Assessment Teams are always ready to respond whenever needed.

Further, the office also emphasized that safety of the responders during operations will be prioritized and minimum public health standards will still be observed.

OFWs RETURN HOME THROUGH OWWA’S HATID

SUNDO, BALIK PROBINSYA PROGRAM

Through the Overseas Workers Welfare Administration’s Hatid Sundo, Balik Probinsya Program, 1,485 returning Overseas Filipino Workers (OFWs), were assisted to go home in their hometowns.

With the collaboration and help of the City Government through the City Disaster Risk Reduction and Management Office and the Migrant Desk Officers, safe transport of the returning OFWs was possible.

Due to the strict observance of health protocols, returning OFWs were dropped off at the border of Rosario, La Union then transported to their respective hometowns.

Frontline drivers of the General Services Office were also commended for their help in transporting OFWs safely back to their families.

BARANGAYS EXPERIENCE FLOODING AND LANDSLIDES AFTER CONTINUOUS RAINFALLS

Various barangays reportedly experienced flooding and landslides because of the heavy rains of the Super Typhoon Henry even though there was no tropical cyclone wind signal raised in the country.

Barangay officials took initiative in responding and giving action to these events to clear roads for public utilization. With the help of the

City Disaster Risk Reduction and Management Office and the City Engineering and Architectural Services, provision of equipment needed were possible for faster clearing operations.

In addition, the City Social Welfare and Development Office visited residents who evacuated from their home and were able to provide relief packs for them.

CDRRMC DISCUSSES INCIDENTS BROUGHT BY THE EARTHQUAKE

After the 7.0 magnitude earthquake last July, the City Disaster Risk Reduction and Management Council (CDRRMC) had a meeting to become aware of the condition of the City and know the overall number of incidents related to it.

The CDRRMC was composed of frontline offices of the City Government, National Government Agencies, non-government organizations and uniformed personnel.

There were 13 house damages, five damaged barangay roads, 27 damaged buildings and there were 14 incidents reported where 22 individuals were hurt.

According to the General Services Office, minor wall cracks were the recognized damages in the city facilities, while Engineering and Architectural Services reported road cracks and eroded slope protections in Barangays Nagyubuyuban, Apaleng and Camansi.

There were also cracks on walls and ceilings of a few establishments and schools in the city including the footbridge to Sibuan-Otong Elementary School.

The City Health Office also reported that residents in need and the 600 guests in Thunderbird Resorts and Casino who suffered minor injuries were responded to and aided shortly.

PATROL OFFICERS AWARDED WITH CERTIFICATE OF COMMENDATION FOR BRAVERY AND SELFLESS SERVICE

In recognition of their bravery and selfless service, Mr. Martin Posadas of the Office for Public Safety (OPS), and Pat. Oswaldo Apiado and Pat. Krysan Jay Suyat of the Philippine National Police (PNP) were awarded a Certificate of Commendation for apprehending a theft during a snatching incident at the City Public Market on June 19, 2022.

During the Flag Raising Ceremony Program in front of the City Hall, the Certificates of Commendation were awarded by City Mayor Hermenegildo “Dong” A. Gualberto, City Councilors, Hon. Rodolfo M. Abat and Hon. Kyle Y. Nisce, City Administrator Col. Ramon F. Laudencia, OPS Head Col. Virgilio C. Pascua Jr., and City Human Resource Management Officer Ms. Evangeline S. Mendoza.

DMMMSU-MLUC AND BARANGAY CATBANGEN DISCUSS SOLUTIONS TO FLOOD CONCERNS

Don Mariano Marcos Memorial State University - Mid La Union Campus (DMMMSU-MLUC), Barangay Catbangen officials and residents, and the City Government discussed possible solutions to the flood concerns in Barangay Catbangen.

During the meeting, representatives from DMMMSU-MLUC presented their Drainage Canal Layout Plan for their campus that likewise aims to resolve the flooding situation in Barangay Catbangen, especially in neighboring residential areas. In their plan, they have connected drainage canals to their water treatment facility to catch rainwater and avoid directing the water to the residential areas.

Representatives from Barangay Catbangen and the City Government also shared their input to the proposed plan and suggested other resolutions for a more effective drainage plan.

Eventually, the parties involved agreed to have a Technical Working Group with representatives from every party concerned to study further the plan and develop a long-term solution. Further, they agreed to ensure the cleanliness of waterways and immediately conduct a clearing operation in the drainage canal around the barangay.

3 BARANGAYS IN THE CITY OF SAN FERNANDO RECEIVED THE GAWAD ALIBTAK RESILIENCY AWARD

The City Government of San Fernando, La Union awarded the Gawad Alisto o Banuar Tan-oc nga Agserbi ti Kinatalged ken Salakan (Gawad Alibtak) to three barangays of the city who led the implementation of the disaster risk and emergency plan.

Barangays Poro, Bato and San Agustin were recognized as the top 3 barangays with the most effective disaster risk reduction management plan in ensuring the safety of their residents.

They received a Certificate of Recognition, medal and cash prize. Aside from this, all barangays in the city were awarded with a Certificate of Appreciation and other barangays who joined the competition also received a Certificate of Recognition.

The awarding ceremony was also attended by City Mayor Hermenegildo A. Gualberto, City Councilors Hon. Edwin Yumul and Hon. With the vision of being a climate change resilient city, the City exerts effort to ensure effective environmental management.

To further manage the land and water resource, the City procured three (3) compactor trucks for garbage collection and waste materials, a lot machine shop repair bay area with ramps and two (2) units of desludging trucks.

As part of the sustainability and rehabilitation program of the City, mangrove propagules were planted and expected to have a hundred percent survival rate. Furthermore, the City received a Php 14-million grant for the upgrade of the Children’s Park as part of the Green, Green, Green program. Moving forward, the City Government exerts more effort towards improving environmental aspects in the city especially in the issues on pollution and land resource, air quality, noise and water resource management.

PASKO SA BATIS NG BAKAWAN TO COMMEMORATE COVID-19 VICTIMS

In commemoration of those who died of COVID-19, “Pasko sa Batis ng Bakawan” was launched where they lit up colorful lanterns at Barangay Carlatan beside the mangrove trees spearheaded by the Association of Tourism Industries and Networks in La Union (ATINLU).

They lit 473 floating lanterns, 473 parols, and planted 473 mangrove seedlings with the help of the Department of Tourism and the Provincial Government of La Union.

Present in the event were Provincial Tourism Officer Arthur Cortez, former Councilor Juliana Aquino, the La Union Lions Club, Inner Wheel Club, Pearl Dive Inn and Aureo La Union.

473 was a relevant number in the event as it symbolized the number of COVID-19 tallied deaths in the province of La Union. It was through the lights and stars that the City and Province remembered them.

The fisherfolk and residents of Barangay Carlatan also used boats made of kawayan to help in the lighting of the floating lanterns while others lit and flew the paper lanterns.

CENRO AND DOERs CELEBRATE ARBOR DAY THROUGH TREE PLANTING ACTIVITY

In celebration of Arbor Day 2022, Dalumpinas Eco Rangers (DOERs) and City Environmental and Natural Resources (CENRO) simultaneously conducted a tree planting activity at Dalumpinas Oeste and La Union Botanical Garden respectively.

Volunteers from the Armed Forces of the Philippines, Philippine Navy, Philippine Air Force, Philippine Coastguard, Bureau of Fire Protection, and barangay officials also helped in the implementation of the activity.

In addition, Philippine College of PhysiciansNorthwestern Luzon Chapter, Department of Internal Medicine, Philippine Society of Nephrology North Luzon Chapter, Philippine Pediatric SocietyNorthern Luzon Chapter, La Union Medical Society, and volunteer residents also participated in the tree planting.

Meanwhile, in celebration of Environment Month, five barangays in the city were recognized for their remarkable garbage collection crews. Certificates of Appreciation were awarded to barangay Ilocanos Norte, Ilocanos Sur, Lingsat, Dalumpinas Oeste, and Pagdaraoan.

CITY OF SAN FERNANDO JOINS WORLD WIDE FUND FOR NATURE PHILIPPINES

Cities in the Philippines, including the City of San Fernando, La Union, joined an international partnership with World Wide Fund for Nature Philippines in order to develop stronger and more impactful climate action plans.

Led by the WWF Philippines and climate technology software company Futureproofed, the City Government of San Fernando through the City Environment and Natural Resources Office will continue to collaborate with our city departments and residents to promote environmental wellbeing.

One of the highlighted concerns that needs promotion is the reduction of pollution and wasteful consumption with the use of a digital tool that will enhance the implementation and development of the City’s plans.

SEA OF LIFE UNDERWATER MUSEUM: NEW TOURIST ATTRACTION IN THE CITY

Junior Chamber International (JCI) – Manila turned over artificial reefs that will compose the soon-to-be tourist attraction here in the City of San Fernando, La Union Sea of Life: Underwater Museum.

The City Government through City Mayor Hermenegildo A. Gualberto, JCI member Mr. Jesus Antonio Sanchez, JCI Director for Special Projects Mr. Andre Bernardo, owner of Ocean Deep Dive Shop Mr. Tim Aukshun, and CG. Commo. Philipps Soria of Philippine Coast Guard (PCG) in Northwestern Luzon signed in the Memorandum of Understanding for the establishment of the said project.

According to Manong Dong, it is important to conserve the coral reefs where fish grow in order to have protection against shoreline erosion and to preserve marine biodiversity in the city.

City Councilor on Environment Hon. Edwin H. Yumul, City Environment and Natural Resources Officer Mr. Valmar Valdez, Secretary General of JCI Manila Mr. Adrian Padiernos, Korean Coastguard Auxiliary led by Commodore Oscar Oh, members of JCI – Manila, Ocean Deep Dive Shop, PCG in Northwestern Luzon, and sponsors from OctoHedz NFT and Crest were also present during the turnover.

The Sea of Life: Underwater Museum will be one of the first artificial underwater museums in the Philippines. The establishment of this attraction not only aims to install artificial reefs but also to promote diving activities here in the city and open opportunities for economic development through tour guiding services and boat rental for future tourists.

GREEN, GREEN, GREEN PROGRAM INITIATES IMPROVEMENT OF CITY SURROUNDINGS

The City Hall improved its facade with the help of the City Environment and Natural Resources Office, City Engineering Office, and the contractors.

This aims to develop and achieve a greener surrounding for our kakabsat who will visit in the City Hall Parks as part of the Green, Green, Green Program.

In line with this project, the landscaping and greening project for the parks located in front of the

City Hall were finished as well as the beautification of the children’s park.

They also presented three units of solar generators that could supply the lights and televisions of three marine-protected areas in the city.

It was expected that this project would also benefit bikers of the city with the provision of bike stand demo units where they could park their bicycles in front of the City Plaza.

CENRO INAUGURATES NEW DESALINATION FACILITY IN ILOCANOS SUR

With the goal of having potable and clean water in the Auxiliary Wet Market, the City Environment and Natural Resources Office (CENRO) spearheaded the opening of the newly built Desalination Facility in Barangay Ilocanos Sur.

The new technology will serve as a filter of the deep well salted ground because the desalination is a process where saline or salty water becomes clean water.

Rev. Fr. Perpetuo Concepcion of St. William the Hermit Cathedral led the blessing ceremony. The inauguration was also attended by City Councilor Hon. Chary Nisce and Hon. Rizalde Laudencia together with City Government Department Heads.

CSFLU VIES FOR THE CLEANEST, SAFEST AND GREENEST LOCAL GOVERNMENT UNIT

The validators from La Union Provincial Search Committee inspected different establishments of the City of San Fernando, La Union for the Search for the Cleanest, Safest, and Greenest Local Government Units in La Union.

Accompanied by the City Environment and Natural Resources Office (CENRO), they visited, observed and inspected the city’s marine-protected areas, desalination facility, city auxiliary wet and dry market, slaughterhouse and engineered sanitary landfill.

They also went to Barangays Cadaclan and Lingsat where Cadaclan Elementary School and Lingsat Integrated School were situated.

The goal of the Search Committee is to survey the overall cleanliness, urban space greening, programs and projects on the environment, waste management and more. They also need to see how the local government manages the safety and security of their respective LGUs.

Amidst the pandemic, the City has a steadfast commitment to construct reliable, safe, and resilient infrastructures for the utilization of the public. Through the City Engineering Office, adequate and functional facilities were built and maintained.

After the decrease in infrastructure funding in 2020 due to the pandemic, it had its significant increase for 2021 allowing improvements to take place in all establishments in the city. This allowed buildings and facilities to be constructed focusing on the three pillars of improvement namely health, education, and economy.

In addition, there were four multi-purpose buildings constructed and upgraded in Barangays Sagayad, Saoay, Namtutan, Cabarsican and two child Development Centers in the city.

Towards a safer transportation for all, public roads and utility improvements were initiated. 30 new constructions and nine rehabilitation projects on concreting roads, slope protection, drainage, canal and footbridges were finished.

As we progress towards a People’s City, the City commits to have plans in building more infrastructure while maintaining an environment-friendly community.

CITY OF SAN FERNANDO LAUNCHES COVID-19 DATA CENTER

The City Government of San Fernando through City Health Office (CHO), City Disaster Risk Reduction and Management Office (CDRRMO), and City Information and Communications Technology Office (CICTO) launched the COVID-19 Data Center on February 18, 2022 at the Marcos Building.

During the launch, Rev. Father Jaime Andres Jr. spearheaded the blessing ceremony where City Mayor Hermenegildo A. Gualberto, previous City Councilor Hon. Judy Aquino, City Local Government Operations Officer (CLGOO) Lily Ann Colisao of the Department of the Interior and Local Government (DILG), Development Management Officer Irene Madonna Almeida of the Department of Health (DOH), and some Department Heads and employees of the City Government attended.

With COVID-19 Task Force as the lead team, the COVID-19 Data Center will serve as a one-stop shop where contact tracers and data managers are assigned to focus on contact tracing operation, data management, COVID-19 hotline, and online processing of digital vaccination certificates.

INFRASTRUCTURE IMPROVEMENT FOCUSES ON THE THREE PILLARS OF THE CITY

Facilities constructed in the City of San Fernando are inclined on the three pillars of improvement namely health, education and economy.

A second City Health Office situated at Barangay Bangbangolan was constructed to give medical assistance in upland barangays. Nutrition and computer public utilities and waste management projects were also built.

On education, the SK Teen Center at the Marcos Building was completed with the improvement of two child development centers.

A covered playground at the SPED Integrated School was also built for practical learning, while classrooms were constructed at two schools.

Finally, on economy, the Phase 2 of the Permanent Business One Stop Shop was in the works. PBOSS is an important initiative to streamline the processing of permits in the city.

NEW HOSPITAL BUILDING TO BE CONSTRUCTED IN THE CITY OF SAN FERNANDO, LA UNION

To further improve the health and wellness of the people in the city, the representatives from the Allied Care Experts (ACE) Group of Hospitals headed by Dr. Bennet Go-Ong paid a courtesy visit at the Office of the City Mayor.

The visit was to discuss the plans on the new hospital building to be constructed at one of the barangays in the city which will be then called St. Jude Medical Center La Union

With the plans of building an additional medical center, the vision of a more efficient delivery of medical services and catering to more individuals will be closer to reality.

CITY OF SAN FERNANDO DISCUSSES TRI-CITY FERRY SYSTEM PROJECT WITH ALAMINOS CITY, DAGUPAN CITY

The City Government of San Fernando, La Union had a meeting with the city officials from Alaminos City and Dagupan City regarding the Tri-City Ferry System Project for the advancement of tourism and the economy of the cities.

National Economic Development Authority, Poro Point Management Corporation, and Public-Private Partnership Center of the Philippines also attended the meeting and discussed development concerns of the project with the involved cities including possible solutions.

During the meeting, the City Government expressed its support for the Project Preparation Study which encloses technical, environmental, social, financial, and economic aspects that are needed for the project design and framework of good governance, as well as the assessment of climate risk and resilience.

Members from Cities Development Initiative for Asia and the PPPC Consulting Team graced this meeting.

The Tri-City Ferry System Project aims to relieve the traffic in the involved cities, to help passengers save money, and to have faster transportation of exported and imported goods to and from other places.

San Fernando as the People’s City always aims to have a dynamic and responsive governance to its people.

The City adapted Information Technology solutions in reaching out to its constituents and stakeholders. They also generated income and revenues to increase funds for its operational needs.

As part of the governance, the City assures public safety and disaster reduction to ensure a safe, orderly community and have lessened risk when calamities happen.

The City is prone to both landslides and floods. With this, through the City Disaster Risk Reduction and Management Office (CDRRMO) introduced mechanisms during disasters and deployed 24 City Incident Management Team (IMT) members to monitor activities involving checkpoints and quarantine facilities as mitigating actions on against COVID-19.

CITY OF SAN FERNANDO TOPS IN NATIONAL COMPETITIVENESS INDEX SUMMIT

Department of Trade and Industry (DTI) - Competitiveness Bureau recognized the City Government of San Fernando, La Union as one of the top 10 performing cities nationwide during this year’s 10th Cities and Municipalities Competitiveness Index (CMCI) Summit held at the Philippine International Convention Center on October 20, 2022.

The City Government is the Top 6 Most Competitive component city under the Resiliency pillar and Top 7 Most Competitive under the Government Efficiency pillar.

Moreover, the City Government ranked 19th in Economic Dynamism, 21st in Innovation, and 34th in Infrastructure. Overall, the City Government was the top 1 city among all cities in Region 1 while ranked as the 11th most competitive component city in the Philippines.

CMCI is an annual ranking of Philippine cities and municipalities based on Economic Dynamism, Government Efficiency, Infrastructure, Resiliency, and Innovation. The City Government also ranked 9th place in Resiliency and 14th place in Government Efficiency last year.

CITY GOVERNMENT HOLDS

With the aim to listen and craft strategic solutions to the issues and concerns in the city, the City Government of San Fernando, La Union conducted Town Hall Meetings at Barangay Tanquigan on October 14, 2022.

The Town Hall Meetings were an opportunity for the residents of the city to express their concerns through a group discussion with the various offices of the City Government headed by City Mayor Hermenegildo A. Gualberto.

Moreover, a medical mission was held simultaneously wherein basic healthcare services were provided to patients.

DILG AWARDS TWO SEALS OF LOCAL GOVERNANCE TO THE CITY OF SAN FERNANDO, LA UNION

The City Government of San Fernando, La Union received the Seal of Good Local Governance (SGLG) award by the Department of the Interior and Local Government (DILG) once again proving that the city exemplified truthful and excellent local governance.

This is the third time the city was proclaimed as a SGLG awardee. The National Validation for the 2022 SGLG happened last September where

delegates from the DILG inspected the services, projects and programs of the city.

In addition, the DILG also recently awarded the City Government of San Fernando, La Union as one of the Child-Friendly Local Government Units in Region I.

The 2021 Seal of Child-Friendly Local Governance was given after the city passed the Child-Friendly Local Governance Audit (CFLGA) of the Council for the Welfare of Children (CWC).

ICT SOLUTIONS TO ADVANCE DEVELOPMENT AND DEPLOYMENT OF E-GOVERNANCE IN THE CITY

The City Government of San Fernando gears towards an innovative city where work and operations become easier in order to reach everyone in the city.

Embracing the Information Technology (IT) solutions , the City Information and Communications Technology Office continues to develop systems that could sustain the implementation of e-governance that would improve the internal local government operations and management systems of the city.

At present, they were able to develop 12 information systems where nine were already deployed and three of which were in the process of development.

Six deployed systems were actively integrated while two are awaiting activation and one was subjected for data build-up.

San Fernando, as the only component city in the province of La Union and the center of Region 1, has always strived to be competent, productive, and active in all of its services.

For the past years, the City Government has always been recognized by other agencies because of its notable programs, projects, and activities including the City Government’s outstanding performance and contributions in the development of the city and its people.

The challenges brought by the pandemic caused by the Coronavirus did not stop the City Government from delivering services to the people but made the City do even better. In fact, the City Government continuously receives awards despite the challenges and restrictions of the pandemic.

These awards and recognitions are proof that the City Government is committed in demonstrating the best public service to its residents and stakeholders. These are testaments of the City Government being able to execute its function and comply with its mandates. These awards and recognitions are the fruits of dedication and an indication of a competent City Government.

In the next coming years, we will pursue to earn more positive recognitions. We will continue to deliver efficient programs, projects, and activities for the unending development of each and everyone here in the City of San Fernando.

CITY GOVERNMENT OF SAN FERNANDO, LA UNION RECEIVES SINAGTALA AWARD

The City Government of San Fernando, La Union received the Sinagtala Award from Overseas Workers Welfare Administration (OWWA) during the 27th Migrant Workers Day Celebration in recognition of the City Government’s support in the Hatid-Sundo Program.

Other Local Government Units (LGUs) were also awarded with the same award as a token for the support they offered for the returning Overseas Filipino Workers (OFWs).

This region-wide award was presented to LGUs just like the City Government who helped in the implementation of the program of OWWA during the pandemic.

Mr. Michael Jerome Mabanag of the Corporate Relations Office (CRO) and Mr. Roderic Gacayan of the Public Employment Service Office (PESO) received the award during the celebration. Afterwards, this award was presented to Manong Dong in his office.

CITY OF SAN FERNANDO RECEIVES 3 RECOGNITIONS FROM DOH

Three awards were presented to the City of San Fernando, La Union in recognition of its extensive vaccination program inclined with the COVID-19 Vaccine Deployment and Vaccination Campaign of the Department of Health (DOH).

The city top-ranked all other municipalities in the province in terms of the percentage of residents who are fully vaccinated while in the regional level, the city ranked top 14 under the same category. Also, the city landed second place in Highest Administered Doses category.

City Health Officer-in-Charge Dr. Romulo Monico and City Vaccination Team members Dr. Mary Majorie Rodavia, Ms. Germie Deang, Ms. Julie Ann Hipona, and Mr. Raymund Ryan Batac also presented these awards to Manong Dong after receipt.

WHO, UNICEF, AND CDC VISIT THE CITY OF SAN FERNANDO

The World Health Organization (WHO), United Nations International Children’s Emergency Fund (UNICEF), and Center for Disease Control and Prevention (CDC) visited the City of San Fernando on April 20, 2022 for the COVID-19 PostIntroductions Evaluation (CPIE).

Being one of the top performing Local Government Units in terms of COVID-19 vaccine inoculation, the City of San Fernando shared the its best practices to WHO, UNICEF, and CDC.

Aside from sharing our best practices, the City Government also shared the problems they encountered during vaccination. This is to further assess the situation and identify solutions for the improvement of vaccination activities.

CPIE aims to review the impact of COVID-19 vaccination rollouts around the country and collect data on the best practices of the top performing Local Government Units (LGUs) to be shared to other LGUs.

RP-MISSION AND DEVELOPMENT FOUNDATION INC. RECOGNIZES MANONG DONG AS ONE OF THE TOP CITY MAYORS IN REGION 1

With a 91.2% rating, City Mayor Hermenegildo A. Gualberto was proclaimed as the third top performing City Mayor in Region 1 according to the RP-Mission and Development Foundation Inc. (RPMD) Top City Mayors performance survey.

This survey is a nationwide assessment of the performance of duties and responsibilities of all mayors, governors, and members of the House of Representatives.

Moreover, this survey was also based on the respondents’ satisfaction in the local government unit’s implementation of ordinances or resolutions and other public services provided to its respective residents.

This public satisfaction survey was conducted nationwide with 10,000 respondents from every city in every region with RPMD as the independent and non-commissioned organizer.

MGA KWENTO NG PAGTAYO

PAGKALINGA SA BAYAN: Caring for the Masses

Marinor Borja, 27, was one of the pioneer nurses in San Fernando’s isolation facilities for COVID-19 patients. She talked to us about how she is able to continue to stand for and serve the people of San Fernando, despite the loneliness that she experienced since the start of the pandemic.

This is her story:

“Naging volunteer nurse ako sa City Health Office noong 2013, hanggang sa na-hire ako. Pinili ko itong propesyon na ‘to kasi gusto ko talagang ma-explore pa ang nursing in the hospital and public setting especially ‘yong mga patients na hindi kayang pumunta sa hospital o kahit sa rural health unit man lang para magpa-check up.

Sobrang dami kong hindi malilimutang karanasan sa pagta-trabaho dito sa CHO. Nandiyan yung pagpunta sa mga barangay para mag-assist sa mga medical mission, may mga biglaang rescue operations kung saan yung mga hindi mo nagagawa normally eh nagagawa mo dahil sa adrenaline rush; kailangan talaga kasi life and death ang pinag-uusapan.

From the start ng outbreak, I stayed sa isolation facility for 6 weeks, walang uwian. I needed to sacrifice my time to render my best service, lalo na kapag kailangan mag-duty, minsan pa 24/7. Kahit noong nag-positive ako, mas inisip ko pa ang kalagayan ng mga pasyenteng binabantayan ko that time kaysa yung sarili ko.

Nakakalungkot kasi syempre na-mimiss ko yung mama ko. Kapag nasa isolation facility ka feeling mo mag-isa ka eh. Buti nalang may internet pero iba pa rin yung feeling na kasama mo sila personally.

Ang lagi ko nalang ginagawa is to pray. Prayer, lagi yan, hindi ko nakakalimutan si God. Sa totoo lang wala naman na akong planong mag-abroad pa. Since dito na ako nagsimula, napamahal na ako dito at sa mga taga-San Fernando.

Hiling ko lang noon ay sana matigil na itong pandemic at gumaling na itong mga pasyente ko para makauwi na rin sila sa mga pamilya nila. Sa mga taga-San Fernando, sana sumunod tayo sa health protocols para hindi na lumobo pa ulit ang cases natin. Sa mga kasama kong frontliners, kapit lang. Tiwala lang tayo kay God, He will get us through any challenge that we face.”

PAGSISIKAP TUNGO SA AKING PANGARAP: Hopes and Chances of a Scholar

Melody G. Verdan, 20, one of the scholars under the Sirib ken Siglat Scholarship Program of the City Government of San Fernando. She shared to us her story on how she copes with her education journey despite the challenges she encounters in life.

This is her story:

“Napalayo po ako sa pamilya kong nasa Cavite simula po noong may nagmalasakit sa akin at tinulungan po nila akong makapag-aral mula Grade 7 to Grade 12. Simula po doon, tiniis ko po na ako lang po mag-isa, na wala po ‘yong mga magulang ko sa tabi ko. Kaya pinag-igihan ko po sa pag-aaral para masabi ko pong hindi po sila nabigo sa pagtulong sa akin.

Ngayon po, I am a first year college student taking Bachelor of Science in Psychology. Gusto ko pong makapagtapos dahil gusto ko pong makarating sa kalagayan na nakikita ko pong natulungan ko na ang mga magulang ko, na hindi na sila naghihirap. Working student din po ako at lagi lang din po akong nananalangin sa Ama para tulungan Niya akong maka-survive.

Nito pong pandemic, nawalan po ako ng tatay. Ilang years po akong nawalay sa kaniya pero hindi ko pa siya nagawang makita dahil sa malayo po at walang masakyan pauwi dala nga po ng pandemya. Sobrang sakit po ‘yon para sa akin, pero tuloy pa rin po ang pangarap; dahil kung meron man po akong natutunan sa pagsubok na ito, ito ay ‘yong ibinigay ito ng Panginoon para mas lalo akong maging matatag at matapang para sa pangarap ko.

Inspirasyon ko po talaga ang pamilya ko. Alam ko na po ‘yong hirap ng buhay namin so kahit papaano po, kahit ako man lang sa pamilya namin ‘yong makaahon po sa hirap. Gusto ko pong matulungan ang mga magulang ko kahit sa maliliit na bagay, na maipapakita ko po sa kanila na may isa sa mga anak nila na nakapagtapos ng college.

Para naman po sa mga taong sumusuporta sa akin, sobrang salamat po kasi hindi ko po talaga makakayang lagpasan lahat ng pinagdaanan ko kung hindi dahil sa inyo. Lalong-lalo na po sa City Government na nagbigay ng napakalaking opportunity po sa akin para makapag-aral kasi noong walang-wala po ako, binigyan po nila ako ng pagkakataon para mas lalo ko pa pong pag-igihan ang pag-aaral ko; na hindi matatapos ‘yong pangarap ko dahil sa kulang ako sa pinansyal na suporta kundi mas lalo nilang binuksan ‘yong pinto para marating at maabot ko ‘yong pinapangarap ko.”

Planting Seeds of Hope

Though disheartened at first, she was able to find an alternative source of livelihood with the help of Landfill administrators. With an OK from CENRO, she put up a backyard garden at the Mameltac Landfill to sustain her and her fellow displaced waste pickers’ needs. CENRO gave her a cash grant and certificate of recognition in support of her initiative.

This is her story:

“Siak ni Edna Duculan, taga-Barangay Mameltac, agtrabtrabaho itoy Sanitary Landfill.

Di awan pay iti pandemic, adda idjay kami iti Sanitary Landfill nga mangtultulong iti pag-segregate iti basura, ngem simmardeng gapu iti CoViD-19. Di awan kami idjayen, kasla nagsakit met ti nakkem mi ta awan met ti pagbirukan mi.

Dakkel iti naitulong ti panagbabasura mi ngem, impasardeng da met garod. Di impakadak kin Sir Aquino nga mulaen mi kuma datoy parte nga lupa iti Landfill. Napanunot ko met nga ipakada iti City nga pagmulaen kuma atoy, ket kayat da met nga pamulaan.

Ket dakkel met iti naitulong daytoy nga pagmulmulaan mi. Haan kamin gumatgatang ti nateng mi, ditoy kami nga mangal-alan ket ilako mi

met ti dadduma tapno adda met kwarta mi. Sigud kami nga agmulmula tapno kayat mi met nga adda malako mi.

Ti inawardan ak ti City, diay inted da kinyak ket isu met ti nagpuhunak iti bukel nga itanim ko. Dakkel apo iti pagyamanak iti naitulong yu kadakami ken dagijay kadwak nga nagmula itoy.

Ang inspirasyon ko po ay ang pamilya ko at ang mga kasamahan ko dito. Kadagiti amin nga kakadwak ditoy Landfill, haan kayo met nga maawanan iti namnama. Agkararag tayo kenni apo Dios taponi iti kasta ket matulungan na tayo.

My inspiration is my family and my comrades here. To my fellow workers in the Landfill, don’t lose hope. Let’s pray to God so that He may help us.”

Edna Duculan, 61, was one of the waste pickers in the Engineered Sanitary Landfill in Mameltac who got displaced because of the pandemic. Due to the high risk of incurring complications should they contract the COVID-19 virus, the City Environment and Natural Resources Office decided to terminate her services, and the services of other elderly waste pickers.
