It’s almost a done deal, and soon lunch liners won’t collide with line dancers at the Cabot Senior Citizens Center. Lonoke County Council on Aging executive director Buster Lackey says members have outgrown their current 4,000-square-foot space at 600 N. Grant St. and will be moving into the now vacant Cabot Pubic Library next door at 506 N. Grant St. “It doubles the space,” Lackey said. The new senior center will be about 8,000 square feet, so, Lackey said, “We don’t have to worry about rushing through lunch” to make room for afternoon activities. The LCCA board of directors has received the city’s lease agreement and memorandum of understanding that covers the move, facility upgrades and a new handicap bus. He expects the board to sign off on the paperwork by week’s end. Lackey has been working with Cabot director of operations Eddie Cook on the expansion project, and Cook said once the paperwork’s signed, “We’re off and going.”

A federal lawsuit filed last week against Sherwood because of its hot-check court policy and procedures has overestimated the amount of money hot-check convictions bring into the city. The suit claims Sherwood “through a labyrinth – and lucrative – system, can have a single check for $15 returned for insufficient funds that can be leveraged into many thousands of dollars in court costs, fines and fees owed to Sherwood and Pulaski County.” The suit also alleges the court system covers close to 12 percent of the city’s $21 million general fund, but, according to an analysis by The Leader, the hot-check division, by itself, covers only about 4 percent of the budget. The suit, on behalf of at least four hot-check court defendants, names Sherwood, Pulaski County and Sherwood District Judge Milas (Butch) Hale as the forces behind a more than decade-long “zealous prosecution” of those writing hot checks. The 58-page suit states that the Sherwood District Court has “collected nearly $12 million in court costs, fines and fees.” The implication is that this is all improperly obtained

Demolition full speed ahead IN SHORT Jacksonville Middle School site being cleared to make way for a new high school on 30 acres. By JOHN HOFHEIMER Leader senior staff writer
With the Jacksonville-North Pulaski County School District moving forward on near- and long-range plans, part of the old middle school at Main Street and Sharp Drive looks like a tornado hit and cleanup has begun. But it’s Bobby Moyer and his track hoe that have torn into the old buildings, no random act of nature. Moyer, who said he’s on or ahead of schedule to demolish the old buildings and haul them off, says he could be done sometime in October, before the November deadline. Ed London, project superintendent for Baldwin & Shell, works at the 30-acre site and says of Moyer’s group, “They are making good time.”
Moyer has a crew pulling steel fixtures out for recycling. It’s loaded onto Tenenbaum Recycling Group trailers, Moyer said. The old wood has to go to a registered landfill, he said, and all the brick and block rubble will go to sites as fill. Actual construction on the new high school, estimated to cost about $60 million, won’t begin until after the state commits to its partnership matching funds in May. The new Jacksonville High School should be ready for students in August 2018, and is expected to be an impressive gateway to downtown Main Street, looming above traffic on the nearby Hwy. 67/167 bridge. That high school eventually will build out to about 50 classrooms, four science labs and assorted other activity rooms, according to WER architect Russ Fason.

The school will be required to report quarterly to a district leadership team, which will report to the school board and on to the state board of education. “We talked about the difficulty in changing the school culture,” said Chief of Staff Phyllis Stewart. Assistant Superintendent Byran Duffie led a discussion on school funding, and he presented the board with an estimated fiscal year 2017 budget based on projected revenues of $31.2 million, more than threequarters of it earmarked for salary and benefits, nine percent for maintenance and operation, $1.5 million in debt service payments and $1.7 million in Medicaid match. The end balance for this school year is estimated at $3.5 million.

Only about eight miles of Hwy. 70 separate Lonoke and Carlisle, but it’s been 26 years since the two schools have faced off on the gridiron. That all changes Friday when the Bison invade the Rabbits’ meadow at Abraham Stadium. The last time these two teams met in 1990, Carlisle won 16-6. There are some interesting connections in Friday’s game at LHS as well. Carlisle’s new coach, Mark Uhiren, is a Carlisle graduate and former head coach at Lonoke, and Lonoke head coach Doug Bost was one of his assistants. Jackrabbit assistant coach Jack Keith was Carlisle’s head coach last season. The 2A Bison will be underdogs to their Class 4A hosts, but old rivalries are often unpredictable. It might be two small towns, but it will be one packed stadium on Friday.

A different breed IN SHORT Jacksonville Animal Shelter manager Wuelling has drastically reduced the annual number of animals euthanized. By DEBORAH HORN Leader staff writer
A chorus of barking dogs greets all visitors long before entering the Jacksonville Animal Shelter on Redmond Road. It’s endless and loud, laughs Hedy Wuelling, the shelter’s manager. It’s her usual qualifier that immediately follows every “Hello.” Wuelling is dressed in a dark blue department-issued jumpsuit, making her tall, lean frame appear even more so, topped off with a sparkle in her eye that rarely fades. And even though she’s a professional caterer, an accomplished furniture maker and enjoys needlepoint, she loves to talk about the animals and the shelter. These days, she says she has
little time to pursue outside interests, so the conversation quickly circles back to the animals. Her boss, Jimmy Oakley, Jacksonville’s public works director, says, “I’m lucky to have her, so is the city. She’s ethical, driven, has a passion for the animals and does a superb job. She always goes above and beyond. She’s super woman.” Twelve-year dispatch employee Kerrie Henderson is fond of Wuelling and says, “I wouldn’t have another boss. I don’t think anyone else would care as much about the animals as she does.” Behind the shelter’s foyer, receptionist desk and a few offices are rows of cages. The cats are separated from the dogs and the short timers from the pit bulls. Gentle or not, a Jacksonville ordinance prohibits adoption of this breed by individuals. FAYETTEVILLE – As Arkansas season-openers fare on Razorback fans’ attention spans, Saturday’s 3 p.m. clash with Louisiana Tech of Conference USA at Reynolds Razorback Stadium fits somewhere between last year’s opener with TexasEl Paso and the 2014 season opener with Auburn. That’s probably true for the Razorback coaches, too, though of course, Arkansas coach Bret Bielema isn’t doing his motivational job should he admit that publicly. “I get the question, but from our point of view you’ve got to take it all the same,” Bielema said. Perhaps most should, but most
don’t. Including any SEC coach kicking off the season with an SEC opponent. Louisiana Tech’s Bulldogs, with a rich tradition that includes eventual Pittsburgh Steelers NFL Hall of Fame quarterback become long time NFL TV analyst Terry Bradshaw, and coming off a 9-4 season, certainly evoke respect way beyond the UTEP Miners program that Arkansas routed 48-13 last September at Reynolds Razorback Stadium.
