The Annual Membership Meeting in November is a chance for all Committees to showcase accomplishments from the last year. Elections are held for open Board of Directors positions provided proof of quorum with more than 10 percent of Members voting.

Monthly Director meetings are held virtually on the second Tuesday of the month at 7 p.m. Residents are welcome to observe the public portion of meetings and to address the Board during the “Resident Forum.” The Resident Forum is not a Q&A nor a debate; therefore, Members should not expect a response from the Directors as Directors don’t want to deliver halfbaked answers in reply. Director’s Report

The Board passed the 2023 budget at our October meeting. While it passed unanimously and without much discussion, I want to let you know about all the work that goes into this annual process.

First, our Budget and Finance Committee, led by Anthony Totman, developed a template based on past years' budgets. We then invited all RCOA Committees to present budget requests for 2023. We held an in-person session so the Committee Chairs, Budget and Finance, and the Board could discuss requests.

The Budget and Finance Committee then went line-byline to compare the 2022 budget, 2022 actuals, and the 2023 proposed. The Board was then invited to review this detail as well.

The new budget will result in a $226 monthly dues in 2023, up from $212 in 2022. The increase is 6.4 percent, about the same percentage increase from 2021 to 2022.

Couple of items to point out:

• Almost every line was flat year over year (YoY). Committees were funded as requested.

• Non-dues revenue, mostly attributed to resales packages as house sales have reduced during 2020-2021, are down $2 per home, per month.

• Our Trash and Security contracts had annual increases in the contract worth about $3 per home, per month. NOTE: RCOA Management negotiated the big three contracts (Landscaping, Trash, and Security) in early 2021 before any fuel and other cost increases were apparent, putting us in a better position for the next several years had this not happened.

• Staff salaries increases are in line with that of most employers.

• The RCOA did not raise Reserves allocation in 2023. Reserves are still in line with our plan but might need to increase the allocations in 2024 if inflation still a concern.

On behalf of the Board and the Association, I want to thank the Budget and Finance Committee, Management, and all those involved with this process. We would not be the Association we are without the countless hours our volunteers and team devote to the commitment to River Creek.

Our principal objective is to be responsible with our spending while insuring we have the neighborhood we expect to have today and plan for the future.

I participated in the Washington Metropolitan Chapter of Community Associations Institute's "Board Leadership Development Workshop" on Saturday, Oct. 15 from 9 a.m.-5 p.m.

The event was led by Tiago Bezerra, an attorney with Chadwick Washington who specializes in working with HOAs in Virignia, and Sarah Gerstein, the General Manager at Broadlands HOA.

“Stuff costs what it costs,” Gerstein said during the portion of the session that dealt with Association assessments. “You don’t want Members to underpay and then hit

current Members with special assessments because general assessments didn’t keep up with costs.”

Many thanks to Management, Staff, our RCOA Treasurer, the Budget & Finance Committee and Chair, our Committee Chairs, and Guy Futrell, former RCOA Treasurer who continues to participate and advise. These volunteers stepped up to represent all the different facets of the the RCOA in this involved budgeting process, and the RCOA is fortunate to have so many volunteers supporting Management's efforts in keeping our finances sound.

Welcome to Vol 1 of the River Creek newsletter.

This communication tool will help Management get information directly to Members and will be published monthly as the Board and Committees meet. Committees will have space each month to showcase their work.

The newsletter print and advertising policy are clearly stated on P. 21.

Members may rest assured that both were reviewed by counsel to ensure it serves Members equally and fairly while protecting the RCOA servicemark. All ads will be paid directly to the RCOA and ad revenue will be used to offset print and Association expenses. See Pages 21-22 for more information.

Going from a print edition to an electronic edition is a big change, both for those who prefer print and those requesting digital only. Even though there have been more requests for digital than for print, Management anticipates a population of readers will prefer print. For that reason, there will be a print edition made available at the RCOA office.

Communication is our goal.

It’s been a longterm goal of RCOA Management to effectively reach and communicate with Members, and it’s been a goal of the RCOA Board to both educate Members on processes and showcase Committee reports. This newsletter is a tool to accomplish both.

Confluence Park

The Witness Tree

Located just off the trail in Confluence Park is a majestic American Sycamore spanning more than 125 feet with an officially measured circumference of 253" in 2016. It is believed to be the largest single trunk American Sycamore in Loudoun County. The County's Urban Forester estimated the tree to be between 250-300 years old. We call it a Witness Tree because it “witnessed” major historical events. In October 1861, it witnessed Union troops camped in what is now Confluence Park before and after the Battle of Balls Bluff. And in June 1863, it witnessed the Potomac River crossing of over 75,000 Union troops with their equipment, horses, and supplies on their way to the battle of Gettysburg. Prior to the Civil War, the tree witnessed Bazil Newman, a successful free Black and owner of Edwards Ferry, transport goods across the Potomac. Based on anecdotal accounts, the tree also likely witnessed the escape of enslaved Blacks with the help of Bazil, who died in 1852 and is buried next to what is now the 13th hole.

Communications Report

On December 31, 2022, the twoyear terms for four of the existing Committee members expire. While members can be reappointed, there will be some members who will decide to step down. If you are interested in joining the Communications Committee, please fill out the online Volunteer for a Committee form and submit to Management.

Community-Wide Satisfaction Survey 2022, January 24 – February 11, 2022 — You Have been Heard!

In accordance with its Charter, during first quarter 2022, the Communications Committee conducted a community-wide satisfaction survey. The survey was prepared, tabulated, and presented to the community by a third-party consultant in an in-person and Zoom Town Hall meeting on May 4, 2022. The presentation which summarizes the results is posted on the River Creek Owners website.

The Board and all the Committees received a copy of the entire survey, which included the optional comments by respondents. The Board and each Committee has reviewed the comments relative to their committee and have committed to address the actionable comments to the extent possible. You have been heard!

If you wish to review the detailed comments, they have been posted on the River Creek Owners website.

NOTE: there were 8 comments made about specific individual homeowners or renters. These have

not been included in the posted report. The Board and Management have the entire document and are aware of these comments.

The Welcome Booklet has recently been updated with the latest onboarding process for new homeowners and some new Club information. Please check it out on the website. Even our legacy homeowners might find this booklet handy! See Pages 16-19 for a preview of Welcome Booklet content.

The Committee will continue work on a Welcome document for landlords to share with their tenants and plan to have that completed by year end. Also in the queue for completion in 2023 are updated FAQs and two Town Hall meetings.

Landscaping

The Grounds & Landscaping Committee (GLC) completed another busy year installing more than 50 landscape enhancement projects throughout River Creek. The GLC conducts an annual planning process to select projects to install in the late summer and fall. The result has been continuing improvements to the community landscape to provide the highest level of curb appeal. These photos provide some “before-and-after” views of recent projects.

The design process for our 2022 projects began the previous year with the identification of areas within River Creek in need of enhancement. The enhancement list is guided by a comprehensive design strategy and homeowner input. Early in the year the committee submits a list of projects to our contractor along with a design intent to convey the type of enhancements to be installed in the fall.

After our contractor provides the initial plans and pricing for each area, the committee conducts a collaborative review providing suggestions and modifications to create a finished product. The design process continues until the plans are finalized and a contract is signed for the installation of the enhancements. The entire process is a coordinated effort with the full involvement of committee members, the contractor and the RCOA management team.

During the current winter months, the GLC will be busy starting the planning process for future enhancements to be installed in 2023.

Safety

WE HOPE THAT YOU & YOUR FAMILY have enjoyed a healthy and prosperous fall here in our beautiful community. As fall transitions to winter, the Safety Committee encourages all members of our community to stay active, check in on one another, and engage in safe and healthy habits. We hope you continue to take advantage of all our community offers throughout the winter season.

In concert with the RCOA and BOD, the Safety Committee continues to receive feedback concerning a variety of issues specific to driving in our community. Speeding, failure to come to a complete stop at stop signs, yielding to pedestrians in our crosswalks, and reckless driving are all topics that have been brought up for discussion at recent Safety Meetings. We continue to engage in meaningful discussions and at the committee level to best address the concerns that have been shared. The Committee is also working collaboratively with the Loudoun County Sheriff’s office to address these concerns. It is our collective responsibility to keep the community safe. Please remember:

● Posted speed limit is 25 mph, with care and awareness for walkers, cyclists, and golf carts.

● A full and complete stop must be made at each posted stop sign.

● Proactively register guests in advance to make their visit is smooth and seamless and reduce

backup delays at the gates.

● Be mindful of the effects distracted driving plays in the overall safety of our community. Distracted driving is a significant public health and safety issue.

● The responsibility to yield to pedestrians in our crosswalks is yours! This continues to be an issue of great concern. that is brought to the Safety Committee

Pedestrians and cyclists should wear reflective vests or bands when jogging during early morning and late evening hours to ensure clear visibility to cars and maintenance vehicles. With the time change in November, many of our neighbors will begin their morning routines in the dark, more cars will be exiting the neighborhood in the dark, and it becomes increasingly important that all members of our community look out for one another and engage safely in our activities and routines.

Cyclists should always ride in the direction of traffic and maintain the same responsibilities as

Surveillance cameras continue to monitor the area around Confluence Park. Be aware and proactive in preventing unwanted behavior in the park.

If you witness anything suspicious or concerning, call the Loudoun County Sherriff’s Office, 911 for emergency, 703-777-1021 for nonemergency. Please do not call the front gate.

The RCOA Management team anticipates completion of a collaborative effort with the vendor CASE to install the Blue Light E-Phone at Confluence Park in early November. This will be a direct line to the Loudoun County Emergency Operations Center (911)

motorized vehicles. Please be mindful of pedestrians using the trail and always wear a helmet for safety.

Parents, please continue to reinforce the rules of the road with your children.

Home Safety. Always keep your doors and windows secured whenever possible. Keep all vehicle doors and windows locked, and never leave valuables in plain sight. Report suspicious activity to the Loudoun County Sheriff’s Office.

Smoke and Carbon Monoxide Detectors. Remember to check and change batteries annually. Chirping noise indicates the battery or device likely needs replacement.

Winter Weather. Snow days can be wonderful opportunities for our young people (and all of us who continue to strive to be young at heart) to bundle up, get outside, and enjoy all that comes with a winter wonderland.

While playing in the snow is fun, it is also our responsibility to our neighbors to do our part to maintain a safe community. Each homeowner shall

provide snow and ice removal for any sidewalks adjacent to the owner’s lot within 24 hours.

Be a Good Neighbor. Most importantly, for our community to be all it can be, we encourage all community members to be good neighbors! Check on your neighbors and take the initiative to reach out to a neighbor if you have not seen them for a while or if there are any signs of concern. Being proactive and kind goes a long way in making River Creek the best community it can be for all residents!

The role of the River Creek Board of Governors is to serve as an advisory group to Club management and as ambassadors for the Club and community.

In this advisory role, there is no legal or financial liability on the part of the Board, individually or as a group. Members of the Board involve themselves in promoting the ongoing success of the Club through the sponsorship of friends and colleagues to membership. They work with Club management to develop a long-term vision to meet community and member expectations.

Who is responsible for my yard? You are. River Creek takes pride in the appearance of its entire community, and it is your responsibility to keep your lawn cut and weeds under control. Landscaping and all structural maintenance (dirt and mold on outside structures, driveway maintenance, etc.) are to be maintained by the owner, including the VERGES.

What are VERGES? In attached homes, this is the turf area between the sidewalk and the street. Refer to the River Creek Rules and Regulations document, Property Maintenance Standards, page 8 item B. This document is available in your Disclosure Packet and on www. rivercreekowners.com under Resources > Governing Documents.

I want to make exterior changes to my home. What do I need to know? All outside modifications to your property must gain approval from the Covenants Committee. The RCOA Design Guidelines and Standards document is the first place to look for what is acceptable/unacceptable. This document is available in the Disclosure Packet you received prior to closing and on www. rivercreekowners.com under the Resources > Governing Documents > Design Guidelines & Architectural Review > Design Guidelines. Get Involved!

The RCOA is selfmanaged. The volunteer Board of Directors, elected by homeowners to serve three-year terms, hires and oversees a Community Manager to help with daily operation. The Community Manager is responsible for hiring and supervising Management Staff.

Neighbors who volunteer for committees are the force behind the RCOA, and the Board relies on volunteers to supplement management. Homeowners and renters are encouraged to consider applying for volunteer status on one of the standing committees. The contact information for each committee can be found on the RiverCreekOwners website.

The Budget and Finance Committee develops and makes recommendations to the Board and Management on the annual operating budget, annual capital budget, annual assessments, and investment strategy.

The Covenants Committee insures the property will always be maintained in a manner that provides

visual harmony and soundness of repair.

The Communications Committee provides relevant, timely, and accurate information to homeowners and renters in support of the Board and Management.

The Confluence Park Committee advises the Board and Management and assists in informing residents on maintenance, enhancements, and the use of Confluence Park. This committee notifies the Board, Management, and the Safety Committee regarding matters pertaining to safety and environmental concerns that affect the Park.

The Grounds and Landscaping Committee reviews, considers, and advises the Board and Management on issues related to enhancements, maintenance, upkeep, and use of the common areas, and assists the Board in informing residents about issues pertaining to these areas.

The Safety Committee reviews, considers, and advises the Board and Management on issues related to resident

and guest safety. The Committee helps to identify areas of potential safety hazards or risks within the community and recommends mitigating measures to address them.

*GOURMET CLUB is happy to welcome new members who enjoy cooking, sharing recipes and meeting other River Creek food enthusiasts. We meet quarterly to share an evening of delicious cuisine. Each dinner has a theme and members take turns hosting a meal in their home for seven or eight members. The host prepares the entrée only. Members who are dining at the host’s home provide cocktails and hors d'oeuvres, salad and dinner wine, dessert and after-dinner cordials.
