Welcome to our 2024 Annual Report, highlighting the collective achievements of our team, members, boards, and community! This past year has been extraordinary, packed with meaningful milestones and an elevated focus for the Richland Area Chamber & Economic Development Joining the team in March 2024, I am excited and grateful for the opportunity to serve this incredibly talented and driven team, dedicated boards, remarkable businesses, outstanding elected officials, community leaders, our wonderful members, and great partners
We are thankful to have an exceptional partnership with three organizations – the Richland Area Chamber & Economic Development, the Richland Community Development Group, and the Mansfield-Richland Area Education Foundation – who work seamlessly and collaboratively as one team, under one roof. We are focused on providing the highest level of membership support and economic advancement in our region!

Celebrated our 125th anniversary with the Member Appreciation Event at the Richland Carrousel
Hosted dynamic events like the Wizard of Oz-themed Annual Meeting, a sold-out Golf Classic, engaging luncheons and BOSS seminars, training, and impactful workforce initiatives such as the Microsoft TechSpark Grant Series camps, EmployMEpalooza, and Aviation Career Days
Expanded our economic, workforce, and community development efforts and partners
Held a Strategic Planning and Prioritization Retreat with our staff and boards to chart a course for an updated work plan
Thanks to additional financial support from our communities and working in tandem with Destination Mansfield – Richland County and many area partners, we launched the award-winning BrandRichland Video, which is a powerful tool for our retention and attraction efforts and enhanced community visibility
In 2025, we will enhance membership value with an increased focus on advocacy, talent attraction, and business and economic development support. Initiatives include online tutorials, additional C-Suite Benefits, an International Member Group Trip, and key programs on health and financial wellness, redevelopment, business services, and technology. We look forward to a re-energized and dynamic year!

2024 was a time of transition as we entered the year in search of a new President & CEO I would like to thank the board search committee, the staff who kept the organization on pace at high speed, and Jay Goyal, Beth Delaney, and Greg Timberlake who acted as Interim Presidents. At the end of the 1st quarter, we accomplished our goal and hired a President & CEO who we know will be instrumental in propelling us forward. Ellen Heinz is no stranger to Richland County, which has ensured a seamless transition Community connections and reconnections have been key to her transition success Ellen’s extensive knowledge and background in economic development, combined with her experience and love for small business, are complimenting the already strong staff and successful organization
Organically, ELEVATE became the driving theme for 2024 The success stories continued as BrandRichland was awarded the Ohio Economic Development Association Excellence in Economic Development Marketing award in September. We are grateful for the recognition, but more so for the collaborative spirit of the entire community. With an initiative like BrandRichland, we all win. With a focus on building on past success while looking at barriers as opportunities, the staff and board participated in a Strategic Direction and Priorities Retreat at the end of 2024 The retreat was a great way to close out another successful year where we embraced a transformative transition The retreat showed us ways we can ELEVATE and how to strategically approach the barriers in front of us With organizational efficiency also climbing to the top of our conversations, I continue to be confident in our ability to always be looking for ways to maximize our capacity while staying in line with the mission and vision of the Richland Area Chamber & Economic Development
In closing, it is an honor to serve as the Chair of this incredible organization I consider it a special time in my own life, both professionally and personally I encourage and challenge you to invite a non-member to an event, or better yet, invite them to join you in membership. In 2024, our Chamber achieved a milestone with 1,084 members, showcasing the strength of our network and dedication to economic development, fostering connections, and creating opportunities. Together, we are building a thriving community and paving the way for future success
We celebrated community growth with 61 ribbon-cuttings throughout Richland County, marking grand openings, new locations, renovations, and achievements that reflect the vibrant spirit of our local businesses.
Our Chamber Ambassador Committee flourishes thanks to 26 dedicated “Chamber Stewards ” They visited members, attended ribbon cuttings, and supported events. Congratulations to Ted Hahn, 2024 Ambassador of the Year!
The program empowers Catalytic investors to support start-up businesses and non-profits by granting access to Chamber benefits such as resources, services, promotions, and advocacy. This initiative fosters growth and success. In 2024, 12 new members joined the Chamber through these generous sponsorships, highlighting the program’s meaningful impact on our community

The 2024 Business Expo embraced Richland County's spot in the solar eclipse's path of totality with the theme “Don’t Get Left in the Dark!” Drawing over 1,000 attendees, the event highlighted our members and their businesses in a truly memorable setting.

BrandRichland, the community branding initiative from the Mansfield Rising plan, made great strides in 2024. Co-led by the Chamber and Destination Mansfield - Richland County (DM-RC), with support of community partners, it saw 439 file downloads and 1,719 visitors to BrandRichland com, reflecting broad adoption The county-wide video debuted, showcasing 30+ locations and narrating Richland County's story BrandRichland’s collaborative efforts earned the 2024 Tourism Excellence Award from DM-RC, and the Ohio Economic Development Association (OEDA) Marketing Excellence Award. In 2025, short videos will be created for targeted digital marketing campaigns to enhance pride of place and attract businesses, talent, and investment.
A resource landing page was developed to prepare Richland County businesses for the solar eclipse, which was well received locally and internationally The site attracted over 14K visits in 2024 from visitors in more than 100 countries, as another resource did not exist Collaborative efforts with local agencies ensured owners and managers were informed about scheduling, supply, and safety considerations. This key global awareness initiative assisted businesses in navigating the event’s challenges while remaining informed and prepared.
The $10K per month Google for Nonprofits Grant and Richland County Foundation support enabled us to drive over 15K website visits and reach over 149K people in 2024 Top pages included Economic Development and Workforce Improved tracking and strategic management continue to enhance visibility and impact across Richland County.

With nearly 200 attendees, our Business After Hours at Kingwood Center Gardens with Legislators from all over the state was a successful and well attended event!
Working together with Richland County leadership, elected officials, BroadbandOhio, Ohio Academic and Research Network (OARnet), and neighboring counties, we continued to advocate for broadband expansion investment across US 30, especially in support of the 179th new Cyberspace mission.
The Chamber hosted many elected officials from the local, state and federal level throughout the year. From Ribbon Cutting events, Veteran’s Day event with Veteran-Owned Businesses, to a roundtable discussion with U.S. Congressman Jim Jordan, we are thankful to have great engagement and support with our stakeholders and elected officials
Concerted effort was focused on how to advance site control initiatives and redevelopment that will help the community best prepare for future development and ensure additional progress moving forward.

Continued to support the Land Bank’s advocacy efforts for Brownfield Remediation and redevelopment.
The Chamber was involved in working with area groups looking for support for their community projects. Several Richland County projects were funded last year

In 2024, the BuildRichland collaboration was created to unite RCDG, county commissioners, and regulatory agencies to streamline processes, create a businessfriendly environment, and reduce barriers for development.
In 2024, Clint Knight began leading the Area 10 Workforce Development Board, overseeing WIOA funds for Richland and Crawford counties The Board engages employers, develops career pathways, and ensures efficient use of resources to strengthen the region’s workforce and economy
OARnet US30 expansion: Broadband RFI went out and responses processed. We met with the best respondents and are now working to secure funding before issuing an RFP
Sandy Messner joined the Mansfield Rising 2.0 cohort, attending South By Southwest (SXSW) in Austin, Texas to propose a project for the updated plan. In May, we partnered with NECIC for a panel on gun violence, engaging officials, law enforcement, educators, and the community Her project and seven others will debut in early 2025
Jessica Gribben serves on the NODE board and programming committee, fostering regional collaboration through meetings and programs that connect Richland County to Northeast Ohio’s economic development efforts.
Hamilton, Ohio’s former city manager, Joshua Smith and current Director of Strategy and Information, Brandon Saurber, shared Hamilton’s community redevelopment efforts, highlighting the 17STRONG program, a resident-led initiative that has been recognized by OCMA and IEDC. The program builds pride and addresses blight with innovative strategies and incredible community engagement.
With our three organizations united, the Richland Area Chamber & Economic Development held a planning retreat with our all of our board members at the end of 2024 to align our focus with our community needs and resources. More information will be shared later in 2025, along with the updated strategic plan.

Richland Area Chamber & Economic Development was happy to have a hand in making the 28th Anniversary Earth Stewardship Celebration yet another successful event! The kick-off was held on Monday, April 17th to commemorate Earth Day and 28 years of Planting Pride in our community The community was invited to conduct a project of their choice, resulting in 31 groups completing 50+ projects 1,700+ volunteers donated 4,588 hours, amounting to over $100,000 of in-kind labor. More than 26,000 flowers and vegetables were planted, 42 trees planted, 3 community gardens and 79 miles of streets, roads and highways had 546 bags of litter collected. This brings the cumulative total for 28 years of Planting Pride to 786 projects and 58,922 volunteers with a conservative estimate of over $2 2M in donated time to complete these projects
The Steering Committee included Richland County Solid Waste Management Authority, Richland Area Chamber & Economic Development, City of Mansfield, Downtown Mansfield, North End Community Improvement Collaborative, O S U Extension, Richland Public Health and Richland Soil & Water Conservation District.
The 2024 Airport Day was an exciting event with paid flights on board a 1928 Ford Tri-motor air liner, an all-new band/entertainment area, expanded props and pistons car and aircraft display area and an even larger lighted Drone show The EAA young Eagles volunteers offered free discovery flights to nearly 100 local youth The food truck rally/kids zone areas raised enough money, in conjunction with the Mansfield Aviation Club to provide two Richland County student pilots scholarships towards a private or commercial pilots license.
The Mansfield Shakespeare Company partnered with the Arts & Culture Sector to offer a Shakespeare In The Park event in July of 2024. The group produced A Midsummer Night's Dream in mid-July at South Park in Mansfield, drawing close to 500 attendees for 2 performances.
Alliance Innovations transitioned to a 55,000-square-foot facility to accommodate their tooling production for manufacturing parts This expansion supports their growth, adds high-paying engineering roles, and enhances their capabilities
In 2024, we hosted the first Site Summit in Richland County, bringing insights from JobsOhio and Team NEO to evaluate major industrial sites The summit provided a strategic roadmap for site development, positioning the county for business growth and investment
We joined the City of Ontario’s comprehensive planning project with consultant Reveille to shape the city’s future. By incorporating research, business input, and visioning, we ensured the city’s economic development goals were prioritized with a clear roadmap for success.
The 179th Airlift Wing shifted from airlift to cybersecurity missions, emphasizing aviation’s economic impact. We hosted the first Aviation Career Day at Mansfield Lahm Airport, exposing students to aviation careers, and convened a panel on Advanced Air Mobility, discussing drones, flying cars, and Richland County’s role in these technologies
RCDG’s loan fund program assisted local businesses secure financing It supported key industries by helping companies access vital funds for sustainability and growth

North Central Fabrication, a structural steel and metal manufacturer, expanded to increase capacity and add new products like stair steps and handrails, previously sourced from out-of-state suppliers. The expanded facility now supports growth and additional hiring of metal fabricators.
Adena Development planned a second speculative building at Airport West Industrial Park but faced a financing gap due to rising costs and interest rates We identified the Rural Industrial Park Loan (RIPL) program and guided them through the application process The project was approved earlier in 2024, and site site work is underway Building completion is set for December 2025 Thank you to the Richland County Board of Commissioners for supporting this project with enabling legislation.

The former YMCA’s on Park Avenue is being redeveloped with the Land Bank leading the way Working together to get an architect to design the next phase of that site to represent the highest and best use that is complimentary to the neighborhood The plan will be utilized with developers for the future of the site
After 26 years of service, Mansfield’s economic development director Tim Bowersock retired late in 2024 To streamline resources, in 2025 the City is partnering with RCDG/Richland Area Chamber & Economic Development for economic development, following a model similar to Shelby’s. This approach enables its economic development initiatives to be supported by a dedicated team and established resources.
The City of Shelby's Strategic Plan has been updated. With support of Mayor Schag and Carrie Kemerer at the Shelby Foundation and looking to the former plan for guidance, Jessica Gribben led city officials and community leaders through an exercise to condense, prioritize, and cast a vision for a new 5year strategic plan The plan was delivered at year end 2024
We worked with a business owner and Richland County Land Bank to find grant funding to demolish buildings and remediate environmental challenges on four parcels at the corner of Broadway and Main Street. This project began in 2021, when Troy Baker purchased the property with an interest in a public/private partnership with the land bank to bring the property back to useful life Through a series of unfortunate incidents, the project was continually put on hold as we waited for state funding, and bureaucratic rule changes In a highly collaborative spirit, all entities persevered, pushed back when the answer was no, and funding was secured in late 2024 to demolish the building in 2025
Jessica Gribben and Jotika Shetty (Executive Director of Richland County Regional Planning Commission) led Richland County’s comprehensive housing study, identifying needs in market rate, attainable, and affordable housing while highlighting zoning updates as a top priority Their leadership, collaboration with community partners, and dedication to addressing housing challenges earned them the 2024 Building Block Honoree Award for Housing

We worked with a manufacturer on a large-scale expansion effort
Worked through the incentive process with JobsOhio and added local incentives and infrastructure buildouts to ensure the project happened in Shelby. Multiple states competed for the project. This expansion resulted in 30 new jobs, and $45M in capital expenditures.
We worked with the Shelby CIC to develop a plan and find funding for development of the Shaw building We worked with Domokur Architects and Adena Special Projects Group (SPG) to develop an application for Vibrant Communities Planning funding. Our application was presented to JobsOhio on 12/03/24, and the offer letter was received on 01/08/2025. We worked with current owners to facilitate the sale, and have continued walking alongside the committee as they secured an architect and are moving through the renovation project. We have begun recruiting future tenants to fill the newly renovated spaces once complete

Young Leaders Institute
(YLI) graduated 34 students in March 2024 and launched a second class of 41 in October. Over six days, Richland County sophomores explore government, business, healthcare, and tourism. The class of 2024 advised the Sterkel Community Park for All on awareness strategies.
Code a Carnival Camp
In June 2024, 25 middle school students created a carnival at the Kehoe Center, coding games with Microsoft MakeCode Arcade and enhancing physical games with micro:bit devices. Co-hosted by North Central State College and funded by the Chamber's Microsoft TechSpark grant, the camp introduced students to computer science careers.
In the four-day Electronics for Beginners camp, 13 Richland County high school students learned Arduino programming to create projects like temperature-activated fans, distance-measuring motors, and lightup Mario theme boards Facilitated by the 179th Cyberspace Wing, the camp fostered coding and critical thinking skills, culminating in a family showcase

LU's 2024 class of 30 raised $17,600 for beautification projects, commissioning a Shelby mural and planting 2,000 native plants at NECIC Urban Farm and Patriot Park in Lexington
The 16-member LU advisory board hosted the Mayoral Vision Luncheon, two mixers, the 2024 graduation dinner, and an Ohio Bird Sanctuary service project, engaging 325 participants.
