he Rhodes Scholarship in Pakistan is 75 years old. There is no doubt that it has stood the test of time. To read the list of Scholars from our country is to discover an extraordinary community of intelligent, ambitious, compassionate people who have drawn strength from their experiences of the Scholarship to expand the ways they give back to the world.

What makes the Rhodes Scholarship special is what it expects of those who hold it: in other words, not only that they will excel academically, but that they will become a force for positive change in the world. The values of the Rhodes community also make clear that there is no one way to make this kind of change: each individual must forge their own path, and what they learn in Oxford (from one another as much as from their tutors) will give them the strength and resources to do so.

In my own career in the law and as a writer, I have drawn many times on the values of tolerance, support, enquiry and openness that I was lucky enough to find when I arrived in Oxford. Now, as National Secretary, I am lucky enough to be part of the process that selects the Rhodes Pakistan Scholars. It is an experience that is both humbling and energising.

All of us involved in selection are aware that the honour of being selected for the Rhodes Scholarship can also, at times, feel like a burden. It is up to us to show that taking up the Scholarship is about joining a community: 75 years of history can empower rather than intimidate, lighting the way for those who come next.

As Rhodes Scholars, our connections allow us to have conversations with each other about everything from our

academic studies to our legal system and our politics and culture. They also give us the confidence to take the fruits of those conversations out into our communities.

Those of us who have gained so much from this network of support and connection must do all that we can to encourage the next generation of committed young people from Pakistan to take up the torch of the Scholarship. The world’s fights are complex and often frightening. It is the creativity and resourcefulness of those who are growing up now that will offer the solutions we all need. The Rhodes Scholarship can open the way for these individuals to find their own power and bring it to bear for all our benefit.

What is next for the Scholarship in Pakistan? There is still important work to be done to ensure that the Scholarship is seen as a real possibility for all who could benefit from it. Diversity across our applicant pool is growing and we hope that it will grow yet further as we begin the next phase of the journey. The 75th anniversary of the Scholarships sees the endowment of an additional Scholarship for the constituency, in perpetuity. From now on, there will be two Rhodes Pakistan Scholars each year. It is an achievement that we will all celebrate.

Celebrating an anniversary like this allows us all to reflect on what the Scholarship has meant to each of us and what we want it to mean in the future. I hope you will join me in marking this moment.

hodes Scholars from Pakistan have consistently stood out through their exceptional academic achievements, unwavering dedication to their craft and commitment to improving the world. The first 75 years of the Rhodes Scholarship in Pakistan have seen an extraordinary range of talented people coming to Oxford to pursue their studies.

We are delighted to announce that, thanks to several generous donations, including a wonderful gift from Mr Mohammed Khaishgi (Pakistan & Magdalen 1990) and Ms Faheen Alibhoy, we have now permanently endowed a second Rhodes Scholarship for students from Pakistan. This means that every year from now on, two Pakistani Scholars can be selected.

The contributions of Pakistan’s Rhodes Scholars have been notable across a wide spectrum of fields and spanning continents.

Scholars from Pakistan include a Prime Minister, judges, scientists, business leaders and social activists, to name only some. In all that they do, our Scholars uphold the values of the Rhodes community.

I can think of no better way to celebrate the 75th anniversary of the Rhodes Scholarship in Pakistan than to be able to look forward to this growth in our community and the contributions we know our future Scholars from Pakistan will bring. To see such a strong community building connections and continuing to develop its shared purpose is a joy and an inspiration.

Our aim when selecting Scholars is always to go beyond the realm of academic excellence; nurturing character, fostering a global sense of community and empowering individuals to create a lasting impact, whatever their field. Now, more than ever, we need to foster a network of individuals dedicated to making a positive impact worldwide.

Alongside this, we firmly believe that a diverse array of perspectives and backgrounds enriches our community and provides Scholars with a broader outlook. The Rhodes Scholarship celebrates individuals who think differently and take concrete steps to effect change.

This is what we call the ‘power of the unlikeminded’. The Scholarship is a platform to connect with like-hearted individuals and contribute meaningfully to the world.

Our Scholars from Pakistan epitomise this powerful vision of diverse individuals coming together to ‘fight the world’s fight’.

Even before they leave Oxford, our Scholars become part of a global network that offers unparalleled opportunities for collaboration. Meeting Scholars as they arrive, accompanying them on their Oxford journey and then watching them take their talent and commitment out into the world is one of the great privileges of my role.

I commend and celebrate all Pakistani Rhodes Scholars for their remarkable achievements and their role in upholding the values of the Rhodes community. These talented individuals have been instrumental in forging brighter futures, not only for themselves, but also for their communities and for the wider world. I know we are all excited to see what the next 75 years and beyond will bring!

THE RHODES SCHOLARSHIPS IN PAKISTAN

A Brief History P

akistan is one of the oldest constituencies not mentioned in Cecil Rhodes’ original will, selecting its first Scholar, Aslam Murad (Pakistan & Brasenose 1949) in 1948.

Two new Scholarships for India had been awarded during the Second World War, after many years of lobbying, with the first Scholars selected in 1946 and due to come into residence the following year. But with the partition of India in 1947, Trustees decided to award one of the Scholarships, which had been created for an initial fiveyear period, to the new country of Pakistan.

work – the sole Muslim candidate for the 1947 elections had to travel to Delhi for interviews under police protection. So in 1949, Pakistan got its own selection committee, under the Chairmanship of Laurence Woolmer, Bishop of Lahore.

When the five-year period was up, in December 1950, the Trustees voted to make the Pakistan Scholarship permanent. But there was some concern that the early Scholars were not representative of the best of what Pakistan had to offer. None had distinguished themselves academically, and one had even been in trouble with the police. The Bishop of Lahore explained of one early Scholar Elect:

At first, it was hoped that the two Scholarships for India and Pakistan could share one selection committee. But it was quickly realised that this would not

But further turmoil was to come with the outbreak of war between India and Pakistan in December 1971 - which was declared during a selection committee meeting. Scholar Elect Fakhruddin Ahmed (Pakistan & Christ Church 1971) wrote that he was unsure whether he would get clearance from the Martial Law Authorities to leave Pakistan in time to come into residence in Oxford. The following year, Gowher Rizvi (Pakistan & Trinity 1972) saw his citizenship change from Pakistani to Bangladeshi between the time he was elected and the time he came into residence. He was also detained by the Pakistani authorities for a time, prompting the Warden of Rhodes House, Sir Edgar Williams, to write personally to the Pakistani President, Z.A. Bhutto, for his release.

A range of methods were proposed, and adopted, to improve the selection process and increase the pool of applicants. By the 1960s, it seemed like efforts were beginning to bear fruit, with the decade seeing the selection of many Scholars who would go on to achieve great things in their fields, including Shahid Javed Burki (Pakistan & Christ Church 1960) who became Vice President of the World Bank, Physicist Shaukat Hameed Khan (Pakistan & Brasenose 1962) and Wasim Sajjad (Pakistan & Wadham 1964), the longestserving former Chairman of Pakistan’s Senate and twice acting President of Pakistan.

maintenance of standards in Pakistani higher education...I am sure that in the long run Oxford also would be impoverished without Scholars from this country.”

Despite Pakistan’s withdrawal from the Commonwealth, Williams persuaded Trustees not to abolish the Pakistan Scholarship, but instead to elect a Scholar every three years. Williams admitted that his stance was influenced by annoyance at the Oxford University Congregation’s decision to refuse Prime Minister Bhutto an honorary degree in 1975.

The Trust decided to select for Pakistan only in 1974 and then to review the future of the Scholarships. Rumours that the Scholarship was to alternate between Pakistan and Bangladesh, as reported in the Pakistan Times, proved controversial, and prompted a letter to the Trust from the Foreign and Commonwealth Office, seeking clarification. The National Secretary, Christopher Lamb, wrote to the Trust in 1975 warning that alternating between the countries may lead the government to try to intervene in the selection process - as had already happened in 1971, - and stating the importance of the Scholarships to Pakistan and to Oxford: “I don’t need to say that I think this Scholarship is of great value to Pakistan, but it may be worth emphasising that its independent prestige plays an important role in the

this, along with several other of the newer Scholarships, was suspended in 2004, following a period of financial difficulties at the Trust.

the British Council, who succeeded Lamb in 1975. It was soon to get its first female Rhodes Scholar, Humaira Khan (Pakistan & Somerville 1982) following the opening up of the Scholarships to women in 1976.

In 1981 the distinguished Rhodes Scholar Wasim Sajjad became National Secretary for Pakistan, a role which he would fulfil for many years. However, Sajjad was concerned that the triennial nature of the Scholarship meant that many talented students were missing out. On a practical level, it was also difficult to maintain a selection committee that was only electing every third year. He was supported in his concerns by the new Warden, Dr Robin Fletcher, and in 1984 the Trustees voted to make the Pakistan Scholarship an annual one. A second annual Scholarship was added in 1996, but

Then & Now The first Rhodes Scholar for Pakistan was Aslam Murad (Pakistan & Brasenose 1949), who took up residence in Oxford in 1951.

Since that time more than 70 citizens of Pakistan have been awarded the Scholarship.

Here, we meet just some of them.

Ayub Ommaya (Pakistan & Balliol 1954) was a neurosurgeon and a leading expert in traumatic brain injuries and cancer treatment. After leaving Oxford, he immigrated to the US and was one of the founders of the National Center for Injury Prevention and Control. He invented the Ommaya reservoir, which is used to provide chemotherapy directly to the tumour site for brain tumours.

Daud Ilyas (Pakistan & St Peter’s 1955) is a lawyer who was called to the Bar by Gray’s Inn in 1959. From 1963 to 1969, he was an Advocate of the Supreme Court of Pakistan.

After serving in senior legal positions in the Asian Development Bank in Manila, he went on to become Senior Legal Adviser and Deputy Secretary General at the European Bank for Reconstruction and Development in London and then General Counsel of the Black Sea Trade and Development Bank. He currently practises as a Barrister from chambers in London and has drafted founding documents for a number of international entities.

Shavid Burki (Pakistan & Christ Church 1960) is an economist who has served as Vice President of the World Bank and also as de facto Finance Minister of Pakistan on a caretaker basis. After Oxford, he went on to Harvard for graduate study in economics and public administration. He joined the World Bank in 1974 as a Senior Economist.

He is the author of a number of books about Pakistan and has also published

works on development and development economics.

Shaukat Hameed Khan (Pakistan & Brasenose 1962) is an optical physicist who has spent much of his career at the Pakistan Atomic Energy Commission.

He is now rector of the GIK Institute of Technology and Engineering. He is a strong advocate for scientific education in Pakistan and for sustainable development through technology.

Irshad Ullah-Khan (Pakistan & Queen’s 1963) is a poet and a social and economic reformer. He is committed to a number of philanthropic projects in Pakistan and is currently Chairman of Poverty Alliance and Chairman and Managing Director of MEFT Pakistan Ltd, a leader in solar and wind energy development.

Wasim Sajjad (Pakistan & Wadham 1964) is a politician and lawyer who served as acting President of Pakistan for two non-consecutive terms and also as Chairman of the Senate between 1988 and 1999. For many years, he was also the National Secretary to the Rhodes Trust for Pakistan. He now serves as Chancellor of the National University of Computer and Emerging Sciences.

Athar Tahir (Pakistan & Oriel 1974) is a poet, author and translator. He is a three-time recipient of the Patras Bokahri Award, Pakistan’s highest National Prize for Literature in English, for Yielding Years (2002), The Gift of Possession (2010) and The Last Tea (2015). He is the founder of the International Centre for Pakistani Writing in English, Lahore, a Fellow of the Royal Asiatic Society of Great Britain and a Life Fellow of the Pakistan Academy of Letters.

Humaira Khan-Kuzmiak (née Khan) (Pakistan & Somerville 1982) was the first woman Rhodes Scholar from Pakistan and has forged a career that encompasses environmental science and teaching. After leaving Oxford, she went on to study at the Johns Hopkins campus in Bologna and then took her PhD in Environmental Science from Johns Hopkins before going on to the University of Maryland to research issues around climate change. Returning to Pakistan, Humaira led research in the environment and development for a number of charities while concurrently establishing and running a primary school.

Economics. She has worked at UNICEF, the Department for International Development and the World Wide Fund for Nature (WWF) and specialises in providing technical advice to support community driven development initiatives in conflict-ridden areas of Pakistan.

Shazia Azim (Pakistan & University 1993) is a Partner at PricewaterhouseCoopers, where she leads Financial Services Consulting.

After reading PPE at Oxford she went on to take an MSc in Economics from the London School of Economics before beginning her career in the financial sector. Before moving to PricewaterhouseCoopers, she worked for UBS, RBS and Goldman Sachs.

Fasi Zaka (Pakistan & Somerville 2000) is a commentator, columnist, radio talk show host and television anchor. As host of the radio show News, Views and Confused, he was known for his satirical views and he went on to host The Fasi Zaka Show. In 2017 he became co-host of the primetime current affairs TV programme Do Raaye. He has been declared a Young Global Leader by the World Economic Forum.

Salma Omar (Pakistan & Somerville 1987) is Senior Social Development Specialist at the World Bank. She read PPE at Oxford and went on to study in London, taking an MSC in Environmental Policy from Imperial College London and an MSc in Research Methods from the London School of

Sara Khalid (Pakistan & Oriel 2008) completed her DPhil in Engineering Science as a Rhodes Scholar and now leads the Planetary Health Informatics Group at the Centre for Statistics in Medicine (Oxford) and the Machine Learning and Big Data Team of the Health Data Sciences Section in NDORMS (Oxford). Her research applies artificial intelligence to real-world health data and she works closely with fellow scientists and with public and patient groups in the UK, Europe, Latin America, South Asia and Africa to co-create models for equitable and ethical solutions to planetary health problems.

PAKISTAN RHODES SCHOLARS

Then & Now Rafi Kakar (Pakistan & Green Templeton 2013) is a public policy analyst currently based in London. The first Rhodes Scholar in 40 years from the remote Balochistan region, he studied for a Master’s in Public Policy at Oxford and went on to take an MSc in Global Governance and Diplomacy.

He has provided technical assistance and policy advice to the Government of Pakistan and the Balochistan government and he is also a member of UNESCO’s Global Expert Group on Citizenship Education and Education for Peace.

Tanyah Hameed Khan (Pakistan & New College 2015) took her MPhil in Comparative Social Policy from Oxford in 2017 and now works as a public policy researcher and project manager at Social Finance, a social impact consultancy that partners with governments and charities to tackle social problems in the UK and globally.

Khansa Maria (Pakistan & Harris Manchester 2021) is a disability rights advocate studying for the DPhil in Education. Khansa – who was born blind – also works as a Scholar Affairs Intern at the Rhodes Trust, helping our equity, inclusion and diversity team. She was recently awarded a Tamgha-e-Imtiaz Prize, one of Pakistan’s highest honours, for her disability activism and educational success.

She is one of the youngest recipients in the award’s history.

PAKISTAN RHODES SCHOLARS

Scholar Voices “The course of my life changed dramatically when I was selected as Pakistan’s first female Rhodes Scholar and ended up spending the next three years of my life in Somerville College. That experience gave me the zeal to keep moving on. After Oxford, I studied for one year in Italy and then earned a PhD from Johns Hopkins University, USA, where I used sediment cores to trace ecological and water quality changes in a historical river from pre-European to present times. This was followed by two years as a Research Scientist at the University of Maryland, College Park studying the effects of changing climate on future global land cover. By then I was keen to return to Pakistan and was lucky enough to join the WWF-Pakistan in Islamabad. Soon I found myself in their regional office in Gilgit city where I spent four intensive years managing projects of natural resource conservation, interacting closely with local communities.

A memorable event was the saving and subsequent transfer of an orphaned Snow Leopard cub to the Bronx Zoo for proper care. I also established and ran a primary school for boys and girls in Gilgit, the best project of my life so far. Events led me back down-country to join COMSATS University, teaching BS and MS students and continuing research on the developmental and environmental issues of Gilgit-Baltistan.

My journey continues and I am transitioning to the next projects of my life.”

Everybody is here because they are very, very ambitious. For the most part, everybody is also tempering that ambition with some degree of compassion and an understanding that it’s not just competition that is supposed to drive you, but also meaning and passion in what you’re studying and in what you want to do and accomplish in the world.”

“The Scholarship allowed me to read for the MPhil in Economics – arguably one of the toughest courses at Oxford. We had fantastic teachers but the heavy workload left little time for interaction with the wider Rhodes community. The blue-ribbon Oxford degree allowed me to go on to a rewarding career in the UN. It was also very intense, and apart from some financial contributions I made, there was little time for Rhodes matters. The Rhodes Trust really came alive for me after retirement from full time work. I have been able to get involved in various global and local initiatives that Rhodes Alumni have launched. This was facilitated by the work of younger Scholars who have created groups such as that for mobilising public opinion about events in Gaza. The work of the Rhodes House team has also been fantastic. They have created newsletters and blogs to keep us in touch but the high points have been the reunions. They created the opportunity to meet and network across the globe. Rhodes House also got me involved with the Rise program; I get to help in the selection of outstanding young people for support by Schmidt Futures – such a privilege.”

(Pakistan & Harris Manchester 2021) “Oxford felt like a whimsical place, akin to stepping out of a dystopian present and into the pages of a history book or an alternative reality. Upon my arrival in the UK, a 10-day quarantine awaited me – no humans, no trees, and no birds. Just the four walls of my room and my apprehensions for the upcoming journey to keep me company. As I delved into my MPhil journey, Oxford presented itself as both extremely underwhelming and inexplicably overwhelming. The presence of ableist and colonial underpinnings in some conversations left me exasperated. Yet, the encounters with deeply passionate classmates provided exhilaration. Lively class debates and leisurely walks, followed by a comforting cup of hot chocolate or coffee, etched some of my best memories.

My Oxford journey has been a tapestry of various conversations, events, and activities centered around disability rights advocacy. The community that envelops me fills me with excitement. While not everyone may share the same mind, there’s a shared heartbeat among individuals who are passionate about creating meaningful change and service. Now embarking on a DPhil in education, I am eager to spend the next three years challenging myself further. The prospect of engaging with this vibrant community fuels my anticipation for the academic and personal growth that lies ahead.”

Celebrations!

ur celebrations of 75 years of the Scholarship in Pakistan saw Rhodes Pakistan Scholars around the world joining both in person in Lahore and Islamabad and at a special online event. We also have plans to hold an event early in the New Year for UK-based Pakistani Alumni.

Our in-person celebrations began on 18 October 2023 in Lahore, when Warden of Rhodes House and CEO of the Rhodes Trust Dr Elizabeth Kiss (Virginia & Balliol 1983) gave a talk at Lahore University of Management Sciences (LUMS), entitled ‘Educating Tomorrow’s Leaders: Head, Heart and Hands’. This was followed by a lively panel discussion. She was honoured on this occasion to meet Syed Babar Ali, the founder of LUMS. Warden Kiss then visited the historic Government College University

where she delivered remarks to an invited audience. In the evening, a 75th anniversary dinner was co-hosted by Warden Kiss and the Vice-Chancellor of LUMS, Dr Tariq Jadoon.

The celebrations then moved to Islamabad, where on 19 October, Justice Syed Mansoor

Ali Shah, Chairman of our Selection Committee, hosted tea at the Supreme Court of Pakistan, attended by current Selection Committee members and a number of other Scholars.

On 20 October, Warden Kiss attended a meeting with the President of Pakistan, Dr Arif Alvi at Aiwan-e-Sadr (the Presidency).

She was formally introduced to the President by the longest-serving former Chairman of the Senate and former Acting President of Pakistan, Wasim Sajjad (Pakistan & Wadham 1964). Warden Kiss explained that the Rhodes Trust’s decision to increase the Rhodes Pakistan Scholarships from one to two per year reflected the size of the Pakistani population and the country’s thirst for education, and she outlined the valuable partnership programmes that the Trust has built with Atlantic Philanthropies and Schmidt Futures. Dr Alvi stressed the need to enhance collaboration and cooperation, urging Pakistani universities to strengthen their links with world-famous institutions and noting in particular the strong support for and counselling of Pakistani students by the Rhodes Trust. Later that day, Warden Kiss attended a media roundtable with some of the leading electronic and print publications in Pakistan.

A Pre-Selection social for finalists and Selection Committee members was generously hosted by National Secretary, Babar Sattar (Pakistan & Balliol 1999) at his home on 20 October. On 21 October, our celebrations concluded with a wonderful Gala Reception and Dinner in Islamabad, co-hosted by Warden Kiss and Mohammed Khaishgi (Pakistan & Magdalen 1990), that was attended by Rhodes and Oxford scholars and alumni as well as prominent leaders from government, business and civil society.
