REITZ: DA Councillor in Nketoana Municipality, Diphapang Mofokeng, released a media statement earlier stating the following: “A scheduled special council of the municipality did not take place because some ANC and EFF councilors boycotted and refused to attend. The meeting was meant to give effect to the MEC of COGTA, Thembeni Nxangisa, to investigate alleged corruption, irregularities, fraud, and maladministration in terms of Section 106 of the Local Government: Municipal Systems Act, 32 of 2000, as amended. The concerns raised by the MEC about the collapse of service delivery and corruption in the municipality have long been raised by the Democratic Alliance in council but all those concerns have fallen on deaf ears. The investigation will establish the facts about the allegations of corruption, bribery, money laundering, and racketeering, especially the involvement of councilors and other municipal officials in the tender to construct a water pipeline… (continue on page 6)

These councilors have in the past failed to attend council meetings from October 2020 after the appointment of the current Municipal Manager (MM), Mr. Monyane Sefantsi, to frustrate administration from carrying out its duties and responsibilities and ultimately undermining any attempts by the MM of uncovering corruption specifically in the tender mentioned above under Tender Number: NLY TEC 17/25. The MEC had to go to court on 12 May 2021 to force the council to sit and note the Invocation of Section 106 investigation. It must also be noted that the Auditor-General (AG) had to withdraw from auditing books of the municipality in October 2020 because of safety concerns. This is after the AG raised concerns regarding fraud, corruption, and maladministration in the municipality as well as default payments of service providers. several break-ins at the MM, finance, and project management offices. Sadly, the last break-in resulted in the brutal murder of a security guard who was shot while on night duty. The DA supports any attempt to conduct an investigation and will provide full cooperation to the law enforcement agencies in this regard. We believe that challenges facing our municipality can be resolved once these councilors who are not interested in serving their communities anymore are removed. The DA will continue to play its oversight role by holding politicians and officials alike to account. The Free State is in a dire need of change and that can only happen if voters take charge of their destinies and vote for a prosperous future. The vision of a better future is what the DA shares with all residents of Nketoana. We encourage voters to vote for change in the upcoming local government elections.”

FREE STATE: Several roleplayers are appalled by the low number of Covid-19 vaccinations administered in the Free State. Recent data shows that only 5% (94 500 people out of the targeted 1 900 000) of the target of Covid-19 vaccinations has been reached in the Free State and only 66% of our healthcare workers has been vaccinated. This while the MEC of Health in the Free State, Montseng Tsiu, who was one of the first to be vaccinated blames the extremely cold weather in the Free State for this poor performance. While there is no rain in the province the MEC’s head remains wrapped in an umbrella of arrogant indifference. The fact is that the people of the Free State are kept in the dark. The MEC and the Department of Health in the Free State are very hesitant to share information with the community. In the Health Portfolio Committee meetings in the Free State Legislature, several have continued to probe a lack of communication with the public by the Department of Health in the province. The reality is that many people in the Free State do not know how, when, and where to go for the Covid-19 vaccinations. After requesting an updated list of “vaccination sites” from the MEC for Health, it was found that many of these vaccination sites are inactive and unable to administer any vaccines. There is also a

serious risk that vaccines may expire due to the slow roll-out while many people of all ages desperately need vaccines. Despite promises by the Acting Head of Department, the MEC, and the Deputy Director-General that all information relating to Covid-19 and the vaccine rollout in the Free State will be communicated diligently daily to the Health Portfolio Committee, this does not happen. If all information related to Covid-19 and the vaccination rollout is shared with us in the Free State, it will enable everyone in the province to know where, how, and when to go out and get their jabs. With the national recovery rate currently at 92%, the Free State’s recovery rate is lower at only 87%. Our healthcare system is already strained and we need to ensure that vaccines are administered safely and effectively in the province. Further lockdown restrictions will have a severe impact on the livelihood of our already struggling citizens of the Free State. We must aim to obtain herd immunity and this can only be done by getting as many people as possible vaccinated. Instead of putting the blame on the weather, the provincial government must be held accountable for delays, wastage, and poor communication. The only weather holding back vaccinations in the Free State is internal political storms.

Horner-murder: Two suspects granted bail
SENEKAL: Two men accused of killing a young farm manager, Brendin Horner, in Paul Roux have been granted bail of R5 000 in the Senekal Magistrate's Court in the Free State. On Tuesday (22 June 2021) the court ruled in favour of their argument to grant the first accused, Sekwetja Mahlamba, and the second accused, Sekola Matlaletsa, bail on new facts. The matter against the two has now been transferred to the Circuit High Court sitting in Bethlehem, where a pre-trial will start on 23 August 2021. The two face charges of robbery, murder, and stock theft following the murder of Horner. The state's DNA test results of blood samples taken from the accused’s clothes came back negative, and did not match Horner's blood. Mahlamba and Matlaletsa pleaded not guilty to the murder and robbery charges. The two have been in custody since October 2020.

People can also take their problems to the ward councillor and he/she should deal with these in an appropriate way What is a local councillor? A local councillor is a person who provides political leadership in a ward of a municipality. It can be a metropolitan municipality, district municipality or local municipality. A local councillor can be elected as an independent candidate or represent a political party. They occupy an office for a period of five years in line with the local government elections. The ward councillor is elected by citizens living in the ward where he/she is standing for elections. What is the role of a councillor? A ward councillor is expected to make sure that the concerns raised by people in his/her ward are represented in council. He/she must also ensure that the ward committee exists and that people in the ward participate in local government. The councillor must report back regularly through ward meetings and help the community in identifying needs and priority areas of development, which will help the municipality’s planning processes. Types of councillors A ward councillor ensures that the
interests of people in a specific ward are represented in council. He/she reports on council activities on a regular basis to the ward to strengthen the relationship with community. A proportional representative councillor is a member of a political party and is elected through the party lists. He/she is accountable to the party. An independent councillor does not belong to a political party and is accountable to the people who have elected him/her to represent their interests. Overlooked & Under-appreciated! Oh boy, the large bakkie-based segment in South Africa is a tough market to play in. The Toyota Fortuner rules the roost while the likes of the Ford Everest, Isuzu MU-X, and Mitsubishi Pajero Sport all desperately cling onto the coattails of the Fortuner’s success. Take nothing away from the Toyota, it is a very accomplished product which dazzles consumers with its storied badge and an expansive footprint across the country. But I suspect that the light gleams too brightly as many are blinded to the breadths of talent in the rest of the segment. Take the Mitsubishi Pajero Sport for example. It undercuts both the Toyota and Ford by more than R100 000 in their most expensive specification; is not found wanting in any particular area and comes from a manufacturer that arguably has an equally impressive reputation for reliability and trustworthiness. I unfortunately can’t account for consumers’ shopping behaviours so don’t expect any solid answers as to why we are a stubborn, single-minded bunch. But what I can tell you is why I think the updated Mitsubishi Pajero Sport is a cut above of the rest and at the very least, worth a visit to the showroom. Mitsubishi South Africa introduced the refreshed Pajero Sport late last year with the introduction of the range-topping Exceed model as well. You’ll notice the new face which Mitsubishi calls their ‘Dynamic Shield’ design, which brings into line with the stablemates like the Triton, Eclipse Cross and ASX. At the rear, the tweaked tail lights have been shortened and feature a new LED signature. Handsome looks aside, the updated Pajero Sport also offers a raft of interior updates. Although the design and layout remain the same, you now get an updated eight-inch touchscreen which supports both Apple CarPlay and Android Auto, dual-zone air-conditioning including rear passenger controls, plus a leather-clad multifunction steering wheel, Bluetooth and voice control. On the safety front, each of the Pajero Sport’s 7 passengers are catered for in terms of an airbag. Our range-topping Exceed 4×4 test unit also features a
sliding sunroof, Mitsubishi Remote Control connectivity, and an electronic tailgate with kick sensors. So, you’re certainly not lacking in terms of tech, style and amenities but one area where the Pajero Sport does fall slightly short is in the drivetrain department. You only have one option for both the engine and gearbox to choose from which is a 2.4l MIVEC turbo diesel engine, producing 133kW and 430Nm and linked to an eightspeed automatic transmission. And while it does a sufficient job of lugging about its large frame, there were instances where power waned and it struggled to keep up with the flow of traffic. But the majority of the time, accelerating and cruising at the national speed limit was a breeze and overall noise, vibration and harshness was low. Mitsubishi claims an average fuel consumption of 8.1l/100 although I managed around the 8.7l/100 which is quite respectable. While I never had the opportunity to take our test unit off the beaten track, I do have experience with Mitsubishi’s Super Select 4WD-II system and I can assure you that you will find very few obstacles in your path. For the average family, the Pajero Sport possesses more than enough capabilities to meet your families adventures and sum. With pricing ranging from R624 995 for the base 4×2 model and extending all the way to R704 995 for the top of the range Exceed model, the Mitsubishi Pajero Sport makes a compelling case for itself. For similar outlay, you can get into a Toyota Fortuner equipped with the updated 2.8-litre engine, however, you only get that model in 4×2 guise and an additional R70 000 is needed to hop into the base 4×4 variant with that engine. So the updated Mitsubishi Pajero Sport is truly the smart money in this segment, and it’s worth noting that it recently claimed the title of best large SUV/Crossover in CAR Magazine’s annual Top 12 Best Buys.
