Dear Friends I hope you had a good 2016 and that you are looking forward to the New Year. 2016 has been an eventful year. There were numerous developments in other parts of the world that have impacted Singapore. As the dynamics of international relations change, Singapore and Singaporeans will need to adapt accordingly. As a small country, we need to work closely with countries that want to work with us. This has always been our working model, an openness and willingness to collaborate. With that being said, countries all over the world are facing economic slowdown. Singapore’s economy is still growing but our growth has slowed. Unfortunately, this will not be a unique situation but the new norm. As a developed economy, slower growth is inevitable. Nevertheless, rest assured that the Government will continue to work hard to attract new investments and create jobs. Our Government recognises the need to build a stronger economy for our future. We are helping businesses and supporting our workers to re-skill, re-train and re-educate. The SkillFuture initiatives comprises various components to achieve this goal. These initiatives include the SkillsFuture Mid-Career Enhanced Subsidy and SkillsFuture study awards. I encourage everyone to spend some time and look through the SkillsFuture website to familiarise themselves with the courses available at your Community Clubs. On the community front, we want to promote technology literacy to our elderly. By being techsavvy, our seniors can not only be better connected with their family, but also become more self-reliant. For instance, the Silver Infocomm Curriculum has courses that cover the use of smart phones and social media. In my interaction with seniors, I noticed that many are using smart phones but not fully utilising them. I hope you would encourage your parents or grandparents to sign up for the courses.

According to recent market research, progressive health and wellness consumers are increasing, partly due to redefining food culture.

At the start of each year, we make new year’s resolution in hope that we will maintain the activities and obtain our goals, only to have it fail barely a month into the year. Here, at Kembangan-Chai Chee (K-CC), we aim to build a cohesive and enjoyable environment for all residents to workout regularly, without thinking too much into it. Here are some current and upcoming programmes that will get you moving and active for 2017! We’ve also thrown in some tips and tricks on how to motivate yourself.

1. Kin-Ball This team sport originated from Quebec, Canada in 1986, but only got popular in Singapore in recent months. Its distinctive characteristics lie in the large ball size, approximately 1.5m in diameter, and matches are payed among three teams concurrently instead of the traditional one-vs-one context. The game last for three periods lasting between 7 to 15 minutes each, depending on the age group of the participants, with a one-minute intermission between periods. At the start of each game, the ball is placed in the center of the gym by the team with the fewest points. The team that accumulates the highest number of points wins. Teams are made up of four players, and each

team represent a colour (blue, black or grey). The objective of the game is to pass the ball to another team while yelling their colours and ensuring that all members of the team catches and controls the ball. It is a sport that promotes respect, teamwork and inclusion great for team building, be it school or corporate. Stand Up Paddle Boarding Stand up paddle surfing or stand up paddle boarding (SUP) may have been around since the ancient days, but the revival only happened sometime mid-2000 in Hawaii, subsequently progressing to Australia, California, and now other parts of the world. Unlike traditional surfing where rider sits till a wave comes in, SUP surfers maintain an upright stance on their boards and use a paddle to propel them through the water. With its endless possibilities such as flat water paddling for outdoor recreation, fitness, sightseeing, racing on lakes, surfing on ocean waves and even paddling in river rapids, the sport is slowly but surely flourishing. 4. Health Qigong “5-Animal” Exercise Fret not for the less adventurous! We have slow yet steady activities for those who seek a milder form of sporting experience, generally ideal for elderly. Qigong is a form of

The team that took part in its first race back in 2005 emerged second at the SAVA Sprints invitation race category. Since then, the interest group has been collaborating with REACH Community Services to train a group of youth at risk to participate in these sporting events. 2016 may seem like an ordinary year for many, but it was a memorable year for the interest group as they started a new programme with REACH Community Services and Pertapis Halfway House. The participants specially trained for the 34th Singapore River Regatta 2016, and came in second in the first heats with an impressive timing, allowing them to qualify for repechage. Though they did not qualify for semi-finals eventually, it will be a timeless experience for them.

5. Walking Yes, you heard us right! Something as simple as daily brisk walking can help you live a healthier life, maintain a healthy weight and strengthen bones and muscles.The faster, further, and more frequently the walks are, the greater benefits reaped. Health Promotion Board have came up with the National Steps Challenge Season 2, lasting from 1 October 2016 to 30 April 2017. Anyone above the age of 18 years old may register for the challenge. Simply do the following and gain the rewards! Step 1: Download the Healthy 365 mobile app, create a profile and sign up for the challenge under the challenge tab.

2016 also saw an increase in members, as tertiary students, working adults and army NSFs formed up crews to take part in various races. Rowers were rewarded with a Gold for PA GRO men’s opens for Singapore Dragonboat Festival 2016, Gold for the Bukit Batok East CSC Dragonboat Challenge, and Gold for Water Venture Committee Race. The team welcomes new blood to join in the competitive yet enriching experience, and hopes to carry on the tradition of the sport for many more years to come.

Celebrations 2016 On 9 August annually, Singapore roars to life as she celebrates her rise to independence and beyond. The whole island starts turning into a particular shade of red and white, usually from national flags fluttering from buildings, houses and cars. Though small, Singapore is an internationally-renowned country, having achieved its independence in 1965 amid undesired conditions. Yet, the island thrive against all odds and navigated its way into a world class city. For K-CC, the celebration kicked off with a mass community walk within the constituency on the morning of 9 August 2016, with more than 1,000 residents and 150 people with disabilities. It was followed by our own National Day Observance Ceremony, with combined marching contingent formed by students from MINDS and Ping Yi Secondary School. Over 23 Voluntary Welfare Organisations (VWOs), social enterprises and agencies also participated in the K-CC National Day festivities. Food and beverages served during the celebrations were prepared by these very beneficiaries.

Festival 2016

The Mid-Autumn Festival is an annual event that takes place on the 15th day of the 8th month within the lunar calendar. This year, the auspicious day fell on 15 September 2016. It is the second grandest festival after the Spring Festival in China and takes its name from the fact that it was always celebrated during the middle of the autumn season. The festival is also commonly known as the “mooncake festival�. A mooncake is a Chinese bakery product, typically a round baked pastry filled with red bean or lotus seed paste and may contain yolks from salted duck eggs. Mooncakes are usually eaten in small wedges accompanied by tea, under the full moon on this day. It signifies strong yearnings toward family members and friends who live afar, and for those at home, it represents the happiness and well wishes of

the family. Additionally, other customs on this day include lighting up lanterns and dragon or lion dances in other regions.

of Lights 2016 Deepavali, popular known as the festival of lights, is an ancient festival in the Hindu almanac and a major event in Singapore’s festive calendar. The day fell on 30 October this year, and many Hindus will don on new costumes and light up oil lamps outside their homes to ward off evil. The celebration is usually filled with vibrant light and colours as these lights will illuminate the homes and hearts of the all.

One of America’s favourite holidays is gaining popularity in home ground - Halloween, a time of celebration and superstition. Straddling between the line of fall and winter, plenty and paucity, life and death, Halloween is thought to have originated from the ancient Celtic festival of Samhain, and people wear costumes to ward off roaming ghosts. Trickor-treating also date back to the early All Souls’ Day parades in England. Poor citizens would go around begging for food and families will give them pastries known as “soul cakes”, in return for their promise to pray for the families’s dead relatives. This was later transformed into the act of children visiting houses in the neighbourhood. For Singaporeans, many of us do not know the real meaning of Halloween, but it serves as the perfect excuse for a weekend of partying and dressing up as our favourite characters.

Neighbours play a vital role within the community and our lives, especially when we all live within mere metres from one another in neat blocks of apartments. A good neighbour is one who is friendly, considerate, respects, and gives adequate privacy to one another. Humans are all born to be social creatures, and sometimes we just need that little push to open up to our neighbours. For that, K-CC came up with an array of fun activities for families and neighbours to bond with one another through eventful town days and other personalisedneighbourhood events. These events help neighbours, schools, NPC, town council workers and event agencies to get to know each and every resident in depth, allowing everyone to form a cohesive and enjoyable living space to grow in. You know what they say‌ A good neighbour is a priceless treasure.

In this year’s national day message, Prime Minister Lee highlighted that Singapore’s national unity is under threat from global forces. Despite everything, he remained confident that Singaporeans will “hold together and succeed”. With Singapore facing the threat of terrorism following the attacks at a nightclub in Orlando, a restaurant in Dhaka, and on crowds at a promenade in nice; the government hopes to strengthen and enhance the vigilance and readiness

of local citizens in times of emergencies. Therefore, SGSecure was born. SGSecure is the community’s response to terror threats and involves every individual. This national movement aims to sensitise, train and mobilise the community to play a part to prevent and deal with a terrorist attack. It is a call of action for everyone to unite and safeguard our way of life. The intent of terrorists is to use fear as a control

strategy and weaken the psychological resilience and social fabric of any society. This is why the fundamental of our counter-terrorism strategy lies in strengthening community vigilance, cohesion and resilience. The SGSecure response is built on 3 core pillars: Vigilance, Cohesion and Resilience. The movement is supported by the Home Team (blue strip), people (red strip) and community (grey strip).


The Fallacies of ISIS Islamic Caliphate: A Brief Explanation

Islamic State of Iraq and Syria (ISIS), an extremist militant group, has grabbed world headlines in recent months and even years. Their brutal and violent actions include mass executions of captives and ethnic minorities, sexual enslavement of women and girls and beheadings of soldiers and journalists, have sparked fear and outrage across the world. ISIS has corrupted the Muslim ideology and distorted the principles of Islam. Islam promotes peace, moderation and mercy. ISIS have committed ‘grand theft’ in the name of Islam, and tarnished its image and message of peace and tolerance around the world. Thousands of innocent lives have perished under ISIS’ rule and they do not seem to care that this is forbidden under Islamic Law. Prophet Muhammad (peace and blessings be upon him) had mentioned in his hadiths the coming of such extremists: - From Abu Hurairah, the Prophet said, “ ...there shall come men who swindle the world with religion, deceiving

the people in soft skins of sheep, their tongues are sweeter than sugar and their hearts are the hearts of wolves. Allah [Mighty and Sublime is He] says: ‘Is it me you try to delude or is it against me whom you conspire? The Singapore Muslim community does not take a passive stance in the events happening in Iraq and Syria but there are organisations such as the Islamic Religious Council of Singapore (MUIS), Simply Islam and Religious & Educational League of Radin Mass (BAPA) that have organized various humanitarian and donation collection efforts to assist those affected in Syria.

Stop Terrorism

Terrorists plan their attacks by exploring the area and a good opportunity to spot them is when they are conducting these surveillance. Here are some possible indicators of Terrorist Activities: - Surveillance: Look out for prolonged loitering in the vicinity of restricted and/or sensitive sites

- Video and/or photo-taking: Perpetrators might disguise as a tourist or a member of the public and attempt to record sensitive locations and information from a stationary position or while travelling in a slow-moving vehicle - Interest in security: Anyone with an unusual agenda or prolonged interested in the security measures. They might try to figure out the security routines, procedures and personnel - Obtaining information and test: To gather information, perpetrators might attempt to penetrate the physical security and response procedures A single indicator may be harmless but if you spot more than one suspicious indicator, do not hesitate to contact any security personnel and/or the Police. A national movement

to enable all Singaporeans to develop to their fullest potential From January 2016, Singaporeans aged 25 and above were given $500 worth of SkillsFuture credits to be used for course fees. These courses range from financial literary to photography and even cooking classes. The amount does not expire and the Government will provide periodic top-ups for Singaporeans to save up for the expensive courses. There are more than 10,000 courses available island wide, and some are even right here within Kembangan-Chai Chee precincts.

Singapore has a strong Training and Adult Education sector, which comprises a diverse landscape of public and private providers, supported by a community of training and adult educators. Our providers include post-secondary education institutions such as ITE and Polytechnics, and 450 private providers offering training across many sectors. What we have today took many years to build, and is based on a few underlying tenets.

Staying the Course – Pushing for Excellence

The TAE sector has to continue to be responsive to the changing needs of the economy and industries. How do we stay the course and push for excellence? The TAE Skills Council, which is led by SSG and involves key industry stakeholders, has been working together over the last few months to develop a comprehensive TAE Sector Transformation Plan to chart the way for the sector going forward. The following are the key thrusts of the Plan.

Focusing on Outcomes

Third, SSG will increase information transparency by requiring training providers that receive direct funding to participate in a trainee outcomes survey. Results obtained will be published, which will enable businesses and individuals to make more informed choices on which training provider to partner and which courses to enrol for. At the same time, SSG will also enable qualitative feedback from learners. The information will help the TAE sector improve its products and services to meet the needs of its customers. SSG will start doing so from October 2017.

Higher Professionalism

Last but not least, TAE providers must play your part to help training professionals develop new and emerging skills, deepen their existing knowledge in their fields, and further professionalise the trade. The Adult Educators’ Professionalisation (AEP) initiative sets the standards and accredits established practitioners to recognise them for their contributions and professional and pedagogical excellence.

Strategic Partner to Businesses and Individuals

First, the sector will need to take steps to transform from being a service provider to becoming a strategic partner to businesses and individuals.

Leveraging Technology

Second, SSG will continue to support the TAE community in its push for excellence. There are several initiatives under the Transformation Plan to achieve this.

One Community Day is an annual event, created to spread the positive message of volunteering and helping out neighbours in need. In 2016, the event was held in collaboration with Geylang Serai (Division) on a grander scale. More low-income neighbours received goodie bags and acts of love (in the form of household services) from all the volunteers and it was worth seeing the smiles on their faces even after a day of hard work. As with previous events, many contributions were put forward by neighbours or companies. Items such as rice, sugar and household cleaning products

may seem like small items to each of us, but it means a lot to these neighbours in need. Wait no more and come join us this coming One Community Day 2017. The purposeful event will be held on 15 January 2017, Sunday, from 8.30am to 2.00pm. Everyone is welcome to participate. Alternatively, if you are unable to contribute physical time and effort, you may also translate your thoughts into actions by donating cereal, canned food, biscuits, 3 in 1 beverages and rice to Kg Kembangan CC, Kg Ubi CC and Senior Activity Centre (Blk 22 Chai Chee Road) from now till 13 January 2016. A little goes a long way, and we hope you’ll get into the spirit of giving, kindness and vlove this season.

The Lunar New Year is around the corner and since it is the start of the year, why not herald in new beginnings with a healthy yet scrumptious dish.

Five-Spice Turkey & Lettuce Wraps Ingredients serve 4pax • ½ cup water • ½ cup instant brown rice • 2 teaspoons sesame oil • 500g lean ground turkey • 1 tablespoon minced fresh ginger • 1 large red bell pepper, finely diced • 500g can water chestnuts, rinsed and chopped • ½ cup chicken broth • 2 tablespoons Hoisin sauce • 1 teaspoon five-spice powder • ½ teaspoon salt • 2 heads Boston lettuce, leaves separated • ½ cup chopped fresh herbs (cilantro, basil, mint, chives) • 1 large carrot, shredded

Preparation • Bring water to a boil in a small saucepan. Add rice; reduce heat to low, cover and cook for 5 minutes. Remove from the heat • Meanwhile, heat oil in a large non-stick pan over medium-high heat. Add turkey and ginger; cook, crumbling with a wooden spoon, until the turkey is cooked through, about 6 minutes. Stir in the cooked rice, bell pepper, water chestnuts, broth, hoisin sauce, five-spice powder and salt; cook until heated through, about 1 minute • To serve, divide lettuce leaves among plates, spoon some of the turkey mixture into each leaf, top with herbs and carrot and roll into wraps

A REFRESHING CHANGE Estate Upgrading Project (EUP) was created to revitalise the private residential estate by improving facilities and amenities. These included new fitness equipments, lightings, granolithic footpaths, BFA ramps, benches, rain shelters and other landscaping works. Construction commenced on 15 October 2013 till 2016. The official EUP opening was held on 12 November 2016 at Kampong Kembangan CC. With the completion of Lorong Melayu Estate Upgrading in November 2016, residents can now enjoy the new shared amenities and facilities in the neighbourhood for personal exercise time or neighbour bonding sessions. Five new parks were also created to provide more space for residents to relax in, with the added benefit of fresh tracks and trees. Pavilions provide temporary shelter against scorching sun or sudden downpour, and these can be seen around the estate for increased convenience. Long-time resident Mr Johnny Chan remarked that the value of properties have been enhanced by these striking and integral improvements within the neighbourhood. Needless to say, he is ecstatic with the changes and hopes that the improved area will help bring up the moral and spirit of the neighbourhood too.

Eat Breakfast

A successful new initiative for Ping Yi Garden residents Breakfast is often said to be the most important meal of the day. Eating a nutritious breakfast sets the tone for the day and promotes weight maintenance and weight loss by maintaining blood glucose levels and your metabolism. But, we all know it may be a little difficult to prepare a hearty breakfast in the morning before work. With the help of Ping Yi Garden Residents’ Committee, the residents were given a pleasant surprise on 30 August 2016. Four volunteers and two staff distributed 150 breakfast packs, including a sunshine vanilla flavour roll and a packet of marigold milk, together with an upcoming event list of RC programmes to residents. This breakfast giveaway is an initiative aimed to connect the residents with the RC presence and activities, as well as to cater for working residents who may not have time to grab a proper breakfast before work. Since it proved successful on the first round, the RC will be planning to roll out this more frequently moving forward.
