The Opening of the Gallaudet-Clerc Education Center is a watershed moment in both the history of the American School for the Deaf and deaf education. Never before has there been such state-of-the-art technology in a deaf-specific learning environment. To the ASD Community and Our Many Friends and Supporters: This has been a particularly exciting year at the American School for the Deaf (ASD), and on behalf of the school’s Board of Directors I am pleased to share this Annual Report with you. I can report that the school is fiscally sound, continues to fulfill its mission to educate the deaf and hard of hearing, and is a vibrant environment for learning. ASD began our 197th school year in September, and we celebrated this milestone by opening and dedicating our new state-of-the-art facility, the Gallaudet-Clerc Education Center. This new center was just a dream for more than twenty years and is now a reality, housing most of our students and providing the latest technology to aid in their learning. We have many friends and supporters to thank for the tangible support that allowed this project to move forward. I want to especially thank John Patrick, Chairman, President and CEO of Farmington Bank and Liam McGee, Chairman, President and CEO of The Hartford for their outstanding leadership of our first capital campaign in two decades. Great organizations anticipate change and continuously transform to meet new challenges, and that is exactly what we have done and are doing at ASD. The construction of the Gallaudet-Clerc Education Center is just the most visible sign of a series of proactive actions we are taking as we prepare for the school’s 200th anniversary in 2017. It is important to realize that ASD is more than just a collection of buildings on a beautiful campus. The real magic at ASD happens when students are exposed to our dedicated and passionate faculty and staff. In many ways, these interactions that happen each day between faculty and staff remind us of the special dedication of Thomas Hopkins Gallaudet and Laurent Clerc who first brought deaf education to our country. As the oldest school for deaf education in the United States, we have a unique responsibility to be wise stewards of our school and its heritage. Because of the meaningful steps we have taken, ASD is on sound footing and will be able to move ahead and serve children and young adults into a third century. Very few schools are as fortunate. From the Executive Director

Dear Friends of ASD: The 2012-2013 school year proved to be exciting and highly productive. Programmatically, we had a number of achievements and challenges. Listed below are some of our major achievements: • Graduating a class of 30 students • Completion of a three-year Literacy Grant Project • Private school approval and relicensing by the Connecticut State Department of Education, New York State Department of Education, New Jersey State Department of Education and Connecticut Department of Children and Families • Stable enrollment to include the enrollment of 12 international students • Expansion of our After School Language Program • Continued support of the Robotics and French Exchange Program • Expanded offerings in both interscholastic and recreational sports teams with over 80% of residential student participation The most visible, and exciting aspect of the 2012-13 school year was the ground-breaking and opening of our new 62,000 square foot Gallaudet-Clerc Education Center. Considerable time was spent on construction planning and review meetings with the architect, Tai Soo Kim Partners, and our construction manager, Bartlett Brainard Eacott. We also involved staff for suggestions and design review to help ensure that the new facility would meet student needs. We met periodically with our neighbors, parents, alumni, and West Hartford Town officials. Keeping everyone informed proved to be challenging, not only in terms of the building’s progress, but also of the overall plans for the school to transition to a new campus and a renewed vision. Despite some controversy, the needs of the children remained our primary goal, and we moved forward with the new building and the plan for a transformed campus that better meets our needs. The new building and campus will efficiently enhance our effectiveness which will allow us to use our resources to support education and learning. Our Institutional Advancement Office, with the help of the Foundations for the Future Capital Campaign Steering Committee, has been very successful and continues to work hard to raise the funds needed to meet the private fundraising goal set in the budgeting process. We made many new friends in the process and reconnected with longtime supporters of the ASD mission. The community’s generosity and support of ASD continues to be a wonderful asset for which we are very grateful. Sincerely,

From the Chief Operating Officer

Dear Friends of ASD: For me, and many in the deaf community, ASD represents our history. It is known as the Mother School and is where Deaf Education began in the United States. ASD has been part of the fabric of Connecticut and nation for nearly two hundred years. While I am proud of our amazing history, my sights are set forward. The opening of the Gallaudet-Clerc Education Center has given us the opportunity to once again chart the course for the future. I was truly honored when asked by the ASD Board of Directors to become ASD’s Chief Operating Officer. I have been given the responsibility of the day-to-day operations of the school, and the Board has entrusted me with developing and implementing a vision that will preserve our strengths and develop new ones. ASD is blessed with many resources including a forward-thinking, dedicated board that had the courage to make the Gallaudet-Clerc Education Center a reality. Since the time the American School for the Deaf was founded, the educational landscape for deaf and hard of hearing students and the available technology advancements have changed. In order to remain at the forefront of Deaf Education and in accordance with research findings, this building has been designed based on the expertise and knowledge of our teachers, staff, and school leadership team who remain focused on ASD’s mission for quality education and the continued removal of barriers for our students. From the ground up, the building was designed to meet the unique visual and auditory learning styles of deaf and hard of hearing students. The technology, which is so important in leveling the playing field for deaf learners, is second to none. We have a dedicated, passionate staff who stand ready to embrace change, and with me, make ASD an exemplary place to teach deaf and hard of hearing youngsters. As we begin our 197th school year, I would like to take the opportunity to thank you, our donors. From our humble beginnings in a small hotel in Hartford, to the state-of-the-art Gallaudet-Clerc Education Center, we have had the philanthropic support of the community and beyond. You have made our storied history and bright new beginning possible. Thank you.

2012-2013 School Accountability Report Card SCHOOL PROFILE Established in 1817, the American School for the Deaf (ASD) has educated Deaf and Hard of Hearing children for 197 years. ASD is fully accredited by the Connecticut State Department of Education, Massachusetts Department of Education, New York State Education Department, as well as the Conference of Educational Administrators of Schools and Programs for the Deaf (CEASD). ASD serves students ages 3 to 22 from Connecticut, Massachusetts, New York, New Hampshire, Vermont, Tennessee, Maryland, Rhode Island and Minnesota. Infants and toddlers are also served through the Birth-To-Three Program. Current campus instructional programs include: Elementary Program – Preschool, Kindergarten through 5th grade; Middle School Program – 6th through 8th grade; High School Program – 9th through 12th grade; Physical and Adaptive Physical Education Programs; PACES (Positive Attitudes Concerning Education & Socialization – an academic and behavioral treatment program with residential options) Program; CATS (Career Academy & Transition Services) Program focusing on vocational skills and Student Employment Training Programs (both on and off site). Related Services Supports include: Speech Language Pathology Services, Audiological Services, Occupational Therapy, Physical Therapy, Counseling, Transition Services and evening Academic Tutorial Services. In addition, there is an After-School Language Enrichment Program (ASLEP) for the elementary and middle school programs as well as outreach services to public schools serving Deaf and Hard of Hearing students.

ACADEMIC OVERVIEW The American School for the Deaf is a communicatively accessible campus with an academic program that emphasizes proficiency in English literacy and general academics, curricula aligned with the Common Core State Standards, transition services and extra-curricular activities. The Professional Development Training currently focuses on providing teachers with skills and tools to create exemplary Individualized Education Plans (IEPs) that promote successful achievement for deaf learners. Visual supports and advanced computer technology are at the forefront of ASD’s methodology. All of the classrooms are equipped with state of the art electronic interactive whiteboards, television access for messaging, bulletins and news as well as electronic, colored light alerts. Our computer centers are equipped with the latest technology and are available for larger class sessions. The average age of admission ranges from early childhood to high school. Students come from various schools and states with varying degrees of English language competence. Through a variety of assessments and evaluations, an effective IEP is developed and placement is determined. The assessments include state mandated testing, teacher observation, scientific research-based protocols, student portfolios and teacher made tests. ASD serves both residential and day students. Other than those served in the PACES Program, students arrive Monday morning and return home Friday afternoon. Supervision is provided by the Residential Life staff. Day students have opportunities to participate in extra-curricular activities that occur after school and in the evening.

2012-2013 School Accountability Report Card INTERNATIONAL PROGRAM ASD is recognized worldwide as a leader in deaf education. We have a comprehensive International Program to meet the needs of students from other countries who choose to be educated in the U.S. These students, generally with sponsorship from their governments, request application and once all necessary documents are completed and an agreement is made between the sponsors and ASD, the students are welcomed for a limited amount of time, generally two to three years. The focus for these students is improvement in English language development and application, advancement in mathematical studies, skill development in American Sign Language and further training in computer technology. In addition to these academic components, speech, articulation and audiological services are provided. The program is rounded out by evening tutorials, weekend academic assistance and excursions to local places of interest.

COUNSELING AND SUPPORT STAFF Like all exemplary schools, it is the goal of the American School for the Deaf to assist students with personal and transition goals. To this end, ASD employs a team of professionals including licensed professional counselors, social workers, a school psychologist, and school counselors. Additionally, audiologists; cochlear implant specialists; reading and literacy specialists; and a team of nurses, communication skills teachers; speech and language pathologists and occupational and physical therapists are available as needed.

LIBRARY

Staffed by a highly skilled librarian, the library provides an extensive collection of reference, visual, electronic and special interest materials. The library staff is also available to provide research assistance to both students and staff.

PROFESSIONAL DEVELOPMENT For the 2013-2014 school year, ASD has contracted with CREC (Capitol Region Education Council) to provide 75 training opportunities for teachers, counseling staff, speech, communication skills and hearing services staff, classroom paraprofessionals and residential counselors. Among the topics that are being provided are: Building Powerful IEPs to Increase Student Achievement; Writing Standards Based IEPs; Instructional Implications of the Common Core State Standards for Special Education; Data Collection and Progress Monitoring of the IEP. In addition, a focus on differentiating instruction to include a variety of methods and specially designed instruction will be explored. For the Paraprofessionals and Residential Counselors, the COMPASS (a nationally recognized, comprehensive, jobembedded professional development curriculum aligned with the national paraeducator standards) will be the focus of training. This includes (but is not limited to) Definitions of Roles and Responsibilities; Instructional Strategies for the Paraeducators; Data Collection assistance; and Supporting IEP Mandates. For the Counseling Group, the training will focus on Functional Behavior Assessments, Data Collection, Interpretation, Developing Behavior Intervention Plans and Trans-disciplinary collaboration for Behavior Programming. In addition, facilitation to establish collaboration protocols for coordination of services among teachers, counselors and adult supports will be provided. The use of behavior data tracking systems will assist personnel in implementation of Behavior Plans.

2012-2013 School Accountability Report Card For the Communication Group, the focus will be on increasing their cohesion and capacity to collaborate and communicate within the group and with the ASD community at large. Topics related to the IEP process will be explored with regard to provision of services and testing in aural habilitation, speech language pathology and cochlear implant utilization. Roles of the Speech Language Pathologists and Communication Skills Teachers will be discussed as per the IEP mandates.

SUMMER PROGRAMS ASD continues to offer both Extended School Year (ESY) services and camp sessions at Isola Bella. Students are referred to ESY based upon their individual IEP meetings. Some Local Education Authorities (LEAs) will fund the camp activities, because time spent at camp is enriched with language experience which aids in the continuous development of language skills. Generally, ESY for the Core Program is a three-week, full school day, intensive class schedule focusing on English and mathematics skills, and applications for increased socialization with peers and/or work experience opportunities. The summer program for seven-day PACES students includes one week at Camp Isola Bella and six weeks of summer school - an extension of their academic year.

PARENT INVOLVEMENT Parent involvement is a high priority. Every effort is made to maintain a high level of communication with families. The school has an open door policy for parents to visit. To minimize disruption to students, parents are asked to contact their child’s program principal prior to visiting classrooms. Our PARENT ADVISORY COMMITTEE (PAC) meets five times a year to share ideas and explore issues regarding the education, social and residential programs with school managers. PAC members assist with school functions by welcoming families to scheduled events and encourage families to be involved and actively engaged.

Foundations for the Future In May 2011, the ASD Board of Directors and Administration made the courageous decision to build the Gallaudet-Clerc Education Center. The economy was still recovering and philanthropic donations to non-profits were lagging, yet they felt confident that funds could be raised through the loyal friendship and support that has strengthened ASD throughout the years. Twin Lakes Association Isola Bella Tower Restoration Campaign In 1963, ASD’s first female Director, Muriel Alvord, bequeathed the Isola Bella Island on Lake Washining, or East Twin Lake, to the American School for the Deaf. The Alvord Family developed the property in the early 1900’s and one of the features was a stone tower which was built as a “folly”, replicating the tower on the island of Isola Bella in Italy. It has since become a treasured landmark and was renamed the Bat Tower by those living around the lake. Over the years, the Bat Tower suffered the ravages of time and weather, and some of the “pudding stones” on its exterior became loose and fell into the lake creating a safety concern for swimmers and boaters. ASD Executive Director

Edward Peltier approached the Twin Lakes Association suggesting a partnership to raise funds to restore the tower. The Twin Lakes Association fully endorsed the idea and raised in excess of $100,000 in a one year period. The tower was restored, and on August 10, 2013 a celebration was held to recognize and thank the Twin Lakes community. This partnership continues to work and share ideas on preserving the Isola Bella properties.
