Affidavit The undersig ned affiant, being duly sworn , deposes and says: 1. The undersigned , Detective Fonda #429, being duly sworn does depose and state that he is a member of the Meriden Police Department. Furthermore, that he has been a member of said department since October 2006 , and is currently assigned to the Meriden Police Department's Crime Suppression Unit, and at all times mentioned herein was acting as a member of said department, and also the following facts and circumstances are stated from personal knowledge and observations as well as information received from brother/sister officers acting in their official capacities.

2. On 10/31/2019, at approximately 1805 hours, members of the Meriden Police Department's Patrol Division responded to the Meriden Mall, 435 Lewis Avenue, Meriden CT, for a report of a physical fight.

3. On arrival it was determined several females were involved in this fight, one of them being Mahogany Ford. Mahogany is the sister of Chauncey Ford (5/26/1997). Let it be known that several of the Ford family members are associated or members of the Blood street gang . This information was obtained through police intelligence and documented in police and Department of Corrections documents. Documented in an official police report, responding officers describe how on arrival Mahogany was talking to someone on the phone telling them details about this altercation.

4. Several other females were also involved in this fight. One of the females and one of the males that were involved in this fight were identified as Tran ice Rumley and her brother Tyrell Barnes Coleman. Let it be known that Tran ice is an associate of the Crip street gang and Tyrell is a Crip gang member. This information was obtained through police intelligence and documented in police and Department of Corrections documents.

5. During the course of the past several years there has been a longstanding feud between the Ford's and the Rumley's which has resulted in numerous shooting incidents over the past several years. These shooting incidents have been documented in numerous official police reports. Surveillance footage of the fight at the Meriden Mall captured Mahogan y arguing with Tranice and Tyrell. At one point it appears Mahogany open hand pushes Tyrell's face and as a result Tyrell event~ strikes Mahogany knocking her to the floor. No arrests were made at the time of this altercation.

6. On~/31/2019, at approximately 1827 hours, dispatch sent several patrol units to the residence of 27 Randolph Aven ue, Meriden CT, for a report of a female who was shot in the leg. Let it be known that 27 Randolph Avenue , Meriden CT is the residence of Tranice, Tyrell and several other Rumley family members and associates. After hearing this rad io broadcast I also responded to the area.

Affidavit - Continued 7- On arrival I located female victim Tayra Marcano standing near the driveway to 27 Randolph Avenue, Meriden CT. Tayra had a gunshot wound to her right leg and her leg had a constant spray of blood coming from the area of her calf. Tayra stated she was standing outside in the driveway of 27 Randolph Avenue smoking a cigarette near the rear yard of the residence. While facing the roadway, Tayra stated she heard several gunshots coming from behind her near the rear of 31/33 Randolph Avenue. It should be noted the residence of 31/33 Randolph Avenue is next to 27 Randolph Avenue. Once Tayra heard these gunshots she stated she began running in an attempt to hide in between two parked vehicles that were located in the driveway between 27 Randolph Avenue and 31/33 Randolph Avenue and while doing so she was shot in her calf. Tayra stated she was unsure who shot her because when the gunfire began she was facing the opposite direction.

8. Tayra was transported to Yale New Haven Hospital for treatment. Let it be known that Tayra later stated she was at the Meriden Mall when the altercation occurred but stated she was not involved in the altercation. While on scene, several Rumley family members informed officers on scene that Chauncey Ford was responsible for the shooting but did not actually witness this incident and would not elaborate how this information was obtained.

9. The resident of 27 Randolph Avenue, Felicia Rumley provided written consent allowing the Evidence/ID Unit to process the crime scene located on the property of 27 Randolph Avenue. The resident of 31/33 Randolph Avenue , Jacqueline Torres provided written consent allowing the Evidence/ID Unit to process the crime scene located on the property of 31/33 Randolph Avenue.

10. While processing this crime scene it appeared the south side of the residence of 27 Randolph Avenue was struck by gunfire along with the rear passenger side of a Chevrolet bearing CT registration "AS52207" that was parked facing east in the driveway of 27 Randolph Avenue. It was later determined this vehicle belonged to Tranice Rumley. Located in a gravel area behind 31 /33 Randolph Avenue and in the driveway of 27 Randolph Avenue were a total of (5) .25 caliber Federal shell casings. The evidence located was collected by the Evidence/ID Unit. The shell casings were later submitted to the State Lab for comparative analysis.

11. At this time Detective Stavrides and I reported to Yale New Haven Hospital and met with Tayra. An audio recorded interview was conducted at which time Tayra stated she was at the Meriden Mall with several of her friends for Halloween.

Tayra stated while in the mall, one of her children lost their shoe and she was separated from her friends Tranice, Irene and Tyrell. Tayra eventually left the mall with her child and returned to Tranice's residence located at 27 Randolph Avenue.

12. Tayra stated Tranice and her brother Tyrell eventually returned to 27 Randolph Avenue and spoke of an incident that occurred at the mall. Tayra then went outside to smoke a cigarette and stood in the driveway of 27 Randolph Avenue which runs between the residence of 27 Randolph Avenue and the residence of 31/33 Randolph Avenue. Tayra stated her attention was drawn to several vehicles traveling on Randolph Avenue and while looking toward these vehicles she heard gunshots coming from behind her which she described as the wood line near the rear of 27 Randolph Avenue and 31/33 Randolph Avenue. Tayra then ran in the direction of two vehicles parked in the driveway of 27 Randolph Avenue and while doing so was shot in the rear of her calf. Tayra completed and signed a consent to search form and the clothing she was wearing at the time of this incident was seized.

13. Surveillance footage obtained in the area shows a silver BMW travel south on Randolph Avenue from the area of West Main Street at approximately 1820 hours. The BMW comes to a stop and then reverses into a driveway several houses south of 27 Randolph Avenue. No one is ever seen walking from the driveway wh ere the BMW parked. It is believed the shooting suspect cut through the rear yards in order to approach 27 Randolph Avenue. Moments after this shooting occurred, at approximately 1826 hours, it appears a male jogs south on Randolph Avenue from the area of 27 Randolph (This is page 2 of a 7 page Affidavit) Date

-Affidavit - Continued Avenue. This male is on the western most sidewalk which is the same side of the roadway as 27 Randolph Aven~e. The male then walks up the driveway to the residence located on the west side of the street where _the ~MW w_as earlier captured reversing into the driveway. The male appears to stay to the right of the driveway as 1f he 1~ walking ~award the driver seat of the BMW. At approximately 1826 hours, the silver four door BMW is then captured exiting the driveway at a high rate of speed bottoming out as the BMW exited the driveway and entered the roadway. The B~W is then captured traveling south on Randolph Avenue at a high rate of speed with the headlights off. The BMW headlights eve~tually came on when the BMW is a distance away from 27 Randolph Avenue approaching a curve in the roadway out of sight of 27 Randolph Avenue. This BMW is similar and appears to be the same silver BMW that is owned by Chauncey Ford .

Chauncey's BMW is not registered .

14. A short time later Officer Pelligrini and I reported to Taco Bell located in Wallingford CT which is Chauncey's place of employment. Parked in the parking lot was Chauncey's silver BMW. Officer Pellegrini and I met with Chauncey who was inside Taco Bell. Chauncey was patted down for weapons and located on his person was his cellular phone. With permission, Chauncey's cell phone was removed from his person. While securing Chauncey's cellular phone , the locked home screen displayed numerous messages asking Chauncey if he was ok. These messages were able to be viewed without manipulating the cell phone in any way.

15. While speaking to Chauncey he acknowledged he was aware that Mahogany was struck by Tyrell while at the mall. I informed Chauncey that there is video footage of what appeared to be his BMW on Randolph Avenue at the time of the shooting and he stated he drives down Randolph Avenue every day but on this particular day he didn't. Chauncey also stated he does not have any friends who reside on Randolph Avenue. Chauncey advised me that he clocked into work at Taco Bell on 10/31/2019, at approximately 1800 hours. After speaking to Chauncey's supervisor, the supervisor informed me Chauncey clocked into work at 1945 hours and not at 1800 hours like he stated . I was able to obtain a written print out confirming Chauncey clocked into Taco Bell at 1945 hours. Det LT Burstein took overall photographs of the BMW which appeared to have damage to the front bumper area which would be consistent with a vehicle that had bottomed out.

16. Due to the fact that this shooting incident happened a very short time following the altercation at the mall when Mahogany was struck by Tyrell, the fact she was calling someone telling them details about the incident, the fact that a BMW similar to Chauncey's was captured on surveillance video in the area shortly after the shooting , the fact that Chauncey was dishonest about the time he clocked into work and the fact that Chauncey's home screen on his phone displayed messages asking if he was alright, it is believed that Chauncey's cellular phone may contain evidence related to this shooting. As a result Chauncey's I-Phone was seized and a search and seizure warrant was later completed for the contents of the cellular phone.

17. _o n 11/5/2~19, l _spoke to Chauncey's probation officer, Officer Robinson, who relayed the following information to me.

During a meeting with Chauncey on 11/5/2019, Chauncey informed his probation officer that on the date his sister Mahogany was involved in the fight at the mall (10/31/19), he was home sleeping. While Mahogany was still at the mall she called Ch~uncey and woke him up a~ which ti_me Mahogany told Chauncey while at the mall she was jumped and her mouth was gushing bloo~. Chauncey told his probation officer that prior to going to work at Taco Bell he drove down Randolph Avenue at approximately 1800 hours. This contradicted what Chauncey had told me on 10/31/2019 where he stated h never ~rove down Rand~lph Avenue on that date and was actually at work at that tim e. Chauncey f~irther explained to ~is probation officer that he 1s the only one who has access to his BMW and no one else operates it.

19. 1received a pre extraction report regarding Chauncey's communications on 10/31/2019, which showed that between the hours of 1700 hours-2345 hours. The following is a list of the calls that appear pertinent to this investigation : 1810 hours- Incoming phone call from 860-278-6305. This call is approximately 24 seconds in duration and this number is stored as "My Sister" along with several emoji cons next to the name. This cellular number was ran through several data bases and comes back with no subscriber information. An in house check revealed on 11/14/2019, Mahogany was arrested for this altercation that occurred at the Meriden Mall on 10/31/2019. During the booking process Mahogany gave cell phone number 860-278-6305 as her cell phone number.

1816 hours- Outgoing phone call is made from Chauncey's phone to 860-278-6305 "My sister". This call was approximately 12 seconds in duration.

1818 hours- Incoming instant message from 203-804-0346 "There following me". This is a pre-paid wireless phone with no subscriber information.

1835 hours- Incoming instant message from CeCe Goodman "Call me asap"

1841 hours- Incoming phone call 860-278-6305 (My sister). This call was approximately 41 seconds.

20. It should be noted that Cequan "CeCe" Goodman has at least one child with Tranice Rumley . This is relevant because Cequan's child resides at 27 Randolph Avenue with Tranice and it is possible that Cequan contacted Chauncey via text after this shooting occurred because his juvenile child was present at the time of this shooting.

21. On 12/22/2019, at approximately 1703 hours, members of the patrol division were dispatched to the area of71 Pratt Street for a report of a threatening with a firearm. It was determined the complainant in this incident was Felicia Rumley, the mother of Tranice and Tyrell. Felicia provided a sworn written statement regarding this incident. A brief summary of the incident is as follows: Felicia stated she was at 71 Pratt Street, Checkers Deli, with several family members and friends.

While at the deli she felt as though she was being watched by someone. It was at this time Felicia noticed Chauncey Ford was also inside of the deli. Chauncey approached one of Felicia's friends and began instigating him to fight. After a short time, Felicia intervened and told Chauncey to leave them alone. Chauncey responded to Felicia by telling her that he would shoot her just like he shot up her home. Chauncey was subsequently arrested on threatening charges. No firearm was recovered during this incident.

Affidavit - Continued information was completed and signed by the Honorable Judge Clifford. On 2/6/2020, I received the above requested information from T-Mobile.

23. Chauncey's cellular phone records confirmed the cell phone number 860-278-6316 was subscribed to Chauncey as of 8/17/2019. Chauncey's cell phone records revealed several phone calls that were made around the time of the shooting that occurred on Randolph Avenue. The call times are in the form of UTC time, however I was able to convert the call times to Eastern Standard Time which is four hours prior to the listed time on Chauncey's phone records. The following information was obtained from Chauncey's phone records: 10/31/2019 at 1810 hours. Incoming phone call from 860-278-6305. This call was approximately 23 seconds in duration. An in- house check revealed Mahogany Ford provided this cell phone number at the time of her arrest on 11/14/2019. At the time of this phone call Chauncey's cell phone was hitting off a cell phone tower located in the area of 426 East Main Street, Meriden CT.

10/31/2019 at 1816 hours. Outgoing call to 860-278-6305 (Mahogany). This call was approximately 12 seconds in duration. At the time of this call Chauncey's cell phone was hitting off a cell phone tower located in the area of 60 Hanover Street, Meriden CT.

10/31/2019 at 1841 hours. Incoming call from 860-278-6305 (Mahogany). This call was approximately 40 seconds in duration. At the time of this call Chauncey's cell phone was hitting off a cell phone tower located in the area of 426 East Main Street, Meriden CT.

10/31/2019 at 1843 hours. Incoming call from 203-715-8275. This cell phone is an additional phone subscribed to Chauncey. It is unknown who was using this phone at the time of the call. This call was approximately 73 seconds in duration. At the time of this call Chauncey's cell phone (860-278-6316) was hitting off a cell phone tower located in the area of 60 Hanover Street, Meriden CT.

10/31/2019 at 1849 hours. Incoming call from 203-715-8275. This call was approximately 201 seconds in duration. At the time of this call Chauncey's cell phone was hitting off a cell phone tower located in the area of 426 East Main Street, Meriden CT.

10/31/2019 at 1853 hours. Outgoing call to 860-934-4099. This phone number was provided to Meriden Police

by Kimberly Perez (9/2/1999) on 8/31/2019. Kimberly Perez is the girlfriend of Chauncey . This phone call was 213 seconds in duration. At the time of this call Chauncey' s cell phone was hitting off a cell phone tower located in the area of 426 East Main Street, Meriden CT.

10/31 /2019 at 1937 hours. Outgoing call to 860-934-4099 (Kimberly Perez). This call was 582 seconds rn duration. At the time of this call Chauncey's cell phone hit off a cell phone tower located at 546 South Broad Street, Meriden CT. 546 South Broad Street is located on the Meriden/Wallingford town line.

10/31/2019 at 2034 hours. Chauncey's cell phone hits off a tower located at 90 North Plains Industrial Road , Wallingford CT. It appears that this location is in close proximity to Chauncey's work. Chauncey's place of employment is Taco Bell located at 932 North Colony Road , Wallingford CT.

24. As earlier explained the init1·a1 911 II · · · · . ' ca reporting the shooting at 27 Randolph Avenue came ,n at approximately 1827 hours. At approximately 1816 hours, Chauncey calls Mahogany at which time his cell phone hits off a cell tower located in th e area of 6 0 Hanover Street. 60 Hanover Street is in close proximity of 27 Randolph Avenue. Directions from 27 Ra nd01 Ph Avenue to 60 Hanover Street were obtained from the Rand McNally driving direction web site. According to Rand "".1cNally, 2 7 Rand~lph Avenue is approximately .39 miles away from 60 Hanover Street. It should also be noted surveillance video captured a silver BMW fleeing the area of 27 Randolph Avenue at approximately 1826 hours. The BMW was traveling south on Randolph Avenue in the direction of Hanover Street. The intersection of Hanover Street and Randolph Avenue is approximately .2 miles away from 60 Hanover Street.

25. The purpose of the directions and mapping is to have an understating how close these two locations are in relation to each other. Furthermore, Chauncey earlier stated that he clocked into work at Taco Bell in Wallingford CT at 1800 hours.

Chauncey's cell phone records indicate he was not at Taco Bell at 1800 hours; in fact from approximately 1653 hours until approximately 1937 hours, Chauncey's cell phone was hitting off of numerous cell towers in the City of Meriden. On the date of 10/31/2019, Chauncey's cell phone last hit off a cell tower in the City of Meriden at 1937 hours. The cell tower that Chauncey's cell phone hit off of is located at 546 South Broad Street, Meriden CT. 546 South Broad Street is located approximately 1.6 miles from Taco Bell (932 North Colony Road Wallingford CT). It was determined through a time clock printout that Chauncey clocked into Taco Bell at approximately 1945 hours. With this information it is believed that at the time Chauncey's cell phone hit off of the 546 South Broad Street cell tower, he was on his way to Taco Bell. This is of importance because it discredits Chauncey's statement when he told me that he was at work at 1800 hours. The cell phone in Chauncey's possession is the same cell phone that hit off the above listed towers.

26. On 1/20/2020, at approximately 1900 hours, Tayra reported to police headquarters to speak to me regarding this incident. Tayra completed a voluntary interview form and an audio recorded interview was conducted. The following is a summary of the interview with Tayra.

27. Tayra stated she has known Chauncey Ford for approximately 9 years. On 10/31/2019, Tayra was at the Meriden Mall with the Rumley's. While inside of the mall, Tayra stated her child's shoe fell off at which time she was separated from the Rumley's. Tayra eventually returned to the residence of 27 Randolph Avenue , Meriden CT. Tayra stated she was standing in the driveway of 27 Randolph Avenue smoking a cigarette. Located on the driveway side (south side) of the residence is a set of steps that leads to a door that leads to the first floor apartment of 27 Randolph Avenue. Just outside of th is doorway is a motion activated exterior flood light. This flood light illuminates the driveway and part of the rear of 27 Randolph Avenue. According to Tayra, while outside the residence smoking a cigarette her sister opened the side door which

activated the motion light. Tayra's sister then slammed the exterior door which caused Tayra to turn around and look in the ( This Daie

Chauncey was holding a firearm and began shooting crazy". Tayra did not hear Chauncey say anything prior to shooting . Tayra stated she then ran down the driveway of 27 Randolph Avenue and while doing so was shot in her leg by Chauncey. Tayra stated Chauncey never ran by her so she believed after the shooting he fled through the back yards. Tayra stated she did not provide this information on the night of the shooting because she stated the Fords are known for retaliating_and she was scared for her child's safety. Tayra believes she was shot because she is a part of the Rumley "circle" and 1s_al"".'ays wi th Tranice. Tayra also believed this was retaliation for the altercation that had occurred at the Meriden Mall earlier in th e evening on 10/31/2019.

The photo array consisted of one suspect photograph and seven _filler ph~tographs._The photo array was administered by Detective Hadir using the sequential, double blind method. _Detecti~e Hadir w~s not involved in this investigation. Prior to administering this photo array Detective Hadir read Tayra the st in ructions reg~rd,ng t~e viewing of a photo array. Tayra completed and signed the instruction page indicating she understood the instructions read to her regarding the identification process.

29. Tayra selected photograph #8 which is a photograph of Chauncey Hubert Ford (5/26/1997) . Tayra signed the selected photograph of Chauncey and wrote "I know him for about nine years, / saw his face, this is the man that shot me". Tayra also provided a sworn written statement regarding this identification. Tayra stated she identified photograph number 349-8 as the man who shot her on 10/31/2019. Tayra stated she is one hundred percent sure of her identification and stated she knows the man in the picture as Chauncey Ford. Tayra a/so stated she saw Chauncey's face in her back yard the night she was shot.

30. An NCIC/COLLECT query revealed that Chauncey is a convicted felon prior to 10/31/2019, and is prohibited from possessing a firearm or obtaining a pistol permit.

31. Wherefore the undersigned believes that he has probable cause to believe that Chauncey Ford (5/26/1997) of 28 1 Grove Street, 2nd floor, Meriden CT, did commit the crimes of Assault First Degree, Criminal Possession of a Firearm , Carrying a Pistol without a Permit and Reckless endangerment 1st degree in violation of 53a-59, 53a-217, 29-35 and 53a-63 of the Connecticut General Statues.
