Club & Board Update Presidential Citation Received I’m proud to inform members that the Rotary Club of Patong Beach has received an RI Presidential Citation for this year. Only 20% Received Only 20% of all clubs in Thailand received an RI Presidential Citation which is less than 50% compared to previous years. This means that we can all the more be proud of what we achieved this year.

New RI System The reason behind this drop is that RI has set up a completely new system for Presidential Citations this year where RI now sets the goals rather than the districts to enable better monitoring. It means the District can no longer just recommend a club for a citation.

Board Meeting The Board meeting on Saturday, 14 May 2016 was a joint meeting of the current and the incoming boards. Besides the normal ongoing club business, such as approving the financial statements, we spent most of the time to discuss PE Richard and his board’s program and action for next year, particularly the subscription fee, weekly meetings, attendance, etc. PE Richard PE Richard will reach out to all members in due time inviting them to our next club assembly at a date to be set to inform the members about next year. The following was agreed: 1. Board agreed to take to the next club assembly a proposal that annual fees be increased to B9,000, the weekly meal be reduced to B300 and visitors pay B500. Also, that members be given the option of paying the full B9,000 or in two tranches of B4,500 over the course of a year. In addition, those wishing to pay for all of their dues and meal costs combined for the year be allowed to do so. 2. The Board agreed to pay B50,6988 into the Child Watch account. 3. The Board agreed to a club assembly discussion about membership to brainstorm ideas for increasing membership. Michael put forward some ideas on membership. 4. PE Richard’s induction to be on 12 July at the Kamala Bowling Club. 5. Next board meeting 1 July. 6. Club assembly on 24 May. 7.

Council of Legislation Every three years, Rotarians meet at the Council on Legislation to review and vote on proposed legislation. The Council gives us a voice on how our organization is governed.

Action to be Sent to Clubs. The 2016 Council on Legislation met in Chicago 10-15 April 2016. An official report of action will be compiled, sent to clubs and posted online within two months. Clubs have an opportunity to record opposition to any action during the following two months. If at least 5 percent of the votes entitled to be cast by the clubs oppose an action, the legislation is suspended and the general secretary conducts a ballot-by-mail. A majority vote would cause the proposal to be rejected. All Council actions otherwise go into effect on 1 July. The tone for this year was set early, when the RI Board put forth two proposals that increase flexibility.  The first measure allows clubs to decide to vary their meeting times, whether to meet online or in person, and when to cancel a meeting, as long as they meet at least twice a month.  The second allows clubs flexibility in choosing their membership rules and requirements. Both passed. Meeting Flexibility The RCoPB board should especially discuss the flexibility given to the clubs as soon as the new MOP (Manual of Procedures) 2016 is published and all the changes became effective. The flexibility for weekly meetings might be something of interest to our club which has had a constantly low attendance in recent years. We will send all members a summary of changes which will affect the RCoPB or its members once the MOP is being published. Last Meeting – Tuesday 10th May The meeting opened with a surprise as VP Peter had been working away for the afternoon on a new table layout and organization for the meeting room. The room was set in a U shape with the gong and head table at the buffet end of the room and the open end of the U facing the podium. This change in tables made for a lively and enjoyable evening as members and guests were able to chat with each other. We had a full room of 16 members & 9 guests with guests coming from Thailand, Ireland, and Australia.

There was another change as VP Peter gonged the meeting open at 7:30 and announced that we would have a different format for our meeting tonight to allow more time for the guest speaker. The national anthem was sung and guests and members invited to join the buffet and have dinner. During dinner, VP Peter invited club business updates.

Alastair provided a recap of the District Training Assembly weekend where 7 members enjoyed great fellowship, discussions, and learning opportunities. There was training for the incoming Board positions and full sessions on Rotary Foundation Grant management and on Membership trends and development. It was also announced that the RI council on Legislation had met and agreed to changes which will allow clubs more flexibility in scheduling meetings - details will be published in the new Rotary year.

PP O.B. gave a passionate update on coral reef restoration efforts being undertaken in Patong bay. The Royal Thai Marine Department with the support of Emerald Bay Resort and DMG has placed over 270 artificial reef structures (concrete domes and cubes) in Patong bay. These reef structures provide an ideal base for new coral to grow and develop. The reef structures are placed deep enough to be under 3 meters of water at low tide to help protect the coral from bleaching due to high ocean water temperatures. O.B. reported that sea turtles, fish and coral have already started to populate the new artificial reef. The dinner concluded and PP David was invited to introduce PP Sam who was the evenings main event.

PP Sam gave a great presentation about the need and benefit of having a last will and testament in Thailand and reviewed what happens on settling an estate. This was a lively discussion and questions came in from the attendees and were answered throughout the evening Please see the slides from PP Sam for the summary of the topics discussed. There were many questions raised about 30-year leases and what happens on the death of both the lessee and lessor. It was a very successful District Training Assembly in Nakhon Pathom on 6-8th May When P Walter, PP Sam, PP David, PP Denis, PE Richard, Alastair & Dr. Peter attended the DTA & it was also a great time for some camaraderie, catching up with other Rotarians and four members of RC Royal Hua Hin

My girlfriend thinks that I'm a stalker. Well, she's not exactly my girlfriend yet. I was explaining to my wife last night that when you die you get reincarnated but must come back as a different creature. She said she would like to come back as a cow. I said "You're obviously not listening." The wife has been missing a week now. Police said to prepare for the worst. So I have been to the charity shop to get all her clothes back. When I was in the pub I heard a couple of plonkers saying that they wouldn't feel safe on an aircraft if they knew the pilot was a woman. What a pair of sexists. I mean, it's not as if she'd have to reverse the thing! Bought some 'rocket salad' yesterday but it went off before I could eat it!
