As we write this letter in mid-2022, the United States has recently passed the heartbreaking milestone of a million lives lost to the COVID-19 pandemic. These losses felt by too many families are incomparable, and we also know that no life, organization, sector or community has been untouched by the ongoing ripple effects of the pandemic. While the risks and disruptions are not over, we share the collective desire to move forward, repair, reconnect, re-energize and reimagine how we – as a region – might emerge stronger than before. When the onset of COVID-19 forced Rose Community Foundation to transition to a fully virtual workplace in mid-March 2020, we had just begun renovations on a new office space in a new-to-us building. In June 2021, with our team fully vaccinated, we moved into the Foundation’s new home, both literally and metaphorically embarking on a new chapter. The new office encourages us to take the long view, providing direct visibility to changes in our region and climate alongside intentional infrastructure for connection, creativity, collaboration and learning. While the modern design reflects our future-facing orientation, the beautiful Living Legacy Tapestry featuring the first 100 Rose Community Legacy Circle members honors the Foundation’s history and provides a familiar welcome to visitors. The Foundation’s art collection in our new office – consisting of both previously-held and many newly acquired pieces – features mostly Colorado artists. We built the collection with an intentional focus on diversity: diversity of mediums, themes and artists, including artists who – like many of the communities our grantmaking empowers – are immigrants, Black, Latinx, Asian, Jewish and/or LGBTQ+. The art that provides the inspiring backdrop for the Foundation’s daily work also provides a visual backdrop for this annual report, bringing vibrant colors and textures to these pages. We recognize that the world we live in now is markedly different from just a few years ago. The pandemic shone a bright light on, and exacerbated, a wide range of preexisting disparities in our community and around the world. Today, more people and institutions than ever before understand the chasm of inequities and the need for major systems change. Unprecedented times have called for a new level of response, and we are proud of the ways we have adjusted and

evolved our work at Rose Community Foundation to help advance a more equitable, just and inclusive future for our region. Our nonprofit partners continue to meet challenges every day with ingenuity, compassion and resilience. Wanting to lower the barriers to access and open the door to a broader collection of organizations serving our community, we launched the Foundation’s first large-scale open Request for Proposals in 2021 – accelerating our pivot toward accessible, competitive and transparent grant cycles that allow us to have better visibility to and impact within the issue ecosystems in which we’re funding. As a community foundation, donor-advised fundholders are a key component of our partnership landscape. While our fundholders have always been highly active, increased needs over the past two years provided ongoing opportunities to expand our engagement with donors – from hosting webinars and virtual panels to inviting donors to leverage their philanthropy by aligning their giving with ours and each other. 2021 included many difficult milestones, including the loss of Don Kortz, the Foundation’s beloved founding president and CEO. The year that began with an attack on the U.S. Capitol further underscored the need to support civic engagement, civil discourse and a sustainable local media ecosystem. According to the Anti-Defamation League, 2021 was also a national and statewide highpoint for antisemitic incidents, which demonstrates the critical importance of our continued work to protect the security of local Jewish institutions and speak out with our dollars and our platform against all forms of hate and discrimination. While tragedy was felt on a national and global level, we ended 2021 with two painful events in our own backyard. We were heartbroken for the families and communities touched by the mass shooting in Denver and Lakewood and the catastrophic Marshall Fire that wreaked havoc across Boulder County. Rose Community Foundation was grateful to be able to contribute to emergency response efforts and help our donors find impactful ways to give as well. We write this letter in the immediate aftermath of tragic mass shootings in California, New York and Texas with the terrifying knowledge that other communities may be added to
this list before this report is published. Colorado is sadly no stranger to the public health emergency that is the national epidemic of gun violence, where our country has seen a convergence of issues around hate and extremism, mental health concerns and easy access to high-powered weapons – all areas we are dedicated to confronting within our community as we seek paths to solace, safety and well-being in our own backyard. As we near the midpoint of 2022, our thoughts are with the people fleeing the devastating invasion of Ukraine, which has caused us to reflect on our own family histories with war and oppression. We stand ready to welcome those who may arrive in our community, as we have done with Afghan evacuees and others from around the world. Inflation and accelerating housing costs are impacting all of us, but especially those for whom increases in the cost of bare necessities such as food, housing and transportation are forcing unimaginable choices. And as the nation grapples with increasing restrictions on reproductive freedoms, we recognize the need for philanthropy and ongoing policy support to advance health equity and protect access to safe, legal abortion care in our state. Looking forward, we remain focused on supporting those most in need as they seek to recover from the pandemic while also planning for a stronger future. We are excited to launch several funding opportunities this year to advance equitable and inclusive communities across a range of issue areas. Joining us in this work are amazing new committee members, populating our new Community Grantmaking, Philanthropic Services, and Policy and Advocacy committees – as well as our longstanding Jewish Life committee. As we reflect on 2021 and the first half of 2022, we remain hopeful that the volatility in COVID rates, international affairs, financial markets and domestic divisions will find optimal resolution and that the months ahead provide continued opportunities for us all to safely reunite and reconnect in person. We look forward to welcoming our donors, grantees and community leaders into the Foundation’s new home to share in the views, art and collaborative energy. As the pandemic persisted in 2021, Rose Community Foundation deployed grant dollars to support equitable and effective vaccine administration in Greater Denver. These investments empowered community-informed organizations and coalitions in historically marginalized communities to lead vaccine education, messaging and infrastructure efforts. “Community-based health and wellness agencies are able to reach and serve people who are facing barriers to vaccination, such as not speaking English or lacking health insurance. We were able to conduct culturally competent, targeted outreach,” explains Alok Sarwal, executive director of the Colorado Alliance for Health Equity and Practice, a Foundation grantee. “The support we received from Rose helped us expand registration efforts at community vaccine clinic sites,” says Alisha Brown, senior vice president of The Foundation for Sustainable Urban Communities. “It allowed us to support our community members where they are.”
In fall 2021, Rose Community Foundation awarded over $4 million in support of 117 organizations advancing an equitable recovery from the COVID-19 pandemic. The grants aimed to not only bolster local nonprofits as they help mitigate the pandemic’s varied impacts, but also empower them to begin creating a more equitable, just, inclusive and engaged Greater Denver. One grantee, The Kaleidoscope Project (TKP), developed a Black Business Circle to help Denverbased Black-owned businesses create a community-sustaining ecosystem with access to resources and a network of support. Funding from Rose Community Foundation helped TKP organize wellness and community festivals and offer expanded technical assistance and training for businesses. “Our Black Business Circle members each bring something special to their communities, but they are even more impactful when in coalition with each other,” says Kerrie Joy, co-executive director of The Kaleidoscope Project. “This work helps activate and multiply resources and power in communities of color.”

With students facing unprecedented pandemic-induced challenges and disruption, a new coalition cultivated an innovative approach to reach Colorado children and families most in need of support. The Recovery Summer Coalition, facilitated by Early Milestones Colorado and the Colorado Education Initiative (CEI) and funded in part by Rose Community Foundation, awarded $350,000 in grants to regional equity-centered efforts. Grantee projects addressed a range of emerging needs including mental health services for high school students, school-based enrichment opportunities for elementary-aged students and a mobile summer preschool program. “We have seen exceptional collaboration by a cross-section of schools and districts to reach and serve more families,” explains CEI President and CEO Rebecca Holmes. “Our work with Early Milestones Colorado and other statewide partners made this larger effort possible. It is an opportunity to collectively

redesign Colorado’s education systems and supports to emphasize whole student and family needs.”
In response to the evolving needs and opportunities facing the Greater Denver Jewish community, Rose Community Foundation awarded 40 grants totaling more than $2.1 million to Jewish nonprofits. The grantee programs align with and advance the Foundation’s objectives of encouraging a dynamic and inclusive Jewish ecosystem that embraces a myriad of ways to be Jewish and builds community infrastructure to sustain it. One grantee organization, BaMidbar, is striving to improve the well-being of Jewish youth and young adults by elevating the conversation around mental health and providing wilderness-based journeys of self-discovery, hope and healing. “We encourage students to redefine how they view themselves, reevaluate their capabilities and rediscover their vision for a brighter tomorrow,” says Jory Hanselman Mayschak, executive director of BaMidbar. “It provides a framework for Jewish youth to find their voice and write their own narrative.”

Rose Community Foundation’s Nonprofit Endowment Cohort (NEC) provides training, coaching and a financial match to help organizations launch an endowment fund and build the capacity to grow the fund over time. The curriculum provides organizations with the tools needed to integrate legacy giving and endowment building into their development work. As the COVID-19 pandemic disrupted operations for schools nationwide, organizations such as Boulder Valley School District’s Impact on Education and the Cherry Creek Schools Foundation joined the NEC to ensure improved and lasting educational opportunities and outcomes for students in Colorado. “Through the NEC we’ve learned best practices to utilize our existing endowment, and strategized ideas for a future endowment campaign,” says Allison Billings, executive director of Impact on Education. the NEC program provides will help us confront the local teacher shortage, offer scholarships and create a more equitable school district.”
Rose Community Foundation donor-advised fundholder Laura Abramson-Pritchard is passionate about creating spaces for Jewish people of all backgrounds to connect with religion and spirituality. In 2021, Laura combined this passion with her interest in philanthropy to champion the building of the Mikvah of East Denver (MOED). Mikvahs are natural water pools used to fulfill Jewish immersion rituals, a practice central to traditional Jewish observance. MOED aims to engage Jewish people across the denominational spectrum and revitalize their connection to Judaism. Laura has supported MOED both through her personal giving and by volunteering her time to serve as president of the organization’s board. “There is deep satisfaction in sharing our blessings,” said Laura. “I see this new mikvah as the spiritual beacon that will strengthen and build our community.”

Mi Casa Resource Center educates and trains youth and adults on their paths to success in education, employment and business ownership. The organization provides support for underserved entrepreneurs, connects low-income job seekers to programs that match their professional aspirations and provides career exploration programming for young people. Mi Casa was a recipient of support from the Metro Denver Nonprofit Loan Fund, a unique collaboration co-created and co-funded by Rose Community Foundation, Community First Foundation and The Denver Foundation. The loan fund provides technical assistance and no-interest loans to nonprofits in seven-county Metro Denver, prioritizing organizations led by and/or serving Black, Indigenous, People of Color (BIPOC) communities. In its first year, the loan fund issued $2.4 million in loans to 14 local organizations. With its working capital loan, Mi Casa was able to add two experienced employees to its leadership team and expand their fundraising capacity and service network, ensuring

that community members who have long faced economic barriers can access the support they need to achieve their financial and professional goals.
Partnerships between schools and law enforcement have long aimed to make schools safer and more secure, but many school districts are reconsidering what role police should play in student discipline. Rose Community Foundation hosted a virtual convening that included district leaders, school board members and law enforcement professionals to discuss how their roles might enable them to evolve school- and district-level policy and practice to include alternative student support and safety interventions. Participants were joined by Senator Michael Bennet, Colorado Attorney General Phil Weiser and Aurora Public Schools Superintendent Rico Munn, who collectively detailed federal, state and local policy efforts to improve related systems by strengthening mental health supports for students, increasing student engagement in school safety, and creating a new paradigm in the relationship between schools and police. The connection between mental health and student safety was top of mind for all participants, which shows up as a key state legislative and philanthropic funding priority in 2022.

Rose Community Foundation is proud to partner with Governor Jared Polis to host the Colorado Afghan Evacuee Support Fund, launched in September 2021, to ensure that Colorado successfully welcomes Afghan evacuees and connects them with community resources. The Fund allows for the strategic deployment of grants to organizations in Colorado that provide refugee resettlement services, health and mental health services for newcomers, legal services to help evacuees navigate available pathways for permanency in the U.S., and other forms of needed assistance. “Colorado is proud to welcome Afghans who assisted the U.S. mission in Afghanistan as they face the challenge of rebuilding their lives here,” said Governor Polis. “These courageous new Americans will be an asset to our state, and I encourage my fellow Coloradans to support them in any way they can.” The Fund deployed $1.14 million in grants in early 2022 and is still accepting contributions.
The rising number of antisemitic hate incidents locally and nationally has demonstrated the continued need for enhanced security for Jewish community institutions. Rose Community Foundation helped to establish the Colorado Regional Safety and Security Initiative, a program of JEWISHcolorado in partnership with the Anti-Defamation League and the Secure Community Network, with the collective goal of ensuring the safety and security of the regional Jewish community and its institutions. The initiative has helped faith-based organizations and nonprofits conduct security assessments and access federal grant dollars for security improvements, provided safety trainings and planning, and improved security-related communications with law enforcement. Together, we are helping foster a culture of empowerment, collaboration and vigilance, and helping all Jewish organizations to operate safely and securely.

The pandemic exacerbated existing gaps in economic opportunity and access to affordable housing, and the number of individuals experiencing homelessness in Greater Denver drastically increased in 2021. The Denver Basic Income Project (DBIP), a community-organized initiative that provides basic income to individuals experiencing homelessness, launched with the goal of creating accelerated paths to stability and economic self-sufficiency. By providing direct cash payments, DBIP empowers individuals to make decisions that best suit their needs and aims to provide recipients with agency over their lives. DBIP is working in partnership with the Center for Housing and Homelessness Research at University of Denver’s Graduate School of Social Work to evaluate the impact of their model, with the goal of creating a replicable playbook for additional cities to implement similar programs. “Our society is stronger when everyone has the ability to thrive,” says DBIP Founder Mark Donovan. “Direct cash payments can begin to build a healthier community here in Denver and hopefully create a model for other cities to follow.”

Colorado Media Project (CMP) launched in 2018 – under the leadership of Gates Family Foundation – to better meet the information needs of all Coloradans by acting as a catalyst and advocate for innovations that make Colorado’s local news ecosystem more sustainable and collaborative. Rose Community Foundation is proud to serve as CMP’s fiscal sponsor as it works to advance equity and diversity in local news. In 2021, CMP awarded $85,000 to 10 news organizations focused on addressing information needs around the COVID-19 vaccine among communities of color and nonnative English speakers. CMP also supported working groups of community members and journalists of color who released two reports, Black Voices and Latinx Voices, demanding roadmaps for a more inclusive future for local news. Thanks to investments from The Colorado Trust, The Colorado Health Foundation and other funders, including Rose Community Foundation, CMP also deployed 25 grants totaling nearly $1 million to support Colorado newsrooms and journalists in launching new projects and strengthening existing efforts to serve communities across the state.

When Rose Community Foundation Trustee Julie Selsberg and her son, Cole Protass, gathered with family for Hannukah, they wanted to find a way to make the celebration feel particularly meaningful. “Especially in these times – with the ongoing pandemic and increased numbers of immigrants and refugees – it felt like the right time to discuss how our giving connects with our Jewish values and how we can intentionally support those most in need,” said Julie. Using a toolkit provided by Rose Community Foundation, the family hosted their own giving circle and chose to make gifts benefiting the Colorado Afghan Evacuee Support Fund housed at Rose Community Foundation and the Dumb Friends League. “I want my children to think globally about how they can give back to the community,” said Julie. “This giving activity was not only fun and personally fulfilling, but it connected philanthropy to our own family values.”
Every 10 years, congressional and state legislative district boundaries are redrawn to ensure that “communities of interest” – groups of people in a region that have common cultural, economic or social characteristics – are maintained. However, communities of color have historically had little voice in the redistricting process and have subsequently often been denied adequate political representation. Asian Culture and Education Network (CACEN), Colorado Common Cause, Colorado Latino Leadership Advocacy & Research Organization (CLLARO), and Mi Familia Vota – advocating for inclusion in the redistricting process. The organizations proposed maps to the state’s redistricting commissions, filed legal briefs and mobilized constituents to advocate for districts that reflect their communities. “Latinos must be considered in the governance of our state and we must see ourselves in the legislature every election cycle,” says Mario Carrera, president and CEO of CLLARO. “It was imperative to engage our state’s Asian American and Pacific Islander population in the redistricting process,” adds Annie Guo VanDan, executive director of CACEN. “We deserve elected officials who will be responsive to our diverse communities.”

Roots & Branches Foundation (R&B) is an initiative of Rose Community Foundation that engages Jewish young adults in collaborative philanthropy. Given the pandemic-related need to convene remotely, the 2021 cohort was comprised entirely of alumni from various years of the program who utilized their individual experiences to work together and make an impact. The cohort collectively granted over $28,000 to organizations advancing racial justice in Greater Denver: Asian Pacific Development Center, Black Lives Matter 5280, Collaborative Healing Within Communities, Colorado Circles for Change, Denver Metro Community Impact, Groundwork Denver, Institute for Racial Equity and Excellence, Project VOYCE and Second Chance Center. The grant recipients provide a wide array of services but their efforts center around empowering and strengthening communities of color. “Being reengaged in Roots & Branches enabled me to act on the conversations I’m already having at home,” said Alison Gillis, a 2021 member who had previously participated in the 2010-11 cohort. “I’ve learned about incredible organizations advancing racial justice in our community and how I can support their work in new and exciting ways.”

In 2021, Rose Community Foundation invested $2.2 million in support of 42 organizations leveraging policy and advocacy efforts to advance inclusive, engaged and equitable Greater Denver communities. One of the grantees was Together Colorado, a statewide communityorganizing nonprofit that empowers its diverse members to determine and advance policy and advocacy priorities. “Our members are directly impacted by systemic barriers to equity and justice and are uniquely attuned to effective policy solutions,” shares Mike Kromrey, executive director of Together Colorado. In November, the organization led the successful opposition campaign to a Denver ballot initiative that would have prohibited more than two unrelated adults from living together, thus decreasing affordable housing options for many. The organization is also bringing its grassroots, non-partisan, multi-racial and multi-faith perspective to coalitions advancing justice-oriented housing, environmental, criminal justice and immigration policies, advocating for reforms that uplift and protect the humanity and dignity of all Coloradans.

ROSE YOUTH FOUNDATION (RYF) is an initiative of Rose Community Foundation that engages Jewish high school students in collaborative grantmaking. The 2021 RYF cohort distributed $60,000 to two nonprofits and a school district working to address COVID-exacerbated inequities at the elementary level. Now celebrating its 20th cycle, the program empowers teens to use the tools of strategic philanthropy to make a difference. “Participating in RYF was a transformative experience that launched my career in public service as a civil rights attorney,” says 2004-06 program alumnus Dayna Zolle Hauser. “I gained a greater appreciation for the importance of philanthropy and learned firsthand about the many ways nonprofits support their communities.” Donors can help ensure future generations of Jewish young adults have an opportunity to serve as community leaders by supporting the Rose Youth Foundation endowment at rcfdenver.org/give.
