There is a definite four-season climate, but the area is semi-arid. Total rainfall is about 11 inches, and snowfall is 21 inches on average per year. Summer temperatures in July average 82 degrees with comfortable, cool nights. The winter temperatures average around 24 degrees, with the coldest month being January. With over 200 days of sunshine a year, Bend and the surrounding areas have a very comfortable climate.

Under Oregon law, all water is publicly owned. With some exceptions, cities, farmers, factory owners, and other users must obtain a permit or water right from the Water Resources Department to use water from any source, whether underground or from lakes or streams.
