PUBLIC PROPERTY Public property on TI and YBI will consist of the following • Public parks and open space • Public streets and right of ways • Certain historic buildings that will remain • Authority Housing Lots (development parcels retained by TIDA for development of affordable housing pursuant to the Disposition and Development Agreement) • Development Parcels within Tidelands Trust TIDA will act as trustee on lands subject to the public trust. TIDA may enter into ground lease with TICD for certain historic buildings such as Buildings 1, 2 and 3 on TI and for development parcels C2-H and 2Y, which are within the Tidelands Trust. Figure 7.2 shows the location of Public Property within Major Phase 1. PRIVATE PROPERTY Private property in TI and YBI will consist of fee-simple development parcels established by the Subdivision Maps. Treasure Island - Ownership From 1941 to 1997 Treasure Island was owned by the US Navy becoming the Naval Station Treasure Island, a major hub for training, supply and embarkation station. After the closure of the Naval Station, the US Navy leased many of the buildings to the City of San Francisco and eventually handed over the land through a Land Transfer Agreement to TIDA (Treasure Island Development Authority), an agency staffed by the City of San Francisco. During its ownership, the US Navy gave control to certain portions of the island to the Federal government. The United States Department of Labor occupies 40 acres for its Jobs Corps Campus. Treasure Island - Ownership TIDA (Treasure Island Development Authority) will enter a ground lease with TICD (Treasure Island Community Development) to develop mixed-used programs. Building 1: A range of shops, cafes, yoga studios, banks, museum, etc. (Currently: Museum and offices) Building 2: Promote entrepreneurship through food production and opportunities for education in food manufacturing. Also, it will be equipped with a grocery space and wine tasting. (Currently: Storage Space) Building 3: It will be an appropriate area of recreation offering a performance art space, wellness center, digital media center, and movie theater. Treasure Island - Governance/Programming Treasure Island Zoning Designations: Treasure Island Development Authority is a non-profit public agency establish by the City of San Francisco to the dedication of the economical development of the island’s new development.

New Development: Transportation is oriented towards prioritizing pedestrians and cyclists. An initiative is going to be implemented to reduce the need for car ownership by forcing people to pay a toll fee for driving in out from the island. The Intermodal Transit Hub will connect all buses, ferries, with in-land services such as the shuttle, bicycles and pedestrian routes.

Treasure Island, Access/Infrastructure Current Conditions Treasure Island is accessible by MUNI bus line 25 which loops around the island making around 18 stops and returns to San Francisco. There is no direct bus line from the Bay Area to the island. The primary form of transportation through the island is by car. There is a poor definition of pedestrian and bicycle infrastructure in place through the area.


Treasure Island - Form/Surface The new development of Treasure Island is design main streets connected by retail, social gathering spaces and various amenities to activate the ground floor level.

Treasure Island - Media/Technology Treasure Island Museum located in Building 1 provides information to tourists and locals with a list of Things to Do while on the island. The list consists of a full list of wineries, food, and shopping. The Treasure Island Museum’s website provides full access to the list with additional information such as an address, website, and phone number to place a reservation.
