A recent Executive Order on Continuing the Reduction of the Federal Bureaucracy (dated March 14, 2025) would eliminate the Minority Business Development Agency (MBDA) and as a result shutter the Miami MBDA Business Center and other MBDA Programs that have been providing such a vital service to entrepreneurs in Florida and throughout the U.S. and its Territories.
I am appealing to you to stand up and fight with us to SAVE MBDA. Reach out to your elected U.S. Congress and Senate Representatives with the following appeal:
1. Immediately reverse the proposed elimination of MBDA under the March 14, 2025, executive order.
2. Continue funding and expanding MBDA programs, which now serve an even broader range of socially or economically disadvantaged individuals and entrepreneurs (SEDIs).

• HUBZone Certified Firm (A “HUBZone small business”) refers to a small business certified by the Small Business Administration (SBA) that operates in a “Historically Underutilized Business Zone” (HUBZone), an economically distressed area, and is eligible for special access to federal contracts.

Now in its second year, the MBDA Capital Readiness Program, operated by M. Gill & Associates, Inc. (M. Gill) continues to be a beacon of hope and opportunity for hundreds of socially and economically disadvantaged entrepreneurs and individuals (SEDIs) to realize their dream of getting the training, technical assistance, and ultimately, the funding they need to start and grow businesses in Florida and the U.S. Territories.
As an economic development consulting firm, operating for over 35 years, M. Gill has helped over 21,000 entrepreneurs to start, grow and obtain financing to operate and expand in global markets. As a seasoned SEDI business itself, M. Gill has acquired the services and support of several accomplished service providers to ensure that the M. Gill-MBDA CRP is representative of both incubator (start-ups) and accelerator (intermediary) businesses across the state of Florida, the U.S. Territories, and in other U.S. states that are not currently served by the MBDA Capital Readiness Program.

Florida’s Treasure Coast, comprising the counties of Indian River, St. Lucie, and Martin, is a dynamic region representing rapid growth and expansion. In 2024, M. Gill & Associates introduced its Florida MBDA Programs to the Treasure Coast and expanded the MBDA’s reach into the area with the Florida MBDA Export Center and the MBDA Capital Readiness Program, both operated by M. Gill & Associates, Inc.
In a relatively short period of time, and with collaborative support from the City of Port St. Lucie, and the Indian River State College, the Florida MBDA Programs have had a significant impact on the Treasure Coast region by guiding entrepreneurs in their decision-making processes to expand both domestically and internationally. Some of our impact include:
• Procuring access to Foreign Trade Zone (FTZ) locations for clients who mainly export their products. As such, the client is able to import product inputs, duty free, and re-export at a more competitive level. Having an FTZ status directly affects our clients’ bottom-line by reducing costs and increasing profitability.
• Helping clients with the correct classification of their Harmonized Tariff Codes and navigating the process of international shipping.
• Collaborating with our strategic network of international partners who further facilitate international market expansion for our clients.
• Providing access to domestic and export procurement and capital resources, assisting with various Certification Applications, and guiding our clients to appropriate capital-raising opportunities.
The opportunities on the Treasure Coast include an ever expanding marine and aviation market along with the increase of distribution and logistics centers that take advantage of the unique location where Florida’s Turnpike and the I-95 highway almost intersect. Our Florida MBDA Export Center and other MBDA Programs are well-positioned to provide services to assist our clients to take advantage of these growth opportunities.

Gail Birks, EMBA, LMBB, IATA, is the founding Principal of CMA Enterprise Incorporated and has extensive experience in business, finance, and mediation. She holds a bachelor’s degree in economics and finance from Tennessee State University and an Executive MBA from Florida International University, with postgraduate studies in Industrial Psychology and Personnel Administration. Ms. Birks previously worked as a Middle Market Assistant Vice President for Southeast Bank and SunTrust/Miami. She is also a Certified Mediator and Arbitrator for the Florida State Supreme Court, specializing in conflict resolution across workplace disputes, customer service grievances, and insurance claims.
With over 30 years of experience in board leadership and governance, Ms. Birks has served as an Independent Corporate Director since 1994. She played a key role in the transition of a financial institution from private ownership to a publicly traded entity and back to private investors. Recognized as a thought leader, she was invited by the NYSE to attend a corporate board diversity conference and was named a “Director to Watch in 2014” by Directors and Boards Magazine. Her consulting expertise spans various industries, including financial services, telecommunications, manufacturing, healthcare, and government, where she has driven community redevelopment initiatives and facilitated strategic planning at local, regional, and national levels.
Ms. Birks is a Lean Master Black Belt with multiple professional certifications in quality management, sales, and leadership training. A published author of four books, she has designed and facilitated training programs in DEI, economic development, and high-performance team-building. Her work has been highlighted in the Miami Herald and other publications. She has received numerous honors, including the 2022 Global Chamber’s 100 Successful Women in Business and the 2016 MBDA Luminary MBER Award.

Janette Davis, CPA is President & CEO of Southeast American Financial Group, Inc. which is a residential and commercial real estate lending firm that also provides business advisory services throughout Florida. Prior to starting her firm, Janette held several executive positions with three major banks in Florida. Janette was a Senior Executive Vice President with BankUnited, FSB where she was responsible for the strategic development, direction, and execution of initiatives for the Consumer Banking Division of the bank. Under her leadership, the bank’s offices grew from 20 to 45 branches, increased loans through the branch network and private banking from $20 million to over $1 billion in loans and deposits grew by $3 billion. Myrlande (Lande) Simeon serves as the South Florida Regional Director at BBIF (Black Business Investment Fund), where she plays a pivotal role in fostering growth and support for underserved small businesses through loans and technical assistance. With over 13 years of extensive banking experience, Myrlande has proven herself as a successful Change Agent for Fortune 500 companies. In her prior position as Vice President, Business Banker at Bank of America, Myrlande consistently ranked in the top 1% for performance in 2017 and 2019. Her proficiency in storytelling and her ability to paint a compelling picture have been key in fortifying client business development departments. Myrlande is renowned for establishing industry-leading best practices in the finance sector.
A Miami native of Haitian descent, Myrlande is an active member of the Haitian American Chamber of Commerce of Florida (HACCOF) and the Miami Dade Chamber of Commerce and Broward Black Chamber of Commerce. Sophia Nicholson is a native Jamaican and South Florida resident, who, upon moving to the US in 1995, set her sights on radio and enrolled in the Connecticut School of Broadcasting to formalize her training where she earned a certification in Broadcasting. She is currently the host of ‘Di Kulture Zone’ aired on IrieTimestv.com and a co-host on The Donneth Show aired on WAVS radio.

She is an event coordinator, poetry performer and emcees for cultural events, celebrations and activities, both in the US and abroad. Sophia volunteers with many charitable organizations in South Florida, notably, the This Is Jamaica Poetry Scholarship Foundation and is an active player in the drama ministry at her church, CBC. Sophia made her on screen acting debut in 2013 and co-stared (alongside Jamaican actor, Paul Campbell) in a movie ‘The Heart of Summer’ produced by PAR Pictures of Miami.
Sophia holds a BSc in Business Management from the University of Phoenix and a master’s degree in leadership from NOVA Southeastern University. She is married and has two children. She describes herself as a free-spirited person with a can-do attitude. She sums up her various roles as a freelance emcee, fashion compeer, actor, elocutionist, and TV/Radio personality.

Althea A. Harris has been helping businesses her entire federal career which began in 1993 at the U.S. Department of Commerce with the late Secretary Ronald H. Brown; there, she traveled worldwide in support of small and medium-sized exporters. Then she helped small business owners compete for federal contracts while at the U.S. General Services Administration in the Office of Enterprise Development.
Having held several positions within the SBA office in Miami since 1999, Althea now serves as the Deputy District Director overseeing a staff that implements SBA’s mission throughout the District’s 24-county territory and advocating on behalf of the estimated 2 million+ small business owners. She is responsible for the daily operation of the District office in Miami and the Alternate Work Site in Tampa, Florida. Althea is also the Faith- & Community-Based Initiative Coordinator for the office.
A graduate of Howard University and the University of Miami School of Law, Althea is also active in her community. She currently shares her time and talents as the Board Chairman of Greater Miami Youth for Christ and Chairman of the Board of Trustees at Christ Journey Church in Coral Gables.
A Washington, D.C. native, Althea shares her life and love with her husband and their four wonderful children.

Beverly Kuykendall, Chief Strategy Officer (CSO) for AvMEDICAL is responsible for establishing enterprise-wide corporate and government growth strategies by leveraging tenured experience, relationships, and regulatory knowledge to increase agency penetration through collaborative solution development.
Beverly leads AvMEDICAL’ s expansion into key areas aligned with the firm’s long-term strategic goals. AVMEDICAL is a specialty distribution company focused in the national, regional, and local public procurement of healthcare products and supply chain solutions. Her background in relationship development and government contracting, brings a facilitative approach to understanding and proposing solutions to difficult economic issues. Kuykendall has demonstrated expertise through her work with firms such as Proctor & Gamble, American Hospital Supply, Xerox, and Herman Miller.
Her experience includes representing organizations in federal legislative and regulatory matters. She also served as President and CEO of Federal and Commercial Contracts, Incorporated (FCCI), and President of Government Business for American Medical Depot. Beverly defines and develops key programs and projects to enable achievement of business strategies and goals. Her focus is current trends and government information to anticipate opportunities and threats; evaluate pending legislation, policy, and regulations to determine impact to AvMEDICAL.
Beverly has been a key strategist in securing government contracts in work with the United States Agency for International Development and the Defense Logistics Agency to provide more than 1 million Adult Hygiene Kits and Regular Hygiene Kits in response to the Syrian Refugee Effort.
Ms. Kuykendall is the recipient of numerous awards, including the Legacy Healthcare Leadership Award, the 50 Most Powerful Minority Women in Business, Supplier of the Year by the Southern California Minority Supplier Development Council, Small Business Champion of the Year by the Los Angeles District office of the U.S. Small Business Association, Entrepreneur of the Year by the Black Business Association of Los Angeles, and Advocate of the Year by the National Association of Minority Contractors of Southern California. Most recently, she was recognized by Legacy Magazine as one of South Florida’s 25 Most Influential and Prominent Women in Business and Leadership.
Beverly has a BS in Business Management from Cal Poly University in Pomona, California, and an MBA from Pepperdine University in Malibu, California.

Alex joined the Local 10 News team in May 2018.
South Florida is home! She was raised in Miami and attended the Cushman School and New World School of the Arts for high school. Alex received her Bachelor of Science in television and film production at St. John’s University in New York City.
Alex has had the opportunity to cover a wide variety of stories so far at Local 10. In addition to the day-to-day news in the fast pace South Florida market, she has also traveled to cover big stories outside of the viewing area.
In October 2018, Alex covered Hurricane Michael in the Florida Panhandle. She was there reporting before, during and after the storm. Local 10 was the first South Florida station to send a crew to cover the catastrophic Category 5 storm that ravaged large portions of the Florida Panhandle. In addition to that, Alex also traveled to Pittsburgh to cover the horrific mass shooting at the Tree of Life Synagogue in October 2018. Local 10 was the only South Florida station that traveled to Pittsburgh.
Alex has worked in newsrooms around the country, from New York City to Alabama. Throughout her career, Alex has had the opportunity to interview a wide variety of notable people, including President Barack Obama, President Donald Trump, the Rev. Al Sharpton and Oprah Winfrey, to name a few. She covered the widely publicized Alabama Gov. Robert Bentley scandal that led to his resignation, as well as the heated Alabama Senate race between Roy Moore and Sen. Doug Jones. She also had the honor of covering the 50-year anniversary of “Bloody Sunday” in Selma, Alabama, the event that led to the Voting Rights Act. CONGRATULATIONS!
Ms. Nancy Q. Sam is the Zimbabwe Tourism Ambassador in West Africa. Due to her travel and tourism promotions in coordinating, she has partnered with many African countries including Zimbabwe, Zambia, Sierra Leone, Ethiopia, Kenya, and South Africa, Suriname, Europe, and the United States of America to promote OUTBOUND and INBOUND tourism from Ghana and other countries to Ghana. She has been spearheading the tourism sector in Ghana through the private sector. As President of The Women in Tourism (WIT) in Ghana, she drives many women who operate in the industry to higher heights by empowering them through the educational and supportive activities of WIT. She is involved in organizing the ‘Women in Tourism Summit’, an annual gathering that brings together the leading practitioners from around the globe to Accra, Ghana to discuss the role of women in tourism development.
She was among the winners of the top 100 African women recognized for their immense contribution to tourism growth as a vehicle for developing Ghana and Africa in general in 2017. She attended the Africa Travel Market conference in Nigeria, where she was named one of the Most Influential People in West Africa Tourism Personalities in 2018. Ambassador Nancy Sam is also the Executive Tourism Coordinator for Ethiopian Airlines in Ghana and West Africa. She has won many commendations and awards over the years, including the Heroes Awards and being inducted into the Feminine Hall of Fame, in 2019. She won the African Women of Excellence Awards in Dubai in 2022. WMBI is pleased to recognize Ms. Nancy Sam (Ambassador Sam), for her support of women throughout the African, North American, and European continents. In particular, we are honored to have her support in connecting our U.S. MBDA Clients who are seeking to do business in Ghana, Kenya, and other African countries. CONGRATULATIONS!
