Welcome to Florida’s 40th MEDWeek Conference. I am honored and truly thankful to be able to host this important event that so many have worked so hard to build for the past 40 years.
It is a recurring dream come true as each year we seek to be better than the last in serving and supporting minority businesses throughout the State of Florida, across the U.S. and the Territories. We applaud those government agencies, and alternative resources whose financing and supplier diversity initiatives are not just empty promises, but real opportunities that have supported the growth of minority businesses throughout the U.S. and its Territories, and especially during times of crisis in recent years.
In keeping with the true spirit of MEDWeek, Florida’s 40th has much to celebrate. The MBDA Act was signed into Law by the Biden Administration, making the MBDA a fully codified agency of the U.S. Department of Commerce. For the first time ever, the MBDA has an Under Secretary of Commerce, Mr. Donald Cravins, Jr., who is dedicated to taking the MBDA to higher levels. Considering that minority businesses add a whopping $6 Trillion to the U.S. economy, it stands to reason that the MBDA officially has a seat at the “action” table in Washington, to ensure more opportunities are made available to MBEs.
Continuing the celebration—and in no small measure—the MBDA Programs operated by M. Gill & Associates have delivered excellence, achieving the highest performance ratings for our work in service to MBEs. I congratulate our awesome team and the resource partners that support our work locally. Responding to the current national trends, this year’s MEDWeek will focus on Financial Investments, Infrastructure, and other Federal and International Business Opportunities available to propel small and minority businesses to even greater heights. The global Covid-19 pandemic had a devastating impact on many small businesses, forcing hundreds of thousands of them to shut down. Many business owners are still exhausted and acutely feeling the impact on their mental well-being and their ability to maintain worklife balance because of navigating pandemic-related disruptions and fluctuating mandates across the country for nearly two years.
The Infrastructure Investment and Jobs Act (also known as the Bipartisan Infrastructure Law), was signed into law by Pres ident Biden in November 2021. The Act provides a historic investment of $550 billion in new funds for large infrastructure projects, supply chains, broadband, and drinking water. As small businesses recover from labor constraints and business losses due to Covid-19, and with potential mass spending in physical infrastructure coming in the years ahead, an array of small businesses is poised to benefit from upcoming projects and contracts.
The 40th Annual MEDWeek is designed to help small, minority, women and veteran-owned firms succeed in the local and global markets, by providing cutting-edge information and resources, as well as domestic and international business match maker meetings and networking opportunities. MEDWeek offers a unique opportunity for small, minority, women, and veteran businesses to hone their management and branding skills, and gain greater access to capital, contracts, and global markets.

As Canada’s Consul General to Florida, I welcome you to the 40th annual MEDWeek Business Matchmaker Conference. On this important milestone, I would also like to extend my congratulations to the organizers of this conference for four decades of support to minority businesses. You have established a leading platform that continues to add a dynamic component to the economy, while impacting the lives of those who may not have otherwise had the opportunity to reap the benefits that commerce and trade confer.
It is my honour to be associated with such an important event, which underpins the values and efforts also imbued and promoted by the Government of Canada. Canada recognizes the significant impact of small and medium sized enterprises (SMEs) in driving economies, as well as the substantial value of minority and under represented businesses, in fueling innovation and efficiency, creating robust supply chains and expanding new markets. We have formalized our support to SMEs and under represented groups in the new USMCA, and in supplier diversity programs at all levels of government.
As we emerge from the devastating effects of the pandemic on supply chains, it is now more important than ever to rely on the security and stability of our allies, and to promote the inclusion and develop the capacity of all under represented segments of society in commerce and trade. We are proud to support collaboration between Canada and Florida in a number of supplier diversity conferences and events in Florida as the Government of Canada does throughout the U.S. and we will continue to expand our involvement in this area, because trade works best when everyone benefits.

Gladys Keith holds a Bachelor of Arts Degree in Economics from the University of Miami and a 220 Insurance license to serve all 50 US States and Territories. Gladys has been an advocate for women and small businesses for almost 30 years and is the president and owner of FSB Agency, Inc. (Friend of Small Businesses). FSB Agency specializes in providing contract surety bonding for construction and service firms, as well as educating them on the how to qualify for various types of bonds.
Gladys began helping minority and small businesses gain access to opportunities in the early 1990’s with Florida Power & Light Company through their Minority Business Expansion Program that saw an 18% increase in contracting opportunities. This opened the door for Gladys to work with several major entities, including FDOT, SBA, Miami-Dade County, and MBDA to focus on working capital and bonding for small, minority and women businesses. As a financial strategic partner with M. Gill & Associates and its MBDA Programs, Gladys has helped to bond hundreds of MBEs and was honored by the U.S. Dept. of Commerce, MBDA in Washington, DC with the National MEDWeek Award for Capital Access in 2020.

Elena Méndez joined the Export-Import Bank’s regional office in Miami in July 2012, and is primarily responsible for assisting US exporters in Florida, Alabama, Mississippi, Puerto Rico and the U.S. Virgin Islands. Prior to joining EXIM Bank, Ms. Méndez had dedicated most of her extensive banking career in international trade, new business development and institutional and corporate banking.
Elena worked for various global financial institutions, including Citibank and Dresdner Bank Lateinamerika AG. Excellence in PROVIDING ACCESS TO CAPITAL
Since 1974, the South Florida Regional Planning Council (SFRPC/Council) has served as the regional planning agency for Monroe, Miami-Dade, and Broward counties. It is governed by a public/ private board of county and municipal elected and appointed officials from three counties. The Council supports the region’s elected leaders and public, private, and nonprofit stakeholders through regional, collaborative planning and the development and implementation of programs and strategies including economic development and revolving loan fund programs.
The SFRPC Revolving Loan Fund (RLF) Program was established to assist businesses following the devastation of Hurricane Andrew, which on August 24, 1992, ravaged South Florida, particularly southern Miami-Dade County. Today, the SFRPC continues to serve small- and medium-size businesses who seek financial capital to grow their businesses but are unable to obtain conventional financing. In 2020, the U.S. Department of Commerce Economic Development Administration (EDA) partnered with the Council to capitalize a new $5.38 million CARES Act Revolving Loan Fund for businesses adversely impacted by COVID-19. These funds are )being utilized to help alleviate sudden and severe economic dislocation caused by the coronavirus in Monroe, Miami-Dade, Broward, and Palm Beach counties. To date, this program has provided 31 businesses with the tools and financial resources ($6.37MM) they need to continue their recovery from the pandemic and keep Floridians working.

This Award is being presented to Miami-Dade Aviation Department for its Supplier/Diversity Initiatives in making contracting opportunities available to small and minority businesses. Accepting for MDAD is Ms. Sylvia Novela.
Sylvia Novela, a graduate of the University of Florida, is a 13-year veteran with Miami-Dade County, and the Strategic Procurement Director of Contracts Administration Division for the department. Mrs. Novela is responsible for developing and conducting the procurement process for MDAD’s Requests for Qualifications (RFQ), Requests for Proposals (RFP) and Invitations to Bid (ITB) for various consulting and construction services, the Retail Master Plan Concession Program, and other passenger and airport-related services. Her duties also include coordinating with the County’s Office of Capital Improvements, from inception through completion, to acquire MDAD’s architects and engineers, and preparing and administering MDAD’s contracts and professional service agreements, including preparation of change orders and amendments.

Ms. Lawhorn leads Jackson Health System’s Small Business Enterprise Program, manag ing the diverse supplier program for the third-largest hospital system in the nation. In her role, she supports the economic development of local Miami-Dade County and national diverse communities by increasing, enhancing and facilitating sourcing opportunities. Through advocacy, community outreach and engagement, and building strong relationships, Ms. Lawhorn provides opportunities that foster the growth and sustainability of small and historically underutilized businesses. David Dech is the newly selected executive director of the South Florida Regional Transportation Authority. An executive with 27 years of experience in the rail industry in both freight and commuter rail service, Mr. Dech has been chosen to oversee the SFRTA at a pivotal time, as it prepares to expand Tri-Rail service into Downtown Miami. He brings experience in designing, constructing and opening rail yards.
Mr. Dech began his railroad career as a switchman for CSX and is a fourth-generation railroader. His career progressed through the ranks of Conductor and Engineer, to several senior management positions, ultimately landing him at Vice President of Rail Operations for Capital Metro in March 2018. He discovered throughout his railroading tenure that he is a self-motivated, self-starter with a willingness to listen to the people who perform the work as the key to the success of any project. He operates with the guiding principle that all people in an organization are entitled to be treated with dignity and respect, which has allowed him to enjoy great success in his leadership experience.

As a result of the COVID-19 Pandemic, and its deleterious effect on small, minority and women-owned businesses in Florida, the Minority Business Development Agency (MBDA) contracted with M. Gill & Associates to provide business recovery and resiliency services to small businesses throughout the state of Florida. We were awarded a one-year COVID-19 Contract from July 1, 2020-June 30, 2021.
As the Pandemic persisted, M. Gill & Associates was awarded a CARES ACT grant for the period July 1, 2021 – June 30, 2022, to continue the Response and Relief efforts to continue assisting small and minority businesses. In order to fully saturate the State of Florida with technical assistance services to help businesses of all sizes, and in the rural and underserved communities, M. Gill contracted with three women-owned and operated businesses, to assist in conducting the technical assistance aspects of our Response and Relief efforts throughout the state.
We are taking time out during MEDWeek to recognize three of the businesses that were engaged in supporting our work, by providing stellar business development, coaching, financial literacy, contract sourcing, bid preparation and an array of other hands-on technical assistance services that helped hundreds of businesses to take advantage of SBA’s EIDL and PPP financing, and various other local and national programs that contributed to their recovery and growth throughout Florida.

Andrew P. Yap is the CEO & President and the lead strategic planner of LEASA Industries Co. Inc., a family-owned and operated business in South Florida established in 1977. LEASA grows more than three million pounds of bean and alfalfa sprouts per year, hydroponically, in its 66,000 sq. ft. facility in Liberty City, Miami, Florida. Its more than 80 employees are hired from the surrounding neighborhood, many starting from entry level roles, then trained and promoted to supervisory and management positions. The company’s products are available through major supermarket chains throughout the Southeastern United States, including Alaska, and the Caribbean. In his role as CEO & President, Mr. Yap is responsible for designing and implementing global business strategies that have led to the company’s penetration into new markets and continuous growth at the global level.
Mr. Yap is also an Assistant Teaching Professor at Florida International University’s Department of Marketing and Logistics. He teaches courses in logistics strategy, strategic management, marketing strategy, sales management, personal selling, and crisis management. A favorite of students, Mr. Yap has won several teaching awards, including Faculty “Excellence in Teaching” award, “Best Instructor” in the College’s Weekend BBA program for three years and “Best Marketing Professor—according to an independent survey conducted among students in the College’s American Marketing Association’s Chapter. In addition, Mr. Yap has successfully published test banks, instructor’s manuals, student study guides for more than eighteen marketing, management, and international business textbooks. Mr. Yap received both his BBA (‘91) and MBA (‘97) from the College of Business Administration at Florida International University.

During the past several months in 2022, the Guatemalan Chamber, in partnership with the Florida MBDA Export Center, has held joint international trade training programs for the Guatemalan Circle of Women’s Program, with several hours of content delivery and bilingual training provided by the Florida MBDA Export Center.
Connecting with the Guatemalan Chamber of Commerce by way of a formal MOU, signed in July 2021, has produced positive results. In addition to our mutual trade training initiative, this year’s MEDWeek will welcome a delegation of 18 Guatemalan business-owners who will be seeking to connect and do business with U.S. firms. It includes four government departments, and coordinates with Department of National Defense staff in the territory.
Susan was Canada`s Senior Arctic Official (2013-16), and Director General in the trade policy area, covering policy, negotiations and regulatory issues (2009-13). She was at the Embassy of Canada in Washington DC (2004-09), where she became the Minister (Economic Affairs). In 2001-04, she was Canada`s Ambassador in Montevideo, Uruguay. She previously held trade positions in Yaoundé, Paris and Buenos Aires. Prior to joining the Government of Canada, Susan taught at both Cambrian College in Sudbury, and George Brown College in Toronto. She holds an MBA from the Ivey School of Business, at Western University, and an Honors BA in Math and English, from Queen’s University.

She worked for KPMG’s Trade and Customs practice, where she helped develop large scale compliance programs for consumer products for Fortune 500 companies (under the Consumer Product Safety Improvement Act). Ms. Diaz practiced law at Becker & Poliakoff’s Customs and International trade department for ten years and still serves as an Of Counsel lawyer. While there she chaired the Customs and International Trade department at Becker & Poliakoff for three years. Ms. Diaz previously taught International Business Law as an adjunct Professor at Broward College.

Cynthia has over 16 years of experience in the insurance industry. Her career started as a frontline adjuster handling auto and property claims, which led her to field adjusting, and then managing a team of adjusters across seven southeastern states. She is an inquisitive investigator, well trained in the field, communicates comfortably at all levels, and is highly analytical. She has strong communication skills that are critical in this arena and is eager to approach new challenges. As corporate representative in numerous insurance mediations, Cynthia successfully negotiated settlements and mediations among first and third parties, at a rate of 85%, in lieu of further litigation and dispute. Cynthia also served as a corporate representative in depositions and trials. To acquaintances, Amal McDonald is a Jamaican, constantly promotes Only The Best Printing, and is a die-hard fan of football and the Liverpool Football club. But to friends and family, Amal McDonald is described as an Authentic, Dedicated, Loyal, Honest, Generous, Reliable, Humble, and God-fearing man. He is proud to be Jamaican, and even prouder to be a Wolmerian (Alum of Wolmers Boys High School, Jamaica). In fact, he attributes much of who he has become to the unique learning experiences, both in and out of the classroom, he attained during his attendance at Wolmer’s Boys High School.
Amal eventually migrated to Florida in 1998 to attend The Art Institute of Ft. Lauderdale, where he graduated with a Bachelor of Arts Degree in Graphic Design. His talent was undeniable, as he was awarded “Best Portfolio” in his graduating class. These learning experiences coupled with the constant love and support of his mother, lit an entrepreneurial spirit that would later lead him to form his own company Prophetic Imaging Inc. in 2007. Amal continued to work with a variety of companies and organizations in the marketing industry, but especially in the field of print media. With the understanding that greater knowledge can bring greater success, Amal went on to pursue, and attain, a Master’s degree in Business Administration from Kaplan University.

Virginia (Ginny) Mirabal SBE Program Manager/MIA Mcc’s Program
MAGNUM CONSTRUCTION MANAGEMENT (MCM)
Ginny Mirabal joined the MIA’s Miscellaneous Construction Program (MCC) in September 1991 under the management of local prime contractors, currently under Magnum Construction Management (MCM). The MIA’s MCC Program has been very instrumental in providing local small businesses with construction work opportunities since 1986, totaling over $300 Million, throughout all the County’s airports.
For the past 31 years, Ginny has been extremely active in organizing and attending community outreach events throughout Miami-Dade County to promote this Program and to optimize the participation by the Miami Dade County’s local certified small business firms. As the SBE Program Manager, she is responsible for all bid advertisements/bid solicitations and for recommending both local SBE/C trade set-aside contract measures, as well as DBE goal participation on all projects. She organizes and provides educational trainings for all SBE/C’s, such as continuing education classes for State/Local licenses renewals—one of her most important duties.
With a background in Accounting, Ginny also manages all budgets/payments/bookkeeping for the Program. Ginny states that serving as a board member to the Miami Dade County CSBE Advisory Board, appointed by the Board of County Commissioners for two years, has been a great honor for her, and she is very happy to have been one of the founding board members of the CSBE Association Inc., a local non-profit association dedicated to the advocacy of the small businesses under the leadership of her mentor, Mrs. Ismailia Rashid. A great supporter of M. Gill & Associates and our MBDA Programs for many years, we are very pleased to present the MEDWeek2022 Legacy Award to Virginia (Ginny) as the Small Business Construction Advocate. CONGRATULATIONS!
Paola Isaac Baraya Economic Development Specialist-Int’l Trade BROWARD COUNTY - OESBD
Ms. Baraya develops and implements international trade policies and strategies to further Broward County’s position as a global center within the South Florida region and throughout the U.S. She helps Broward County companies to reach global markets through the Export Readiness 11 Steps to Exporting – A Roadmap to your Exporting Success; Doing Business with - and Florida Export Opportunities in International Markets seminar and workshop series. She organizes outbound and inbound missions, and helps to strengthen worldwide partnerships for the County, while acting as protocol officer for international affairs. She is widely recognized for her coordination of the annual FITCE expo.
In 2013, Ms. Baraya received the “International Businesswoman of the Year” award in the Service Category, from the Organization of Women in International Trade (OWIT). In 2015, she received the Distinguished Woman of the Year Award from the Lauderhill Chamber of Commerce. Ms. Baraya also serves as a board member for the Organization of Women in International Trade and the Quebec-Floride Chamber of Commerce. Born in Montreal, Canada, Ms. Baraya holds a Bachelor’s Degree in Commerce from McGill University, and an MS Degree in Business Administration from the University of Montreal. Ms. Baraya is fluent in French, Italian, Spanish and has knowledge of German and Portuguese.

Dorothy Brown-Alfaro has been a member of CSBE Association Inc. since March 2019. Dorothy consistently advocates for changes in the construction industry for all small businesses. She has been front and center advocating to save Miami Dade Aviation Department’s MCC-7 Program . Dorothy was successful in ensuring that benefits for small businesses were included in Miami Dade Aviation Department’s MCC-8-10 AND MCC-9-18. She also advocated for changes in the Miami Dade County MCC-7040 and MCC-7360 Programs.
Dorothy serves as the Chairperson of Miami Dade Aviation Department’s CSBE Prompt Payment Taskforce Team. She has been an exemplary advocate for “prompt payment in 14 calendar days” throughout the State of Florida. Dorothy advocated for changes in Miami Dade County’s penalties that are applied to small businesses to be reduced from 20%, 40%, 60% back to 10%,20%, and 30%. Also, that “small businesses shall not be assessed any penalties on the first violation.” She advocated that small businesses shall have input in Responsible Wages and Benefits in Miami Dade County and all counties in the State of Florida. Dorothy believes strongly that business lives matter, and that Industry Input creates positive changes in the construction industry.
An avid entrepreneur as well, Dorothy is the President of Jador International Corporation (JADOR), an electrical and telecommunications contractor in the State of Florida, providing electrical services since 1994. Dorothy holds a BS degree in Electrical Engineering, an MS degree in Industrial Engineering, and an MBA degree. Dorothy has been in the electrical sector for 46 years. As the SE Region Project Director, Ms. Clark is tasked with administering programs designed to enhance the competitive landscape of DOT Small Businessowners, including DBEs, SBEs, WOSBs, 8(a), HUBZone, SDVOSB and VOSBs, in order to increase their ability to perform on transportation infrastructure contracts/subcontracts.
For more than 20 years, Adriana has utilized her strong business acumen to create value and strengthen capacity of small and minority entrepreneurs to launch, grow and succeed in business. Adriana is well versed in public-sector regulatory requirements applicable to programs (federal, state, local) and designations of special groups (small and disadvantaged) and uses this knowledge to advance others. She possesses a strong pedigree of training, development and business background acquired in academia, NPO, private industry and government arenas. She regularly presents and facilitate notable workshops, trainings and development forums to provide information and enhance entrepreneurial skills, especially with regard to federal procurement. Ms. Clark received her master’s degree in International Business Administration from the Huizenga School of Business at Nova Southeastern University and is currently authoring her Doctoral dissertation titled: An Equity Analysis of the U.S. Government Sectors’ Transportation Planning Profession.
Ms. Clark has been a staunch advocate, strategic partner, resource provider and program presenter on our MBDA Programs for almost 20 years. She has served on our committees to bring value to our MEDWeek, Women Mean Business Intl Conference, and our MBDA Business and Infrastructure Centers.
