March is here and with it comes the renewed opportunity for my Dodgers to return to the World Series. Yes, spring training is back!!! A big part of spring ball is understanding the strengths, weaknesses, opportunities and threats facing you. Hard questions must be asked, for example: “Can Scott Ochoa still NOT hit a curveball or get around on an 85 mph fastball? Does he need to stop at second base in order to catch his breath before heading to third? Does his throw from centerfield still have all the velocity of a shotput hurled by a ten year-old?” Alas, Father Time has stolen my athletic prowess and replaced it with a receding hairline, a doughy midsection, and an inability to stay awake past 11 PM...but I digress… Springtime is also a good opportunity for the championship-caliber team that is the City of Glendale to take stock of its assets and liabilities. Glendale is on deck to address challenges in a fiscally responsible manner, protecting and improving the high quality city services our residents and businesses have come to rely on. Recently, we completed the 2016 Citizen Satisfaction Survey to better understand the community’s views on core services provided by the City. The statistically valid random sample survey indicated, among other things, that residents are quite satisfied with local services. The survey research conducted focused on current city service levels and the community’s general impression of the City. In brief, the survey demonstrated that Glendale residents are very satisfied with their quality of life and the city. An overwhelming majority of survey respondents also have a positive view of living in the city. The survey demonstrated that 93% of community members are either “satisfied” or “very satisfied” with city services. The top four rated city departments include: Fire at 93%, Police at 90%, Community Services and Parks at 87%, and Library, Arts and Culture at 85%. Satisfaction of city departments has increased and intensified since the last survey conducted in 2013.

It was also revealed by the survey that the majority of residents deem the top three reasons for living in Glendale are location, safety, and quality of life. The most important priorities for Glendale residents were to maintain a safe city and to improve streets and infrastructure. To conclude, a majority continues to think that the City of Glendale has a “great” or “some” need for additional revenue to maintain quality services for residents. Glendale is a community that has high expectations for the quality of life and services enjoyed by residents, businesses and visitors. These expectations can best be met if they are memorialized and periodically evaluated. By regularly conducting a satisfaction survey, we are able to receive feedback from “Glendale Nation” and ensure that we are delivering the smart play, the heart and the hustle that make a championship team. With an eye toward continuous improvement and an insatiable appetite to be recognized as the best municipality in the State, please know that our goal is to reinforce what we do well and shore up areas where we need improvement. Glendale’s management philosophy is predicated on exceptional customer service, value-based management and precision execution. By taking things one pitch at a time, one at-bat at a time, one inning at a time, and one game at a time, Glendale will remain focused, disciplined and positive, and we will continue to cultivate a roster of 5-tool players who will deliver the highest level of service. Glendale Opens Historic Former Sanitarium to Developers The city-owned former Rockhaven Sanitarium in Montrose is open for development proposals, the city of Glendale decided at a recent council meeting, with a mental health facility and an open-air mall as the two likeliest possibilities for the historic site.

wned by the city since 2008, the 3.3 acre property has gone from its heyday as a sanctuary for women with mental health issues to a vacant property that has been conceived for use as housing, a library, park, mall, and a host of other potential projects. The Glendale City Council approved the issuance for a Request for Proposal at their Feb. 23 council meeting, opening the door for developers to submit project proposals. Glendale paid $8.25 million for Rockhaven and has since said that a lack of funds has kept the city from being able to fully restore the property. According to the city, proposals will be measured by a number of criteria, including how much open space their development would allow, how many of the property’s structures would be preserved and incorporated into the development, the developer’s experience with historic preservation, compatibility with the neighborhood of Montrose, potential use for local community groups, and the city’s estimated return on investment. Two proposals that gained headway earlier this year include a psychiatrist group’s idea for reviving the property again as a mental health facility and a commercial property proposed by Orange County-based developers Brooks Street and Lab Holdings, LLC. Local residents have expressed stern opposition to the idea of developing the property, saying that the city made promises to turn the site

into a public park when they acquired Rockhaven in 2008. Residents fear that development threatens preservation of the property’s deteriorating buildings, most of which date as far back as the 1920s. “The community has made it very clear that they want the Rockhaven property to be a public park and that they will work to make that happen,” said Joanna Linkchorst, president of the Friends of Rockhaven, a La Crescenta-Montrose based nonprofit that has pushed for the rehabilitation of the property’s structures. The Friends of Rockhaven are seeking additional protections for the site by having it designated as a historical property. The State Historic Resources Commission lists Rockhaven as one of their pending nominations for the National Register of Historic Places and will review the nonprofit’s application this April. The Friends of Rockhaven hope that the site’s nearly century old structures and legacy as a woman-owned and operated facility will garner it recognition for the National Register. included Marilyn Monroe’s mother, Gladys Baker and Billie Burke, who portrayed Glinda the Good Witch in the acclaimed 1939 version of “The Wizard of Oz.” “I am deeply disappointed that the city of Glendale is moving down the road to break the promises that were made when this property was initially purchased with an expectation of zero dollars ROI to be made into a historical park for the use and enjoyment of the citizens of our park-poor city,” said La Crescenta resident Bill Weisman, who also criticized the city’s claim that the city lacked adequate funds to rehab Rockhaven. City council members say that no such promises of a public park were ever officially made. Mayor Ara Najarian said some council members spoke unofficially to that end in 2008, but that there was no statement of record to suggest the city intended turning the property into a park. City staff also did not agree with residents that non-public park proposals would endanger the preservation of the structures. Council member Laura Friedman supported the concept of adaptive reuse, restoring the buildings while also utilizing the site for other uses, as opposed to opening the site to the public at-large as a park. “I’ll tell you what I think would be problematic is making this all into a big park and just opening the gates to the public and having them kind of wandering around this site without a lot of supervision. Because this is an area that I don’t think would be particularly safe for the site or for the public, which is why we don’t have those gates just open today,” she said. “Nothing in this RFP says anything about tearing down those buildings,” said City Manager Scott Ochoa, who said that the public would have a say in what happens to Rockhaven moving forward. Ochoa also said that Glendale was not turning Rockhaven over to developers solely to recoup their initial investment on the property. “This is not about the city getting any money back whatsoever because if it was, we would have done that a long time ago.” The council voted 4-1 in approval of issuing the RFP.
