Pipeline Projects
Helm Pipeline Energy Operations Management
Helm, CA
To build this 8 miles of 6-inch steel natural gas pipeline construction, crews routed the pipeline under two existing water conveyance systems, two Caltrans highway crossings and one wetland water pipeline crossing - all using trenchless technology. Most of the work was constructed beside a existing roadways - CA Highway 267, local dirt roads, and paved county roads. Access and easement were severely limited in most of the right-of-way. This project included the construction of a gas separation plant for which Q&D self-performed all concrete, piping, and equipment installation.


Paiute Pipeline Expansion (segments 1 & 4)
Minden & Fernley, NV
These new interstate facilities increase capacity along the pipeline’s existing laterals. Q&D was the contractor for two of the four segments. Segment 1 is located on private property on steep slopes of the Carson River Valley where Q&D crews installed just under a half mile of 12-inch diameter steel pipe under strict regional regulations for Lake Tahoe. Segment 4, just over four miles of 20-inch diameter steel loop pipeline near Fernley, NV, crossed a combination of private and BLM land which required extensive coordination with federal officials and private land owners.

Prospector Pipeline
Elko County, NV

Q&D facilitated the installation of nearly 25 miles of 12-inch coated, steel natural gas transmission pipeline from a main line valve on the Ruby Pipeline to the Barrick Goldstrike Mine processing facilities. The work was done in a right-of-way that varied in width from 75 feet to 80 feet. The new pipeline serves Barrick’s Goldstrike Mine to replace their use of propane with natural gas. The team overcame the engineering challenges, remote rugged terrain, fragile natural environment and lack of human resources in the region to finish the project in just two months.
North Tahoe Lateral NV Energy
Incline Village, NV
Q&D Construction successfully completed a significant infrastructure upgrade, installing 4.9 miles of 8-inch highpressure and 6-inch distribution gas lines in a single trench along HWY 28, connecting Tahoe City and Kings Beach, CA. The project included 156 service connections for homes and businesses, replacing the original Southwest Gas system from the 1960s. Due to local construction season restrictions, the project extended over three seasons. To meet these challenging requirements, Q&D employed multiple crews working 24-hour shifts, five days a week, ensuring the upgrade was completed efficiently while adhering to regulatory guidelines.

Or install a temporary diversion in a river that supplies 85% of the drinking water to over 800,000 people. Or revise an erosion control channel at the largest alpine lake in the United States. The results of our skill meeting our clients’ and authorities’ environmental specifications is that when we are finished, it looks as though we were never there.
Truckee River Restoration
Reversing well-intentioned changes to a precious environment and natural resource
The Truckee River serves many communities along its 121-mile route from Lake Tahoe on the NevadaCalifornia border to Nevada’s Pyramid Lake. From recreation to farming to drinking water, it is a thriving part of the ecosystem and economy.
Over the years, the Truckee has been modified with dams and diversion structures which, along with efforts to reduce flooding in the nearby Truckee Meadows basin, have negatively impacted the riparian environment.
As part of a joint effort across municipalities and local, state and federal agencies, the restoration of the Truckee River to its natural course in several key areas is just one of numerous projects that together comprise a comprehensive flood mitigation strategy for nearby towns and cities at risk.
For the stretch of river pictured here, Q&D’s grading and trucking crews moved approximately 250,000 cubic yards of earth to realign the Truckee River with its natural path.
Working in the waterway using heavy equipment skilled equipment operators carefully placed 80,000 tons of rock for slope stabilization and built a bench for a major gas line relocation - all with minimal disturbance to river water quality and habitat.
This is one of several restoration projects Q&D has undertaken for this client and one of many projects Q&D has completed in connection with the region’s overall flood mitigation plan like the North Truckee Drain and The Virginia Street Bridge.

Renewable Energy & Mining
Q&D operates multiple aggregate mining facilities, both fixed and mobile, to support its project needs. For both mining and power facilities, Q&D provides infrastructure of facilities construction including water treatment facilities, utility pipelines, plants, tanks and piping, and lined ponds. Other capabilities include maintenance and repair of utilities and facilities.

Q&D works with multiple renewable power plant operations. Notable improvements, piping, and new structure construction at NV Energy’s power plants located in Valmy and Tracy are just some of the recent projects.
The Tracy Power Plant shown here received a new metal building replacing an existing facility and housing a 12,000-gallon caustic storage tank.
To keep the facility running within regulations and safety protocols, Q&D built a temporary facility which was brought online during construction and removed on completion of the new facility.
Other power plant projects included:
• Replacement of a coal pond liner - over 25 acres of HDPE liner and complete replacement of the 500-lineal-foot ditch/diversion system for the pond;
• Replacement of 1,000 lineal feet of 12inch fire water line and all hydrants around the perimeter of the plant - without interrupting life safety or plant operations;
• New maintenance building;
• New well house and piping; and,
• Decommissioning of a diesel tank and related piping.

What Rob Does
As General Manager of the Energy Group, Rob will work closely with company leaders and project leaders to not only define the scope of work and help problem solve, but also to ensure Q&D’s integration into the company’s safety and organizational culture. Rob is a hands-on, active leader bringing a wealth of construction experience and knowlege to every Q&D project. He communicates project objectives with key stakeholders while guiding the project team through all major design and constructability aspects to ensure schedule and budget marks remain in sight.

General Manager - Energy Group
Barrick Goldstrike Lateral, Barrick Goldstrike, Carlin, NV.
Rob led this $3,000,000 dollar project covering over three miles of 6” steel pipe—and one mile of 12” steel—from the eastern Nevada operation of Barrick Goldstrike. Crews navigated through unexpected groundwater issues to finish the project ahead of schedule without interrupting Barrick operations.

As project superintendent, Rob directed this $2,500,000 natural gas pipeline rehabilitation using 6” steel across eight miles. The project bored beneath two existing water systems, completed two highway crossings and one wetland crossing by project end.
Carlin Tunnel Rehab, Nevada Dept. of Transportation, Carlin, NV.
Rob was the general superintendent on this $32,000,000 awardwinning reconstruction of roadway pavement on each side of the tunnel bores and tunnel rehabilitation. He implemented innovative value engineering solutions to save the project costs.
Parklane 12-inch Up-size, NV Energy, Reno, NV.
Brian estimated and managed an increase in overall line capacity with 1.4 miles of new 12-inch gas main within city streets--including more than 20 vertical offsets to avoid existing utilities. Q&D also completed roadway restoration with 3,300 tons of asphalt paving.
Battle Mountain Lateral, Southwest Gas Corp., Battle Mountain, NV.
Rob was the superintendent of this 6” pipe replacement through the rural community of Battle Mountain, NV. The new lateral spanned nearly seven miles of natural gas pipe.
Kings Beach Commercial Core Improvements, Nevada DOT, Kings Beach, CA.
Rob was the general superintendent on this $22,150,000 project to add sidewalks and enhance street activation in the main business district of Kings Beach.
North Elko Pipeline, Prospector Pipeline, Elko County NV.
Rob was the superintendent throughout this $13,600,000 project. Battling harsh winter conditions, a remote site, and environmental restrictions crews built 25 miles of 12-inch coated, steel natural gas transmission pipeline from Willow Creek Reservoir to the mill at Barrick Goldstrike. Rob and the project team were commended for their impeccable safety regulations, boasting zero incidents upon completion.

No stranger to challenging schedules, Lance worked together with the developer at Legend’s at Sparks Marina to value engineer the sitework and infrastructure on the $100 million shopping destination to ensure completion of pads and roads in time for key tenants on the CM at Risk project. Most recently as Senior Vice President of Q&D’s Heavy/ Civil group, he guided all the infrastructure work at Northstar for the Ritz-Carlton Highlands Lodge, a CM at Risk project that included $75 million in road construction and foundation work built at elevation, on tight timelines and under strict environmental regulation.

Lance's Background
Lance Semenko is the CEO of Q&D Construction. Lance began his construction career a laborer at Helms Construction in 1983, working his way up to estimator/project manager of heavy/civil projects. At Q&D, he started as a project manager, working his way to leading the Heavy/Civil Group as Senior Vice President. Lance’s management style is collaborative. His ability to train and inspire his team has made him successful in managing complex, diverse projects and make him and excellent leader.
