Highlights of the Year Stage One of the race set off from the Prom heading through St Just, St Ives, Hayle, Camborne, Pool, Redruth, Falmouth, Penryn, Truro, Newquay and St Austell before the finish in Bodmin after 180.8 kilometres (112.3 miles) of racing!

2021 Tour of Britain Last September Penzance hosted the ‘Grand Depart’ for the UK’s most prestigious road cycling event – The Tour of Britain! The newly refurbished Prom provided a fantastic backdrop to the start of the race and the full day of events that followed.

The Tour of Britain was a brilliant opportunity to show the rest of the UK what Penzance is doing to provide improved facilities for cyclists and the partnership working that has been going on behind the scenes.

A commemorative marker for the Tour of Britain was installed on the Prom to mark the start location for the Tour of Britain which is now a permanent feature.

The event created a long-term legacy by placing the spotlight on cycling and tied in with the €2.8m investment to improve the Mount’s Bay coast path.

Introduction of New Dual-Purpose Bins Last April, we installed new dual-purpose bins throughout Penlee Park as part of our Climate Emergency Action Plan. The new bins (for general litter and dog waste, and mixed recycling) have proved

so popular extra collections are now being made every week!

Golowan Festival Parade

Heamoor Field Penzance Council owns and manages an open field in Heamoor (located next to the former primary school on Madron Road).

New dual waste bins in Penlee Park – April 2021

We carried out two consultations and the Ward Councillors held an open day at the field to find out what residents wanted for the space.

Dual-purpose bins have also been placed in key locations across Penzance as part of a scheme being run in partnership with Cornwall Council and waste contractor BIFFA to encourage more people to recycle. The waste scheme is the latest in a series of Accelerator funded projects aimed at promoting sustainability and green travel.

Commissioning of Golowan Festival CIC

We are very pleased to announce that we have commissioned Golowan Festival CIC to deliver the Golowan Festival for the year 2022 through to 2024.

Golowan has become internationally known as the most colourful community festival in Cornwall which brings people together to celebrate midsummer and the Feast of St John – the patron saint of Penzance.

It was with great sadness that the festival had to be scaled down during the last two years due to the ongoing Covid-19 pandemic. However, we are looking forward to bringing it back with a bang in 2022.

Electrification of Penzance Council’s Fleet of Vehicles

Penzance was one of the first Town Councils in Cornwall to introduce a Community Toilet Scheme back in 2017. Everyone deserves to have access to facilities which are safe and clean - it's that simple!

Penzance Council will be switching to electric vehicles for its operational team this year. Meetings with the manufacturer have taken place alongside establishing a supplier in the South West who will provide the vehicles and a suitable maintenance programme.

The scheme has been developed in partnership with local businesses to help boost the Council’s existing public toilet services.

This type of vehicle is already used throughout Europe by local Councils and for areas with vehicle and emission restrictions.

There is a wide range of opening hours and there are currently 13 facilities which are located across the Parish of Penzance (including Newlyn, Heamoor, and Gulval) at: • • •

Our Continued Response to Covid-19

Once the vehicles have been delivered Penzance Council will be one of the first Town Councils in the country to have electrified its fleet which is great news and promotes the town’s sustainability and green travel agenda.

Our staff teams have continued to work throughout the Covid-19 pandemic to keep Council operations and services running for our residents.

Penzance Community Toilet Scheme The Penzance Community Toilet Scheme will be relaunched this Spring with facilities across the Parish available to everyone for free.

Unfortunately, many events had to be cancelled or postponed due to the virus this year, but we were able to act quickly to support local initiatives that were set up to help everyone during the national lockdowns.

How the Council works Penzance Council operates at the most local level of government with twenty Councillors elected by local residents for a term of four years. Councillors work for the community and are supported by a team of paid officers headed by the Town Clerk. As well as Penzance, the Council also represents the distinct communities of Newlyn, Mousehole, Paul, Heamoor, Eastern Green, and Gulval. The full Council meets at least six times a year to take major decisions and oversee activities of the Council. The Full Council will also consider recommendations from its four standing Committees: • • • •

Finance and General Purposes Leisure and Amenities Penlee House Planning

The first three of these Committees meet on an eightweekly cycle. The Planning Committee meets approximately every three weeks to fulfil the Council’s role as a statutory consultee on all planning applications. The Committees are also supported by a specialised Climate Emergency Sub-Committee. During the past year the Council also established the following working groups: • • • •

The press and public are welcome to attend all Committee and full Council meetings and have the opportunity to put questions, or comment on, agenda items at the beginning of the proceedings. What our Committees do • • •

Finance & General Purposes Committee The Finance & General Purposes Committee has responsibility for overseeing the financial affairs of Penzance Council and all aspects of Corporate Governance.

The Committee also considers grant applications for local community groups and charities; this year, a total of £123,716 was granted to 17 organisations. This is in additon to our social action and climate emergency grants.

Penlee House Committee The Penlee House Committee deals with all matters relating to the management of Penlee House Gallery & Museum. The Committee establishes service policies, approves programmes of work, monitors performance, and takes decisions in respect of those matters detailed in the approved budget.

As with the previous year, Covid-19 has still been an issue this year and has had a big impact on the Council’s finances. Setting a budget has been a long and difficult task as the Council has recently taken on new facilities and services, and the rise in inflation rates has increased the cost of delivering our services to the Parish. As well as this, it is difficult to determine how much income we are likely to receive compared to the last two years, as Covid restrictions have meant we have not received as many visitors and users of our paid facilities, such as the car park and Penlee House. Another impact has been the withdrawal of Cornwall Council’s Museum Agency Fund, which creates a loss of income for Penlee House. We are increasing our budget which will have an impact of £34.62 a year on an average Band D property but will leave us in a secure position for future years.

Over the past year, the Committee has approved the implementation of actions from last year’s independent review of service, as well as approving updates to specific museum procedural policies required for Museum Accreditation. The Committee has continued to support the work undertaken to maintain remote community access during the pandemic.

Leisure & Amenities Committee The Leisure & Amenities Committee is responsible for the maintenance and management of Penzance Council assets. These assets range from open spaces and public toilets to buildings owned or managed by the Council, and the delivery of key public services across the Parish.

Planning Committee Penzance Council is a consultee for all Penzance Parish planning applications. This means that Cornwall Council, who make the final decisions on all applications, are legally required to consult with Penzance Council before a decision is made on applications within the Parish. The Planning Committee meets at regular three-weekly intervals on a Wednesday evening.

Whilst the work of the Committee is varied and challenging, the Leisure and Amenities Committee has a direct ability to positively influence and affect the “public facing” responsibilities of Penzance Council. Projects this year include: • • • • • •

Over the past year the Committee has commented on nearly 400 planning applications. There has been a noticeable trend for extensions and alterations of existing residential properties. The Committee approved, in principle, the proposed extension to West Cornwall Hospital, subject to a 5

request that the overall design be reviewed prior to its consideration by Cornwall Council. A larger application was for the proposed erection of 77 dwellings on land adjacent to the A30 at St Clare with a new point of access, estate road, and new footpath links. When reviewing every application, the Committee is aware of the impact development may have on the environment and Councillors actively support and promote sustainable building practices and the inclusion of ‘green’ energy in line with the goals of the Council’s adopted Climate Emergency Action Plan. Devolution We are continuing to work closely with Cornwall Council and local communities to take over the running of local services. This will enable the community to have more control and investment in the town and its assets.

Last year we took on Foxes Lane Play Park in Mousehole and we have started implementing our own cleaning and maintenance programme. We are also continuing to have discussions with Cornwall Council about taking on Princess May Recreation Ground in the future.

Penzance Council are now responsible for 7 public toilets in the Parish and have invested £50,000 to improve the facilities. In 2021 we took over the running of the Newlyn Public Toilets from the Newlyn Harbour Authority and have already had positive feedback about the improvements our teams have made. We are also continuing to help subsidise Jubilee Pool – in the last year we awarded them £64,900.

Penzance Council were pleased to complete the devolution of the Alexandra Playpark and Tennis Courts from Cornwall Council. Much needed refurbishment and improvements were carried out which have been well received with a substantial increase in the use of the area.

Our Services We provide a range of services to the local community and the large number of tourists who visit the town every year.

Allotments We manage approximately 200 allotment plots across 8 sites in the Parish. In the last year we’ve seen a big increase in the number of people contacting us to have their name added to the waiting list. Plots are only available to people who live in the Parish area of Penzance. Due to their popularity, there is a long waiting list – when a plot becomes available, we will split it in two where we can to help reduce the waiting times. Our teams continue to work hard to maintain standards and make improvements across all of our sites

Alexandra Play Park and Tennis Courts Penzance Council were pleased to complete the devolution of the Alexandra Play Park and Tennis Court site from Cornwall Council last summer. Taking on the future management of the site has enabled us to carry out much needed refurbishment and improvement works.

Wellfields Car Park We are responsible for the management of Wellfields Car Park (next to Penlee Park). It provides good value long-stay parking for people working in and visiting Penzance. The current price for a 24-hour ticket is £2.50 (subject to annual review). The car park has 141 spaces, including 4 spaces for Blue Badge Holders

This significant improvement project included newly refurbished Tennis Courts and an updated play park area. The feedback from residents has been very positive and lots of people are now using the facilities. The courts remain free to use and are open all year round.

We also operate a Quarterly Parking Permit Scheme to provide further cost savings to those who use the car park regularly. You can find out more information on our website. (All income from the car park is used to maintain the car park itself)

Grants We provide grants to local community groups and charities who are working to benefit our residents and our Parish environment. Priority is given to Penzance based organisations. However, the Council will consider grants to organisations not based in Penzance where they can show they are directly working with, or on behalf of, Penzance Parish residents. In the last year we provided a total of £123,716 in grant funding to 17 organisations including: Pengarth Day Centre, Jubilee Pool, Earth’s Green Guardians, and Cornwall Pride.

The re-planting of the beds surrounding and inside the park is ongoing and is being carried out by our awardwinning Penlee Park Gardening Team.

Christmas Lights We are responsible for the hire, installation, and maintenance of the suspended Christmas lights throughout Penzance and the sourcing and lighting of the Christmas tree next to the Market House. We would like to thank Penzance BID, local businesses, and residents in Penzance for their continued support which make the lights in town possible each year. We listened to comments about last year's tree and more than doubled the number of lights – there was a total of 1,360 this year! We also provided grants to Newlyn, Mousehole, and Gulval to support their Christmas Light displays and the Christmas Tree in Heamoor.

Visitors in the gallery at Penlee House Museum Penlee House has continued to maintain a strong programme of community engagement including: working with local foodbanks and community groups to distribute 100 free boxes filled with sensory materials for babies; developing Arts & Health workshops for adults that can be delivered online; and continuing work with Carefree Cornwall to develop a Culture Card for young people living in care and care leavers. We have been able to reinstate in-house events such as baby & parent sessions, pre-school sessions, Saturday activities for families and events during the holidays. The Gallery’s social media channels have encouraged followers to engage with weekly posts about the artists, objects, and photographs in Penlee’s collections. In addition to the current channels, the Gallery has created content for TikTok to encourage a younger audience, and for Pinterest.

Admission is free for residents in the Penzance Council area. Please bring along proof of address to receive your pass.

Penlee House Gallery & Museum Penlee House Gallery & Museum is a unique cultural venue, open to the whole community, with an important collection of paintings by the internationallyrenowned Newlyn School and Lamorna artists, as well as a large collection of artefacts celebrating the archaeological and social history of West Cornwall. Although closed last Spring due to the Covid-19 lockdown, the Laura Knight exhibition which was staged over the summer (postponed from the previous year) was a great success and attracted a large audience. The autumn exhibition on Anchor Studio, staged in conjunction with the Borlase Smart John Wells Trust, was also very popular. Both exhibitions included key works borrowed from national and regional galleries, as well as from private collections.

Annual Report 2021/2022 The cleanliness and upkeep of the facility is a credit to the Kerbs Association who promote ownership and responsibility amongst users to ensure it remains in good condition.

Penlee Park Our Leisure and Amenities Team are based in Penlee Park – a popular public garden in the heart of the town. The park offers a range of open spaces and wooded areas to explore, with the addition of a sensory garden and a Memorial Garden for quiet contemplation. The park is also home to Penlee Open Air Theatre and Penzance Tennis Club.

An earmarked reserve for the Plaza was established in 2020 to help fund future improvement projects with the support of Kerbs Association.

CCTV Protecting public spaces and making our residents feel safe is one of our key priorities. We own and maintain 19 CCTV cameras throughout the town as part of a partnership programme with nine other local town councils. We also contribute to the costs of carrying out the centralised monitoring of this system from the control centre in Tolvaddon which helps to link and support the emergency services in the resolution of issues.

Public Toilets Penzance Council have operated six public toilet facilities in Penzance since taking them over from Cornwall Council in 2016. We continue to receive positive feedback regularly about the cleanliness of the facilities we provide.

Penlee Park

This coming year we will be carrying out a refurbishment project of the Junior Play equipment in the play park. This project follows on from the Toddler Play Equipment project which we completed this year.The Junior Play equipment project will focus on “active play” and aims to complement the existing toddler and inclusive play equipment in the park.

At the end of 2021 we also took on the operation and management of the public toilets located in Newlyn from the Newlyn Harbour Authority. We hope to bring this facility up to the standards of our other public toilets.

Community Toilet Scheme

Penlee Playpark

We were one of the first local councils to introduce a ‘Community Toilet Scheme’ which sees local businesses encouraged to open their doors and facilities to members of the public. Businesses across Penzance, Newlyn, Heamoor, and Gulval are part of the scheme. Find out more on our website.

Wherrytown Skateboard Plaza Working closely with Kerbs Skateboard Association, we manage and maintain the Wherrytown Skateboard Plaza. The Plaza is open to all abilities of bikers, skaters and scooters all year round.

Projects we supported Each year we give financial support to community groups, charities, and local events. Here’s a brief snapshot of some of the local projects we supported this year:

St Piran In Penwith A voluntary, non-profit making group, the St Piran in Penwith Committee was set up with the aim of encouraging young people to have an interest in Cornish culture – through song, music and dance. After a two-year hiatus due to the pandemic, the ever popular St Piran Furry and concert returned to Penzance on Friday 4 March 2022. This coming year will see the long-awaited return of the festival with the theme ‘BACK TO THE FUTURE’. This theme invites people to look back with pride at 31 years of wonderful community celebrations while embracing the future in warm anticipation of all the joys to come. The Golowan Festival 2022 will take place from Friday 17-Sunday 26 June. Mousehole School – St Piran’s Day Furry Dance & Parade 2022

Newlyn, Mousehole, Heamoor and Gulval Christmas Lights

Organised by St Piran in Penwith, with grant funding from Penzance Council, the town saw the return of children from local schools dancing the St Piran Furry through the town centre and Morrab Gardens, accompanied by the Mayor of Penzance. A special Cornish Concert was also held at St.John’s Hall with performances from St Piran School’s Choir and the Penzance Guizers.

As well as organising the Penzance Christmas Lights, we helped to fund the voluntary groups that organise the Christmas lights in Newlyn, Mousehole, Heamoor and Gulval for Christmas 2021; between them, we awarded £21,800 in total.

Golowan Festival Golowan Festival CIC have been the organising body of the festival since 2016. They are committed to providing an inclusive community event which celebrates the distinctive identity of Penzance and Cornwall. 2021 saw a different and very small event due to Covid-19 restrictions however the Serpent Trail through Morrab Gardens based around the theme of ‘Celebrations’ to mark the 30th year anniversary of Golowan was a great success.

Jubilee Pool

Penzance Community Flora Group

The Pool is operated by Jubilee Pool Penzance Ltd, a Community Benefit Society (CBS), operating as Friends of Jubilee Pool. They are supported by Penzance Council and Cornwall Council. Our grant contributes towards winter maintenance costs and the reduced entry fee for residents in the parish - this year we awarded a total of £64,900.

Set up in 2011, Penzance Community Flora Group, is comprised entirely of volunteers and looks after many of the town’s hanging baskets, planters, and flower beds. We provide financial support to the group and have previously helped with watering. This year our Gardening Team have delivered a town-wide watering programme so the Flora Group can grow plants and look after weeding, tidying, and planting in various locations around the town.

Social Action Fund Our Social Action Fund was set up to help address social issues affecting the Parish – including anti-social behaviour, rough sleeping, street drinking and drug abuse.

The volunteers also plant up the tiered planters on Causewayhead and hanging baskets for other retail outlets in Penzance as well as improving the flowerbeds around the town.

A total of £2,100 was granted from our Social Action Fund this year to the following organisations:

In October 2021 the group won The Portman Cup, a brilliant achievement which should see them being entered into the National Champion of Champions Award for Britain in Bloom!

• Growing Links – ‘Winter Warmers’ program to help serve additional hot meals in the colder winter months. • Whole Again Communities – New gazebo used for cooking and providing meals outside.

News in Brief Her Majesty the Queen’s Platinum Jubilee

will be put to a public consultation to ask residents whether they support the Plan. The Plan will then be formally submitted to Cornwall Council and a local referendum process will take place to ask residents if they wish for the Plan to form the decision-making document for all future planning applications in the area.

Thursday 2nd – Sunday 5th June 2022 marks Her Majesty the Queen’s Platinum Jubilee! Penzance Council will be holding a number of events across the Parish, including a Platinum Picnic Party in the Park at Morrab Gardens on Saturday 4th June. Complimentary cream teas will be available at the Pengarth Day Centre, and there will be a programme of music and dancing at the Bandstand in the centre of the gardens. The programme will include musical performances from Penzance Silver Band, and St Pirans musical group and dance performances from pupils of Mounts Bay Academy and Humphry Davy School, and Pensans Morris!

Penzance Council’s Strategic Plan 2022-26 A Strategic Plan helps an organisation set out exactly what it wants to achieve – a plan of action. The Council’s new plan will provide a focus for Councillors to make decisions about future projects and priorities for the whole Parish.

A programme of events happening across the Parish will be available soon – if you are planning an event please let us know so that we can include you in the programme!

We have identified seven key focus areas to work on over the coming four years: • • • • • • •

Neighbourhood Plan In partnership with the local community, Penzance Council has been undertaking a significant amount of work behind the scenes to develop a Neighbourhood Plan for Penzance. The Neighbourhood Plan enables local people to take greater control over development within the Parish, helping foster a community which is socially and economically resilient. It will set out a vision and objectives for our Parish up to 2030, and will include a set of planning policies to ensure that all new developments support the vision and objectives. Each decision that is taken by the Council will now need to demonstrate how it is helping to meet these focus areas.

Although the Plan can’t alter national and county-level policies, it will provide an extra layer of community-led policies that reflect the unique environment in which we live and work.

Money Matters The bulk of Penzance Council’s income comes from the Precept, which is a levy within your council tax.

Our 2021/22 income and expenditure budget had to be reviewed during the course of the year, largely as a result of Covid-19. Here is a snapshot of where our income came from, and how we spent it, during 2021/22
