Highway to Heaven

Richmond’s #5 Road is also popularly known as the Highway to Heaven (H2H). This stretch of a few kilometers of # 5 Road in Richmond between Steveston Highway and Bridgeport Road is home to about 25 places of worship of different denominations. Most of the world’s major religions are represented on this stretch of few kilometers on the east side of #5 Road. These include Christianity, Islam, Buddhism, Judaism, Sikhism, Hinduism and many more. A few years ago, possibly around 2004/5 ,as president of the Richmond Multicultural Community Services (RMCS) I requested one of our staff members to prepare a list of all the places of worship springing up on the east side of # 5 Road. Based on that information, I wrote an article in the local newspaper (Richmond Review ) and coined the phrase Highway to Heaven for this portion of Number Five Road .I wrote that this is Richmond’s Highway to Heaven. Since then, it has caught on. Now our Highway to Heaven is well known all over. As a matter of fact, it has become as one of Richmond’s favourite attractions.

Many students and other visitors from all over come to visit our Highway to Heaven and learn about different religions. Not only that, they also appreciate the way different places of worship work and support each other. A few years ago, a Canada wide survey of Canada’s favourite places placed Richmond’s Highway to Heaven as one of 50 most popular places to visit. Following that, BBC did a story about our Highway to Heaven. It went viral. In November 2017, 13 United Nations Ambassadors were coming to Vancouver to attend a Conference on Peace and Defence. I was approached by Global Affairs Canada with a request to host them as they were keen to visit our Highway to Heaven. It was a pleasure for us to host them at India Cultural Centre of Canada Gurdwara Nanak Niwa, 8600 #5 Road in Richmond. They were very impressed with a delicious vegetarian lunch and discussion about our efforts in promoting intercultural and inter religious harmony. On this occasion, the Canadian Ambassador was beaming with pride and remarked to his fellow Ambassadors:” This is my Canada”.

Incidentally, around 2018, National Film Board of Canada did a short documentary on our H2H. That was another feather in our cap. This documentary is reported to be played occasionally on Air Canada’s international flights.

As mentioned earlier, close to 25 places of worship are proud to work to-gether in promoting our shared vision and common goals. As chairperson of the Highway to Heaven Association (H2HA), it is a great honour for me to bring to-gether our partners and work together in promoting intercultural and interreligious harmony. As a group, it is an honour for all of us to support each other and stand with each other in times of need. We rejoice and celebrate any developments along the H2H. Ceremony on Sunday, September 22. This is in connection with their new building for the Buddha Hall Phase 3 . It was a very impressive ceremony. The event was overflowing with VIPs, special guests and the public. It was a historical occasion to mark this milestone in the history of Lingyen Mountain Temple.

The organisers of the Ridge Beam Completion Ceremony did an excellent job in ensuring that everything went smoothly. From parking to seating to lunch everything went like a clock work. The volunteers were very pleasant and helpful. The message from the organizers about this new facility was very succinct: “The temple will soon be able to provide even more services, guide sentinent beings onto the compassionate vessel, and lead the community in their Buddhist practice.” On behalf of the Highway to Heaven Association, I offer my hearty congratulations to the organizers, volunteers, temple leaders and the congregation of this marvellous place of worship.

BC NDP announces diverse and experienced slate of candidates

The BC NDP today announced that it has nominated candidates in all 93 ridings contested in the 2024 BC general election.

The BC NDP slate, which is 60% women, is the most qualified, and most diverse, of all the party slates competing in the election.

More doctors, shorter waits: Eby outlines new actions for better care

David Eby announced new commitments that will connect more people to family doctors, faster, with the goal of making sure everyone has access to a family doctor or nurse practitioner.

“People need more doctors and shorter waits so routine conditions don’t go untreated, and so they don’t have to wait at the hospital,” said Eby. “We’ve taken action to connect thousands of people to family doctors faster than ever. It’s making a difference, and these new actions will connect more people faster. We can have a province where everyone has access to care.”

In less than two years as premier, David Eby has added over 800 new family doctors and connected almost 250,000 people to a family doctor or nurse practitioner. Another 160,000 are expected to be connected in the next six months. Eby is also taking action to add 128 spaces to the UBC medical school, build a new medical school in Surrey to train the next generation of doctors, and break down barriers to bring internationally trained healthcare workers off the sidelines and into our hospitals and clinics.”

David Eby and the BC NDP team will take new actions that will allow family doctors to focus more time on their patients:

Allowing pharmacists to test and prescribe for more common conditions. We will expand when pharmacists can prescribe medications, refer and offer testing for routine conditions–like strep throat, and referrals to support the new pharmacist prescrib-

ing scope of practice, like UTI testing or renal function. This means routine illnesses can be tested for and treated, which frees up primary care providers’ time for more patients.

Reducing time-consuming paperwork for doctors. We will work with experts in the healthcare system to identify and eliminate tedious and outdated processes that take too much time at the doctor’s office. This includes eliminating doctors' notes for occasional sick days, improving the referral system to get people into see a specialist faster, and working on a common approach to finally end the use of the fax machine for renewing medication.

Getting qualified medical professionals off the sidelines. We will provide immediate provisional licences for doctors, nurses, and midwives trained in Canada. The professionals trained in comparable regions globally will get those same provisional licences within six weeks. We will also improve processing times overall and provide more transparency on licensing timelines, which will help us with international recruitment efforts.

Recruiting and empowering more physician assistants. We will work to add more physician assistants and expand the range of services they provide. PAs help doctors move quicker, see more patients, and focus on more complex issues by performing patient exams, ordering laboratory and diagnostic tests, and prescribing some medications.

New student spaces coming quicker to B.C. communities

Ten communities will soon have more student spaces as part of the government’s actions to expand schools quicker.

Through a $133.5-million investment, the Ministry of Education and Child Care is adding 89 new classrooms, which is the equivalent of 2,185 new seats, to 10 school districts. Communities receiving the new additions include West Kelowna, Langley, Surrey, Delta, Richmond, Burnaby, Maple Ridge, Fort St. John, Nanaimo and Terrace.

The use of prefabricated construction means students will soon be learning in modern classrooms that look just like regular schools. With sustainable and energy-efficient designs, the additions also align with the Province’s CleanBC targets and meets B.C.’s enhanced energy requirements. The new classrooms are expected to be ready as early as next school year.

BC Hydro receives strong response to call for clean electricity to power economy

BC Hydro has received a strong response to its call for new renewable power-generation projects while it continues to build out and strengthen B.C.’s electricity grid, creating jobs and supporting clean growth in communities such as Vancouver.

“We need more clean energy to power our homes, businesses and industries, to power growing communities and to power our future,” said Josie Osborne, Minister of Energy, Mines and Low Carbon Innovation.

“Building an economy powered by clean, reliable and affordable electricity is one of the job-creation opportunities of our generation. Through regular calls for power and BC Hydro’s 10-year capital plan, we are creating over 10,000 construction jobs and driving sustainable growth across the province.”

In April 2024, BC Hydro launched a call for power to acquire approximately 3,000 gigawatt hours per year (GWh/y) of clean electricity. This is BC Hydro’s first competitive call for power in more than 15 years and will add 5% to its current supply.

In response, BC Hydro received proposals for three times more energy than it was targeting. There were 21 proposals from independent power producers throughout

B.C., representing more than 9,000 GWh/y, enough to power approximately 800,000 homes. Of the proposals received, approximately 70% are wind projects, 20% are solar and 10% include biomass and hydro.

The proposals are geographically diverse representing almost every region in the province. Of the 21 proposals, there are eight from the southern Interior, four from the central Interior, five from the north coast, two from the Peace Region and two from Vancouver Island.

After evaluating the proposals over the coming months, BC Hydro will award electricity purchase agreements in December and expects projects to start coming online as soon as fall 2028. The development and construction of new clean-energy projects in response to the call for power will generate an estimated $2.3 billion to $3.6 billion in private capital spending throughout the province and create approximately 800 to 1,500 jobs annually on average.

Unlike other provinces, B.C. is well positioned to add more intermittent renewables, such as wind and solar, to the electricity grid as its integrated, flexible system of hydroelectric dams act as batteries. The reservoirs

store water and allow BC Hydro to ramp production up or down almost instantly, providing a reliable backup when the sun isn’t shining or the wind isn’t blowing. The cost of wind and solar, and the time needed to construct new facilities, has dropped significantly over the past decade.

As part of Powering Our Future: BC’s Clean Energy Strategy, the Province has committed to conducting regular, competitive calls for power every two years. This will ensure that B.C. has the clean electricity it needs as the economy and population continues to grow while keeping BC Hydro rates affordable for people and businesses.

In addition to increasing the generation of electricity in the province, BC Hydro is also investing to expand and strengthen its transmission and distribution system through its capital plan. Upgrading BC Hydro’s electricity grid will ensure that clean power can be delivered to new homes, businesses and industries when and where they need it.

In January 2024, the Province announced BC Hydro’s updated 10-Year capital plan, which contains $36 billion in regional and community infrastructure investments across B.C., a 50% increase in investments

over its previous capital plan. These new construction projects are forecast to support 10,500 to 12,500 jobs annually, on average, as well as increase and maintain BC Hydro’s capital investments as major projects, such as Site C, are completed.

“In growing municipalities like Vancouver, where we are seeing substantial population growth and increasing residential, commercial and industrial customers clean electricity needs, we are embarking on significant upgrades to our electricity system, including adding new substations and expanding existing substations, transmission lines and distribution network to ensure we can continue to provide reliable and clean electricity to our customers,” said Chris O’Riley, president and CEO, BC Hydro. “We are also making important changes to our customer connections process to speed up timelines for newly constructed homes and buildings.”

Hospitalist physician and osteoporosis specialist Dr. Sonia Singh is the third Fraser Health physician to receive the prestigious Michael Smith Health Research BC Professional-Investigator Award. The Award provides financial support to health professionals who are actively involved in patient care to build their research programs, train the next generation of scientists, and make significant contributions to their field. “I’m incredibly grateful for this opportunity,” says Singh. “There aren’t a lot of salary support awards for research for practicing clinicians who don’t have paid academic appointments. The research l’m doing involves a lot of teamwork and collaboration and it’s very time-consuming.” Singh and her team are committed to helping people live well as they age, particularly older adults with fragility fractures - the type of fractures not associated with a specific event like skiing or other forms of exercise. “In orthopedics and emergency medicine, we do a good job of treating fractures and broken bones

and ensuring patients have rehabilitation to regain function,” says Singh. “But we don’t typically have the wraparound care to ensure people don’t come back with another fracture.” The award will allow for more patient-oriented research and the potential expansion of the Fracture Liaison Service. Preventing a second and third fracture is the goal of the Fracture Liaison Service. Patients who’ve had a fracture and are at risk of subsequent fractures receive a personalized prevention treatment plan and are followed for one year by a Fracture Liaison Service coordinator. Singh brought the Fracture Liaison Service to Fraser Health in 2015 and it is currently offered at Peace Arch Hospital and Chilliwack General Hospital. She says fractures are one of the reasons that people lose their independence and end up in long term care. “Preventing fractures improves quality of life and helps people maintain their independence while decreasing health-related costs. With this award, we hope to expand access to this important service and ultimately, I would like to see it available to patients province wide.” The award will give Singh the flexibility to devote half of her time to research. It comes with dedicated funding for her and her team to accelerate knowledge dissemination, expand capacity to mentor trainees, and forge research collaborations nationally and internationally.

Heritage Village Receives Music Equipment, Enhancing Residents’ Lives

Heritage Village, long-term care home, in Chilliwack, recently received a generous donation of music equipment, bringing joy and therapeutic benefits to its residents. The new instruments, which arrived in August, have already made a significant impact on the community.

Marni Brechin, a certified music therapist at Heritage Village, expressed her gratitude and excitement about the new additions. “The music equipment arrived in August! We have been enjoying the additions very much,” she said. “In particular, our Bell Choir experience has been enhanced with the extra set of bells to use. The residents have had great enjoyment using the drums and trying out the different timbres”.

A study in the International Journal of Orthopaedic and Trauma Nursing explores the benefits of integrating nurse practitioners (NPs) in orthopedic teams at major Canadian hospitals. Specifically, the research looked at how nurse practitioners are improving care at Burnaby Hospital.

Content: Hip and knee replacement surgery is on the rise globally due to an aging population and increasing rates of musculoskeletal disorders. While some patients get their new hips and knees and are “good to go,” so to speak, others require more care.

A new study in the International Journal of Orthopaedic and Trauma Nursing, Enhancing orthopedic care: The impact of introducing nurse practitioners, concludes that having nurse practitioners on the orthopedics team enhances patient outcomes and improves health care efficiency. Better patient care, more nurses coming to B.C.

Patients will experience improved care and nurses will experience a stronger health-care system as the Province and BC Nurses’ Union (BCNU) have now established nurse-to-patient ratios for the majority of hospital settings.

A new recruitment strategy, along with expanded education opportunities and supports for nurses, will enable the implementation of ratios and make B.C. a leader in Canada in terms of places to practise as a nurse.

“Nurses in B.C. do an incredible job taking care of us in our time of need – whether in the community, a hospital or in a care home,” said Premier David Eby. “Setting a minimum nurse staffing standard means more time to deliver the life-saving care. This is one of the actions we’re taking to recruit and retain nurses with better pay, safer working conditions and more training opportunities.”

New micro-credential program helps boost B.C. rural, remote economic development

A new micro-credential program at North Island College (NIC) will help people living in rural and Indigenous communities build relevant skillsets to foster economic growth in their communities.

“Improving access to skills training helps people progress in their careers and creates more economic opportunities for their communities,” said Lisa Beare, Minister of PostSecondary Education and Future Skills. “By funding the development of this micro-credential program led by North Island College, we are helping to create more skilled workforces that will promote economic resilience and support the current and future needs of rural and Indigenous communities.”

The 12-week micro-credential program includes six individual stackable courses specifically geared toward building economic development capacity for rural and remote municipalities, local government and Indigenous communities. The courses will help train people in such things as rural community development, entrepreneurship, market research and analysis, infrastructure and resource development. The curriculum also includes a final project where students will apply their knowledge beyond the classroom and help

design an economic development plan for a municipality or a First Nations community.

“Innovation is critical to the success of B.C.’s rural and Indigenous communities,” said Lisa Domae, president and CEO, NIC. “Barriers to accessing important economic development training can leave rural communities behind. These stackable micro credentials will be available both online and in person, allowing interested learners to stay in community and build critical capacity for their home community.”The program is an NIC-led joint venture with six other participating public rural colleges. B.C. improving community resilience through climate adaptation

To better protect people and improve community defences against climate change, the Province is providing funding to communities across British Columbia for disaster risk resilience and climateadaptation projects.

“Climate change is no longer a future concern, it’s happening now and we’re seeing its impact all over British Columbia,” said Bowinn Ma, Minister of Emergency Management and Climate Readiness. “Through disaster mitigation funding, our government is committed to helping communities become more resilient by empowering local governments to adapt to the changing climate and better protect themselves and their residents against future climate challenges.”

Sixty-five communities will receive approximately $56 million for 78 projects from the Community Emergency Preparedness Fund (CEPF) through the Disaster Risk Reduction – Climate Adaptation stream. This funding will help communities tackle current vulnerabilities, minimize the risk of future disasters and support communities to make

informed decisions. Funding includes approximately $1.2 million through the program’s October 2023 intake to tackle drought conditions in the Sunshine Coast Regional District by supporting the shíshálh Nation’s Lower Crown Reservoir project. The reservoir will capture water from Chapman Creek to improve access to water and increase water security for people living in the region.

“We want to thank the Province for their support and funding to move the water security project for the Sunshine Coast along,” said Chief Lenora Joe, shíshálh Nation. “By working with our partners at the Sunshine Coast Regional District, we know we can make transformative change creating a better future for all residents. It is only through unifying our communities and working with partners like B.C., that we can tackle climate change and other significant challenges of our time.”

Other projects include:

- creating a green corridor by installing rain gardens, planting trees and native plants around Tillicum Elementary school in Saanich to reduce heat, help mitigate

flooding and cut carbon emissions for the entire Tillicum community;

- designing disaster-risk and policyassessment models in Gibsons to inform planning and policy around risks from climate-related issues such as flooding, erosion and salt-water intrusion to lessen future emergency costs and adapt to climate change;

- protecting essential wastewater infrastructure in the northern Village of Lumby by reinforcing riverbanks near the treatment lagoons to improve the longevity of flood mitigation and better serve the local area; and

- preventing soil erosion and protecting riverbanks in Vanderhoof by planting willow saplings along the Nechako River and Stoney Creek to reduce damage downstream, preserve nearby communities and protect the eco-sensitive area to safeguard water systems from climaterelated threats.

The Province has invested $369 million into the CEPF since it was established in 2017. Approximately $279 million has

been provided to local governments and First Nations through the CEPF for approximately 2,100 projects. This includes approximately $176 million to support disaster-mitigation and climate-adaptation projects.

The CEPF supports local governments and First Nations to better prepare for disasters and reduce risks from natural hazards in a changing climate in several categories. In addition to disaster-risk reduction and climate adaptation, other categories include:

- volunteer and composite fire department equipment and training;

- emergency operations centre equipment and training;

- public notification and evacuation-route planning;

- Indigenous cultural safety and culturalhumility training; and

- emergency support-services equipment and training.

The CEPF is administered by the Union of British Columbia Municipalities (UBCM) on behalf of the Province.
