Lindsay McManamon The University of North Carolina at Chapel Hill Accessibility Specialist, Facilities Planning & Design Giles F. Horney Building 103 Airport Drive Campus Box #1090 Chapel Hill, NC 27599-1090 Re: ADA Transition Plan – Physical Barrier Assessment I hope this letter finds you well. I am writing to express Progressive AE’s sincere interest in partnering with the University of North Carolina at Chapel Hill on your forthcoming ADA Transition Plan - Physical Barrier Assessment. The prospect of contributing to the enhancement of accessibility across your esteemed institution is both exciting and deeply meaningful to us. As part of our commitment to diversity and inclusion, we have established partnerships with the country’s top experts. Having worked alongside UNC-Chapel Hill’s facilities planning team for over two decades, Michael Pierce has extensive knowledge of past ADA surveys. With his expert guidance and personal knowledge, we can efficiently devise and implement intricate strategies to ensure optimal outcomes. Andrew Houghton, a certified Disability-Owned Business Enterprise (DOBE) and the founder of Disability Inclusion Solutions is an individual with direct experience navigating life from a wheelchair. Andrew specializes in the development of programs and services that promote full inclusion for people disabilities. And lastly, we have engaged Stewart Engineering, a trusted partner based in Raleigh, North Carolina, who offers a unique interdisciplinary approach that results in creative design solutions. With our extensive knowledge and combined expertise, we are confident that we can provide UNC-Chapel Hill with solutions that will inspire and exceed expectations. Collectively, we believe architecture is an art form that has the power to shape our environment and influence the way we live our lives. And as designers, we have a responsibility to create buildings and public spaces that are accessible to all individuals, including those with disabilities. This perspective will enable us to ensure that every aspect of accessibility is considered and optimized, resulting in spaces and experiences that are genuinely barrier-free. Our commitment to creating barrier-free campuses has helped institutions such as Syracuse University and the University of Notre Dame achieve their goals, and now we are excited to bring the same level of expertise to UNC-Chapel Hill. With over 500 buildings spanning 730 acres and over 21 million gross square feet, we look forward to tackling what we perceive as unique opportunities. Meeting the challenge - The scale of this endeavor is substantial, and we are fully prepared to meet the complexities and requirements of your ADA Transition Plan. Our team’s experience, coupled with our commitment to universal design, positions us as an ideal partner to ensure that UNC-Chapel Hill’s physical environment is inclusive and accessible to all members of your community. Our proprietary software - Facility Assessment, Budgeting, and Scheduling (FABS), is a powerful and comprehensive tool designed to streamline the evaluation of campus facilities. From the physical architecture of the campus buildings to the campus grounds, it encompasses a wide array of attributes. With FABS, data input happens in situ, allowing users to efficiently record detailed information for each location in real time. This includes key factors that influence prioritization, such as project budget and the urgency of implementation, categorized as low, medium, or high priority. The heart of the FABS program lies in its sophisticated database that aggregates and organizes the collected information and can help the University prioritize projects based on similar efforts, budget, or schedule and/or help organize efforts based on the university funding cycles. Should you have any questions on our qualifications, please contact me directly at 248.250.3886 or my colleague Kim Marks at 704.905.0856. Your consideration is greatly appreciated.

Sincerely,

A Tailored Approach Empowering Campus Accessibility We are delighted to announce our collaboration with Stewart, a prominent engineering firm based in North Carolina. In addition, we have joined forces with Andrew Houghton, a specialist in disability and inclusion, and Michael A. Pierce, a renowned accessibility expert whom many of you may already know. Our combined objective is to gain a deeper understanding of the university’s perspectives and priorities so that we may develop services that are not only impactful but also have the potential to transform people’s lives. As Desmond Tuto once wisely said, “There is only one way to eat an elephant – one bite at a time!” Everything in life that seems daunting, overwhelming, and even impossible can be accomplished gradually by taking on just a little at a time. Our team recognizes this endeavor will require careful planning, efficient budget allocation, and meticulous attention to detail. To that end, we would start the engagement with a planning workshop with key stakeholders focusing on logistics, scope, schedule, and key milestones. The workshop will include an educational component that centers on Universal Design best practices and a 9-step certification process issued by the Global Universal Design Commission. In an additional effort to gain a deeper understanding of the university’s goals, we would also like to schedule a series of interviews and walk-along events with 10-20 different groups, including faculty, staff, and students. Insight from the conversations will provide our team with a first-hand account of the university’s current accessibility needs and goals, leading to better-informed recommendations in the ADA Transition Plan. Overall, the project team will consider technical standards and site-specific best practices for design to develop recommendations for accessibility barrier removal. A physical assessment will identify barriers related to approach and entrance at each facility, including but not limited to site arrival points, parking, accessible routes, curb ramps, access ramps, and facility entrance. We will utilize a combination of the 2010 ADA Standards for Accessible Design, the Safe Harbor Threshold, and the 1991 ADA Standards for Accessible Design to survey the exterior building facilities. The deliverables will include the facilityspecific assessment checklist, summarized facility assessment sheets, and action items required to remove the identified accessibility barriers. Exterior pedestrian assessments will identify accessibility barriers related to pedestrian paths, sidewalks, seating areas, and curb ramps. For this, we will use the 2010 public right of way accessibility guidelines (PROWAG) and the 2023 PROWAG Final Rule. Data will be collected using state-of-the-art software, and deliverables will include the public right-of-way data tables, GIS shapefiles, and maps. FABS: Facility Assessment, Budgeting, and Scheduling How will we manage it all? Enter “Facility Assessment, Budgeting, and Scheduling” (FABS) – a proprietary software program or, more simply put – a tool developed by Progressive AE that revolutionizes campus assessments and offers an innovative solution to multifaceted challenges. FABS is a powerful and comprehensive tool designed to streamline the evaluation of campus facilities. It encompasses a wide array of attributes, from the physical architecture of buildings to the campus grounds. With FABS, data input becomes a breeze, allowing users to efficiently record detailed information – real-time- at each building site. As part of its ongoing commitment to excellence, our team of assessment experts will collaborate closely with our on-site software development team to keep FABS ahead of the curve. The synergy between real-world expertise and cutting-edge technology ensures that FABS evolves with the times, adapting to the everchanging landscape of campus facilities management. Universal Design Standards The university may find our Universal Design Standards to be of particular interest. These standards, which we copyrighted in 2018, are now being utilized by several Fortune 100 companies globally. Recommendations and associated costs per our physical assessment findings will be prioritized based on the following priorities. Priority 1 (P1) – a priority that is low/no cost but has a high impact on the users of the space. Priority 2 (P2) – a priority that is higher cost and innovative to the University that is high impact to the users of the space. Coupled with our diverse experience and custom-developed technology, our team is prepared to effectively assist UNC-Chapel Hill with all current and future maintenance endeavors. Whether it’s ADA compliance or Universal Design focused, our team stands ready to “eat the elephant.”

Universal Design + ADA Assessment Tools

Transform Your Approach Through our Technology The Universal Design Application and Facility Assessment Budget and Scheduling (FABS) tools are two distinct yet interconnected platforms that enable users to input project information, scheduling, and budgeting details. The Universal Design Application is specifically designed to accept and store data related to Universal Design assessments, while the Facility Assessment Budget and Scheduling application focuses on recording the results of assessments conducted on one or more facilities. Both tools allow users to record observations and recommendations and generate reports that include all relevant assessment information. The Universal Design Application is primarily concerned with developing and managing Universal Design strategies, while the Facility Assessment Budget and Scheduling application is geared towards monitoring recommended maintenance activities, as well as tracking cost and schedule information. Both tools prioritize functionality and Universal Design principles in their design and maintenance processes. Users can effectively optimize their resources and minimize inefficiencies in facility management operations by utilizing the Universal Design Application and the Facility Assessment Budget and Scheduling platform in tandem.

Universal design for Unlocking Human Potential Organizations face numerous challenges when planning for the diverse needs of people who utilize their campuses and buildings. With newly expanded diversity, equity, and inclusion (DEI) commitments and a greater eye towards health and safety, today’s dedication goes beyond the Americans with Disabilities Act (ADA) which mandates equal access for all. Today, companies are holding themselves to a higher standard and are now demanding equity for all. As leaders, we must consider a people-first approach not only when it comes to hiring, policies, and procedures, but also to the spaces we inhabit. Universal Design (UD) is dedicated to designing spaces where everyone is given what they need to succeed. Universal Design dares us to look further than differences in physical abilities or disabilities to create an environment designed with everyone in mind. In short, Universal Design has the potential to make daily and work-life healthier, more productive, and friendlier–all while requiring continuous improvement toward the ultimate goal of full inclusion. Companies and organizations implementing Universal Design strategies in their spaces ultimately see it as a benefit and return on investment. Leadership within the public and private sector today are recognizing the importance of designing for diversity in creating inclusive places. They also realize a skillfully designed environment allows individuals and teams to flourish by eliminating physical and social barriers. Finally, Universal Design improves safety measures by minimizing hazards that lead to accidents, lost productivity, and related expenses.

The enhancement involved integrating a lift to the existing platform/stage, constructing a barrier-free restroom in the Green Room, and installing an accessible counter in the open green room space. Moreover, we added a barrier-free restroom to the public area adjacent to the entrance and incorporated an accessible counter at the ticket window in the lobby. These modifications guarantee that individuals with disabilities can gain seamless access to the facility and its amenities. Jordan Dining Hall The conversion of a space into administration offices for Jordan Hall required a range of services including architecture, interior design, and MEP. A crucial aspect of the project was to ensure unrestricted access to wheeled mobility devices, which was achieved through careful design and implementation. An accessible kitchenette for staff use was also included in the plans. With a focus on functionality and inclusivity, the project was a success, providing a welldesigned and accessible workspace for the client.

Mary Free Bed YMCA Universal Design Facility Grand Rapids, Michigan

The new YMCA features an open concept floor plan allowing users to view the entire facility as soon as they enter the front door. This helps visitors orient themselves and navigate around the facility. The open concept also allows natural light from the building’s large windows to permeate the two levels. Typically, vertical circulation is done using an “us and them” solution – mainly stairs for the able-bodied and a ramp or elevator for everyone else. With the goal of bringing equality to everyone’s experience at the YMCA, the design team decided not to include stairs anywhere in the facility. In fact, there are zero stairs throughout the entire 36-acre campus. Instead, an oversized ramp serves as the main form of circulation within the YMCA. The oversized width, midway landing platform, and specially chosen slip-resistant surface ensures the ramp is usable by nearly everyone.

Miracle Park Master Planned Community Park Rock Hill, South Carolina

Though proud of this work, the City felt there needed to be a physical space dedicated to those of all ability levels. The City was approached by residents and representatives from Max Abilities, a local nonprofit board supporting individuals with disabilities, about building a field as part of the Miracle League. Through a collaborative effort with community partners, families, recipients of services through Max Abilities, and supporters, the vision evolved to build Miracle Park, an all-inclusive experience that would give residents of all different abilities an opportunity to play and work locally. The 15-acre park includes two miracle baseball fields, two multi-purpose fields, a fully inclusive playground with a national site certification for inclusive play, walking paths, shelters, golf area, fishing pond, and a café and retail component.

We are Experts in Universal Design Universal Design is the idea that spaces and places can be designed to be accessible and usable by the broadest range of people possible. It is a voluntary set of guidelines that go above and beyond the requirements of the Americans with Disabilities Act. In applying these principles to built environments, we’re given the opportunity to creatively embrace differences among people through design. Our consulting team has been brought on board to assess the current spaces and programs of Higher Education and Learning Institutions, corporations, small businesses, and community organizations to educate their team members, create strategies to improve accessibility, remove physical and social barriers, and create Universal Design standards that support their mission. These entities are seeing the need to provide inclusive environments for team members, providing places and technologies designed with everyone in mind and better representing the world we all live in. • We lead stakeholder wide Universal Design educational sessions to build understanding and alignment. • We assess campuses and facilities against our proprietary Universal Design benchmarks and checklist helping organizations create truly inclusive, more accessible, and safer environments. • We provide specific Universal Design strategy recommendations that support the organization’s inclusion goals and promises. • Our strategies are prioritized through filters of positive impact to users of the spaces and relative cost. We refer to these as P1 and P2 priorities. • We develop organization specific Universal Design standards for global use. • We lead global Universal Design training programs. Implemented in 23 countries for spaces including site circulation and parking, outdoor spaces, building entries and circulation, workspaces, food service, assembly, rest rooms, fitness and locker rooms, aquatic environments, manufacturing, labs, warehousing, retail, customer service, and facilities management protocols.
