Forbearance, Foreclosures, Facts Seemingly everyone is expecting a wave of foreclosure due to forbearance, yet taking a closer look at the facts reveals that it simply is not going to happen.

The Distressed Market

Fewer homeowners are opting to sell despite homes appreciating to record levels.

Remember the Y2k scare? It was when the calendar year changed from 1999 to 2000, the turn of the century. There were predictions of global chaos because computer programs would reset from ’99 to ’00, making the year 2000 indistinguishable from 1900. The programming error could potentially bring down electric grids, banking, airlines, and cash registers worldwide.

Many feared that it would cause a global recession and airplanes would literally fall from the sky. As a result, people stocked up on food, water, backup generators, and withdrew large sums of money in anticipation of the coming catastrophe. Companies and governments worldwide worked with programming experts and took pre-emptive action in the years leading up to January 1, 2000. In the end, contrary to the public expectation, very few errors occurred, and a disaster was averted.

Flash forward to today and the general public fears that the national forbearance program will lead to a wave of foreclosures and cause chaos in today’s sizzling hot real estate market.

Everyone has heard of the vast number of homeowners who have turned to forbearance during the pandemic amidst economic shutdowns and slowdowns. Forbearance allowed borrowers to pause their payments. Repayment of the missed payments can be done all at once, with a payment plan, or often deferred to the end of the term of the loan.

Everyone seems to jump to the plight and struggles of the Great

Recession and believe that the housing market is about to repeat itself. Yet, in August 2008, 9.2% of all U.S. mortgages were either delinquent or in foreclosure. By September 2009, it had risen to 14.4%. Today, 3.4% of all mortgages are in forbearance, which amounts to 1.7 million homeowners. The vast majority of those that remain in forbearance will perform and not become a foreclosure or short sale statistic. Why not? It is important to dive a bit deeper and take a look at the huge number who have already exited forbearance.

A total of 7.2 million homeowners have taken advantage of the forbearance program, according to Black Night®. Over 5.2 million have exited as of mid-June. The vast majority, 90% are either current and paying on time or paid off the balance of the loan in full. Incredibly, 3.4 million, or 65%, are current and paying on time. Another 1.3 million, or 25%, paid off the mortgage through a refinance or the sale of a home. Only 333,000, or 6%, are delinquent and working with the workout department of their bank to come up with a solution. That leaves 195,000 or 4% that are delinquent and on the road to be coming either a short sale or foreclosure statistic. That is 195,000 across the U.S. out of the 5,200,000 that exited forbearance.

Today, 1.7 million homeowners remain in forbearance. Thanks to the screaming hot housing market and skyrocketing home appreciation, most of these homeowners have plenty of equity to sell their home. 87% have at least 10% equity, more than enough to sell and walk away with net proceeds. The 13% remaining amounts to 221,000 homeowners. Many of them will work out some sort of loan modification with their lenders. Lenders have learned many valuable lessons from the Great Recession and are not at all eager to foreclose. But, even if all 221,000 become a foreclosure along with the 195,000 delinquent that exited forbearance and are not coming up with a solution with their bank’s workout unit, the 416,000 total foreclosures nationally pales in comparison to the nearly 9 million households that lost their homes to a foreclosure or short sale after housing crashed in 2007. The probable number of foreclosures is most likely less than 400,000, which would be easily swallowed up in today’s ferociously hot housing market.

At the start of the Great Recession, the supply of available homes to purchase was way too high, over 6 times where it stands today with only 3,180 homes currently available in San Diego County. Placing homes on the market, even foreclosures, when housing is starved for more inventory like it is today, will be easily snapped up in an instant. Buyers would welcome the relief of any additional inventory right now and into the foreseeable future.

The plight of not enough homes will linger for the rest of the year and throughout 2022 as well.

It is also important to note that there are currently only 12 foreclosures and short sales available in all of San Diego County, representing 0.4% of the current inventory. Demand (the last 30-days of pending sales) includes only 6 foreclosures and short sales, 0.2% of total demand. When forbearance ends, the numbers will increase from their all-time lows, but the slight rise will be undetectable within the marketplace.

The bottom line: there will be no wave of foreclosures due to forbearance. The sky is not falling. Instead, everyone should expect more of the same. The ultra-low, anemic inventory will remain, and demand will be juiced due to historically low mortgage rates.

Active Listings The current active inventory roughly stayed the same in the past couple of weeks.

The active listing inventory added 8 homes in the past couple of weeks, nearly unchanged, and now sits at 3,180 homes. Typically, the active listing inventory peaks between July and August, so the recent rises from June through July may have already come to an end. Only time will tell. Back to school shopping is in vogue, meaning the start of the school year is knocking on the door. That is normally when the market transitions into the Autumn Market, where fewer homeowners opt to sell their homes due to the inconvenience of relocating while the kids are in school. This is precisely why the inventory typically falls from the end of August through the end of the year. The drop picks up steam during the holidays starting in mid-November. It will be challenging for the inventory to drop much more than where it stands today though, as it is already at unprecedented low levels. At this point, it appears as if the start of 2022 will be a repeat of 2021 with very few homes available.

Last year at the start of August, there were 4,180 homes on the market, 1,000 additional homes, or 31% more. The 3-year average from 2017 to 2019 (intentionally omitting 2020 due to COVID skewing the data) is 7,083, an extra 3,903 homes, or 123% more.

There were a lot more choices for buyers compared to today.

Since comparing year over year data in housing is not accurate this year due to COVID-19 skewing the data last year, it is much

better to compare current levels to the 3-year average from 2017 to 2019. In July, there were 363 fewer new FOR-SALE signs in San Diego County, 7% less than the 3-year average. While it may not seem like much of a difference, it is still adding to the scarcity of available homes and exasperating the inventory crisis.

Demand

Demand decreased by 2% in the past couple of weeks.

Demand, a snapshot of the number of new pending sales over the prior month, decreased from 3,374 to 3,320 in the past couple of weeks, shedding 54 pending sales, down 2%. Demand remains strong due to interest rates dropping close to its 17th record low since the start of the pandemic of 2.65% established during the first week of January. According to Freddie Mac’s Primary Mortgage Market Survey®, rates had dropped to 2.77% as of August 5th. In comparing today to the 3-year average between 2017 to 2019 (intentionally leaving out 2020 due to COVID-19’s skew on the data), which was at 3,271 pending sales, demand is currently 1.5% higher, or an extra 49. And, that is being accomplished with an unprecedentedly low inventory. Expect demand to slowly drop from now until mid-November when it picks up steam and drops to the lowest point by year’s en

With a drop in demand in the past couple of weeks, the Expected Market Time (the number of days to sell all San Diego County listings at the current buying pace) went up by a day, from 28 to 29 days. It has remained in the upper twenties since the start of a July, an extremely insane, Hot Seller’s Market (less than 60 days) where there are a ton of showings, sellers get to call the shots during the negotiating process, multiple offers are the norm, and home values are rising rapidly. Last year the Expected Market Time was at 31 days, similar to today. The 3-year average from 2017 through 2019 was at 66 days, much slower than today, but still a Slight Seller’s Market.

What it Takes to Stay at Zero For San Diego Humane Society, the word “zero” represents a great accomplishment — not just for the organization, but for the entire county. Zero represents the number of healthy or treatable animals who are in danger of being euthanized in San Diego County animal shelters.

SDHS partnered with seven other shelters in the San Diego Animal Welfare Coalition to achieve this goal in 2015, making San Diego the largest city in the country to reach this milestone. “We’re committed to Staying at Zero,” said Gary Weitzman, SDHS president and CEO, “and what that takes involves evolution every year. We’ve seen that especially during the pandemic.”

Even before COVID-19 struck in March of 2020, the work to ensure zero euthanasia of healthy or treatable shelter animals was immense. As an open-admission shelter, SDHS won’t turn away any animal in need. They are one of the largest animal welfare agencies in the country, taking in nearly 50,000 animals annually — including those with serious medical and behavioral needs who would have nowhere else to turn. Saving their lives requires innovation, which is why the organization developed many of their signature programs.

At its San Diego Campus, SDHS operates the Pilar & Chuck Bahde Center for Shelter Medicine, providing medical care far beyond that found in traditional shelters. Its veterinary team — led by one of only 28 veterinarians certified in shelter medicine by the American Board of Veterinary Practitioners — performs everything from trauma medicine to specialized surgeries. They repair fractured bones,

perform advanced dental work and lead the country in developing new treatments for deadly diseases like parvo and distemper.

Across the street, you’ll find a state-of-the-art Behavior Center that provides a safe space and individualized training plans for some of the most challenging dogs and cats to enter San Diego County shelters. It’s one of just a few facilities of its kind in the country, and it enables SDHS to save hundreds of animals each year.

With the onset of the pandemic, operations for animal shelters became more complex. SDHS pivoted to continue saving animals while meeting the increased needs of pet families. “We had to figure out how to adopt pets online, how to care for animals while staying six feet apart, and how to be there for more people who needed us,” says Weitzman. “One of the ways we Stay at Zero is by keeping pets with the families that love them.

During COVID, that’s meant doing even more for our community, like distributing nearly 3 million pet meals, offering medical services, and providing behavior support.”

By providing more resources for pet families in need, SDHS ensures the pandemic doesn’t mean people face the heartbreaking decision to relinquish their animals.

10 Plants and Trees for Winning Fall Color

When designing a garden for fall color, select plants that will strut their stuff at different times in the season to keep the show going strong. Helenium autumnale is also known as sneezeweed. It’s a full-sun perennial that starts blooming in late summer and continues through early fall. It makes a great opening act for an autumn display. Helenium is a native plant, and Mariachi ‘Salsa’ is a shorter variety, topping out at 18 to 20 inches. Its blossoms open in traditional fall hues of orange, red and gold. Hardy in Zones 3-9.

Autumn Crocus If you love spring crocus, check out its fall flowering cousin, autumn crocus (Colchicum autumnale). Actually a lily, this plant grows leaves in spring that die back in early summer. Blooms open in early to mid-fall when no leaves are present. Autumn crocus does best in full sun to part shade and grows 7 to 12 inches tall. Plant these crocus bulbs in mid to late summer, tucking them among hardy geraniums, creeping thyme, ajuga or hardy vinca — plants that can help hide the dying leaves in early summer. Hardy in Zones 4-8.

Also known as bluebeard, caryopteris brings the color with lavender-hued blooms that open in late summer and fall. This variety is sold as Sunshine Blue II (Caryopteris incana), which pairs gold leaves with pretty purple flowers.

Drought-tolerant and deer-resistant, a caryopteris shrub makes a great addition to a wildlife garden where its flowers beckon all kinds of pollinators. Plants grow 2 to 3 feet tall and wide. Hardy in Zones 5-9.

Sumac As a group, sumacs are native to North America and offer multi-season interest. Fall foliage blazes in brilliant red and orange, while fuzzy red berry clusters linger through winter. Native sumacs tend to spread and form colonies. Site this plant where it can safely sprawl — it’s a great choice for filling a corner or obscuring a view. Tiger Eyes (Rhus typhina ‘Bailtiger’) is a gold-leaf variety that grows 6 feet tall and wide. It also forms a thicket, but at a slower rate. The fall color on Tiger Eyes is a spectacular medley of yellow, orange and intense scarlet. Hardy in Zones 4-8.

Dwarf Fothergilla

Asters bring the color in early fall, opening blossoms in many hues, including pink, purple, red and rose. New England aster is a native plant, often found growing in meadows. ‘Pink Crush’ is a newer variety that helps tame the height of the native plant, which tends to grow so tall it flops. This variety glows with bright pink flowers that literally cover the 20- to 24-inch-tall plant. Plant it in full sun. Hardy in Zones 3-8.

Dwarf fothergilla (Fothergilla gardenii) is a native shrub with leaves that form a kaleidoscope of fall hues, including gold, red, purple and orange. This stunner grows in part shade to full sun, which is the secret to the best fall color. In spring, branches open white blooms that resemble bottlebrushes. Flowers are fragrant and provide an early nectar source for pollinating insects. Look for different fothergilla varieties that grow up to 8 feet tall and wide. This dwarf plant doesn’t need a lot of room to strut its stuff, growing just 2 to 3 feet tall and wide.

Hardy in Zones 5-8.

‘Autumn Fire’ Sedum

Beautyberry

Tall flowering sedums act like a shrub in a planting bed, growing 24 to 30 inches tall and up to 24 inches across. An improved version of the classic ‘Autumn Joy’ sedum, ‘Autumn Fire’ boasts a tighter growth habit, thicker leaves and brighter pink blossoms. Flower buds appear in summer and slowly develop into open blooms, progressing through several color changes along the way.

Bees and butterflies can’t resist the flowers, while birds flock to faded blooms in winter for seed. Hardy in Zones 3-9.

Include native beautyberry (Callicarpa americana) in your landscape for a one-of-a-kind fall accent — bright purple berries. During the growing season, beautyberry is somewhat non-descript and easy to overlook. But as fall arrives, those purple berries sparkle, beckoning fruit-eating birds like cedar waxwings, cardinals and catbirds. Plants grow 3 to 8 feet tall and wide. Hardy in Zones 6-10. Look for other varieties with a more compact size, including Pearl Glam (4 to 5 feet tall and 3 to 4 feet wide). Hardy in Zones 5-8.

‘Autumn Spire’ Red Maple ‘Autumn Spire’ red maple (Acer rubrum) is an upright, narrow accent tree that delivers the traditional beauty of red maple in a size that fits any yard. Trees grow 50 feet tall and 20 to 25 feet wide. This maple is drought tolerant once established and holds its own where winter thermometer readings linger below zero. Expect trees to live 80 to 100 years. Hardy in Zones 3-6.

Garden Mums An autumn classic, garden mums carry the season with hues of orange, gold, russet, burgundy and bronze. If you want to grow garden mums as perennials, get them into the ground as soon as you see them for sale. The plants need at least six weeks before frost to establish a healthy root system. In coldest zones, hedge your bets for winter survival by mulching plants just before the ground freezes. Hardy in Zones 4-8.

Thereafter both members of each team will serve and fault before the ball is turned over to the opposing team. When the receiving team wins the serve, the player in the right hand court will always start play.

Double Play Positioning Movements In Image A below, you can see that Server (player 1) serves from the right hand side of the serving team’s court diagonally across court to the Receiver (player 3)in the opposite right hand side of the court. The receiver (player 3) must let the ball bounce before returning the serve. The serving team must also let the return bounce before playing it (the Double Bounce Rule). After two bounces have occurred, the ball may then be either volleyed or played off the bounce until a fault is made.

Volleys

Players on each side must let the ball bounce once before volleys are allowed, and there is a seven-foot no-volley zone on each side of the net, to prevent “spiking.” The server continues to serve, alternating service courts, until he or she faults. The first side scoring eleven points and leading by at least two points wins. Pickle-ball® can be played with singles or doubles.

MAKE PICKLED PINK ONIONS: In small pot, bring white wine vinegar, sugar and salt to boil. Add onions and toss to coat 15 seconds. Turn off heat and let sit 20 minutes, stirring occasionally, until onions are soft and bright pink. Set aside.

MAKE SESAME GINGER VINAIGRETTE: In small bowl, stir vegetable and sesame oils with ginger, rice wine vinegar, soy sauce and sesame seeds. Pour into two small ramekins.

Set aside.

MAKE SWEET POTATOES: In large nonstick skillet over medium heat, heat olive oil. Add sweet potato slices and cook, turning occasionally, 15-17 minutes, adjusting heat as necessary until tender when pierced with knife. Remove to cutting board and cut each slice into quarters. Wipe out skillet.

MAKE TEMPEH: Cut tempeh crosswise into eight triangles.

In nonstick skillet over medium-low heat, heat vegetable oil. Cook tempeh with soy sauce until golden brown and warm, 2-3 minutes per side. Remove tempeh from pan and add baby spinach or kale; stir 1-2 minutes just until wilted.

ASSEMBLE BOWLS: On bottoms of two shallow bowls or plates, spread cooked quinoa. Top with piles of warm sweet potatoes, pickled pink onions, sauteed spinach or kale, avocado, chickpeas, grape tomatoes and pea shoots. Top with tempeh and serve with sesame ginger vinaigrette.
