Dear Citizens of the Cañon City Area Recreation &Park District, 2025 is aspecial year for all of us at the RecreationDistrict. This we areproudly celebrating 60 years of service to the people of the District. We wereoriginally formed to operate aswimming pool andthrough the years this has grown to include parks, trails, open spaces, and programs. Thereismuchtobelearnedbylooking back from the beginning to see what you have become. The best part is allofthe growth was not government ledbut community driven.
It all began when the R.C. Icabone Swimming Pool opened in the summerof1966. The effort to create this pool actually began in 1947. After 18 years of work andnumerous defeats andhurdles, theDistrict was finally formed, and the pool was constructed. The poolwould providea place for generations to learntoswim, become competitive swimmers, or simplysplash and play on ahot summerday.Itwas everything the community envisioned, but little did they realize in 1965 that was simply the beginning
The community realized quickly there were other recreational opportunities the Cañon City Area needed In the fall of 1966, the Board of Directors was asked by community members and leaders to take over the youth baseball, basketball, and football programs. They were also asked to begin the process of finding locations for parks and possibly construct a recreation center. All these ideas were presented by the community, and the District listened. Next was the challenge of making it a reality. The District partnered with the school district for field and gym space and the programs began to run. However, the first park of the Recreation District, Rouse Park, didn’t become a reality until 1974. The demand for more would continue in the coming years.
Over the years the District kept moving forward as the community asked for more facilities and programs These additions included the Arkansas Riverwalk, John Griffin Regional Park, Harrison Park, Pathfinder Park, and the Schepp Open Space We went from just a pool to more than 300 acres of property for the public to enjoy using for recreation We expanded from three programs in the first few years to nearly 50 by 2024 All of this happened without an increase in taxes Rather, it was made possible thanks to aggressively pursuing grants, and the District receiving generous donations and sponsorships The District kept moving forward and tried to keep up with the evolving recreational demands of the community, while the mill levy to fund the District remained the same We continue to be the second lowest funded recreation district per capita in the State of Colorado
Parks and recreation are an essential service in any community but often overlooked. Most think of the need for schools, first responders, roads, etc. However, imagine a community with no parks, trails, open spaces, or programs. Is that a community you would want to live in? People use parks and recreation as a way to escape the stress of their daily life and spend time exercising, hanging our with friends and family, or simply having a mental health break The facilities can be used year-round and are paid for with your tax dollars and programs are made affordable to meet the socioeconomic needs of the community Parks and recreation are an essential service for the well-being of those in the Cañon City area
In November of 2024, the Recreation District in partnership with the City of Cañon City and Cañon City Schools was able to pass two questions to fund the capital construction to replace the Icabone Swimming Pool However, a question to fund operations of the pool and District failed by 3 7% We are currently exploring options to address this and there is a good chance the District will look to go back to the voters in November of 2025. In the meantime, the District has selected Wember to serve as owners’ representative for a capital construction project and with their help we are looking at securing an architectural firm, general contractor, and engineer to start planning for the project. No construction will occur unless the operations of the pool are addressed. We will have additional information on our website in the coming month.
The Recreation District has proudly served the community for 60 years and we will continue to do so for years to come The question now is, “Do you want part of that service to include a pool?” It will be for you to decide
Kyle Horne Executive Director
The Cañon City AreaRecreation and Park District is aspecialdistrictthatwas established in1965. The District’smain source of funding comes in the form of property tax, whichiscollected from an area that is approximately 115 squaremiles in size.
TheDistrictisgoverned by a five-member Board, who areelected at large from citizens livingor owning property within the Districtboundaries. Elections areconducted in May of every odd year. The Boardconducts monthly meetings at the District’smain office, 575 Ash, St., on the second Tuesday of every month beginning at 7:00 pm.
The District currently owns and operatesRouse Park, John GriffinRegionalPark, OldHarrison Park, Arkansas Riverwalk, Arkansas Riverwalk DogPark, Ash Street Community Garden,Ash Street Archery Range, Schepp Open Space and Eagle Wing Trailhead, and the Community Room, which is located within the main office. Icabone SwimmingPool in May of 2023 due to numerous maintenance and safety issues. An independent study stated the structure had outlived its useful life. Itexceeded its expected life by nearly 30 years.
Every year the BoardofDirectors and the District Staffstrive to improve the programs andfacilities offered to the community. CHOOSING ATENNISRACQUET:
The following are standard guidelines for age and racquet length selection: If an 8-year-old is thesizeofanaverage 10-year-old, choose the10-12 racquet. Move up one size (possibly two) to adjust for exceptionally high physical strength or ability butadjusting down for lack of strength is almost never necessary.Ajunior player should useaslonga racquet as he/ shecan comfortablyhandle. This will encouragedevelopment of smooth strokes that utilizegood weight transfer and larger muscles. Toosmallaracquetencourages excessive wrist and elbow action, which, in the long run, will harm both stroke development and the arm. Ajunior is generally ready for an adultracquetwhen weighing 85pounds or more.
