MATTHEWJONAS—STAFFPHOTOGRAPHERWhat it asks: “Shall there be an amendment to the Colorado con stitution concerning the conduct of charitable gaming activities, and, in connection therewith, allowing managers and operators to be paid and repealing the required period of a charitable organization’s continu ous existence before obtaining a charitable gaming license?”
What it means: Under the Colorado Constitution, a charitable organization must exist for five years before applying for a chari table gaming license, which covers bingo, pull-tab games, and raffles. Managers or operators are also prohibited from receiving payment for operating a charitable game. The amendment would lower the number of years an organization must have existed before obtaining a charitable gaming license from five years to three years until 2025.
After Jan. 1, 2025, the amendment would allow the Legislature to set the length of time. The measure would also allow managers and operators of gaming activities to make minimum wage until July 1, 2024, after which the limit on com pensation would be lifted.
What supporters say: Accord ing to an analysis by the Legisla tive Council Staff, approval of the measure was expected to increase state revenue based on additional license fees. It would also alleviate the reliance of charitable organiza tions on unpaid volunteers.
What opponents say: Opponents have argued that “professional izing” charitable gaming opera tions undermines their charitable fundraising purpose and that pay ing workers increases overhead to operate games, potentially reduc ing the amount of money nonprofit organizations are able to raise.
What it asks: “Shall state taxes be increased $100,727,820annu ally by a change to the Colorado Revised Statutes that, to support healthy meals for public school students, increases state tax able income only for individuals who have federal taxable income of $300,000or more by limiting itemized or standard state income tax deductions to $12,000for single tax return filers and $16,000 for joint tax return filers, and, in connection therewith, creating the healthy school meals for all program to provide free school meals to students in public schools; providing grants for participat ing schools to purchase Colorado grown, raised, or processed prod ucts, to increase wages or provide stipends for employees who pre pare and serve school meals, and to create parent and student advisory committees to provide advice to ensure school meals are healthy and appealing to all students; and
What it asks: “Shall there be a change to the Colorado Revised Statutes requiring that the ballot title and fiscal summary for any ballot initiative that increases or decreases state income tax rates include a table showing the average tax change for tax filers in different income categories?”
What it means: The measure would require ballot titles and fiscal impact summaries for initiatives that increase or decrease indi
creating a program to assist in pro moting Colorado food products and preparing school meals using basic nutritious ingredients with minimal reliance on processed products?”
What it means: The measure would reduce income tax deduc tion amounts for those earning $300,000or more from $30,000 for single filers and $60,000for joint filers to $12,000for single filers and $16,000for joint filers. Revenue from the change would provide free school meals to all stu dents in Colorado public schools, provide local food purchasing grants, and increase wages for employees that prepare and serve food.
What supporters say: The measure would reduce childhood hunger and reduce the stigma chil dren on reduced or free meal plans can face.
What opponents say: Those who can afford to pay for their children’s meals should pay to subsidize programs.
vidual income tax rate to include a table illustrating the potential tax changes for those in different income brackets.
What supporters say: The mea sure would add a level of transpar ency to tax bills and allow people with different incomes to see how the measure would impact them. What opponents say: Further explainers and numbers could lead to more confusion for voters and lengthen the language of ballot measures.
What it asks: “Shall there be a change to the Colorado Revised Statutes reducing the state income tax rate from 4.55% to 4.40%?”
What it means: The measure would decrease the state income tax rate from 4.55% to 4.40% for tax years commencing on or after Jan. 1, 2022. Proposition 121
What it asks: “Shall there be a change to the Colorado Revised Statutes concerning statewide funding for additional affordable housing, and, in connection there with, dedicating state revenues collected from an existing tax of one-tenth of one percent on federal taxable income of every individual, estate, trust, and corporation, as defined in law, for affordable hous ing and exempting the dedicated revenues from the constitutional limitation on state fiscal year spending; allocating 60% of the dedicated revenues to affordable housing financing programs that will reduce rents, purchase land for affordable housing develop ment, and build assets for renters; allocating 40% of the dedicated revenues to programs that support affordable home ownership, serve persons experiencing homeless ness, and support local planning capacity; requiring local govern ments that seek additional afford able housing funding to expedite
would also reduce the tax rate for domestic and foreign corporations operating in Colorado from 4.55% of Colorado net income to 4.40%.
What supporters say: The measure would reduce the amount residents would pay in income tax.
What opponents say: The mea sure primarily benefits the wealthy, and would have consequences for schools and public infrastructure.
development approvals for afford able housing projects and commit to increasing the number of afford able housing units by 3% annually; and specifying that the dedicated revenues shall not supplant existing appropriations for affordable hous ing programs?”
What it means: The initiative would create the State Afford able Housing Fund and dedicate one-tenth of one percent of state income tax revenue to fund af fordable housing programs and projects.
What supporters say: The measure would result in 10,000 more affordable units every year in Colorado and help build more per manent supportive housing units to get people off the streets.
What opponents say: The Colorado Legislative Council Staff estimated that $270million would be transferred from the state gen eral fund to the State Affordable Housing Fund. The initiative would authorize the state to retain and spend these funds, which would otherwise be refunded to taxpay ers.
What it asks: “Shall there be a change to the Colorado Revised Statutes concerning legal regu lated access to natural medicine for persons 21years of age or older, and, in connection there with, defining natural medicine as certain plants or fungi that affect a person’s mental health and are controlled substances under state law; establishing a natural medi cine regulated access program for supervised care, and requiring the department of regulatory agen cies to implement the program and comprehensively regulate natural medicine to protect public health and safety; creating an advisory board to advise the department as to the implementation of the pro gram; granting a local government limited authority to regulate the time, place, and manner of provid ing natural medicine services; al lowing limited personal possession, use, and uncompensated sharing of natural medicine; providing speci fied protections under state law, including criminal and civil immu

What it means: The measure would incrementally increase the number of retail liquor store
nity, for authorized providers and users of natural medicine; and, in limited circumstances, allowing the retroactive removal and reduction of criminal penalties related to the possession, use, and sale of natural medicine?”
What it means: The measure would decriminalize the personal use and possession of certain hallucinogenic plants and fungi, including psilocybin mushrooms. These are currently classified as Schedule I controlled substances.
What supporters say: The Natural Medicine Health Act creates regu lated access to natural psychedelic medicines, giving Coloradans who are struggling with challenging mental health issues an oppor tunity to try alternative forms of treatment.
What opponents say: Opponents have expressed concerns about health risks associated with psy chedelic plants and that decrimi nalization would eventually lead to children gaining access.

What supporters say: Proponents say the measure would allow for more places to sell liquor, which would make buying alcohol more convenient for consumers.
What opponents say: The mea sure benefits larger chain stores and companies, and could force smaller, locally owned stores out of business.
