Port of Corpus Christi and Pollution Prevention Partnership Strive to Maintain Regional Air Quality

t has been a busy final quarter of 2018. The Port of Corpus Christi and Texas A&M University - Corpus Christi Pollution Prevention Partnership provided the community with free automobile emission screenings and conducted the Port’s annual fleet screening at the 19th annual AutoCheck event at Whataburger Field. Community members received free vehicle emission screenings and check-engine code readings. Participants also enjoyed a new feature of this annual event - free Vehicle Identification Number window etchings provided by the Corpus Christi Police Department.

The Port of Corpus Christi sponsored additional AutoCheck events at the Del Mar Economic Development Center, The Garcia Arts & Education Center, Texas A&M University - Corpus Christi, and the Flint Hills Training Center. Of the 89 private vehicles screened, four received vouchers to repair engine problems which had caused excessive emissions and six received vouchers to replace bad gas caps. These repair vouchers cover up to $600 of emissions reducing mechanical work at a contracted garage. The repairs and gas cap replacements are paid for by a Texas Commission on Environmental Quality enforcement action.

In the first week of December, The Port of Corpus Christi and Texas A&M University - Corpus Christi Pollution Prevention Partnership conducted emission screenings on most of the diesel and gasoline engines in the Port’s fleet. Vehicle fire extinguishers also were checked as the vehicles queued up. Though the weather was damp, all operations went smoothly. This effort would not have been possible without the help of Port staff.

Port Reaches Milestone with Record Tonnage

n the first nine months of 2018, the Port of Corpus Christi reached another milestone when it set a new tonnage record of 79.3 million tons.

This surpassed the previous record of 77.9 million tons (set in the first nine months of 2015), and eclipsed the same period in 2017 by 4 million tons, an increase of 5% year-over-year.

“This tonnage record is one of many set by the Port of Corpus Christi in 2018, and it is indicative of the continued growth we have been experiencing in the energy sector,” said Sean Strawbridge, Chief Executive Officer for the Port of Corpus Christi. “Our bullish outlook of success is reinforced by this achievement and we look forward to continuing our investments alongside those of our customers as Texas and the United States continue the trend as a strategic global provider of energy.”

The increasing tonnage substantiates the Port of Corpus Christi’s call for the US Army Corps of Engineers to move swiftly in the execution of the Corpus Christi Ship Channel Improvement Project (CIP), which includes dredging the ship channel from 47 feet to 54 feet and widening it to 530 feet, to accommodate larger vessels and allow for safer and more efficient traffic flows.

First Suezmax Vessel Arrives on Newest Dock

September 6, 2018, marked a landmark day for the Port of Corpus Christi, as the first Suezmax vessel to dock at the new Dock 15 arrived to load crude at NuStar Energy’s North Beach Terminal. The vessel, named “Runner,” was part of a commissioning effort for the dock and a series of maintenance checks were performed to confirm that the dock and its systems were all operating properly.

Port Reveals Plans for New Crane for Bulk Dock One Operations

he Port of Corpus Christi Commission approved the purchase of a rail-mounted, multi-purpose ship unloading crane from Liebherr USA, Co. The Liebherr Portal Slewing Crane LPS 550 will be used for operations at Bulk Dock 1.

Currently, ship unloading operations at Bulk Dock 1 are handled by a traveling unloading gantry crane, commissioned in 1959. The age of the existing machinery has presented a battery of challenges, including but not limited to: obsolete replacement parts, outdated safety mechanisms and operational inefficiencies.

The new crane marks a historic moment for Bulk Terminal which will improve productivity, efficiency and cargo handling flexibility. Not to mention, the LPS 550 includes numerous features engineered to improve safety during cargo handling operations.

Construction and installation of the crane, hopper and conveyor belt system are anticipated to take 13 months.

Designing the New Port Office Facility The Port of Corpus Christi awarded a contract to design and construct the new Port office facility to Bartlett Cocke Beecroft (BCB), a joint venture between San Antonio-based Bartlett Cocke Construction and local general contractor Beecroft Construction. A selection committee for the Port of Corpus Christi Authority voted to accept the $23 million contract bid from BCB; Port of Corpus Christi Commission Chairman Charles W. Zahn, Jr., announced the deal at the August commission meeting. The new facility will be designed by Richter Architects. Construction tentatively is scheduled to begin in Spring 2019 and expected to be complete in 2021.

Port of Corpus Christi Partners with The Carlyle Group to Develop Major Crude Oil Export Terminal on Harbor Island

T

he Port of Corpus Christi announced its agreement with The Carlyle Group to work exclusively to develop a world-class crude oil export terminal on Harbor Island, connecting growing crude oil production in the United States with global markets. The Terminal would be the first onshore location in the U.S. capable of providing export service to fullyladen Very Large Crude Carriers and would further the Port’s position as the preeminent global crude oil export hub.

VLCC access at the Port of Corpus Christi will open the global markets for U.S. oil producers, pipelines, their supply chains and customers. The result could produce up to a $50 billion annual reduction to the national trade deficit. The City of Corpus Christi would benefit from the thousands of direct and indirect jobs as well as billions of dollars in incremental economic activity.

Under terms of the Agreement, the Port will work exclusively with The Carlyle Group to bring together world-class oil producers, marketers, and pipeline and marine terminal operators to ensure a significant portion of the new oil production in Texas will have a reliable gateway to international markets.

U.S. Army Corps of Engineers Awards $92 Million Contract for the Channel Improvement Project The U.S. Army Corps of Engineers (USACE) awarded a $92 million construction contract to Great Lakes Dredge & Dock Company, LLC, to deepen and widen the Corpus Christi Ship Channel (CCSC) from the Gulf of Mexico to Harbor Island, as part of the Channel Improvement Project (CIP). This contract will increase the depth from -47 feet Mean Lower Low Water (MLLW) to -54 ft MLLW from the jetties at the entrance of the ship channel to Harbor Island and will extend the CCSC into the Gulf of Mexico to -56 feet MLLW.

Just how big?

Very Large Crude Carriers (VLCC) are very large shipping vessels with dimensions of up to 470 m (1,540 ft) in length, beam of up to 60 m (200 ft) and draught of up to 20 m (66 ft). Astonishingly, the standard dimensions of these ships range between 300 to 330 meters in length, 58 meters breath and 31 meters in depth.

New Chief Operating Officer Clark Robertson The Port of Corpus Christi has appointed Clark Robertson as its Chief Operating Officer, a position last held by Chief Executive Officer Sean Strawbridge.

Accomplished in industrial real estate acquisitions, economic development, transportation sales and marketing, Robertson has expertise in developing and leading results-driven teams in dynamic environments with a focus on long-range growth.

“I am excited to join the leadership of the Port of Corpus Christi and look forward to working with the staff and Port Commissioners to drive positive results and add value for all stakeholders,” said Clark Robertson. “The Port of Corpus Christi’s leadership within the maritime world for energy products is well known, and the Port continues to work toward growing its position through a number of exciting projects.”

In his new role, Robertson oversees the Port of Corpus Christi’s Engineering Services, Environmental Planning & Compliance, Port Operations, Safety, and Port Security functions and personnel.

New Chief External Affairs Officer Omar Garcia The Port of Corpus Christi has appointed Omar Garcia as its Chief External Affairs Officer.

A native of Kingsville, Texas, Garcia is highly skilled in developing public and economic policy, having been appointed in 2010 to the Texas Economic Development Corporation by then Governor Rick Perry, and is an experienced authority in the oil and gas industry. Garcia will lead the Port’s External Affairs functions and is responsible for oversight and guidance of Governmental Affairs, Public Affairs, Communications and Community Relations.

“It’s an exciting time at the Port and I look forward to being part of its growth,” Omar Garcia said. “The Port of Corpus Christi plays a vital role, not only in this community, but in the global energy landscape, and I am thrilled to help communicate all of the amazing things that are coming into view.”

In his new post, Garcia will liaise between Port executive leadership and the public advocacy groups, local and national elected officials, business leaders, community members and regional stakeholders.

Our employees volunteer their time and energy to support organizations in our shared missions. We are passionately committed to working together to enhance the quality of life in the community in which we live, work and play. In 2018, the Port of Corpus Christi supported more than 130 local organizations.

The Port of Corpus Christi donated 28 coats to the Minority Advancement Project (MAP). These coats will benefit underprivileged children.

Port of Corpus Christi employees celebrated the holidays with local children at Westside Business Association’s 35th Annual Navidad de los Ninos. The organization is committed to promoting economic, educational development and cultural history of the city with an emphasis on the Westside.

The Port of Corpus Christi hosted this year’s “Putting for a Purpose” charity golf event, which raised over $10,000. Proceeds from the event benefited Mission-Aransas National Estuarine Research Reserve.

The Port of Corpus Christi dropped by the Gregory Housing Authority to spread holiday cheer. The Gregory Housing Authority was established in 1974 and is committed to providing residents and their families a safe, affordable home and a foundation for economic and social stability.

POCCA the Pelican, Santa, Mrs. Claus and a team of elves stopped by Ingleside Primary School to spread holiday cheer.

Residents of the Corpus Christi State Supported Living Center experienced the joy of opening presents on Christmas morning, through the “Adopt-an-Angel” program.

Officer Amy Cuevas greeted customers with a smile as she served the community at the annual Tip a Cop event, a statewide fundraising effort for Special Olympics Texas.

Partnering with Home Depot and NuStar Energy, Port employees gave back to the community at the annual A-Tree-For-All. In the past 21 years, the Port, and its partners, have provided over 4,200 trees to families. More than 70 volunteers participated.

Port of Corpus Christi volunteers took part in Salvation Army’s Annual Red Kettle Holiday fundraising campaign. Proceeds raised from the campaign will provide food and shelter for those in need.

Seven C’s, for Safety Success In the seemingly never-ending search for success, there are so many elements that comprise an effective and efficient safety program. In a peer-reviewed article titled, “The Communication Dynamic for Occupational Safety and Health (OSH),” Scott Geller shares “the Seven Cs for Safety Success.”

1. COMMUNICATION Communication helps develop relationships, learn what employees hope to achieve, recognize opportunities for improvement and identify the actions needed to accomplish organizational goals.

2. COURAGE Seeing a problem takes mere observation. Doing something about it requires courage. It is the responsibility of workers and safety professionals alike to act on behalf of protecting worker safety when they see something that could cause harm to another person.

3. COMMITMENT Commitment to one’s organization reflects a worker’s motivation to perform and an understanding of the consequences of their behavior.

4. CHOICE As noted, personal choice is a key component in facilitating a culture where employees look out for each other and act in the best interest of safety. Employers should do everything they can to facilitate self-accountability and self-motivation.

5. COMPETENCE Everyone wants to feel competent in the work they do. When workers perceive that they can perform their tasks and fulfill their responsibilities, they are more motivated to do the right thing in terms of safety, even when no one is watching.

6. COMMUNITY Along with the steps outlined, creating a sense of community among the workforce is crucial to developing a culture where workers are concerned for each other’s safety and will take steps to ensure that incidents do not occur.

7. COMPASSION Being compassionate to the well-being of your coworkers requires you to see things from their points of view. When we see things from someone else’s perspective, we understand where they are coming from and can collaborate toward a positive solution. »» 12

The Port of Corpus Christi bids farewell to Barbara Canales The Port of Corpus Christi bids farewell to Barbara Canales as she embarks on her new journey as Nueces County Judge.

Canales took oath of office on January 1st making history as the first woman ever elected to the Nueces County Judge seat.
