After last week’s article about the water problems in Burgersfort, Mr Simon Mpamonyane of Lepelle Northern Water (LNW) demanded an apology from Platinum Gazette for not waiting for LNW’s full response before publication. That we could unfortunately not do because our readers demanded answers. We are sorry if we have put LNW in a difficult position, but this week we at least know exactly what is going on and this is Mr Mpamonyane’s full response in the public interest as it should be: “There is an experience of high water demand from the two reservoirs that supply other sections of the town, while the command reservoir that supply water to other sections of the town is fine and its water level is almost 60%. Water pumped from the Plant to reservoirs has not be been affected and never reduced. The situation or system arrangement to supply water into and out of the reservoirs is currently separated as per sections supplied from different reservoirs and pipelines. Our Team is in the process of linking the supply from separation of distribution from reservoirs, but in testing that it was found out that when one section is sorted out, the other that was okay got affected. Lepelle Northern Water (LNW) has been analysing the supply system in detail to inform what need to be effected as a longterm solution other than to operate valves to control water distributions. Currently LNW is constructing new pipeline connections to interlink reservoirs that has no high water demand to reservoirs that has high water demand to ensure that there is consistent pressure balance that will be exerted from reservoirs and also water balance to be systemised as per supply sections water demand within Burgersfort. The process of erecting a new pipeline is in process that will be complete by Monday, 23 February 2015 (taking into consideration that the construction of bulk pipe connections take a long period to complete). The interlink between reservoirs is permanent and efficient during high and low water demands periods. As far as communication goes, the signed bulk water services contract concluded with Sekhukhune District Municipality (SDM), LNW should inform the Sekhukhune District Municipality, which in turn should notify its customers about any water challenges LNW was communicating through sms with SDM about challenges experienced at Burgersfort Water Plant, but having noticed that communications is not

being received by respective affected stakeholders, LNW will start using radio stations, newspapers and send letters to business in conjunction with SDM. As far as the Call Centre is concerned, the volume of calls received at the same time resulted into many calls remaining longer on the waiting list while some are being answered. Other callers as they called, demanded to be told when will water supply be restored and as the Call Centre could not provide the exact time for water restoration, the person in the Call Centre is being harassed by failing to provide actual times. LNW has now resolved to train personnel handling the Call Centre to can be able to deal with high volume of calls. LNW will embark on proactive communications in informing residents and relevant stakeholders about water challenges and provide temporary measures to minimise impacts. The Call Centre was established to report minor incidents such as pipe leakages to minimise water loss. Lepelle Northern Water; Tubatse Municipality and Sekhukhune District Municipality will have to improve communications with affected stakeholders to inform them of deviations from normal water supply and also to provide alternatives to minimise the impacts. Locally based communications tools shall be identified and used to reach as many people as possible. During the week of the 23-27 February 2015, the new interlinking of pipes and reservoirs will be effected. Testing has commenced to undertake trial and error in getting operational procedure for sustainable and consistency supply. Our belief is that if communications can be improved, stories will disappear since some of them are not helpful to the solutions. We will also enhance the call centre to have record of the latest calls and responses given by the Plant Personnel and arrange regular feedbacks in addressing the water supply challenges LNW resolved to increase the pumping capacity at the Plant to supply more water to reservoirs with the aim of addressing water shortages during high demand periods. The town is growing where the water demand is far more than the supply and residents are encouraged to implement Water Demand Management. Plans are in place to supplement the current water supply from boreholes as a short term measure as we are investing in a long term solution of delivering more water from the Mooihoek Regional Water Scheme after its completion.”

SOPA in a nutshell

Limpopo Premier Chupu Mathabatha delivered the annual State of the Province Address (SOPA) in the Legislature on 24 February at Lebowakgomo. The premier announced that since the last SOPA the provincial government has engaged in a rigorous consultative process with various stakeholders to establish a common ground on how to move Limpopo forward. The stakeholders included public entities, private sector, organized labor and civil society. The process culminated into an all-inclusive Provincial Development Summit towards the end of last year. He announced that the Limpopo Development Plan (LDP) has been finalized., establishing a blueprint to guide and put the province on a higher trajectory of economic growth and development. He stressed that the government was guided by the prescripts of the National Development Plan when it says: “Active citizenry and social activism is necessary for democracy and development to flourish. The state cannot merely act on behalf of the people, it has to act with the people, working together with other institutions to provide opportunities for the advancement of all communities.” Premier Mathabatha says he is convinced that the Limpopo Development Plan “reflects our shared vision and strategic imperatives towards poverty reduction, elimination of social inequality and a creation of sustainable jobs in our province. “We aim to achieve this through sustainable socio-economic, infrastructural and institutional development. We will do this with a view to achieve radical economic and social transformation. With regard to economic development and transformation, we identified strategic programmes across the mining, agriculture and tourism sectors. Our fundamental goal is to ensure an industrialization programme through mineral beneficiation, development of agro-processing cluster and logistics. In addition, we have re-affirmed the role of SMME’s and Cooperatives in the productive sectors as a critical component towards radical economic transformation. The Limpopo Development Plan has also identified specific economic regions that have a significant potential to accelerate the industrialization process in the Province. These include, but not limited to Polokwane, Lephalale, Tubatse, Tzaneen and Makhado-Musina corridor as the areas of priority in terms of integrated human settlements and economic development.” He also announced that preparations for the launching of the Limpopo Human Resource Development Council are at an advanced stage. This Council will be advising the Provincial Government on matters related to skills development. He said underpinning the Limpopo Development Plan is 10 High-Level Development Targets to be attained by 2020. These targets are: • the achievement of economic growth rate of 3% revised in the light of the current performance of the global economy, • the creation of 429 000 jobs; • Increased access to basic water from 83% in 2014 to 90%; • Increased access to electricity supply from 83% in 2014 to 90%; • Increased access to sanitation from 43% in 2014 to 50%; • Increased Matric Pass Rate from 72% in 2014 to at least 80%; • Increased Geographic Gross Product contribution to the national GDP f rom 7.15% in 2014 to 9%; • Reduction of the unemployment rate from 16.9% in 2014 to

Increased average life expectancy from 58.3 in males in 2014 to 60, and 62.5 in females in 2014 to 65,and above all; Reduction of inequality in terms of Gini-Coefficient from 0.61 in 2014 to 0.50

He called upon all the people of Limpopo, public servants, workers and business alike, to support and promote the Limpopo Development Plan. Premier Mathabatha also elaborated on the provincial government’s efforts to attract foreign investment, improve international cooperation en forge bilateral relations. With regard to labour he said a recent Labour Force Survey by Statistics South Africa indicates that employment in the province has increased by 67 000 more permanent jobs. In the last quarter alone, the province has created 29 000 permanent jobs. In essence, we have reduced the unemployment rate by a percentage point from 16.9 to 15.9 in the intervening period. The expanded unemployment rate declined on a quarterly basis by 1.2 percentage points to 37.2%., saying “There is therefore no doubt that we are faring better, in creating more decent and sustainable jobs for our people. Nevertheless, more work still needs to be done.” After discussing agriculture, education and health services in the province, he said in collaboration with the national Department for Social Development, the provincial government is making inroads in fostering sustainable livelihoods and poverty alleviation. “We have thus far empowered 12 Community Nutrition Development Centers to manage and distribute food to needy individuals across the province. This initiative will benefit no less than 2 400 people. In the next financial year, we will increase Community Development Centers from 12 to 17 in the province. This will obviously go a long way toward improving conditions of those living below the poverty line.” With regards to local government he said interventions were bearing fruit, but he was not too happy because “ we are still faced with the challenge of municipalities which are unable to spend their Municipal Infrastructure Grant (MIG). By December last year we had only managed to spend a mere 26.2% of the allocated MIG budget. This is obviously unacceptable. The Department of CoGHSTA and the Provincial Infrastructure Development Hub that we have established in the Provincial Treasury last year are working on a mechanism to help municipalities to improve in this regard. I must however congratulate Bela-Bela Local Municipality and Greater Giyani Local Municipality which are doing relatively well on their MIG spending. By December last year, Bela-Bela Local Municipality had spent 55% of its MIG budget whilst Greater Giyani Local Municipality had spent 78% of its MIG budget. You have indeed done us proud! After explaining what the government is doing with regards to the provision of water, sanitation and housing, he made a couple of announcements regarding the traditional leadership saying “As a measure of supporting the institution of traditional leadership, we will purchase vehicles for traditional leaders over the next medium term period. The MECs of CoGHSTA and Provincial Treasury, in consultation with the House of Traditional Leaders will work-out a mechanism in terms of which these vehicles will be allocated to traditional leaders over this period. Of particular note, is the fact that our traditional leaders can finally have Medical Aid. We implore on all those who have not yet applied to take advantage of this opportunity.”

Ohrigstad gets new CPF Executive Ohrigstad area’s three Community Policing Forum sub-committees recently elected a new Community Policing Forum Executive Committee for the area from the sub-committees. Constable Phokane KM of Orighstad Police Station is the Coordinator and the meeting was held on 17 February in the Court Room at Ohrigstad. The three sub-committees comprised members from Maepa Village, Majaditshkudu Village and Ohrighstad area. In the bottom photograph members of the the new executive committe smile for the camera. Seek and you will find... “We were on the lookout for a rare Orchid that only occurs in the Burgersfort area as the story goes. Towards the end of last year we found two species of ground orchids of which we think

one is that legendary orchid rumoured about. The plants were not in flower yet and we decided to go back there early this year to observe the flowers of these orchids” says Mr Gabriël Joubert. Joubert first heard of this orchid in a conversation with Dr Kyle Dexter from the School of GeoSciences, University of Edinburgh, United Kingdom. Dr Dexter was involved in plant research in this area many years ago and he mentioned this very rare occurrence of a twiner that are only recorded to be growing in this area. “On our trip to observe the orchid flowers in January this year I mentioned to my friends to be on the lookout for this twiner. As I was kneeling down taking a soil sample, one of the kids on the trip came up to me with flowers in her hand. Overjoyed we rushed to the spot and lo and behold - the twiner in all its magnificent glory”. The scientific name of the plant is Ceropegia distincta. Subsp. Verruculosa. It was first recorded in this area in 1957 by Roux. Ceropegia forms part of the Milk wood family. It is a perennial twiner or scrambler and is known as Bushman`s pipe, not to be confused with “Oupa se pyp” which commonly occur all over in this area. On the last assessment date 2006/05/16 it was classified by SANBI on the red data list of plants as DDD. Which means it is critically endangered. The plant is mainly threatened by agriculture and grazing. This is indeed a plant to be looked after and

is a great asset to the local community. Some of the other plants of note spotted were the two ground orchid species Eulophia Leachii and Eulophia Petrsii, Ceropegia Nilotica, Orbea carnosa ssp keithii and Huernia stapelioides. Daar is geverf, en die kunstenaar Pieter Krugel het spesiale sementkuns op van die mure aangebring. Correctional Services and Education to work together The Acting Member of the Limpopo Executive Council (MEC) for Education, Mr Jerry Ndou and the Regional Commissioner of the Department of Correctional Services (DCS) have signed a Service Level Agreement (SLA) to mark the beginning of working relationship between the two institutions. The SLA will see the Department of Correctional Services providing expertise in maintenance and refurbishment of furnisher and infrastructure. The two institutions have a history of supporting each other. The DCS used to release offenders and parolees to amongst others clean school yards and building classrooms. Recently, the DCS built three classrooms at Lwamondo in Vhembe district. The involvement of offenders in community services is part of offender rehabilitation path which prepares the offenders for social reintegration.

It is Shavathon time Passport to Future graduates may just be what you are looking for if you need someone reliable to employ. These candidates had undergone various areas of training in 2014 and some are still looking for employment.

A total of 300 Passport to Future participants were trained in 2014. They are from different villages within the Greater Tubatse Municipality. The programme had 3 intakes of a 100 candidates each. The training involved modules such as career guidance, project management, basic computer training, CV composition, interview skills, communication skills and organising oneself. Candidates are unemployed between the ages of 17 -35. All of them have a matric certificate and some have post matric education in different fields such as engineering (electrical and mechanical), human resource, business administration, home based care and many others. The participants also have work experience in different fields. • Participants have been trained and are ready for the workplace. • One of the Passport to Future’s objectives is to help these young, eager and hungry for success/economic freedom participants find placement in the workplace. • Passport to Future Project has assisted forty of its participants with finding placement through employment or further education training. • Passport to Future Project appeals to all potential employers to contact us if any opportunities are available for these participants, be it employment or scholarships. This will assist in decreasing the unemployment rate in the local municipality as well as alleviate poverty. Economic freedom for the youth in our lifetime!

It is that time of the year again when you can get involved with helping the Canser Association of South Africa (Cansa) by participating in a Shavathon. This year is the 12th year the event is being held as a way to raise funds for Cansa. It costs R50 for an adult and R25 per child to participate and either have your hair shaved or sprayed in wonderful colours to support the charity drive. The money is used to fund the Cansa support programmes for those affected by cancer. Many employers also get involved with this worthy cause. You can get involved by hosting a Shavathon event at your workplace or supporting one in your area.

Shavathons will take place between 2 and 6 March 2015. Spreading the gospel everywhere On Saturday last week approximately 100 people received certificates after completing a course by Judea Training. The Judea Hope organisation aims to help spread the word of God by assisting believers in areas with little resources. The group graduates who received certificates on Saturday will be or are already working by establishing churches in their various communities. Often it is in very poor areas and the Judea Hope organisation

Help Chymamusique win Colleen “Chymamusique” Mmotla has defied the stereotypes of a rural young man by becoming the first from Sekhukhune District to be nominated for the prestigious Metro FM award in the category Best New Comer. Steelies laat waai by atletiek Steelpoort Akademie het verlede week Vrydag aan die Interlaer by Laerskool Numbi in Hazyview gaan deelneem. Die skool het goed gevaar en altesaam 42 medaljes gewen. Daar was 13 goud, 12 silwer en 17 brons medaljes. Die skool is baie trots op hul atlete. Die skool is veral trots op Henry Payne (foto regs), ‘n o/13 seun wat die 80m hekkies se rekord gebreek het met ‘n tyd van 12,12 sekondes. Hy is ook as die beste baanatleet van die dag aangewys. Tubatse Masters meet their match On Sunday 22 February Tubatse Masters visited Leboeng village and played a friendly soccer match against local team City Life F.C. The young boys from Leboeng dominated the ball possession but failed to penetrate the Masters’ defence. Masters again managed to create clear opportunities, but failed to convert. A few minutes before half time a mistake by die Masters’ goalkeeper, Sipho Makabate led to an easy goal for the City Life players. The halftime score was 1-0. In the second half a free kick slipped past Sipho to give City Life a 2-0 lead. The Masters took possesion of the ball and but failed to penetrate the City Life goalkeeper’s defence. In the meantime the hosts managed to score another goal. A free kick by Tubatse Masters’ Jerial Mvundlela broke the Masters’ goal drought. Another mistake from the Masters led to a fourth goal for City Life. In the dying minutes of the game Lucky Lubisi for the Masters managed to score. The final score was 4-2 in favour of City Life. Game upon game for the Masters Tubatse Masters F.C. was a busy team in the last week. On 21 February they played two games in very hot conditions. A third game between Tukakgomo Masters and Mampuru Masters also took place. In the first one they faced Tukakgomo Masters. The Tukakgomo team started the match with domination of ball possesion. They created opportunities but failed to convert it into points. Tubatse Masters’ Mpho Mokgohloa took on his team into the lead after beating the offside trap of the Tukakgomo defence. The halftime score was 1-0. In the second half Tubatse Masters dominated again and managed to increase their lead with a goal by Stan Teffu. Later in the second half Tukakgomo was awarded a penalty and managed to convert it to make the score 2-1. In the dying minutes of the match Isaac Mndawe ensured victory for Tubatse Masters when he scored their third goal. The final score was Tubatse Masters 3 and Tukakgomo Masters 1.

In the second game the Tukakgomo Masters and the Mampuru Masters faced-off. Tukakgomo won the mats 4-3 on penalties after a 2-2 draw. The thrid game of the day was again between Tubatse Masters and Tukakgomo Masters. This time Tukakgomo took the win with a A friendly match against score of 2-1. The half time score was 2-0. Just after the restart of the match Ally Maimela increased the Masters’ lead to 2-0. The Modikwa team then started to dominate the ball possession and managed to score their first goal by Pearl Mabilu. Later Masters’ Dolphin Ngele scored the fourth goal for his team. Joshua Generation Golf Day a huge success Joshua Generation hosted their annual Golf Day at Tubatse Chrome Club last week Saturday. The day was well supported and players had loads of fun in the sun. The winners of a 3 night stay at the Sani Pass Hotel and Leisure Resort in the Drakensberg were Corjan Mulder and Tyron Luck. Tim Marobane was the winner of the lucky draw hamper. SPORT Leboka is still looking good Modikwa Marathon Club athletes participated in the BMW 4 in 1 Marathon in Polokwane on Saturday 21 February 2015. This was the team’s first race of the year. The runners participated in various categories there was a 10km race, 21km race and a 42.2km race. Leboka Noto was the third runner to cross the finish line on the day. He was also the first veteran of the day to finish. The runners enjoyed the race very much and would like to thank everyon who made their participation possible. They are looking forward to their next race and building up to the Comrades Marathon later this year.

The event will take place on 21 March 2015 at the Peter Mokaba Athletics Stadium in Polokwane or the Oscar Mpetha Stadium at the University of Limpopo in Mankweng. Venue confirmation will be given soon. The following administrative rules will be implemented for the mentioned competition date: Only athletes from 2105 Affiliated Clubs or Associate Members will be allowed to enter and participate with either permanent or temporary licences. Temporary licences will be available at the cost of R25.00 per athlete at the venue. The following age groups will be accommodated: a) Sub Youth (under 15) b) Youth (under 17) c) Junior (under 19) and Senior (20 years and older). Athletes shoul ensure that certified copies of their ID documents or passport are handed in on the day of the competition. (Refer to ASA Rule 5.7). A representative from the affiliated club(s) and/or associate member(s) will be responsible to hand in such documentation. Entries will close at 13:00 on 7 March 2015. Please adhere to this date. Pre-entry fees per athlete for the day would be R20.00 and for athletes who enter on the day of the competition it will be R30.00. Entry fees per club/associate member can be deposited into the following bank account: LIMA, ABSA bank, Account: 1150 165 462 with the name of the club as reference. Such proof of deposit must be mailed to limpopoathletics@telkomsa.net or faxed to 086 512 6642 on or before the closing date of the pre-entries. An entry fee of R20.00 per person will be payable at the gate for spectators. Should a Club have technical officials who could make themselves available to assist on the day, please forward their names to the Secretary of Limpopo Athletics at the aforementioned e-mail address or fax number.
