DRDA gets his promotion PRO 13 has now two one-star generals

AMP Rafael C. Rodriguez, Libertad, Butuan City-- - Deputy Regional Director for Administration CDRDA), Senior Superintendent Mario O. Soriano has been raised to Chief Superintendent after President Benigno Aquino III approved his promotion on November 29, 2012 upon the recommendation of the DILG, NAPOLCOM and PNP. Police Regional Office 13 has now two one-star generals: PCSUPT Carmelo E. Valmoria (Regional Director) and PCSUPT Mario O. Soriano. An arrival honor was given to DRDA here on December 7, 2012 as he stepped in PRO 13 with a star on his shoulder board.

“Throughout years in law enforcement, promotion is indeed a sort of success to every PNP personnel. Notwithstanding, it does not only confer power or privilege but also great responsibility,” PCSUPT Soriano said. Chief Superintendent Soriano, a member of PMA Class 1981 and recipient of

various awards for his exemplary performance, has been serving almost 31 years in law enforcement. He was formerly assigned as Deputy Director for Administration of Eastern Police District in National Capital Region prior to his designation as DRDA of Caraga. “As this marks another

remarkable chapter in my career, I know it may mean more exhilarating challenges as more responsibilities have been entrusted in my custody. But nevertheless, let us continue doing our roles as our nation needs our share in upholding the common good,” he emphasized.

ccordingly, promotion comes not to those who watch either the clock or the sun but to those who stick unto their works with compassion and commitment. Plenty of men can do good work for a spurt and with immediate promotion in mind, but promotion is bestowed to anyone whose good work has become a habit.

In the PNP, privileges and opportunities are wide for those who offer faithful service and one of which is the promotion of rank. Throughout years in law enforcement, promotion is indeed a sort of success to every PNP personnel. Notwithstanding, it does not only confer power or privilege but also great responsibility. In life, the most beautiful thing you can do is taking responsibility. With humility, I prepare myself for a wider range of duties and responsibilities. Somehow, in my own little way, I believe I could lift another person's vision to higher sights, raise one’s performance to higher standards and build his personality beyond normal limitations.

As this marks another remarkable chapter in my career, I know it may mean more exhilarating challenges as more responsibilities have been entrusted in my custody. But nevertheless, let us continue doing our roles as our nation needs our share in upholding the common good. At the end, we will discover that public service is a stimulating endeavor for it is not just a way of life but a way to live life to the fullest. Hence, it is with great honor to extend my heartfelt gratitude to anyone, who, in one way or another has been part of this humble success; To the Almighty God, for giving me the strength and courage to surpass all odds and for His divine protection that

CIDG Chief introduces CIS By: PO1 Ryan C. Cagula

Rafael C. Rodriguez, Libertad, Butuan City -- Police Director Samuel D. Pagdilao, Jr., chief of Criminal Investigation and Detection Group (CIDG), has introduced the Community Investigative Support (CIS) during his visit here on December 10, 2012. As he spoke before the multitude of police officers, top official said the CIS is conceptualized within the context of the PNP Letter of Instructions 22/09 "BAYANIHAN". CIS agents are selected individuals of good moral character who passed the recruitment and selection criteria set by CIDG, and voluntarily offered services without compensation. “CIS is an assisting unit of CIDG to further boost its intelligence gathering in solving more heinous crime,” he said. Director Pagdilao added the active and indispensable participation of the com-

munity contributes to the success of police operations; hence, his agency is continuously recruiting more CIS agents as force multipliers. CIDG, a highly-specialized branch of the PNP, is tasked to jump into highprofile cases and syndicated crimes.

ARREST OF WANTED PERSON Charged with Direct Assault, 33year old Lauro C. Algañon was nabbed by the personnel of Malimono Police Station in his residence in Brgy. Masgad, Malimono, Surigao del Norte on December 6, 2012 at 4:30PM. Algañon was captured by virtue of warrant of arrest issued by Judge Victor A. Canoy of 1st MCTC (Malimono and San Francisco, Surigao del Norte), under criminal case numbers 1065 and 1066 with recommended bail of Php 12,000.00 each. Suspect is now under the custody of Malimono Police.

ACCOMPLISHMENT ON CAMPAIGN AGAINST ILLEGAL MINING

In a bid to destroy the backbone of illegal mining and to pre-empt its catastrophic effects, a joint operation was launched by the elements Butuan City Public Safety Company, Anti-Illegal Mining Task Group and Butuan City Police Station 4 in Brgy. Bilay, Butuan City on December 6, 2012 at 4:00AM. The operating team confiscated 16 portable water pumps with the following brand and engine number: a. one unit of 10HP Honda Motor with engine number BCBAT 1096351; b. 12 units of 16HP Honda Motor with engine numbers BCBAT 4138822; 4528679; 4482118; 4592826; 4509733; 4509881; 3249955; 4611010; 4528663; 2592821; 4528512; 4482102; c. one 5HP Robin Motor with engine number EY 20D-c4658665; d. a unit of 5HP DS20 Motor with engine number DJ168F; and e. a unit of 6.5HP Briggs & Straton Motor with engine number 10-061288-51870. Upon sensing the arrival of the troops, illegal miners fled leaving their machineries. Confiscated items are now under the custody of Butuan City Public Safety Company for proper disposition.

SHOOTING INCIDENT

A security guard was shot dead by unidentified assailant while manning the construction site of Saint Joseph Institute of Technology Gymnasium at Purok 5, Brgy. Villa Kanangga, Butuan City early dawn of December 6, 2012 at 2:30AM. Alexander M. Tecson, 46, of Kapanalig Security Agency was reportedly sleeping on his hammock when attacked. The victim was rushed to Butuan City Medical Center but was declared dead on arrival after he sustained 2 gunshot wounds on his back, one on his left buttock and right thigh. Recovered from the crime scene were two empty shells and a fired bullet of yet to be identified caliber of firearm. Butuan City Police Station 1 is now conducting further investigation to identify and arrest the suspect.

FOUND DEAD BODIES Alladin G. Mahinay, 39, of Brgy. Villangit, Sibagat, Agusan del Sur was found dead along the river bank of Brgy. Salvacion, Bayugan City, Agusan del Sur on December 5, 2012 at 6:00PM. Mahinay was reportedly missing after he crossed a river on December 4 at the height of Typhoon Pablo. Victim’s cadaver was brought to Bollozos Funeral Home in Bayugan City. Unidentified male dead body was also found floating along Sabang River in Brgy. Verdu, Bayugan City on December 5, 2012 at 4:00PM. Personnel of Bayugan City Police Station retrieved a cadaver with more or less 5’5 in height. Victim might have been drowned for more than 8 hours. Remains of the victim now lie at Bollozos Funeral Home (Bayugan City, Agusan del Sur).

CENRO, conducted anti-illegal logging operation that resulted in the interception of one (1) Isuzu Elf Truck bearing plate number TNA 854 loaded with Three Hundred Forty-Eight (348) board feet of Magkono lumbers with an estimated market value of Twenty Four Thousand Three Hundred Sixty Pesos ( Php 24,360.00) on December 07, 2012 at about 3:00 AM along the National Highway in P- 5, Brgy. Poblacion, Lianga, Surigao del Sur. Said truck is owned by Divino Marbanyankee Federico, a resident of Brgy. Taglatawan, Agusan del Sur and driven by Danilo Embalsado, 51 years old and a resident of Purok 1, Lawaan Street, Bayugan City. Said vehicle and forest products were turned-over to DENR-Lianga, Surigao del Sur for proper disposition.

Brando Floriet Pelarios, 33 years old, married and a resident of P-9, Poblacion; and Renato Pelarios Estrada, 43 years old, married, and a resident of P-1, Brgy. La Purisima, all of Cagwait, Surigao del Sur for having caught in the act of illegal fishing using “trawl” on December 6, 2012 at about 8:30 AM in the seawater of Bayabas, Surigao del Sur. Confiscated from their possession were: One (1) unit Pumpboat with engine number LX390 registered under the name of Edgar Martinez, a resident of P-9, Poblacion, Cagwait, Surigao del Sur; one (1) set fine mesh net; trawl board and four (4) kilos assorted fish. The suspects and confiscated items were brought to Bayabas Police Station for proper disposition.

ACOMPLISHMENT REPORT ON ILLEGAL DRUGS PO3 Zena Menioria Panaligan

On or about 3:48PM of December 10, 2012 at Buri St., purok 2B, Brgy.Taglatawan, Bayugan City, Agusan del Sur, personnel of PDEA 13, led by SPO3 Eugene P. Salomon, conducted buy-bust operation that resulted in the arrest of Mango Calimnan Ameril, alias “Obar”, of legal age, married and Misron Limgas Makasari, 38 Years old, married; both residents of purok 2B, Burian St. Brgy. Taglatawan, Bayugan city, Agusan del Sur for possession of illegal drugs.

Confiscated from the suspects’ possession were seventeen (17) heat sealed, transparent plastic sachets containing white crystalline substance believed to be Shabu, marked money amounting to Three thousand pesos (php 3,000.00), digital weighing scale, and other sniffing paraphernalia. The arrested suspects and the confiscated items are now in the custody of PDEA Regional Office 13, Butuan City for proper disposition.

Christine Alexis Asis y Pacot, of legal age was robbed by riding in tandem suspects around 8:15 PM at Orchids Street, Brgy Dagohoy, Butuan City. One of the suspects identified as Jimlourd Cassion y Cabrera was arrested by the responding police personnel while the other suspect, Junel Casera y Morado alias “Ewoks”, 20 years old, single and a resident of Purok-7, Brgy Baan Riverside, Butuan City was apprehended during the conduct of pursuit operation in Purok-4, Baan Riverside of the said city around 12:05 PM of same date. Recovered from the suspects were one (1) unit pink Samsung Galaxy and one (1) piece Nokia earphone owned by the said victim. Suspects are now detained at Butuan City Police Station 1 detention cell while a case for robbery with violence or intimidation of a person is now being prepared for inquest proceedings.

Valmoria, director of Police Regional Office 13, inspected police posts in Surigao del Sur on December 6, 2012 to personally check the operational readiness of his men on the ground as well as the facilities of the PNP. Patrol base of 133rd Regional Public Safety Company, and police stations in the town of Barobo, Tagbina, Hinatuan and Lingig were among those inspected by the Regional Director. PCSUPT Valmoria reminded his men on duty to remain vigi-

lant against possible attacks of communist rebels and continuously launch operations to maintain peace and order in their respective area of responsibility. “Maximize police visibility and conduct checkpoints regularly. We shall preempt criminal activities of the lawless elements,� he said. As regards with the reward and punishment sytem, he said the PNP has also focused on recognizing the good officers and punishing those who violate their sworn duty to serve and protect. On the other hand, top official has directed the commanding officers to strictly deal their erring personnel without fear or favor.

REPORT ON CONFLAGRATION By PO3 Darlin Cabalinan-Migullas

In brgy 11, Cabadbaran City, Agusan del Norte, two (2) residential houses made of light materials were razed by fire around 10:35 AM, December 12, 2012. Investigation conducted by personnel from Bureau of Fire Protection revealed that the fire started at the house of Aida N. Sandigan caused by unattended

stove. Fire rapidly spread to the adjacent house of Shirly Ganggangan, 34 years old, married. Fire was declared under control around 11:00 AM of same date killing Aida Sandigan, 76 years old, who was trapped inside her house. Estimated cost of damage is amounting to more or less fifty thousand pesos (P50,000.00).

Allan Malasa y Sibonga, 43 years old, married, motorcycle driver (Habal-habal) and a resident of Purok-8, Brgy Desamparados, Talacogon, Agusan del Sur was found dead by Brgy Kagawad Rustico Bada of Brgy Buena Gracia of the same town around 6:15 PM, December 13, 2012 at Purok-8, Brgy Buena Gracia. Talacogon police coordinated with Agusan del Sur Provincial Crime Laboratory Office to conduct scene of the crime operation (SOCO).

SOCO team found out that the victim sustained one (1) gunshot wound on his head that resulted in his untimely death. Recovered from the crime scene was one (1) empty shell believed to be of a caliber .9mm pistol. Cadaver was brought to a funeral home for proper disposition. Elements of Talacogon MPS are still conducting follow-up investigation for possible identification and apprehension of the suspect.

Anabelle Regato Bucton, 48 years old, married and a resident of P-9, Brgy. San Jose, Prosperidad, Agusan del Sur was accidentally electrocuted by a service drop wire of the Agusan del Sur Electric Cooperative on December 10, 2012 at about 11:00 A.M that resulted in her instantaneous death.

Initial investigation conducted by Prosperidad Municipal Police Station, Agusan del Sur PPO revealed that the service drop wire fell into the ground which believed it was damaged during typhoon Pablo. The cadaver now lies at the residence of the victim.

personnel of Tubay MPS at his residence on December 12, 2012 at around 1:00 PM. Mendoza was charged with Rape dunder criminal case number 09-18 to 09-20 with recommended bail of P200,000.00. He is now under the custody of Tubay MPS for proper disposition.

Typhoon Pablo leaves 10 dead, 1 missing in Surigao del Sur By: PO1 Ryan C. Cagula

Camp Rafael C. Rodriguez, Libertad, Butuan City -- Catastrophic typhoon Pablo has left a trail of death and destruction after it hit the province of Surigao del Sur a week ago, based on the record of Provincial Disaster Risk and Reduction Management Council (PDRRMC). The death toll has climbed to 10 while 3 others were injured and 1 was still missing, PDRRMC said. Official record showed damages to agriculture, infrastructure and private properties stood at P 300 million in the province alone. Thousands of families took refuge at the different evacuation centers. Affected families reached 32, 016 from 159 typhoon-struck barangays. Places extremely hit were Bislig City, and town of Hinatuan and Lingig. Winds blew away houses and uprooted trees, and flood hit some areas, according to residents. A farmer was killed in a shooting incident perpetrated by two (2) unidentified riding in tandem suspects in brgy Lucena, Prosperidad, Agusan del Sur around 1:30 PM, December 13, 2012. Based on the investigation conducted by Prosperidad MPS revealed that while Joseph Go y Bumaat, 32 years old, farmer and a resident of Purok-5, Brgy Poblacion of Prosperidad town together with his live-in partner, Rosalie Barios were riding a Honda XRM single motorcycle from brgy San Vicente heading towards Brgy Poblacion of the said municipality and when they reached Purok-10 of brgy Lucena, victim was suddenly shot by the suspects who were riding a single motorcycle travelling on the same direction. Go sustained two gunshot wounds on his head that resulted in his instantaneous death while Barios was unharmed. Recovered from the crime scene by personnel from Provincial Crime Laboratory who conducted scene of the crime operation (SOCO) were two empty shells believed to be of .45 caliber pistol. Prosperidad MPS is still conducting follow-up investigation for possible identification and arrest of the suspects.

around 11:30 P.M. Investigation conducted by Jabonga MPS revealed that a Mazda was travelling from Butuan City heading towards Surigao City and upon reaching at the said place, Ernesto got asleep while his vehicle is in motion that resulted to bumped the parked KIA that caused damage. The driver was brought to Jabonga Municipal Police Station together with his vehicle for proper disposition.

A concerned citizen reported to Cagwait MPS regarding the illegal fishing activity at the sea water of Brgy Lactudan, Cagwait, Surigao de Sur. Cagwait police immediately responded to said report that resulted in the apprehension of Al Mindaña y Orito, 28 years old, married and JR Lumanao y Serenio, 20 years old, single, both residents of PurokMondodalo, Brgy Unidad, of the said town around 9:30 AM, December 12, 2012.

Suspects were apprehended after being caught in the act of illegal fishing activity using double fish net locally known as “lampornas” with scaring device, which is a violation of Municipal Fishery Code of 2008. Confiscated from the suspects’ possession were one set of lampornas, one paddle boat, two paddles and one white ice box containing about 5 kilos of assorted small fishes. Suspects and confiscated items were brought to Cagwait MPS for proper disposition.
